VOTE “Yes” to BEGIP revised

The Bottoms Employment Growth Incentive Program (BEGIP) is an opportunity to rejuvenate Census Tract No.
4056 businesses. BEGIP is designed to “provide CASH payments to businesses that have been authorized to
earn the incentive and who then meet performance requirements.”

There are NO taxpayer dollars appropriated for these incentives.

BEGIP revised will expand eligibility to all businesses that are registered LLCs, L3Cs, Sole
Proprietorships, 501©,501©(3), and 501©6. These designations include the non-profits, mission-based, small
businesses.

BEGIP revised emphasizes specific business designations that
supports the BEGIP’s primary purpose by “creating a new business in [The Bottoms], growing an existing
business in [Bottoms] or growing a division that is located in [Bottoms]” are employed by 501c3s.

The cost-benefit model used to analyze the incentive business through BEGIP provides the technical
assessment of “both the disadvantages and advantages” to ensure there is checks and balances. “By statute
this assessment is conducted with the assumption that the economic activity for which an incentive is sought will
be all or partially incremental to the state’s economy…the state is giving back to the company, as the incentive
payment, a portion of the new tax revenues generated by that company which the State never would have
received. Therefore, there is theoretically no cost to the taxpayers”.

best EEGIP can support Bountiful Businesses. The incentivized program provide the max benefit of $1,200,000.
Common Wealth Dairy had projected growth of 40 new jobs by the end of the projected five years; however,
they employed over 100 people in estimated year of 2016.(1) In 2018,The Commonwealth Dairy aka The Green
Mountain Creamery has continued to prosper and has a sustainable plan that gives back to the community
(Green Mountain Creamery, 2018).
