Inspection of ESTC/LGD by Shri. S. K. Agarwal CEGE/SCR on 28.11.2018.

Accompanied by Sr.DEE/M/HYB, AEEE/G/HQ, ADEE/S/LGDS.

The following observations are made during inspection of ESTC/LGD on 28.11.2018.

1. Review of Training Modules:
 Instructions of the previous Inspection
to Modify Refresher course module to 1

Practical training in Lab is yet to be

Practical Training to be conducted in Laboratory. Projector to

be provided in Lab to explain concepts.
 Training Infrastructure to be improved
by developing test facilities for testing
of MCCB’s/ MCB, Overload relays etc.
Additional tools of adequate quantity,
if required , to be procured for
practical training.

 Measuring Instruments and Tool sets

are kept on Display on work benches in
a separate class room. Common
display is available.

Work benches with Instruments/ Tool sets are be shifted to

Lab. Each work bench to have separate display with
Instructions for Selection, Methodology of checking, Do’s and
Don’t’s etc. A set of Instruction sheets to be issued to
trainees.

 Procedure work sheets for conducting

practical’s is prepared for Earth
resistance measurement, Insulation
resistance measurement etc, . The
same are to be issued to the trainees
for Hand’s on practice.
 Feedback is being taken and is general
in Nature. To be taken topic wise.
Weekly position of staff attending
training to be advised to HQ.
Sr. DEE to be informed suitably by ESTC
for deputing the staff in time.

2. POWER LAB.
 Models of Sub-station, Motor, Starters, house wiring etc.,
were on display. Technical description of various equipment
to be suitably provided.

3 TL & AC Lab.
LHB model( LED type) of AC and Non- coaches has been made
by ESTC.This ensures proper understanding of the System to
the trainees.
4 Energy efficiency course:
 Informed Energy efficiency course for supervisors is
in progress. Only one supervisor of Nanded Division
is deputed for the course.
Course to be conducted for a minimum of 5 .
Integrated course of 5 day duration on Energy
efficiency and Switchgear selection for Supervisors
to be conducted periodically.
In future course to cover all Senior Technicians.

 Divisions are not deputing staff as per quota for the

Refresher courses regularly.
 No staff of Division/ workshop to be due for
Refresher courses. Divisions/ workshop to depute
staff for training periodically to ESTC for Refresher
and Promotional courses.

Sr. DEE to be informed suitably by ESTC
for deputing the staff in time.
 Training of staff to be monitored regularly

5 Interaction with Instructors.

 Instructors to adopt innovative teaching method for
training to enhance skill of the staff. Staff will get
suitably motivated / attracted to attend the training.
 Instructors to take pride in teaching.

5.  A seminar on switchgear selection , Lighting,

Smart metering by M/s. HPL , was in
progress. Necessary important parameters
for switchgear selection was told ????.
 Technical seminars to be conducted
periodically on latest developments, products
so as to update knowledge of Supervisors .
