MISSION STATEMENT
VISION STATEMENT
The City of Alhambra shall be the premier family-oriented and economically prosperous
community in the San Gabriel Valley.
Addressing the Council: Section 2.04.210 of the Alhambra Municipal Code establishes the procedures for
addressing the Council. Any person wishing to address the Council during the meeting must complete a Speaker
Request Card and submit it to the City Clerk.
When called upon by the Mayor, please step to the podium and give your name, address and organization or other
party you represent, if any, in an audible tone of voice for the record. Remarks are limited to 5 minutes.
All remarks shall be addressed to the Council as a body and not to any member thereof. No person, other than the
Council and the person having the floor, shall be permitted to enter into any discussion, either directly or through a
member of the Council, without the permission of the Mayor. No question shall be asked a Councilperson except
through the Mayor.
Standards of Decorum: Any person making personal, impertinent or slanderous remarks or who shall become
boisterous while addressing the Council shall be forthwith, by the Mayor, barred from the meeting.
Enforcement of Decorum: The Chief of Police, or his designee, shall be Sergeant-at-Arms of the Council meetings.
The Sergeant-at-Arms shall carry out all orders and instructions given by the Mayor for the purpose of maintaining
order and decorum at the Council meeting.
Persons Authorized to be Within Rail: No person, except City officials, their representatives, and newspaper
reporters, shall be permitted within the rail in front of the Council Chamber without the express consent of the Council.
Agenda Tracking Numbers: All numbers listed in bold after the title of each Agenda item are City Clerk tracking
numbers that are used for filing and research purposes.

Recommended Action: By motion, determine that the titles to all ordinances which appear
on this public agenda have been read, and waive further reading.
All items listed under the Consent Agenda are considered by the City Council to be routine and
will be enacted by one motion unless a citizen or Council member requests otherwise; in which
case, the item will be removed for separate consideration.
On November 6, 2018, a General Municipal Election was held in the City of Alhambra at
which the offices of Councilpersons of the First, Second and Fifth Districts (full term of
four years) and Member, Board of Education, Alhambra Unified School District, Fifth
District (full term of four years) were voted upon by the electorate. The November 6, 2018
election was consolidated with the Statewide General Election held that same date and
the County of Los Angeles was requested to perform certain election services on the
City’s behalf, including, but not limited to, canvassing the election returns. The County
has completed its canvass, the results of which are as follows:

2. RESOLUTION DESIGNATING THE CITY’S BOARD MEMBERS TO THE LOS
ANGELES COUNTY SANITATION DISTRICT NOS. 2 AND 16 – F2M18-23, R2M18-41
Due to the recent Alhambra General Municipal election and the certification of Adele
Andrade-Stadler as Councilperson of the Fifth District, action is now required to
designate the City’s Board Members to the Los Angeles County Sanitation District Nos.
2 and 16. Because the seat of Councilperson of the Fifth District is currently also the
position of Vice Mayor, Adele Andrade-Stadler will serve as Vice Mayor until the next
City Council reorganization on February 25, 2019. By virtue of the Sanitation District’s
bylaws, Jeff Maloney, currently serving as Mayor, is the City’s member; and, Vice Mayor
Adele Andrade-Stadler is an alternate member to act in place of the presiding member.
3. NIB: 2018 HUD STREET IMPROVEMENTS PROJECT – OLIVE AVENUE AND FIFTH
STREET – F2M18-69, N2M18-140
This project will rehabilitate the following street segments within the HUD target area:
Olive Avenue between Alhambra Road and Woodward Avenue and Fifth Street between
Woodward Avenue and Main Street. Proposed improvements include pavement
reconstruction of approximately 85,900 square feet, repairs of approximately 2,200
square feet of broken and off-grade sidewalk, repairs of approximately 225 linear feet of
broken and off-grade curb and gutters, repair of broken and off-grade driveway
approaches and installation of ADA ramps within the project limits. Plans and
specifications have been prepared for this project.
Staff requests that the City Council approve a second amendment to the agreement with
Harper and Associates. On September 12, 2016, staff issued Contract K2M16-371 to
Harper and Associates for the design, bid specifications and construction management
for the roof repair and coating of Garfield No. 2 Reservoir in the amount of $48,320.
During a routine inspection after a high wind event in March 2017, the roof at Newtonia
No. 3 was found to be damaged. Since the roof required repair it was appropriate that
the safety railings be brought up to current standards during the roof repair. On April 24,
2017, the City Council approved a contract amendment in the amount of $10,200. This
second contract amendment is to provide additional inspection services due to
unforeseen damage that was uncovered while sand blasting the interior of the Garfield

Reservoir. Harper and Associates provided a quote of $21,672 for the required
additional inspection. All other provisions of contract K2M16-371 remain unchanged.
On April 23, 2018, the City Council awarded a contract to Cybertech Construction
Company Inc. in the amount of $149,777 for the Stoneman Avenue Parking Lot
Rehabilitation and LID Project. All the work has been completed in accordance with the
City requirements and specifications. As such, it would be appropriate for the City
Council to accept the project as complete and instruct the City Clerk that the Notice of
Completion be filed with the County of Los Angeles Recorder’s Office.
Staff requests that the City Council adopt a resolution approving the City of Alhambra
Salary Schedule, pay rates, and changes to classification specifications for certain job
classifications. California Public Employees’ Retirement Law requires the City Council to
approve and adopt salary schedules and pay rates at a public meeting. The resolution
also includes approval of class specifications for the positions of Crossing Guard and
Intern.
7. MINUTES
Recommended Action: City Council review and approve as submitted the Minutes
of the November 26, 2018 regular meeting of the Alhambra City Council and the
December 11, 2017 regular meeting of the Alhambra City Council.

8. PERSONNEL ACTIONS – F2M18-2
Recommended Action: City Council ratify the actions of the City Manager set forth
in that certain Personnel Actions document dated December 10, 2018, showing the
various appointments, classifications, salary changes, etc., since the last City Council
meeting.
9. DEMANDS - F2M18-1
Throughout Southern California there has been a sudden and unforeseen proliferation of
shared on-demand personal mobility devices that operate in the public right-of-way.
Such devices include both shared bicycles and shared scooters. The new and emerging
business model of operating shared, on-demand personal mobility devices from the
public right-of-way creates public safety concerns that impact users and bystanders, and
contributes to clutter in the public right-of-way. The following ordinance and resolution
will prohibit the operation of these businesses within the City, as well as the use of these
shared on-demand devices. They will also establish an impound fee to cover City staff
time associated with removal and storage of the abandoned devices from the public
rights of way. Given the safety concerns associated with use of these devices, the
spontaneous nature of their arrival, the impact on public rights of way (in terms of
storage for abandoned devices), the tremendous impact on staff resources to police and
patrol the use of these devices and the evolving business model of these shared on-
demand devices, City staff recommends that the Council adopt the ordinance to prohibit
these shared on-demand devices, at least until these identified concerns can be
effectively addressed by the operators, business owners, City staff and/or future
legislation.
Recommended Action: City Council direct the City Attorney to give second
reading by title only to the following ordinance entitled:
after which the Council, by motion, may adopt Ordinance No. O2M18-4747.
Staff requests that the City Council adopt an ordinance amending Title IX (Public Peace
and Safety) of the Alhambra Municipal Code, Chapter 9.77 requiring a shopping cart
containment system. Recently, members of the community and the City Council have
expressed concerns regarding the continued problem of abandoned shopping carts in
the City. The proposed amendment would eliminate the mandatory abandoned cart
prevention plan, which has proven to be ineffective, and replace it with a simplified
citywide requirement to implement a containment system. This solution has been widely
adopted by a large number of shopping centers and has become a de facto industry
standard. Under the proposed amendment, any future commercial business project with
shopping carts available to its customers will be required to install a physical
containment system prior to being issued a business license.
Recommended Action: City Council direct the City Attorney to give second
reading by title only to the following ordinance entitled:
after which the Council, by motion, may adopt Ordinance No. O2M18-4744.
To strengthen the City’s financial position for emergencies, unforeseen expenses, and
accurately budget for capital expenditures based on past years’ expenditures and
historical need, it is appropriate for the City Council to establish priorities for establishing
reserve funds in distinct categories for competing priorities. This should ensure that
sufficient moneys are available to address most unanticipated and unforeseen expenses
and will provide City staff direction in this regard in connection with the preparation of the
next budget. To protect against unforeseen emergencies, economic uncertainties, and
other future contingencies, such as proposed rate increases provided by CalPERS,
increased liability and workers compensation claims, an aging infrastructure and
equipment fleet, it is prudent to increase the City’s reserve as follows: Maintain a
General Fund Reserve balance of at least 20% of the annual General Fund operating
expenditures; Establish and maintain a $3 million balance in the Legal Liability Reserve;
Establish and maintain a $3 million balance in the Building and Facilities Reserve;
Establish and maintain a $3 million balance in the Rolling Stock and Equipment
Reserve. Therefore, staff requests that the City Council adopt an ordinance that will
implement this Reserve Fund Policy.

Please note that while the City Council values your comments, pursuant to the Brown Act, the
City Council cannot take action unless the matter appears as an item on a forthcoming agenda.
ADJOURNMENT: There being no further business for the Council to transact, Mayor, with
the consent of the City Council, shall direct the City Clerk to cancel the December 24, 2018
meeting due to the holidays and shall adjourn their meeting to 5:30 p.m., on January 14,
2019, in the Council Chambers of the Alhambra City Hall, 111 South First Street, Alhambra,
California (Notice No. N2M18-141).
