I believe there is probable cause to charge the defendant with these charges because:
On August 28, 2018, the A/P was observed in a vehicle that was listed as stolen in NCIC since June 2018 and he
was the sole occupant in the vehicle. The vehicle belonged to a rental car company and the A/P claimed he had
not made a payment since approximately that same time and had not returned the vehicle to the rental
company. A reasonable individual would deduce the vehicle would be reported stolen after several months of
non-payment without it being returned. The A/P was in possession of the key to the vehicle. The A/P was
apprehended after exiting a grocery store.

During an inventory of the vehicle, officers found heroin, cocaine, and methamphetamine inside the vehicle; all
of the drugs were packaged individually in preparation to sell or distribute. Furthermore, a scale and other drug
paraphernalia were located inside the vehicle. Several paper temporary Utah drivers licenses/identification cards
with different names but with the A/P's likeness/photo were located inside the vehicle. Financial transaction
cards belonging to individuals different than the A/P were located inside the vehicle. Identification documents
belonging to other individuals were found inside the vehicle. Checks made written to individuals other than the
A/P were found inside the vehicle as well as blank check stock. The A/P had medical documents and other
financial documents belonging to other people were in the vehicle. The A/P also had documents and mail with
his name on it in the vehicle. The A/P was also in possession of blank prescription pads.

The A/P's drivers license was revoked and he had an ignition interlock device alert attached to his drivers license
information in UCJIS. An installed ignition interlock device was not located inside the vehicle.

I believe these to be additional condition(s) for continued detention:


Felony committed while on probation or parole, or while free on bail awaiting trial on a previous felony charge
(they were out on probation or parole).
The A/P currently has two active court cases awaiting disposition. Utah court case 181905184 and 181402264.
One of the cases the A/P has been charged with Falsely Obtaining or Dispensing Prescription. During the current
arrest the A/P was in position of blank prescription pads.
The person would constitute a substantial danger to any other person or to the community, or is likely to flee the
jurisdiction of the court
The A/P stated he has ties in Thailand. The A/P has been convicted of violent person crimes.
