1. INTRODUCTION
The Sheen Kach Small Dam project was conceived in recognition of the need for better
utilization of the water resources of a project area that experiences floods during rainy seasons
and drought during dry seasons. Recurring floods in the project area not only disrupt normal life
activities but also cause damage to adjoining asphalt roads. Likewise, droughts damage crops
and livestock, the only means of livelihood for the local population. After detailed studies,
construction of a small dam in the project area was envisaged as the most practical solution for
the problems being faced by residents of the project area, hence the Sheen Kach Small Dam
project. The dam has a cultivable command area of 260 acres.In addition to flood control and
providing water for irrigation purposes, the project is expected to offer several other
accompanying benefits that will contribute to improving the living standards of the local
population.

2. PROJECT LOCATION
The proposed Sheen Kach Dam is situated in Bhittani tribearea of F.R Tank and is located on
StharAlgad (SatrahTarikaiNala) with a catchment of 12.5 square miles (31.07 square km). The
dam site is located 12.5 km from the Frontier Constabulary Post (F.C. Post) of Tehsil Mullazaiin
District Tank, KPK. Tehsil Mullazai is situated 15 km north-west of Gul-e-Mam and Gul Imam
lies on Tank-Pezu road at a distance of 11km from Tank city. At nullah bed, the coordinates are
N 32° 27’30” latitude and E 70° 20’30” longitude.

3. PROJECT BRIEF
The Sheen Kachproject is located in FR Tank region which is a barani area. Land of the project
area can be classified as arid and semi-arid. The area is characterized by low run-off and low
water tables. Nullah (StharAlgad) and rainfall constitute the main water supply sources of the
area.

The area is in semi-arid zone with an average rainfall of 12.43 inches (316 mm). Most of the
rainfall is in the month of March-April and July-August. Annual and seasonal rainfall patterns
are, however, irregular and unpredictable. The climate of the area is cold and dry in winter and
hot and dry in summer. Mean monthly temperatures vary from a minimum of 15° C in January
to a maximum of 36˚ C in June. The summer temperature rises up to 43° C. Relative humidity
during the monsoon season (July-Sept) is seldom below 60%.

Residents of the project area have low income levels and depend on agriculture & livestock for
livelihood. The cultivable area under the command of the dam is leveled, well developed and
capable of growing all types of crops, food grains and orchards.Farming is, however, almost
exclusively dependent on rainfall.

In view of increases in population, local water demand for both agricultural and domestic use is
progressively increasing. At the same time, there is a need for controlling excess run-off flows
during rainy season.

The area experiences flash floods during rainy season and droughts in dry seasons. This lack
of control over run-off water results in the following problems:

a. Damage to asphalt roads from flash floods


b. Gully erosion of cultivable land on both sides of the nullah
c. Disruption of normal life / access problems across the nullah
d. Damage to crops during droughts
e. Damage to livestock during droughts

The situation necessitated construction of a small dam for better control of water during periods
of excess and short supplies. In view of its potential benefits, the residents of Sheen Kach had
also been demanding the construction of a small dam in their area.

Feasibility Studies indicated that topography and geology of the area favoured the construction
of a small dam in the project area. The small dam is expected to offer the following benefits:

a. Control of flash floods


b. Protection of crops and cultivable land
c. Prevention of soil erosion
d. Protection of infrastructure
e. Provision of water for Irrigation purposes
f. Raising of ground water table
g. Better grazing opportunities for livestock
h. Opportunities for establishing fisheries
i. Efficient usage of rainwater which would otherwise be lost in flash floods

All of the aforementioned benefits will result in desirable socio-economic outcomes for the local
population.

9. MOBILIZATION ACTIVITIES

A. Mobilization:
The contractor has mobilized to the site in the first week of January, 2013 and an authorized
representative of the contractor is present on the site. The site office has been established in
Sheen Kach village whereas the camp has been established at the dam site.

B. Office of the Resident Engineer:


The Resident Engineer’s Office has been established in the first week of February 2013 in a
rented house. It is located in Mullazai Tehsil near Mullazai bazaar. The Office could not be
established at the dam site due to threat from militants and non-availability of electricity in
Sheen Kach village.

C. Staff Residence:
Staff residence and office of the Resident Engineer have been established in the same rented
house inMullazai. The staff was not willing to stay in Sheen Kach village due to threat from
militants and non- availability of electricity.

D. Project Laboratory:
The contractor has made arrangements for the establishment of the Project laboratory in a
rented house of Sheen Kach village.

The contractor has been directed to furnish the laboratory in accordance with the provisions
of the contract document at the earliest. The contractor has also been directed for early
procurement and installation of diesel generators to ensure smooth functioning of the project
laboratory.

E. Contractor’s Office & Site Camp:


The contractor has established his office and site camp in a rented house in Sheen Kach
village. Labor camp has been established at the dam site along the Nullah.

Clay core achieved level is 530.3m.D/s slope protection is completed From 120 to 170 RDs.Total
slope ht is 21m.The tope level is 530m.E2 top layer level is 530.5m,T1 level is 530.3,E1-Zone
achieved level is 531.5m,T2 D/s level is 530.5,T2 U/s level is 531.30. The Clay is now spread upto
Rd:200.i.e from RD:70 to 200.The weather now became dry.The source material is workable.Work on
remaining portion of E2-Zone at left abutment side is in progress.

Project Remarks

In the month of May there was no rainfall and the weather was fairly dry, favourable for dam
construciton activities.The contractor was advised to increase its resources (machinery) and take the
advantage of dry weather and increase the working hours during the day.So that the dam could be
plugged well in time before the moonsoon period.At dam site most of the rainfall is in the month of
March-April and July-August.As the progress was badly affected in the month of March-April due to
frequent rainfall and at irregular intervals so it was planned to work maximum in dry days.

The cotractor increased its resources (dumpers,excavators,etc) and worked for 11-12 hrs daily in
May.To take the maximum advantage of dry weather contractor engaged Twenty one (21) Nos of
dumpers for earthworks.

In this way progress boosted up and at the end the achieved progress is 18% against the targeted
progress of 9% for the month of May.The completed work was double.The contractor achieved the
progress of two months in one month (May,2013).

In the coming month it is hoped that the main dam body will be completely plugged and reserviour
will start storing water.The spillway will be completely excavated upto design levels and Lean
concreted. The wrok on conduit pipe will be carried out.Earthwork for access road will be started.

There is no critical problem from locals side and the minutes conflicts during the month of May
created by locals has been resolved at site by conducting local jirgas.

The project is now running smoothly and hope for early completion.
