1 INTRODUCTION:
This Technology report is an insight into the latest technologies available and
which could be further explored and adopted for the prestigious “NEW DIGITAL
LIBRARY”. The proposals are for guidance and developed by SpEC along with
Architects covering few of the specialist systems. The report shall be further fine-
tuned and discussed upon selection of consultants for implementation as
applicable for the project.

The following systems and its latest technology are covered in this report:
A. Solar power generation. Solar PV or BIPV, Building Integrated photo
voltaic cells.
B. LED Lighting.
C. Media Interactive façade.
D. IT Technologies. 10Gigabit connectivity to desktop.
E. Converged technology for building services including BMS, metering,
lighting control, CCTV and access control etc.
F. Interior lighting load allowance as per ASHRAE.
G. Demand controlled ventilation system.
H. Precision climatic control as required for process controllers.

The pictures and descriptions provided in this report is only for illustration purpose to
give an idea of the possibilities for adoption.

The “NEW DIGITAL LIBRARY – e-LIBRARY project with state of art technology is
proposed to be built on a total built up area (BUA) of 3500-5000 m2 area on a plot of
41000 m2. Such a high-profile development requires green-building concepts
implemented as part of the architecture and MEP systems to reduce energy
consumption of buildings and to provide inhabitant’s comfort and environmental
friendly practices, enhancing both efficiency and energy savings, and ensuring the
achievement of a socially acceptable habitability. In order to reach this aim, the
building in line with client brief shall be designed under the highest possible quality
standards, based on the maximum sustainable architectural parameters.

1.1 Solar Power Generation:

Solar power generation shall be considered as an alternate source of power to


reduce the carbon foot print of the building and as an environment friendly alternate
source of power. Solar power also reduces the dependency on conventional power.
Two options have been considered for Solar PV generation namely Building
Integrated photo voltaic cells (BIPV) and Solar PV power.

A. Building Integrated photo voltaic cells (BIPV):

1. This report briefly explains the BIPV system, which could be considered as
one of the option for PV power generation.

2. The integration of the photovoltaic technology could take place in the


shading roof or a broad way to walk creating an open common space.

3. The energy demand of the project could be fed through alternate sources
depending on the availability of area by utilizing green building concepts and
renewable energy sources (RES) such as photovoltaic.

4. BIPV integration will be analyzed as a multifunctional added value


where, in addition to the electrical generation, the system entails passive
bioclimatic properties as thermal inner comfort - since most of the UV and
infrared radiation from the sun will be harvested by the silicon -based
material (solar filter effect)-, natural sunscreen and the highly modern
appearance.

5. The BIPV system can be 100% customized in order to comply with the
project requirements, keeping the initial aesthetical and functional
architect’s viewpoint.

6. The system uses amorphous silicon technology (a-Si) with 10% of


transparency degree, the suitable solution for integration in the shading
roof. See-through is a main characteristic to allow the interior-exterior visual
continuity, so, it is important to select the appropriate balance between see-
through degree and power installed – higher value of see-through implies
lower peak power-. Furthermore, the PV integration provides a perfect sun-
screen function that works as added value of the PV integration, apart from
the energy generated onsite.

7. It is possible to incorporate encapsulated layers of grey or any other colour
which involves a very attractive aesthetical solution, offering a more
continual and modern image of the sunshade.

8. The cost of BIPV integration was not a feasible scenario 6 years ago. Over
the period of time there has been substantial reduction in cost and the
prices have come down drastically. Down the line the trend is further
reduction, which will put together the investment attractive.

B. Roof Top Solar PV Power:

1. Solar PV system is very prominently installed in UAE in line with


Government initiatives and the Vision statements.

2. In Solar PV system DC (direct current) generated by the PV panels is


converted into AC (alternating current) power by the inverter.

3. Output from the inverter is connected to the existing distribution.

4. While the PV system is generating electricity up to its capacity the grid


power demand is reduced.

5. Both power generation by the PV system and the grid consumption are
recorded by DEWA net metering system.

6. Net metering is used to measure electric energy generated by the


customer’s solar PV system and the electric energy provided by the
electric utility to the electric consumer during the applicable billing period.

7. The photovoltaic panels shall be 255/350 Wp, high quality modules


as per IEC standards with IEC 61215 and IEC 61730 certified.

1.2 Lighting design concept

A. Lighting for users, not building

1. A day at the library is a personal experience, and the people using the
space are the most important aspect of lighting design for libraries. The
lighting concept shall take care of varying nature of users and lighting shall
be based on the same.
2. Library users are unique; unlike shopping center or restaurant patrons, they
use the space heavily and for long periods. Modern library visitors engage
in a range of activities, and each group has specific lighting requirements:
a. Children prefer bright, themed environments with lots of excitement.
b. Teen areas are trending toward “maker spaces” where young
adults can record music and videos in recording studios and learn
skills like 3D modeling and computer coding.
c. The traditional user still needs a quiet place to browse and read
books.
d. Many visitors depend on public libraries for computer access.
e. Retired adults often visit the library to browse the Internet, check out
books or attend speaker series.

f. The requirements of cafés, coffee shops and even art galleries shall
also be taken care.

The LED technology has taken over the varying demands of lighting and shall be
used for all areas.

B. Latest technology and standards used for office lighting:

The latest technology used for office lighting is based on the requirement as
per CIBSE LG7 type. As per the new standards ceiling shall have 150 lux,
walls shall have 200 to 250 lux and worktop shall have 350 to 500 lux.

C. Interior Lighting Power Allowance (ILPA)

The lighting power allowance is based on ASHRAE 90.1 (LEED requirements),


using building area methods as follows:
• Office - 11.8 W/m2 – 500Lux
• Parking garage - 2.1 W/m 2
– 50Lux, Drive way – 100Lux
• Food preparation 12.90 W/m2 – 500 to 1000Lux
• Electrical rooms - 16.14 W/m2 – 300Lux
• Mechanical rooms 16.14 W/m2 – 200Lux
• Stairs 6.46 W/m2
• Storage 3.23 W/m2 to 8.6 W/m2
• Food Court 14.00 W/m2
• Service area 15.00 W/m2
• Lobby 12.00 W/m2

D. Lighting Level

E. Lighting Control System

Intelligent Lighting Control System (KNX) and DMX based lighting control plays an
important role for lighting control which shall have motion and day light sensors,
timers, light level sensors and override switches can be provided to control all public
area lights.

Complete system can be controlled and programmed through a PC.


Standalone sensors can also be considered for certain areas to achieve
energy efficient lighting control keeping the installation cost reasonable.

1.3 IT system for Voice/Data/Internet

A. The latest technology of 10Gigabit connectivity to desk top will be provided by


using Cat-7A horizontal cabling and 50/125 micron OM3 10 Gigabit Fibre optic
cables 2000/500 as back bone to each 42U cabinet. Cat-7A cables shall be F-
UTP to avoid alien-cross talk, which normally happen above 1Gigabit.

B. The IT system shall also meet the wireless requirements for the robotics
and automated systems.

C. FO Characteristics:

The proposed backbone Fibre Optic (FO) cable shall be 10 GBase-SX, which
is one of the latest available for distribution.

D. Characteristics of cat-7A cable is as follows:

Class FA (Cat-7A) cable can be considered as one of the latest and best suited
for the project. It can run all types of application including Cable TV and can
even support applications above 10Gigabit to the extent of 40Gigabit.

E. Performance comparison chart for copper cables:

The table below provides comparative channel performance data at 100 MHz
for category 5e/class D, category 6/classE, category 6A/class EA, class F, and
class FA channels. Where there is a slight difference between TIA and ISO
performance limits, ISO performance limits are indicated in parenthesis:

F. Pair based distribution

Pair based distribution technology will allow connecting 4nos. telephone sets,
IP based or 2no. Telephone sets and a 100/1000 based laptop as available
today using the same 4 pair horizontal cable.

G. Trends in datacenter and IT

The proposed cat 7A cable can take data above 10Gigabit and could be up to
the range of 40Gigabit as estimated now. Similarly the FO cable 50/125 micron
OM3 cable is best suited for a project like WOM which is technology driven.

H. Wireless Access Points - WAP

The system design shall include wireless network requirements. Containment


will be provided for GSM communication within the building where required.

1.4 Extra Low Voltage (ELV) System

I. The ELV system shall include BMS, IT, Low current systems and other
communication systems. The following ELV systems may be considered for the
project:
✓ BMS Building Management System for mechanical equipment's,
central cooling plant and its chiller plant manager.
✓ IT Information Technology (voice/data/CATV).
✓ IP based PA - Public Address system.
✓ IP based BGM - Back Ground Music in Hub and food court..
✓ Remote surveillance system (CCTV Closed Circuit TV), IP based.
✓ SACS - Security Access Control System, IP based.
✓ LCS - Lighting Control System, KNX/IP.
✓ IBMS - Integrated Building Management System for the integration
of lighting control, Emergency lighting, Alarms, Energy monitoring,

Access Control, HVAC Control, UPS, Generators, etc.
The proposed Integrated Building Management System is based on a Converged
Building Solution-CBS.

J. Converged Building Solution (CBS)

1. Converged building solution enables the integration of traditionally


autonomous building automation, security and other low current systems
onto a single, multi-functional IP network. CBS eliminates the need to
install separate cabling and control systems to manage essential
operating services. It enables the implementation of up-to-the-minute
communications infrastructure requirement from individual vendors
during the construction phase.

2. This Intelligent Buildings solution based on a single IP backbone shall


handle all voice, data and video communications requirements which
enable single command and control of all building sub-systems. The
integrated network consists of following non-proprietary protocols as
recommended by ASHRAE:

a. TCP/IP backbone.
b. Modbus – standard communications protocol for connecting
industrial electronic devices like VFD, UPS etc.
c. BACnet – designed specifically to meet the communication needs
of building automation and control systems.
d. KNX, DALI – for lighting control.

3. The integrated solution will help to eliminate multiple cabling networks


and can minimize the complexity of dealing with multiple vendors. The
CBS helps maintain a new state-of-the-art campus network incorporating
an integrated approach to building systems management. The IP network
supports a host of campus-wide services and helps to deliver increased
functionality throughout the campus. Also the solution enables anytime,
anywhere remote management of the network and systems it supports.

4. An integrated, IP-based infrastructure as the campus backbone can


return significant cost benefits at both the initial development stage and
throughout the life of the building.

5. Moreover, by not providing individual server in each building,


considerable saving in capital cost can be achieved. The server shall be
central located in a central control room.

6. The system shall be web based and shall connect to all industry
standards open protocols.

8. The CBS Approach:

The system, which may be considered, shall have central Dual Redundant
server to facilitate the monitoring and control of HVAC systems, other MEP
systems & all IP based ELV systems from the CDC room.

9. Proposed Approach:
The BMS shall be based on a converged approach integrating BMS with
subsystems. This shall avoid multiple risers fro various systems.

1.5 Public Address System (PAS)/BGM system

A. The distribution shall be through structured cabling network system. Music


source shall be located in the CDC/central control room.

B. IP PA system shall allow users to simultaneously push an audio stream and/or


a text message to multiple IP phones, IP speakers and overhead paging

systems. An administrator can select a pre-recorded message or deliver a live
broadcast through either a password-protected web page or the IP phone
services menu. In short, the IP PA Paging System shall have all the functions
of a normal intercom except it uses the LAN/WAN network to transfer the voice
and commands.
C. System shall also facilitate to the users to listen to audio libraries using
headphones..

D. IP PA System can be easily integrated with existing networks. In addition, the


system topology of IP PA System is completely configured by the software,
eliminating the need for hardware head-end switching. It is a sophisticated
system that provides expansion capabilities and pre-recorded message
management.

E. IP PA system can be used to broadcast real time voice messages from any
location in the network in addition to pre-recorded message broadcast. Also it
shall be able to broadcast message to selected remote stations. The real time
broadcasted messages can be recorded for future use/review. All events can
be automatically logged in the system.

F. Separate zones will be provided for paging purpose. Override unit is provided
to shut off the system in case of fire.

1.6 Security System

A. The system shall be IP based and connected to the structured cabling.


Separate network may be provided subject to security department
requirements and Dubai Police requirements.
B. Following systems are considered as part of security control system:
C. Integrated CCTV & Access control system
1. SACS shall be provided to monitor & control access in various areas and
to monitor remote doors. All external entrance to the buildings doors shall
be monitored and controlled from security control room.
2. All car park entrance is monitored through number plate recognition
cameras. Long-range readers may be considered for vehicle entry.
3. The Cameras in every building shall be connected through the structured
cabling network to the central control room. Recording shall be done
through network video recorder. Video wall is recommended for viewing
live/recorded images.
4. The readers shall be on the structured cabling network and the
respective doors that are to be monitored in a building is hard wired to
the Intelligent System Controller, which is connected to the security
network through LAN. The Access Control & Alarm Monitoring System
works on a true Server/Client Architecture.
5. Two separate PCs may be provided in control room will be used for
a. Access Control, Alarm monitoring & video monitoring,
b. ID Card printing (ID Badging) & visitor management
6. The control room will station the SERVER software pertaining to the
Access Control, Alarm monitoring & Video. The network video recorder
and the intelligent system controllers shall share the same network and
hence are seamlessly integrated. Common GUI will enable the user to
view the CCTV camera images from the Security System PC.
7. The seamless integration shall allow the operator to view the video from
GUI & also view the video against each transaction.

D. Remote surveillance (CCTV) System

1. CCTV system shall be operational 24 x 7, 365 days and will have UPS
power backup. System will be expandable to cater for future
requirements.
2. Cameras shall be provided in general to monitor the following areas and
as per Police:
a. Car park ramps and entrances and exits, Number plate recognition.
b. All lift Lobby areas (ground floor).
c. Entrance to staircase.
d. All Main Entrances to each building.
e. Recreational facilities.
f. Public areas.
g. Car parking areas.
h. External areas.
i. Corridors, if required.
j. Plaza area and retail area.

k. External areas.
l. Roof.
3. Camera recording shall be based on motion and will be interfaced with
access control system to record the entry/exit.
4. The CDC/control room shall be provided with LCD monitors in addition to
the video walls for monitoring and playback.

E. CATV system

1. CATV system shall be part of services providers network and hence there
shall be no separate head end system or distribution required. However if
client wishes to install any channels, which are not provided by Etisalat, it
could be considered.

1.7 Uninterrupted Power Supply (UPS):

1. UPS shall be provided to feed critical loads, which shall not be switched
even during a changeover from mains power to essential power. UPS if
required in office areas can be provided considering the requirements of
client.

2. Since the UPS is provided with diesel power back up in addition to mains
power, the backup battery shall be rated for 15 minutes autonomy to
save the capital cost. UPS shall feed following loads in general:

a. CCTV camera Digital Video Recorders.


b. Access Control Readers.
c. CCTV cameras.

d. Server Equipments, IDF and MDF.
e. Control room equipments.
f. PLCs.
3. Two options are considered for UPS, i.e. conventional static UPS and
Dynamic UPS.

4. Static UPS:

a. Static UPS with IGBT technology can be considered which


also provide a very high output power factor. The UPS will be
using latest IGBT technology to reduce the harmonic level. The
output power factor of UPS shall be 0.95 minimum.

5. Dynamic Rotary UPS:

a. Dynamic UPS has the advantage of not requiring any special


cooling options. The absence of batteries will reduce the
maintenance cost considerably and the cooling load. The Dynamic
Rotary UPS (R-UPS) will continue to work during a power failure
and since the RUPS is backed up generator which can give 100%
power output within 8 seconds there will be no interruption to the
power.

The comparisons between the options are below. Rotary UPS may be
considered as an option considering the advantages.

1.8 HVAC Systems

The chilled water generation shall be connected to district cooling service


provider, if same is available, otherwise stand along chillers with chilled water
circulation pumps could be installed.

Pumps shall be with Variable Frequency Drives for energy conservation.

Energy recovery system shall be incorporated for all AHU with desiccant
coated thermal wheel, which removes the latent heat in addition to the
sensible. With this the overall AC cooling load is reduced by at least 15 to 20%.

Each space shall be modularized and temperature controlled to ensure


maximum comfort to occupants providing flexibility to set the temperature
depending on the solar load and requirement.

Depending on the type of area space utilization the space internal cooling could
be by central AHU with VFD (Variable Frequency Drives) instead of FCU in the
ceiling voids.

Though there are many advantages like low noise, no condensation dripping,
reduction in power consumption, maintenance personal out of working areas,
no access panels in ceilings, meets the sustainable design requirements, etc,
this depends on the area of each occupant and availability of space for AHU.

For energy conservation and for optimal occupancy comfort demand controlled
ventilation system shall be provided to minimize the outside when the space
occupancy is low and provided maximum fresh air in case of cooled ambient
atmosphere.

If any of spaces or controllers require precision temperature and relative


humidity, precision climatic control air-conditioning can be provided.

1.9 Plumbing and drainage systems

PEX piping for domestic water distribution for toilets instead of conventional
piping shall be proposed. This will allow for replacement of piping without
having breaking the tiles.

The Urinals and WC flushing can be with duel flushing cisterns or automatic
sensor controlled flush valve system for WCs and automatic sensor controlled
valves for wash basins.

We recommend solar water heaters if space permits.
