CHAPTER 1
Introduction

Welcome to the eLitigation Cause Book Search User Guide! This guide aims to guide
eLitigation subscribers, corporate subscribers and non-subscribers in performing Cause Book
search and request for file inspection in the eLitigation system.

The Cause Book Search module in eLitigation replaces the LawNet Due Diligence-Litigation
service from 15 October 2013 onwards.

Learning Objective

After reading this user guide, users will be able to:

• perform Cause Book search by module or by document,


• understand the purchase log details,
• link Cause Book search to case file (for Law Firm subscribers) and
• request for inspection of documents.

CHAPTER 2
Administration for Corporate Users
Please note that this chapter applies only for Corporate Subscribers (i.e. non- Law
Firms). For Law Firms, please refer to the elitigation Administrator Module Guide.

The Administrator assigned during the registration process is responsible for updating and
maintaining the Organisation account. The Administrator is also required to set up users to enable
users in the Organisation to access Cause Book Search.

To access the Administration module, follow the steps below:

1. Go to the eLitigation homepage at www.elitigation.sg/home.aspx

2. Click the SingPass login link located at the upper right corner of the page. The SingPass
login page will be displayed.

3. Login to the eLitigation system using your SingPass ID and Password.

The eLitigation main page will be displayed. Click on the Administration module on the
sidebar menu.

Manage Users
The Manage Users module allows the Administrator to manage the users in the Organisation.

The Administrator can perform the following functions:


• Search Users
• Add Users
• Update User Details
• De-register Users
• Re-register Users

Search Users
To search for a user:
1. Go to the Search Users page.
(Administration >> Manage Users)

2. Enter either the user's Name or SingPass ID on the search criteria fields. The user may
also search by selecting the user's Role or Status from the dropdown list.

Status options can be:


• Active – The user is actively registered in the system.
• Inactive – The user has been de-registered.

3. Click Search. Search results will be displayed below the search criteria fields.

Add Users
To add a user:
1. In the Search Users page, click Add. The Add Users page will be displayed.

2. Enter the User Details in the fields provided. Refer to the Add User page image for the
fields to enter.

3. Click Save. A confirmation message will be displayed.

4. Click Close. The user is now added to the Users list.

To update user details:
1. Perform a search. Refer to the Search Users topic for the steps.

2. On the Search Results list, click the Edit link under the Action column for the user details
you wish to edit. The Edit User Window will be displayed.

3. Update all the necessary information in the fields provided and click Save. A confirmation
message will be displayed.

4. Click Close to return to the Search Results page.

De-Register Users
To de-register a user:
1. Perform a search. Refer to the Search Users topic for the steps.

For the Status “Active” or “All”, the De-Register button will appear in the Search Users
Page.

2. On the Search Results list, mark the checkbox of the user to be de-registered.

3. Click De-Register. The De-Register User Window will be displayed.

4. Enter the De-registration Date and select the De-registration Reason from the dropdown
list. Enter De-registration Comments in the field provided, if necessary.

De-registration of users cannot be back-dated and the system does not


accept a de-registration date earlier than the current date.

5. Click Update. A confirmation message will be displayed.

6. Click Close to return to the Search Results page.

After the de-registration process, the system will update the status of the de-registered
user to an Inactive status.

To check for a list of de-registered users, the Administrator can search for “Inactive” users
in the Status field. The Status column on the Search Results list will indicate these users as
Inactive.

Re-Register Users
To re-register a user:
1. Perform a search. Refer to the Search Users topic for the steps.

For the Status “Inactive” or “All”, the Re-Register button will appear in the Search Users
Page.

2. On the Search Results list, mark the checkbox of the de-activated user to be re-registered.

3. Click Re-Register. The Re-Register User Window will be displayed.

4. Enter the Re-registration Date and select the Re-registration Reason from the dropdown
list. Enter Re-registration Comments in the field provided if necessary.

5. Click Update. A confirmation message will be displayed.

6. Click Close to return to the Search Results page.

After the re-registration process, the system will update the status of the de-registered user
to an Active status.

Manage Account
The Manage Account module allows the Administrator to manage the edit or view the user
details in the Organisation.

1. Click Edit button to edit the user details. The Edit Window will be displayed.

2. Update the required information and Click Save button to update the user details. The
confirmation message will be displayed.

Print User Details


To print/preview user details:
1. Click Print Preview button to preview the user details. The Print Preview Window will be
displayed.

CHAPTER 3
Cause Book Search

Cause Book Search allows users to search the electronic cause books or registers and records
maintained by the Judiciary.

Cause books are publicly available information that are related to cases filed in the Courts. For
a list of the litigation data available in Cause Book Search, please refer to the Appendix on
page 57.

Cause Book Search Access

Subscribers:

Law Firms which are subscribers to eLitigation are automatically subscribed to Cause Book
Search. Subscriber users can search for cases or records relating to cases once they have logged
in to the eLitigation system.

Corporate users or non-Law Firm users can subscribe solely to Cause Book Search. Once
subscribed, they can access Cause Book Search as well.

Subscribers can have their GIRO account linked to eLitigation. Fees incurred in performing
the Cause Book search will be automatically deducted from the GIRO account.

Subscribers can access the service by following the steps below:

3. Login to the eLitigation system using your SingPass ID and Password.

The eLitigation main page will be displayed.

4. On the eLitigation Main page, click Cause Book Search on the sidebar menu.

Refer to Cause Book Search for Subscriber User for details on how to perform Cause
Book Search as a registered eLitigation user.

Non-Subscribers:
Non-subscribers can go to Service Bureaux to access Cause Book Search.

Cause Book Search for Subscriber User

When Cause Book Search on the sidebar menu of the eLitigation main page is clicked, the
“Cause Book Search - Purchase Log” page will be displayed.

The purchase log shows the list of all the records, modules or documents searched by the
logged in user.

To perform a new cause book search:

1. Click New Cause Book Search. The “Step 1: Selection” page will be displayed.

2. In the Search Type section, select the type of search to be done: Search by Module(s) or
Search by Document. By default, Search by Module(s) will be selected.

Search by Module allows the subscriber to search by Case No., ID Number, Name or
Address. Search by Document on the other hand, allows the user to enter the document
number of a document to verify some basic details about a case.

Search by Module

1. When the radio button for Search by Module(s) is selected, go to the Search Term and
Period section and select the radio button for the type of search to perform.

Search by Case No and ID number will produce results that are an exact match to the
search criteria, while search by Name and Address may produce more than one
result that are partial matches to the search criteria.

Select the type of case from the dropdown. Next, enter the numeric value of the case
number and select the year. For a list of the abbreviations and case types, please refer to
Appendix .

In the Search Selection section, all modules will be greyed out and “By Case Number” will
be ticked by default.

ID Number Search

Enter the complete Identification Number of the party in the field.

Name

Name Search

Enter the name of any of the parties involved in the case in the field. A minimum of three
characters are required to be entered for the search to continue.

For Probate cases, the name of the deceased should be entered in the field.

You can enter the full name or partial name of the parties.

Address

Address Search

Enter the address of the party being searched.

Unit No and Postal Code are required fields for Address Search.

For ID Number, Name and Address search:

Select the Transaction Year. The options available for selection are: Last 3 years, Last 6 years,
Last 9 years, or Specify search range to enter the year range.

In the Search Selection section, select the module to search within and the Court (up to a
maximum of three modules can be searched at any one time).

2. Click Next. The “Step 2: Payment” page will be displayed. The payment section lists the
fees and charges incurred for performing the search.

3. Enter the File Ref No (optional) as a personal reference for the search.

4. Click Next. A Windows message will prompt you to confirm before proceeding with the
search.

5. Click OK. The system will then perform the search. Clicking Cancel will negate the
transaction.

6. If there is more than one result matching the search criteria (for Name search and Address
search), a list of search results will be displayed in the “Step 3: Results” page.

A message prompting you to select one of the results will be displayed (as highlighted in
the next image).

Step 3: Results

7. Select one result from the list to continue.

Search results may yield a number of records corresponding to the selected result. A
maximum of 50 records can be handled per transaction.

8. Click Next. The Transaction Reference Number will be displayed. The Transaction
Reference Number serves as the reference number of the performed cause book search.

Users must take note of the transaction reference number for successful or failed
transactions for records or refund purposes. Date, time and search criteria used should
be provided for making an enquiry to speed-up investigation of a failed transaction.

Step 3: Results – Revised Fees and Transaction Reference Number

The results page will also display the Revised Fees. The Revised Fee will show a reduced
fee of $10 per module per Court per year if no results are found matching the criteria in
the selected Module/Court/Year.

GIRO deduction only takes places at the end of the day. This “No Result Fee” will be
the one deducted from GIRO.

9. Click Download report found in the Action column to download the report of the
corresponding record. A PDF version of the downloaded record will be displayed. Users
will have the option to save or print the PDF.

The generated report can also be accessed in the Purchase Log by clicking the
Transaction Ref No link >> View Result.

Search by Document

Search by Document allows you to search for documents saved in eLitigation and its related
case information. This feature of Cause Book Search is free of charge.

1. In the Search Type section, select the radio button for Search by Document.

2. Enter the Case No. and the Document No. in the respective fields. Document No. is a
mandatory field.

The following documents can be searched:

• WSS
• WP
• WD
• WA
• DLY
• ENF
• WFC
• ORC
• JUD
• PRG

3. Click Next. The “Step 2: Results” page will be displayed.

The Document Search will yield the search results pertaining to the indicated document
number. It will show the Document Details, Case Details and Case Parties information.

Step 2: Results

From this page, you can click Inspect Case File to request for case file inspection of
the case. Refer to the Request for Inspection topic on page 43 for more details.

4. You can click Search Another Document to perform another search or click on Cause
Book Search on the sidebar menu to go to your purchase log.

Purchase Log Details

Subscriber users may refer to the Purchase Log for a listing of the searches conducted in the
past 90 days.

Clicking the Transaction Ref No. link will display details of the transaction.

The following actions can be performed:

View Result
View Result will display the prompt to download the PDF version of the Cause Book
Search report. The user will have the option to save or print the downloaded PDF file.

View Fee
View Fee shows the details of the fees incurred when the search was performed.

Link to Case
Link to Case lets the Law Firm user link the Cause Book Search to a case. Refer to the
Linking Cause Book Search Results to a Case File for more details.

Corporate users who are subscribed solely to Cause Book Search will not have the
option to link the search to a case file.

Run Search Again


Run Search Again performs another Cause Book Search.

Clicking Run Search Again is chargeable and will be treated as a separate transaction.

Delete
Delete removes the search record from the purchase log.

Linking Cause Book Search Results to Case File

Law Firm subscriber users have the option to link the Cause Book searches to an existing case
if required.

This feature is not available for Corporate users subscribed solely to Cause Book Search.

To link Cause Book search to case:

1. In the purchase log details, click Link to Case. Alternatively, after you have finished a
Cause Book search, you can click on the Link to Case button in the Step 3:Results page.
The “Link Cause Book Search to Case File” page will be displayed.

The users can also link the result to case file from the search results page by clicking on the
Link to Case button.

2. Enter either a Case No or a Case Name to retrieve the case to be linked to the Cause Book
search.

The Case No or Case Name must be a case in the firm’s case file.

3. Click Search. The search result will be displayed.

4. Select the case and click Link to Case. A confirmation message will be displayed.

The Cause Book search is now linked to the case in the user’s case file. Once the search is
linked to the case file, Law Firm users will be able to view the Cause Book Search tab in
the online case file as seen in the image below.

5• REQUEST FOR INSPECTION

CHAPTER 5
Request for Inspection
The Request for Inspection feature allows subscribers to request for an inspection to view all
open documents in a case.

There are two ways of starting the filing of inspection of case. The first is by Menu >> Cause
Book Search >> Request for Inspection tab. This way will require you to enter the Case No to
continue.

The second way is by performing a Search by Document and clicking the Inspect Case File
link. Refer to the Search by Document topic for more details.

5• REQUEST FOR INSPECTION

Both ways will navigate to the “Step 1: Case Information” page. The Request for Inspection of
Case File is auto-selected as seen in the following image.

In the Case Overview section, the Case No/Case Name will be displayed. Below that the
Category by default is selected as Requests and Document Title as Request for Inspection of
Case File.

1. In the List of Parties section, the user has to add himself/herself as a non-party in order to
file the Request.

2. Click Add Non-Party Manually. The “Party Details” page will be displayed.

For Corporate users, Please select the “Unrepresented” from the Representative
Information.

3. Enter the Party, Contact, Address, Representative and Solicitor Information and click
Save. The added party will be displayed in the List of Parties list.

5• REQUEST FOR INSPECTION

For Law Firm users, the Filing Party checkbox of manually added non-party will be

10. The details entered in Step 1 are auto populated into the eForm. Compose or edit the
editable texts in the eForm.

11. Click Add to upload the document containing the reason or justification for the request for
inspection, if any.

12. Once done, click Save. The changes made to the eForm will be saved. Clicking Close will
not save any of the edits made in the eForm.

13. Click Next. The Step 3: Admin Details” page will be displayed. “Step 3: Admin Details”
allows the user to update the Hearing Details, indicate urgency, request to Backdate,
eServe, and request for an Exemption or Waiver of Fees.

Step 3: Admin Details

14. Enter necessary information in the Admin Details page. Some fields may be left with the
default values if they are not applicable.

The Fees Payable section shows the details of the fees incurred in filing the request for
inspection. This is also where the user can request for a Partial or Full exemption or waiver
of the filing fees incurred.

The total cost is automatically computed by the system based on the number of documents
that are prepared and attached. The fees payable for filing the request for inspection
include the document, processing and transmission fees.

15. Click Next. The “Step 4: Submission” page will be displayed. This step allows you to
preview all data entered and documents attached in the previous steps.

relation to the use of the eLitigation system.

You may click on the case information and document links to view or print the
case information/documents.

16. Click Submit. A confirmation message will be displayed with a submission reference
number.

17. Click Back to Homepage to return to the eLitigation Main Page.

20. For Accepted requests, the user will get another message called Case File Inspection.

In the message, instructions on how to access the requested documents for inspection will

The provided link and token will only be valid for 14 days.

22. Take note of the provided Token ID and click the here link. A window with the user
details will be displayed.

Subscriber User

1. Where can I find the detailed information of my fees incurred?

Details of the charges will be displayed in Step 2: Payment details. Alternatively, refer to
the Charges table above for the charges.

2. Will there be a deduction on my GIRO when I click Cancel in the Windows Popup
Message in the “Step 2: Payment” page?

No charge will be deducted from your GIRO account when Cancel is selected. Fees will
be deducted when OK is clicked.

GIRO deduction only takes places at the end of the day. When there is no search result is
found, a “Revised Fee” will be shown in “Step 3: Results” page. This “Revised Fee” will be
the one deducted from GIRO.

3. How long will my search saved in the purchase log?

The performed Cause Book search will be saved in your purchase log list for 90 days, after
which, the record will be removed permanently.

4. I got a failed transaction message, what should I do?

When a failed transaction message is received, take note of the transaction reference
number as well as the date, time and the search criteria made during the search.
