Small Industrial Development Organization (SIDO) in collaboration with Tanzania


Electric Supply Company Limited (TANESCO) organised a three days, 2nd Purchaser
Group (PG2) meeting which was held at Peacock Hotel on 23rd, 24th and 25th January,
2008. PG2-meeting for welding machine was held on 24th January, 2008.

AF representative chaired the meeting. It was opened at 9:30hrs by the Chairman who
thanked the participants for responding to the invitation and welcomed everyone to
participate fully in the discussions.

4. Project Introduction
Introduction to TREESPA was presented by SIDO representative, that Tanzanian
Renewable Energy and energy Efficiency project to Sustain Poverty Alleviation
(TreeSpa) aims to facilitate that investments in rural energy infrastructure help enhance
living conditions for the poor as much as possible. The focus is to develop the rural
wealth creating sectors in Tanzania through identifying and specifying their top priority
appropriate energy needs.

The project activities include three components:


 Designing aggregated purchasing schemes for energy efficient electrical
equipment.
 Designing electricity service agreements
 Business development support (to business using energy)

Three products earmarked for the pilot implementation of the TreeSpa project are:
 Electric motors for operating different machines such as milling machines, water
pump etc.
 Electric welding machines which are considered as means to support the
establishment of small rural based metal fabrication industries which are vital to
rural production and security
 Electric lighting for rural enterprises, households, hospitals, schools etc.

SIDO and TANESCO are the foremost actors to TREESPA in the project. They will
cooperate to develop attractive modern energy services for rural productive sectors. The
two European partners AF Process AB-Sweden, the Coordinator and Danish
Management A/S (DEM)-Denmark, have a long and adequate project experience in rural
electrification, training and capacity building, energy efficient equipment and technology
purchasing schemes

5. Aim of Meeting
Aim of the meeting was to discuss, work together and come up with technical
specifications, market potential and potential bidders for energy efficient welding
machines

This product was chosen because it is considered as a cross-cutting product which


supports the establishment of small rural based metal fabrication industries/workshops
which are vital to rural production and income generating activities.

6. Performance of Welding Machines


Resistance welding makes use of the heating effect which occurs when an electric current
flows through a resistance. Electrodes are used to squeeze together components to be

welded. The electrical resistance is greatest where the components are in contact. If a
high current at low voltage is passed between the electrodes and through the plates, heat
is evolved at the interface. Localised melting takes place and a weld is produced.
Pressure on the work-piece is maintained after the current is switched off until cooling
allows re-solidification.

8. Market of the Product

Machines rated 150 and 200 amperes—30 volts are for light-shielded metal-arc welding
and for inert-gas arc welding. They are also for general-purpose jobs or shop-work.
Machines rated 200,300, and 400 amperes—40 volts are for general welding purposes by
machine or manual application. Machines rated 600 amperes—40 volts are for
submerged-arc welding or carbon-arc cutting.

10. Dissemination of Results

The project findings, material and results will be disseminated to other countries in Sub-
Saharan Africa.

11. Commitment and Discussion

The Purchaser group members are part of the process and support the Aggregated
Procurement Scheme tendering process and the tender. The Purchaser group members are
responsible for the tender document and specification of requirements.

During the discussion,


 It was strongly agreed that there is a need to conduct a market survey to estimate
how big is the market potential for Energy Efficiency Welding Machines and the
information to be included in the tender document.
 According to Public Procurement Act of Tanzania, there should be a fair play
ground for all bidders. Therefore the project is not allowed to send any tender
document to potential bidders.
 The project coordinators should ensure the umbrella organisation i.e. TCCIA and
CTI etc are conversant with the project so as to enable them advice on possible
financing options.
 The source and amount of funds to be spent for purchase of this product have to
be known and the information to be included in the tender document
 It was noted that the problem of arc work welding is that it pollutes environment

12. Work to be done for the next Meeting

It was agreed that before the next meeting, specifications for energy efficiency motors
have to be refined and also survey for motors to estimate the market potential have to be
conducted.

13. Other Financing Options


It was agreed that during the market survey, it should also be investigated which
financing institutions are operating in the areas earmarked for pilot TreeSpa project
implementation.

14. Next Meeting


It was agreed that this date will be communicated to the participants later.

15. Closing the meeting


The meeting was closed by the chairman at 15:30 hrs.
