REMOVAL OF GCAA MOE SUPPLEMENT

REASON:
As per CAR-145.70, Approved Maintenance Organisations (AMOs) that demonstrate compliance with the
applicable requirements of CAR-145 are required to maintain and develop a Maintenance Organisation
Exposition (MOE).
In the case of Foreign AMOs (FAMOs), CAR-145 provides additional information and indicates that this MOE
may take the form of:
a) a full UAE GCAA MOE approved by the GCAA; or
b) an EASA MOE (showing compliance with EASA Part-145) or FAA SRM with EASA MOE Supplement
(showing compliance with FAA/EASA under Bilateral Agreement), acceptable to the GCAA associated
with a GCAA MOE Supplement approved by the GCAA.
The current practice shows that the GCAA MOE Supplement is only considered as a pre-requisite for the
grant of an Approved Maintenance Organisation Approval Certificate to FAMOs.
The GCAA has conducted a regulatory review and consultation with the industry, to study the removal of
the GCAA MOE Supplement from the current regulatory framework with the objective of replacing it with a
more effective and practical option, hence reducing the administrative burden.
This Information Bulletin (IB) is issued to inform FAMOs on the policy changes adopted by the GCAA on the
status of the GCAA MOE Supplement (Topics 1 and 2) and the implementation plans (Topic 3).
INFORMATION TOPICS:
Topic 1: Introduction of AMO Approval Certificate with Appendix II – Supplementary Requirements (Ref:
AWF-AMO 007B):
In lieu of the current GCAA UAE Supplement, the GCAA is introducing a non-expiring Approval Certificate
for Foreign Approved Maintenance Organisations (FAMOs) (Form Ref. AWF-AMO 007B). This new Approval
certificate contains additional conditions and requirements to be complied with, embedded as Appendix II.
With the introduction of the new Approval Certificate and its Appendix II, FAMOs holding an EASA MOE or
an EASA MOE Supplement are no longer required to submit a GCAA MOE Supplement or its amendment.
It is important to note that the continued validity of the non-expiring Approval Certificate will be subject to
compliance with Appendix II as well (as per timelines shown under Topic 3 below).
Topic 2: Introduction of Form – Corporate Commitment by the Accountable Manager (Ref: AWF-AMO-
004):
With the removal of the requirement for a GCAA MOE Supplement, Corporate Commitment by the
Accountable Manager is achieved by the submission to the GCAA of a “Corporate Commitment by
Accountable Manager” (as per Form Ref. AWF-AMO-004) for any initial approval or extension and in case of
change to the Accountable Manager.
Any application for initial approval or extension will be considered not complete if this form is not provided.
a) FAMOs currently authorised to operate under the control of a GCAA MOE Supplement but not holding a
non-expiring AMO Approval Certificate (i.e. Form ref. AWF-AMO 007B) must maintain adherence with
the conditions and requirements of the GCAA MOE Supplement until the time they are granted with a
non-expiring AMO Approval Certificate (i.e. Form ref. AWF-AMO 007B). However, they must convert
their GCAA MOE Supplement into a GSP document as explained under Topic 1 above by 1st June 2018.
b) FAMOs authorised to operate without a GCAA MOE Supplement but holding the non-expiring AMO
Approval Certificate (i.e. Form ref. AWF-AMO 007B) must establish a GSP document as explained under
Topic 1 above by 1st June 2018.
c) Applicants seeking an initial AMO Approval Certificate on or after 1st September 2017 must establish an
GSP document in lieu of a GCAA MOE Supplement as explained under Topic 1 before their can exercise
the privilege of their certificate.
The GCAA anticipates that by 1st June 2018, all GCAA MOE Supplements will be obsolete.
