The EPWM Department is mandated to:

- Enforce all laws, regulations and policies pertinent to environmental management and
pollution control;

- Design and maintain an waste collection and disposal system conforming to the
requirements of RA 7160, 8749 and 9003;

- Implement a civic consciousness program in support of its environmental and waste


management programs.

Its corollary functions are to:

- Maintain a comprehensive pollution control program, including anti-smoke belching and

industrial pollution control;

- Undertake continuing research on current environmental management technologies;

- Establish operational linkages with other local and national agencies concerned with
environmental protection and waste management.

Services

1. Waste Management

Package Clean-up System. The City has adopted a Package Clean-up System whereby the
Contractor assumes full responsibility for waste management, from collection (from households,
markets, commercial establishments, schools, offices, streets and other sources) to disposal in
designated sites. This system has significantly reduced the City's waste collection expenses
without sacrificing efficiency.

Solid Waste Disposal. The City currently generates a daily average of 7,150 cubic meters or
1­­­­­,429 metric tons of solid waste. These are all dumped at the 7.2-hectare Payatas
Dumpsite, which has a total tipping area of about 4 hectares. Industrial, infectious, hazardous
and toxic wastes are dumped elsewhere.

2. Pollution Control

The City's Anti-Smoke Belching Program is being implemented in close coordination with the
Land Transportation Office (LTO) and the Metropolitan Manila Development Authority (MMDA).
To ensure that all industrial activities conform to the standards set by national regulatory
agencies, the EPWM Department conducts site inspections and investigates pertinent
complaints.

3. Clean-up of Waterways

Quezon City is drained by four major waterways: the San Francisco Del Monte River, the San
Juan River, the Tullahan River and the Marikina River. These rivers have a combined total of 41
tributaries traversing 92 of the City's 142 barangays, and they run a combined length of 124
kilometers. "Sagip-Batis sa Quezon City" is a project conceived by EPWMD to clean up and
beautify the City's waterways.

This EPWMD special project consists of the collection of bulky wastes (such as dilapidated
vehicles, appliances and furniture, tree cuttings, old tires, earth mounds, etc.) from barangays
every last Sunday of the month.
