2.1 POLICY STATEMENT

2.1.1 It is the intention of the Saudi Binladin Group - PCM Division / Jotun to outline the most
efficient and fastest way to carry out the coating operation. Thus ensuring that the coating
application is in full compliance with the requirements of the contract specification,
reference surface preparation, an unbroken paint film and a homogenous coating.

2.2 WORK PROCEDURE

2.2.1 The concrete shall have been moist cured by Qanbar Dywidag / Hamon, prior to delivery of
the precast elements to the site.

2.2.2 The concrete, upon delivery shall be allowed to dry prior to the start of coating activities.
The condition of dryness shall be verified by the Saudi Binladin Group - PCM / Jotun
Quality Control representative in accordance with the requirements of ASTM D-4263.

2.2.3 After verification of dryness, the completed precast concrete elements shall be fully sweep
blasted to remove all laitance and loose concrete. The blasting medium for this activity shall be
a washed silica and chloride free sand.

2.2.4 A full coat of ‘Penguard Clear Sealer’ (40% thinned) shall be applied to the entire prepared
surface. All blowholes and miscellaneous surface deviations shall be inspected by the
Saudi Binladin Group - PCM / Jotun Quality Control representative to verify that the sealer
has penetrated fully. Should there be areas with ‘skips or misses’, these shall be re-applied
by brush to ensure that a full film of sealer has penetrated all areas.

2.2.5 The fully primed surface shall have all surface deviations (blowholes, cracks, etc.) made
good by applying an epoxy putty / filler (as specified in section 3.3 of this document). When
fully cured the areas of repair shall be hand or mechanically abraded to provide a smooth
key for the subsequent coating system (‘Marathon Glassflake Epoxy’).

2.2.6 All precast concrete elements shall be thoroughly inspected by the Saudi Binladin Group -
PCM / Jotun Quality Control and United representatives, to verify that this stage of the
work has been carried out in accordance with the requirements of the contractual
specification and the approved coating manufacturer’s recommendations and therefore, is
acceptable and can be released for site erection.

2.2.7 After erection, the structure shall be re-inspected by the Saudi Binladin Group - PCM /
Jotun Quality Control and United representatives and all areas of damage agreed and
identified for repair. This inspection shall be carried out after the casting of insitu concrete
joints.

2.2.8 The areas agreed shall be repaired in accordance with an approved repair procedure and
this document. The insitu concrete joints shall be included in this stage of the work
activities where applicable, ie. surface preparation, sealer application and surface filling.
The areas that require repair shall be ‘feather edged’ by means of mechanical grinding /
sanding a 75mm overlap onto a sound surface.

2.2.9 The entire prepared surface shall be coated in accordance with the requirements of the
project specification by spray applying 2 (two) coats of ‘Marathon Glassflake Epoxy’. The
minimum overcoating interval shall be observed at all times. However, should the
overcoating interval elapse prior to the application of the second coat, then the entire
surface shall be mechanically abraded to roughen the surface, thus providing the required
mechanical bond.

2.2.10 Prior to the application of the second coat of ‘Marathon Glassflake Epoxy’, the entire
surface shall be fully inspected by the Saudi Binladin Group - PCM / Jotun Quality Control
and United representatives visually for pinholes in the first coat. All pinholes shall be
identified for repair. The following repair procedure shall be carried out :-

 All areas shall be sanded / abraded and the pinhole opened up slightly to allow easier
penetration of the repair coat.
 The pinhole shall have a coat of ‘Marathon Glassflake Epoxy’ applied by brush to force
the coating into the pinhole.

2.2.11 The Saudi Binladin Group - PCM / Jotun Quality Control and United representatives shall
have inspected and approved each phase of the coating operation, prior to the
commencement of the next phase.

2.2.12 Precast elements that require no additional civil construction work item eg. cast-in-place
make-up joints, connections, etc. shall be coated with the coating system, at grade, unless
otherwise instructed in site situation.

3.0 APPLICATION PROCEDURES

3.1 SURFACE PREPARATION

 The concrete to be coated shall have been moist cured for at least 14 days by the pre-
cast contractor prior to the elements being delivered to the site.

 If required, the concrete surfaces shall be de-greased and washed down with sweet water
at 100 bar pressure to ensure the removal of oil, grease, soluble chloride salts and
miscellaneous foreign matter in accordance with the requirements of ASTM D-4258.

 The concrete shall be allowed to dry after delivery and/or wash down and dryness
verified in accordance with the requirements of ASTM D-4263 (plastic sheet method).

 Surface preparation shall be carried out by means of the following approved methods,
in accordance with the requirements of the contract specifications and the approved
coating manufacturer’s recommendations :-

 Grit blasting to ASTM D-4259


 Power/hand tool preparation - small areas only, as agreed by the Saudi Binladin
Group - PCM / Jotun Quality Control and United representatives.

3.1.1 GRIT BLASTING (ASTM D-4259-88 (1992)

 Sweep blast the entire surface area of the concrete to remove all laitance and loose
material. All soft or loosely bound surfaces shall have been cleaned down to a hard
substrate using a suitable abrasive, to achieve surface roughness as required,
enabling the coating to be applied over a good mechanical bond. The abrasive shall be
in accordance with the requirements specified in para. 2.2.3

3.1.2 POWER / HAND TOOL PREPARATION

 Using hand and/or power tools remove all laitance from the surface of the concrete to
achieve a surface finish that will act as a key, suitable for the coating to achieve a good
mechanical bond after application.

 Remove all dust, debris and loose material from the surface of the concrete that is to
be coated.

3.2 CONCRETE SEALING MATERIAL

3.2.1 ‘Penguard Clear Sealer’ is a 2 (two) part solvent based concrete sealer which has an
extended setting time which, in turn, allows sufficient time to complete most sealing
applications, especially in locations where raised temperature conditions are the norm.
‘Penguard Clear Sealer’ achieves a re-coat dryness within 2 to 3 hours at 35 oC.

3.2.2 ‘Penguard Clear Sealer’ shall be mixed and applied in accordance with the following
recommendations :-

 A heavy duty slow speed drill (500 rpm) fitted with an approved mixing paddle shall be
used to mix the product.

Note : Mixing by hand shall not be permitted.

 The entire contents of the tin containing the hardener shall be emptied into the tin
containing the base material. The 2 (two) materials shall then be thoroughly mixed
together for some 2 to 3 minutes.

Note : Mixing of partial packs shall not be permitted.

 The ‘Penguard Clear Sealer’ shall be used immediately after it has been mixed to a
uniform consistency.

 The ‘Penguard Clear Sealer’ shall be applied to all prepared areas, by airless spray, to
ensure that a thin continuous film has been formed. Special care shall be taken to
ensure that a coverage rate of 10M2 per litre is achieved and that all areas are coated.

 The ‘Penguard Clear Sealer’ shall be allowed to cure until it has become tack free and
in accordance with the manufacturer’s recommended drying times as specified in the
product data sheet.

 The ‘Penguard Clear Sealer’ shall be applied when the surface temperature is within
the range 10oC and 65oC.

3.3 EPOXY PUTTY / FILLER MATERIALS

3.3.1 Surface repairs shall be carried out in accordance with the contract specifications and the
approved coating manufacturer’s recommendations using the following materials :-

 ‘Permaguard Filler ME’


 Solvent free epoxy putty.

3.3.2 ‘Permaguard Filler ME’ is a 2 (two) component thixotropic compound based on a high
quality solvent free resin system. The material is supplied in pre-weighed quantities, ready
for on-site mixing and use. Once it has cured, it will form a completely impermeable surface
ready for overcoating.

3.3.3 ‘Permaguard Filler ME’ shall be mixed and applied in accordance with the following
recommendations :-

 A heavy duty slow speed drill (500 rpm) fitted with an approved mixing paddle shall be
used to mix the product.

Note : Mixing by hand shall not be permitted.

 The entire contents of the tin containing the hardener shall be added to the tin
containing the base material, care being taken to scrape the bottom of the tin to ensure
that all hardener has been transferred. The 2 (two) materials shall then be thoroughly
mixed together until a uniform grey colour and consistency have been obtained.

Note : Mixing of partial packs shall not be permitted.

 The ‘Permaguard Filler ME’ shall be used immediately after it has been mixed.

 The ‘Permaguard Filler ME’ shall be applied to the surface of the prepared concrete by
spatula, filling knife or steel trowel. Tight trowelling is required, to ensure that there is a
positive adhesion and that all blowholes and miscellaneous surface deviations have
been completely filled to produce a smooth and even finish. Thickness applied shall
vary, up to a maximum of 10mm, dependent upon the profile and alignment.

3.3.4 The solvent free epoxy putty shall be a combination of a clear solvent free epoxy sealer
and a silica flour.

3.3.5 The solvent free epoxy putty shall be mixed and applied in accordance with the following
recommendations :-

 The materials shall be combined at a ratio of approximately 6:1 and shall be mixed to a
consistent paste that shall be suitable for application to a concrete surface.

 The solvent free epoxy putty shall be used immediately after it has been mixed.

 The solvent free epoxy putty shall be applied to the surface of the prepared concrete
by spatula, filling knife or steel trowel. Tight trowelling is required, to ensure that there
is a positive adhesion and that all blowholes and miscellaneous surface deviations
have been completely filled to produce a smooth and even finish. Thickness applied
shall vary, dependent upon the profile and alignment.

 For deep penetrations in excess of 10mm the solvent free epoxy putty shall be applied
in layers not exceeding 10mm. Each layer being allowed to cure for 24 hours and then
lightly abraded prior to the next layer being applied.

 After completion of the filling activities, any ridges shall be trowelled out whilst the
material is still moist or ground smooth with a carborundum stone prior to the
overcoating activities.

3.4 EPOXY TOPCOAT MATERIAL

3.4.1 ‘Marathon Glassflake Epoxy’ is a high solids 2 (two) component epoxy coating reinforced
with mineral flakes, especially formulated to provide an excellent protection to concrete
located in aggressive environments, either submerged or atmospheric. ‘Marathon
Glassflake Epoxy’ achieves a re-coat dryness within 6 hours at 35 oC, 4 hours at 45oC and 2
hours at 55oC.

3.4.2 ‘Marathon Glassflake Epoxy’ shall be mixed and applied in accordance with the following
recommendations :-

 A heavy duty slow speed drill (500 rpm) fitted with an approved mixing paddle shall be
used to mix the product.

Note : Mixing by hand shall not be permitted.

 The entire contents of the tin containing the “marathon’ shall be added to the tin
containing the base material, care shall be taken to scrape the bottom of the tin to
ensure that all of the ‘Marathon’ has been transferred. The 2 (two) materials shall then
be thoroughly mixed together for 2 to 3 minutes until a smooth, even colour has been
obtained.

Note : Mixing of partial packs shall not be permitted.

 The ‘Marathon Glassflake Epoxy’ shall be used immediately after it has been mixed.

It should be noted that the above mixing procedures shall be used, only when the
‘Marathon Glassflake Epoxy’ is being applied by means of a 45:1 airless spray pump (paint
temperatures below 30oC). The ‘Marathon’ and base materials shall be mixed and kept
separate when being used in conjunction with a plural variable ratio pump (paint
temperatures above 30oC).

 The ‘Marathon Glassflake Epoxy’ shall be applied over the ‘Permaguard Filler ME’
and/or the solvent free epoxy filler, between 8 and 48 hours after completion of the
filling activities. Should the interval be longer then a mechanical key shall be required.
The area involved shall be either sweep blasted or mechanically abraded (ie. sand
papering or grinding) to achieve this requirement.

 Care shall be taken to ensure that an unbroken coating (film) is produced, particularly
in the corners and other difficult locations.

 Special care shall be taken that a total coating thickness of not less than 800 microns
is achieved (2 coats each of 400 microns).

 Special care shall also be taken to ensure that a coverage rate of 2M 2 per litre is
achieved and that all areas have been coated.

 The time between coats shall be in accordance with the contract specifications and the
approved coating manufacturer’s recommendations. However, should the subsequent
coat not be applied within the agreed overcoating period, the surface to be re-coated
shall be roughened with sandpaper and wiped down with thinners (‘Jotun thinner
number 17) prior to the application of the next coat.

 Where pinholes have been observed in the various coating layers, they shall be
repaired prior to the next layer of coating being applied. The repair shall be made by
making a local application of the ‘Marathon Glassflake Epoxy’ using a 25mm touch-up
brush, taking care not to entrap air into the pinholes during the repair process.

 A layer of fibre reinforced mesh shall be applied into the wet film of the ‘Marathon
Glassflake Epoxy’ over cracks (as agreed by the Project Application Team). The mesh
shall be an open weave glass fibre, 110 grams/M2 in weight. The mesh shall be rolled
well into the wet coating using an aluminium / split washer roller.

 The ‘Marathon Glassflake Epoxy’ shall be applied when the surface temperature is
within the range 10oC and 65oC and relative humidity below 90%.

3.5 COATING REPAIRS

3.5.1 Remove the complete area of damaged coating.

3.5.2 Clean down the surface of the concrete after removal of the damaged coating to remove all
dust, loose material, etc.

3.5.3 Roughen the surface of the remaining coating for at least 75mm around the perimeter of the
damaged area, and provide a featheredge. using sandpaper (medium grade 500), wiping the
surface with thinners (‘Jotun thinner number 17’) thus ensuring that the repair coating shall
have a good mechanical bond between old and new.

3.5.4 Apply the coating system as detailed in sections 3.1 thru 3.4, overlapping a minimum of
75mm over sound coating on all sides of the repair.

3.6 PAINT APPLICATION EQUIPMENT

3.6.1 ‘PENGUARD CLEAR SEALER’

 ‘Penguard Clear Sealer’ shall be applied to the surface of the precast elements
supplied by Qanbar Dywidag / Hamon and the insitu concrete infill joints, using an
airless spray pump with the ratio 45:1.

Note : The coating can be thinned to a maximum of 40% by adding an approved thinners
(‘Jotun thinner number 17’).

 The average dry film thickness that must be achieved shall be 50 microns (10M 2 per
litre).

3.6.2 ‘MARATHON GLASSFLAKE EPOXY’

 Paint temperatures below 30oC :


‘Marathon Glassflake Epoxy’ shall be applied to the prepared surfaces using an airless
spray pump with the ratio 45:1.

 Paint temperatures above 30oC :


‘Marathon Glassflake Epoxy’ shall be applied to the prepared surfaces using a plural
variable ration pump set at the ratio of 3:1. Using this pump will remove all problems
related to pot life at high temperatures.

Note : The plural variable ration pump shall be supplied by Messrs. Jotun Limited.

 The average dry film thickness that must be achieved shall be 400 microns per coat
with 2 (two) coats being applied (2M2 per litre).

4.0 QUALITY ASSURANCE / CONTROL

4.1 QUALITY ASSURANCE / CONTROL PERSONNEL

4.1.1 The Saudi Binladin Group - PCM Division / Jotun shall have full time Quality Control
representatives on site at all times. His duties shall include, but shall not be limited to, the
following :-

 Shall ensure that all applicators have been trained and approved to handle and apply the
‘Marathon Glassflake Epoxy’ system.

 Shall ensure that the coating sub-contractor’s supervisor has been trained and
approved to handle, apply, plan and understand the quality control required for the
‘Marathon Glassflake Epoxy’ system.

 Shall inspect and accept each pre-cast element when delivered to site from the pre-
cast contractor.

 Shall test and accept each pre-cast element for moisture content prior to the start of
coating application activities. Testing being in accordance with the requirements of
ASTM D-4263 (plastic sheet method).

 Shall liaise with the Saudi Binladin Group - PCM Division Construction Superintendent
to ensure that the work is being carried out in accordance with the required /
scheduled erection sequence.

 Shall collate and maintain all Quality Records pertaining to the coating application.
These shall include material certification as supplied by the coating manufacturer, This
documentation will indicate as a minimum the following information :-

 Material batch numbers.


 Date of manufacture.
 Delivery date.
 Storage requirements.
 User end date (shelf life)

 Shall ensure that the material is used on a ‘first in first out’ basis.

 Shall ensure that trained and approved personnel mix the coating in a controlled
environment.

 Shall closely monitor and record environmental conditions and shall, when the
conditions are unsuitable for application activities, stop the work.

 Shall carry out inspection activities as detailed on the approved Inspection and Test
Plan.

 Shall ensure that the blasting medium is clean, dry and only used once.

 Shall ensure that the compressed air used for blasting is checked daily for oil
contamination and that records are kept.

 Shall ensure that the blasting activities have removed all laitance, loose material and
have opened up all blowholes, cracks and miscellaneous surface deviations.

 Shall ensure that the sealer has been applied in accordance with the contract
specifications and coating manufacturer’s recommendations, with a wet film thickness of
50 microns (10M2 per litre).

 Shall verify visually that the complete surface has been covered by the sealer.

 Shall verify that all blowholes cracks and miscellaneous surface deviations have been
filled with the approved filler, in accordance with the contract specifications and the
coating manufacturer’s recommendations.

 Shall verify that the pre-cast elements are coated in the correct construction sequence
and that they have been fully prepared to receive the final application of the coating.

 Shall ensure that the coating has been applied in accordance with the contract
specifications and coating manufacturer’s recommendations, with a wet film thickness
of 400 microns per coat and that 2 coats have been applied (2M 2 per litre).

 Shall verify visually that that the full surface has received an application of the full
coating system as required by the contract documentation and that the appearance,
continuity and dry film thickness is in accordance with the contract specifications and
the recommendations of the coating manufacturer.

 Shall verify, after the allotted time span that the coating has fully cured and shall verify
this with United.

 Shall ensure that a final inspection has been carried out by all parties and that the
coating has been checked for as well as appearance, film cure, coating continuity
(verified by D.C.holiday detector set at 4V / micron) in accordance with NACE RPO
188 and dry film thickness.

 Shall ensure that a handover certificate has been completed and signed by all parties,
prior to hand over for the mechanical fit-up.

4.2 QUALITY ASSURANCE / CONTROL REPORTING PROCEDURES

4.2.1 The environmental conditions shall be monitored and recorded at a minimum 4 times per
day (06.30; 11.00; 13.00 and 16.00 hrs).

4.2.2 The coating manufacturer’s recommendations and application data as outlined in this
document or as detailed on the data sheets for the approved materials, shall be strictly
adhered to.

4.2.3 The following records shall be maintained as a minimum :-

 Relative humidity.

 Air temperature.

 Substrate temperature.

 Calculated dew point.

 Wet and dry film thickness monitored at regular intervals (average of 8 checks per
area).

Note : Dry film thickness checks shall be taken in manner that shall cause no damage,
or shall minimize damage to the coating should it be found that damage to
coating is a necessity. Non-destructive testing equipment shall be used
whenever possible, readings being verified against destructive tests carried out
on a previously and approved coated sample.

 All measurements shall be taken at the work site.

 All measurements shall be taken at regular agreed intervals through the duration of the
coating operations.

 Paint storage shall be in a ventilated container and out of direct sunlight.

 Paint shall be mixed in a shaded area and out of the direct sunlight.

 Stock shall be used on the ‘first in first out’ basis.

 All coated areas shall be checked for pinholes and ‘holidays’ by means of a D.C.
Holiday Detector set at 4v per micron (NACE RPO 188)

4.2.4 It should be noted that all coating activities are to be carried out in accordance with the
requirements of the contract specifications and/or the approved coating manufacturer’s
recommendations / data sheets.

4.2.5 When all coating activities are completed the final colour shall be ‘Light Grey’

4.3 APPLICATION RESTRICTIONS

4.3.1 The coating application activities shall not take place if any and/or all of the following
conditions are in place :-

 The substrate temperature is below 10oC or above 65oC.

 The relative humidity is greater than 90%.

 The surface temperature is less than 3oC of the dew point temperature.

 The surface contains oil, grease, dirt, loose paint, rust and/or other contaminants.

 High winds : of sufficient strength to pick up and blow sand, salt spray and other
foreign matters onto the surface being coated, or cause dry spray during the coating
application activities.

 During rain or fog.

 When abrasive blasting is taking place in close proximity.

5.1 Inspection and Test Plan (ITP)

5.1.1 See Appendix I for copy of the following Inspection and Test Plan (ITP), which includes the
various inspection and test points required for the coating activities :-

5.2 Quality Verification Documents (QVD’s)

5.2.1 See Appendix II for copies of the following Quality Verification Documents (QVD’s) that

6.0 TRAINING

6.1 The approved coating manufacturer (Jotun Saudia Co. Ltd.) shall conduct a training
seminar prior to the commencement of all coating application and mixing activities. This
shall give full guidance and ensure the technical proficiency of the manpower that are to be
utilized in the execution of the various coating activities.

6.2 An additional 1 (one) day shall be utilized to train foremen and supervisors in all aspects as
to how to plan the various coating activities, quality control requirements and trouble
shooting in order to limit the amount of re-work that may be required due to poor quality
workmansip.

6.3 The Saudi Binladin Group - PCM Division / Jotun Saudia Co. Ltd. shall ensure that the trained
manpower shall not change and shall remain constant throughout the duration of the proposed
coating activities.

6.4 The Saudi Binladin Group - PCM Division / Jotun Saudia Co. Ltd. shall have at all times an
onsite technical / quality control representative to assist and guide the coating sub-
contractor in all aspects of the work.

7.0 SAFETY

7.1 Execution of the work shall be carried out in accordance with the requirements of the
relevant codes and standards for Health and Safety as detailed in the contract
documentation and the approved Saudi Binladin Group - PCM Division Safety Plan.

7.2 See Appendix IV for copies of the various material safety data sheets.
