Dear Governor McMaster:

My name is _____________ and I reside at _______________ in __________, South Carolina. I am a


resident of Bountiful County. I urge your support in requiring additional pollution control technologies
at waste facility plants in South Carolina.

The CTB Coalition is seeking an amendment to the Department of Health and Environmental Control
Reg. 67-107.12, Part IV, (D)(2) to include the following:

Ash Residue Management Plans must include a system which incorporates a series of collection
methods to increase efficiency in capturing toxic particulates.

There are collection systems, which if used in a series, can capture 99% of toxic particulates before they
can be released into the air.

In addition, the Department of Health and Environment currently does not require any capture system
for sulfur, nitrogen and carbon dioxide from waste facilities. The technology exists to remove almost all
of the dioxides from a facility’s emissions and they must become part of your permitting procedure.

The US Environmental Protection Agency has determined ‘serious’ levels of toxins exist in our
community due to the waste facilities located here. These toxins are known to cause respiratory and
neurological disorders as well as cancer. This doesn’t have to be the case. I strongly believe supporting
economic interests does not need to come at the expense of our community’s health.
