1 Introduction

In 2004, the Institut für Eignungsprüfung (IfEP) organised a proficiency test Charpy Impact
Test at room temperature (RT) and at -20°C (CIT 2004). The participation in this proficiency
test was open to accredited and not accredited laboratories from all over Europe.
This proficiency test contributes to the development of a system which offers regularly
proficiency tests to the laboratories, to make a continuous monitoring of their technical
competence possible.
The inspection was carried out by Prof. Dr.–Ing. Holger Frenz.
During the last years the determination of measurement uncertainty became an important
topic in testing laboratories. The organiser present to the participants a general survey of the
currently model for calculation of the measurement uncertainty in Charpy Impact Testing.

2 Programme
2.1 Test procedure
This proficiency test is based on the test standard EN 10045-1: [1] and was designed
according to ISO Guide 43-1 [2].
The participants received steel material with the dimension of 130 x 60 x 16 mm and should
machine up to ten Charpy test pieces with V-notch according to the specifications given in
table 2 of EN 10045 1:1999 [1].
The participants should determine the absorbed energy of the material at room temperature
and / or -20°C.
Additionally, the laboratories were asked to measure the dimensions of the specimens and
should state the compliance of these specimens with the test standards.

2.2 Participants
80 laboratories located in 24 different countries (Table 1) participated in this proficiency
test, 79 of them stated results.
74 were accredited based on EN ISO/IEC 17025 [3].

2.3 Homogeneity testing
Homogeneity testing was carried out by an accredited laboratory. 100 Charpy V test pieces
(same raw material as in the proficiency test) were machined according to ISO 148-3 [4]. The
specimens were tested at room temperature and at -20°C according to EN 10045-1 [1]. The
statistical evaluation followed ISO/DIS 13528:2002 [5]. Additionally, the geometrical
characteristics of control samples were verified by the Materialprüfungsanstalt NRW. Table 3
shows the permissible limit and the achieved limits when testing the material used in this
Proficiency Test.

The comparison of column 2 and 3 of table 3 shows that the requirements of ISO 148-3 are
clearly met by the material used. The material is therefore suitable for the Proficiency Test
Charpy Impact Test 2004.

3 Statistical Design
The statistical method used for the evaluation of this proficiency test is based on
ISO/DIS 13528 [5], ISO/IEC Guide 43-1 [2] and EN 10045-2 [6]. The criteria for the
laboratory assessment were the error (AB) of laboratories’ mean value MWLAB against the
assigned value X und the repeatability (WB) within the laboratory.

3.1 Determination of assigned values and calculation of performance


statistics
The assigned value X is determined as a consensus value of the results of all participating
laboratories. It is calculated as a robust mean value. For each test parameter an assigned value
was calculated.
The criterions are: Error (AB) of the testing machine and repeatability (WB) of the testing
machine
The error (AB) characterises the difference of the laboratory mean value from the assigned
value X (equation 1).
AB = MWLAB − X (1)

The repeatability (WB) is calculated according to equation 2.


WB = MAX LAB − MIN LAB (2)

The permissible limits according to EN 10045-2 [6] are stated in table 4.

EN 10045-2 [6] states in table 3 a maximum permissible error of 10 % from the assigned
value X. When testing at room temperature this would be in this proficiency test 4,8 J.
Deviating from this the organiser uses a maximum permissible error at room temperature of
15 %. This takes into account the influence of test piece machining.
Table 5, row 1 and 2 gives a review of the respective assigned values X and the permissible
limits. The respective thresholds can be taken from table 5.

4 Results
The results of this proficiency test are summarised in table 6 to 9 and graphically presented in
appendix A.

4.1 Testing at room temperature


79 laboratories reported results. Laboratories listed in table 6 are outside the limits of
permissible error chosen by the organiser. Laboratories listed in table 7 achieved a result
outside the limits of repeatability according to EN 10045-2 [6].
The results of this task are graphically presented in figures A1 to A7, appendix A.

4.3 Specimen geometry

In the context of this proficiency test the laboratories were ask to state the conformity of
their specimens according to EN 10045-1, table 2 [1]. 76 laboratories state that their
specimen are in compliance to EN 10045-1, table 2 [1]. Three laboratories reported that they
machined specimen according to other specifications. Table 10 summarises participants
Declaration of conformity according to EN 10045-1, table 2 [1] and the Results of the
measurement made by the laboratory.
Column “Measurement Lab” shows the values reported by the laboratories which are not
according to the standard based on their statement. They refer to the in the task prompted
specimen dimensions.

Results in column “Measurement Lab” marked with [ ], show that the laboratory has made
no measurement or made a statement like “o.k.”, but did not report a value. In practice often
templates are used to check the overall dimensions of the specimen.

4.4 Determination of Measurement Uncertainty

In the Proficiency Test „Charpy Impact Test 2004“ the Measurement Uncertainty of the
Charpy Pendulum was determined according to the German proposal of annex A of
ISO DIS 148-1 [7]. This proposal is based on UNCERT Code of Practice No. 06 [8]. The
shown formulae are under consideration and present the state of the art of Measurement
Uncertainty calculation in Charpy Impact Testing. It must be pointed out that in the
standardisation process the formulae can be enhanced or changed.
The expanded Measurement Uncertainty of the indirect verification of the Charpy Impact
Pendulum (PSW) UPSW can be calculated according to equation (3):

Chapter 2.3 shows that the material used in this Proficiency Test meets the requirements of
ISO 148-3 [4]. Therefore the Uncertainty of the Impact Pendulum when testing Reference
Test Pieces, uxCVR was calculated from the laboratory results. The smallest measurement
step was set to 1 J for all participants. The results of the estimation of the expanded
Measurement Uncertainty of the Charpy Impact Pendulum are shown in figure A15, annex
A. The expanded Measurement Uncertainty at -20°C is shown in figure A16, annex A.

The combined expanded Measurement Uncertainty of a test serial UCPM can be calculated
by the testing laboratory using equation (4). The uncertainty uxCVTP includes uncertainties of
the homogeneity of the material, uncertainties of the dimensions, and uncertainties of the
test procedure. This uncertainty factor is combined with the uncertainty of the testing
machine uPSW calculated using equation (3). Before using equation (4) the calculated UPSW
must be divided by coverage factor k = 2.

5 Summary
The criterion for the assessment of results of the proficiency test Charpy Impact Test,
CIT 2004 was “error from the assigned value” and “repeatability” on basis of
EN 10045-2 [6].
