ORGANISATIONAL CONTEXT
The Flight Standards Directorate is responsible for all activities related to the safe operations of aircraft and
related products and parts, including maintenance and production, air operations, air crew and medical, ATM
and aerodromes. The Directorate is responsible for all related organisations approvals, rulemaking and
standardisation tasks, as well as for the coordination of EASA’s cybersecurity activities. The Flight Standards
Directorate plays a key role in Unmanned Aircraft System (UAS) Regulation and Standardisation.
The Air Operations Department is responsible for the Standardisation of Member States and the development
of Regulatory Material in the domains of Air Operations and Ramp Inspections, the initial issue and monitoring
of Third Country Operators (TCO) Authorisations and coordination with the EU Safety List, and managing the
EU Ramp Inspections (SAFA/SACA) programme.

Managing the regulatory task itself including drafting and consultation;
Developing safety promotion material, including supporting the implementation of Air OPS
regulatory provisions;
Managing the Air OPS external stakeholders consultative bodies (i.e. Air OPS TeB, SMS TeB,
FS.TEC);
The interpretation and assistance to Member States, industry and the Agency in charge with
the rule implementation;
Assessing exemptions and derogations in accordance with Art. 14 of the Basic Regulation;
Providing contribution to ICAO and participating in relevant panels and working groups and
engaged in harmonisation activities with non-EU aviation authorities;
The development, update and implementation of the EASA SMS strategy and subsequent
implementation projects.
JOB CONTENT
The job holder will develop deliverables for rulemaking and safety promotion programmes in the area of
Unmanned Aircraft Systems (UAS), provide clarifications on their interpretation and support with expert advice
their implementation by the Agency and by the stakeholders, in line with the Agency’s strategy for UAS.
Main accountabilities:
Contribute to the definition of an UAS strategy and programme in line with the New Basic Regulation2;
Support the implementation of an operation-centric, proportionate, risk- and performance-based
regulatory framework for all UAS operations;
Manage rulemaking tasks (mainly UAS-related) by, inter alia, drafting the deliverables as foreseen in
the rulemaking procedure and related work instructions;
Identify and propose safety promotion activities (mainly UAS-related), contribute to the development
of the content and communicate the planned activities to stakeholders;
Present the Agency’s work and opinions on rulemaking and safety promotion activities at related
events (conferences, workshops, standardisation bodies, ICAO, etc.);
Provide expert input in or manage research in support of rulemaking activities;
Coordinate and provide expert input in the assessment of flexibility provisions and safety
recommendations from accident investigations;
After appropriate training, the job holder may be requested to participate in Standardisation,
Oversight and Implementation Support activities.
A. ELIGIBILITY CRITERIA
To be considered eligible, candidates must satisfy all the eligibility criteria by the deadline for submitting
applications, as specified in this vacancy notice:
At least a level of education in which corresponds to completed university studies attested by a diploma
when the normal period of university education is 3 years and, after having obtained the university
degree, at least 3 years of professional experience3;

Where justified in the interest of the service, professional training of an equivalent level, in a relevant
technical domain and, after having completed the professional training, at least the professional
experience indicated in the table below:
Thorough knowledge of one of the languages of the European Union and a satisfactory knowledge of
another language of the EU to the extent necessary for the performance of the duties;
Be a national of a Member State of the European Union, Iceland, Liechtenstein, Norway or Switzerland;
Be entitled to the full rights as a citizen;
Have fulfilled any obligations imposed by the applicable laws on military service;
Meet the character requirements for the duties involved4;
Be physically fit to perform the duties linked to the post5.
1. Essential
Proven knowledge of the UAS operations in the broad sense and UAS integration in airspace and their
challenges, demonstrated by being involved for a minimum of 3 years in similar activities in authorities
or relevant stakeholders;
Knowledge of the international context of UAS operations as demonstrated by professional
experience/training;
Proven knowledge of the technologies related to UAS operations (such as command and control, detect
and avoid, flight controls, autonomy, data exchange, V2V communications, networked operations,
etc.), demonstrated by relevant studies or involvement in related activities in authorities or
stakeholders;
Proven knowledge of the UAS stakeholder community;
Good command of both written and spoken English.

SELECTION PROCEDURE
All eligible applications, according to the afore-mentioned criteria (part A), will be assessed and scored against the
requirements listed above. Please note that non-compliance with at least one of the essential requirements will
result in the exclusion of the candidate from the selection process. Advantageous requirements constitute
additional assets and will not result in exclusion, if not fulfilled.
Candidates invited to the test phase will need to have received at least 50% of the highest possible score during
the evaluation of applications.

Candidates that will be included in the reserve list will need to have received at least 65% of the maximum points
in the test phase. Depending on the needs of the Agency, the established reserve list may be used for recruitment
