The Inn Between at 1216 E1300 S Photo Log The Inn Between Montesori School Emerson Elementary school April 29, 2018 to present August 17 to present ‘This TIB resident we have learned is named Kathy was observed wandering down the middle of Sherman ‘Avenue the night of and after the block party at TIB, She is seen waving her arms, talking to herself and seems to be mentally unstable, on medication, or behaving eratically and off medication. She was observed going up and down in front of a house directly accross from TIB. When she saw the neighbor watching, she crossed back over to TIB. Another person familiar with the homeless population said the shaved head is because of lice. ‘The neighborhood had formed a Neighborhood watch the week before to help document the uptick in homeless activity in our neighborhood. We shared a picture of Kathy with other neighbors, and realized she had been seen wandering on Sherman Ave daily. She was observed wandering in the street by 9th and 13th, waving arms, talking and almost getting hit by traffic. That neighbor actually called 911 to report a person in harms way before she knew it was Kathy. She wandered off before police could contact her. The neighbor called back 911 the next day and let them know she lives at TIB, so they could do a wellness check. ‘The next morning another neighbor noticed Kathy coming down the street from TIB, she stopped and circled another neighbor’ car, got down on ground and looked around it, before heading further down Sherman, where another neighbor observed her peering into her car on the street side. She was then walked down Sherman ‘Ave at the same time students were headed to class at Emerson Elementary school. Her erratic behaviour is ‘concerning that children can be around when she is wandering, as she does not seem to have normal social boundaries and might engage them. Salt Lake City - East Central June 18, 2018 Neighbor observed TB resident in pajama bottoms hanging out at TB wall for over 25 min one evening. She grew concerned as he did not seem to be behaving normally. He was sitting, getting up and moving around in one place, and was talking to himself. She was fearful to leave her house to go to her car, here she had left the trunk up for moving some boxes from the house. Hoping he would just leave, she recorded, unobserved at inter- vals some video of him while she worked packing some more boxes. It was getting dark and she had to leave to go get her daughter so as she left. He was now beating on the wall with a couple sticks The neighbor drove off but had to turn around to head down Sherman Ave, and she looked over as she drove by trying to see what he was doing beating on the wall, He saw her glance over at him, and became irate at her for looking at him He is a large ‘man, and he began following her down Sherman Ave, screaming, yelling and gesturing angrily at her. She now felt very fearful and did not feal comfortable leaving her house unattened with him out on the street. She contin- ued down the street, and meanwhile another naeighbor heard and saw him yelling at the neighbor in the car, and she and her dog became alarmed. He went down past her on Sherman and proceeded to beat the flower bed of another neighbor further down on Sherman, She was going to call 911, but then she saw the other neighbor retrn in her car, and then soon saw the police respond to that neighbor. Individual is a TIB resident with a Traumati- Brain Injury (TBI), and responding officers engaged him outside TIB and filed the ollowing 911 police report. He ‘was hit over the head in a fight at the Road Home, and now he resides at TIB. A few weeks later, another neighbor observed a large dark figure lurking accross the street at end of T1B wall for 10 min or soat 10 PM, and she got in her car to go see who it was. She could not see well in the dark other than it was a very large man. She went to another neighbor to come down to see if she could see who it was, as ‘we have a neighbor we all know who is quite large who lives in the house next to TIB, but he had never spent time hanging out on the sidewalk like that. As these two neighbors approached the turn in to TIB, they could see a woman walking up followed by the large man, it was not the neighbor, but the same traumatic Brain injury person from the 911 call. He was being led back to TIB. by the unknown woman, and as the neighbors drove by they stopped to snap a picture, and saw Kim Correra come from a vehicle in the parking lot and say to the wom- an leading Isreal, “is he ok"? He is not Ok, he has a TBI and should not be at TIB with so little supervision and needs special treatment and should be at a more secure facility where he cannot wander off and be a danger to himself or the community.
