The project being a well planned activity will result in saving of commuters fuel and time
to a huge extent(around 60%). About 17,650 m2 of the area is earmarked for

and will not cause any disturbance to the local ecology. Hence, proposed activity shall
have no impact on surroundings.

There shall be no land disturbance resulting in erosion, subsidence and instability as it


is a flat land. The project site falls under the zone IV i.e., High Damage Risk Zone (MSK-
VIII) as per Earthquake Hazard Map of Delhi NCT (given below). The proposed project
will be earthquake resistant taking into account the latest provisions of Indian
Standards Codes. Adequate landscape plan is earmarked for the project surroundings
which will act as a remedial measure against soil erosion.

1.5 Will the proposal involve alteration of natural drainage system? (Give

The project does not intersect any natural drainage route directly. The elevated road is
to be built across Yamuna without any interference. No perennial or non-perennial
drainage system is found to intersect the project area or being obstructed by the project.
The surroundings comprise of a non-urbanized stretch. Well planned storm water
drainage has been designed to take care of areal storm water drainage. Thus, no impact
on the natural drainage system is anticipated.

1.6 What are the quantities of earthwork involved in the construction activity-
cutting, filling, reclamation etc. (Give details of the quantities of earthwork
involved, transport of fill materials from outside the site etc?)

The only excavation work is involved in the proposed project for establishing the
foundation of the pillars. The filling works will be done by the excavated material and no
extra material will be used. All the topsoil excavated from construction activities shall be
stored separately and used in landscape development within the project site and the
nearby areas. Hence, the need for movement of soil to and from the site is not
anticipated.

1.7 Give details regarding water supply, waste handling etc. during the
construction period.
 Water requirement during construction phase will be met from Ground-water.
 Waste handling during the construction phase shall be done by the site
supervisor whose responsibility lies with collection and storage of construction and
demolition waste generated on the site. All construction wastes generated during
construction will be used within the site itself for filling the voids, roads, aggregate for
mortar etc. to the extent feasible. Remaining will be sent to the concerned local agency
for proper disposal.

1.8 Will the low lying areas & wetlands get altered? (Provide details of how low
lying and wetlands are getting modified from the activity).

The site area is a flat land and the surroundings are characterized by a non-urbanized
plain stretch across river Yamuna. The proposed project will not pose any threat to the
low lying area of river banks because the project is an elevated flyway and no
change/modification/alteration in anticipated in the characteristics of the area.

1.9 Whether construction debris & waste during construction cause health
hazard? (Give quantities of various types of wastes generated during construction
including the construction labor and the means of disposal).

 No significant health hazard is associated with the proposed construction. The debris
and wastes generated from construction shall either be disposed simultaneously or
shall be stored in sheds properly covered by tarpaulins.
 During construction period, fugitive dust generation shall be caused by material
handling and vehicular movement. Impacts due to fugitive dust emissions are
negligible as water sprinklers will be used to suppress fugitive dust emissions.
However, the impacts will be confined to laborers/workers particularly with regard

to occupational exposure. Proper Personal Protective Equipments will be provided to


the workers working in the potential areas (e.g. masks, ear plugs etc.).

 Careful design, planning and good site management would minimize waste of
materials such as concrete, mortars and cement grouts. Construction wastes will be
segregated as much as possible at site itself to increase the feasibility of recycling
concrete and masonry as filling material and steel pieces as saleable scrap. Litter
disposal and collection points will be established around the work sites. Empty
packaging materials, drums, glass, tin, paper, plastic, pet bottles, wood, thermocol and
other packaging materials, etc will be disposed through recyclers. The construction
spoils will be temporarily stored at designated dumpsite located inside the site
premises (properly covered by tarpaulin). Later on, these wastes will be used for land
filling/leveling work within the site premises. An estimate of the average composition
of waste generated from the onsite construction activities given in Table-2.

The location of the sprouts is being determined according to the slope of the cross-

directed to the proposed trunk drains. The sprouts will allow the rainwater to fall freely
in the Yamuna basin and its banks, thus resulting in ground water recharge. Since the
existing topography is congenial to surface disposal, a network of drains is planned
adjacent to roads. The drains shall act as the drainage lines and will transfer the water to
the catchment basins.
1) Since the existing topography is considered congenial for surface disposal, a
catchment basin is not required. The rain-water will automatically direct to
Yamuna bank thus, leading to automatic ground water recharge.
2) Proposed storm water system consists of sprouts at regular intervals for transfer
of water to the below area.

2.8 What would be the impact of the land use changes occurring due to the
project on the runoff characteristics (quantitative as well as qualitative) of the
area in the post construction phase on a long term basis? Would it aggravate the
problems of flooding or water logging in any way?

The project will include road areas only and thus the runoff from the flyway is expected
to increase due to reduced infiltration. However, the increased runoff will not cause

water logging as a well designed storm water drainage system will be provided. The
runoff will finally be transported to trunk drains for groundwater recharging.

2.9 What are the impacts of the proposal on the ground water? (will there be
tapping of ground water; give the details of ground water table, recharging
capacity and approvals obtained from competent authority, if any)

Water demand during the construction phase will be fulfilled from ground water. No
adverse impact is expected on this account as extensive rainwater harvesting will be
implemented across the project site to reduce the freshwater demand and hence the
groundwater stress, recycled wastewater generated from septic tanks will be used for
landscaping and water sprinkling purpose.

2.10 What precautions/ measures have been to check the surface run-off, as
well as uncontrolled flow of water into any water body?

The following management measures are suggested to protect the water quality are:
 Excavation of any kind shall be avoided during monsoon season.
 Care would be taken to avoid soil erosion by well planned greenbelt development.
 Any area with loose debris/soil within the site shall be fully planted by local plant
species.

2.11 How is the storm water from within the site managed? (State the provisions
made to avoid flooding of the area, details of the drainage facilities provided
along with a site layout indication contour levels).

Most of the storm water produced on site will be harvested for ground water recharge.
Thus proper management of this resource will be done to ensure that it is free from
contamination. A detailed Storm Water Management Plan will be developed which will
consider the sources of storm water. The plan will incorporate best management
practices which will include the following:

 Regular inspection and cleaning of trunk drains.


 Application of pesticides and herbicides in the nearby areas before monsoon
season.
 Conducting routine inspections to ensure cleanliness.
 Provision of silt traps in trunk drains.
 Good housekeeping in the above areas.

2.12 Will the deployment of construction laborers particularly in the peak


period lead to unsanitary conditions around the project site (Justify with proper
explanation).

No, mostly local laborers will be employed during the construction phase and thus
negligible quantities of wastes will be generated. Septic tanks will be provided in the
labor colonies and the treated water will be collected in water recycling tanks.

2.13 What on-site facilities are provided for the collection, treatment & safe
disposal of sewage? (Give details of the quantities of wastewater generation,
treatment capacities with technology & facilities for recycling and disposal).

 It is expected that the project will generate approx. 16 KLD of sewage during
construction phase. The sewage will be treated in septic tanks provided within the
premises generating 15 KLD of recoverable/recycled water which will be used in
greenbelt development and dust suppression.

 Separate garbage bins with different colours will be provided for the management of
bio-degradable and non-bio-degradable waste during the construction phase.

2.14 Give details of dual plumbing system if treated waste used for flushing of
toilets or any other use.

Total water requirement for the project will be approximately 75 KLD, out of which 20
KLD shall be used for domestic purpose. The requirement for the greenbelt
development and dust suppression shall be fulfilled by recycled water generated from
the water recycling tanks.

SECTION-3: VEGETATION

3.1 Is there any threat of the project to the biodiversity? (Give a description of
the local ecosystem with its unique features, if any).

No ecologically sensitive area falls within the project site. Hence, no ecological/
biological threat has been anticipated.

3.2 Will the construction involve extensive clearing or modification of


vegetation? (Provide a detailed account of the trees & vegetation affected by the
project)

Some trees needs to be cut for which prior permission from forest and wildlife
department is already taken. It also comprises only wild grasses and bushes, which are
however not going to be hampered as the proposed road is elevated. The project will
develop landscape by planting (both on site and compensatory) native plant species to
enhance the aesthetic value of the region and also provide an excellent habitat for
various faunal groups.

3.3 What are the measures to be taken to minimize the likely impacts on
important site – features (Give details of proposal for tree plantation, landscaping
creation of water bodies etc along with a layout plan to an appropriate scale?)

Tree plantation will be done in the nearby areas of the project Site. The landscape area
of the project is 17,650 m2. Plantation would be of large leaf trees that provide adequate
shade and will range from evergreen to semi-evergreen.

SECTION 4: FAUNA

4.1 Is there likely to be any displacement of fauna both terrestrial and aquatic
or creation of barriers for their movement? Provide the details.

No. The existing land use around the site is a semi-urban stretch and does not provide a
habitat for wild species. The tree plantation however will provide an excellent habitat
for the native fauna.

4.2 Any direct or indirect impacts on the avifauna of the area? Provide details.

The project will not have any direct or indirect impacts on the avifauna of the area.
However, planting of trees bearing fruits will be an attraction to the local bird species
population.

4.3 Prescribe measures such as corridors, fish ladders etc. to mitigate adverse
impacts on fauna.

No direct or indirect adverse impact on fauna is envisaged.

SECTION 5: AIR ENVIRONMENT


5.1 Will the project increase atmospheric concentration of gases & result in
heat islands? (Give details of background air quality levels with predicted values
based on dispersion models taking into account the increased traffic generation
as a result of the construction).

No. The project will not cause any increase in atmospheric concentration of gases.
During the post construction phase, cars, scooter/motorcycle will ply on the road.
Vehicular emissions will be the major source of air pollution during operational phase
which will be suppressed by water sprinkling. Quantum and dispersion of pollutants
from vehicular emission will depend upon the following:

 Volume of traffic on the roads


 Meteorological conditions
 Emission sources

From vehicular emissions, PM, NO2 and CO is pollutants of primary concern. The
dispersion of vehicular emission would be confined within 100 m from the road and
concentration will decrease with increase in distance from road. It is anticipated that
the contribution of vehicular emission in ambient air quality will be marginal but well
within the stipulated National Ambient air quality standards. Dispersion will be faster at
higher wind speed.

Mitigation Measures: The proposed project will develop suitable landscape along with
prominent tree plantation nearby the project site, which will work as a barrier for the
movement of pollutants and help in pollution control.

5.2 What are the impacts on generation of dust, smoke, odorous fumes or other
hazardous gases? Give details in relation to all the meteorological parameters.

During construction phase of the project, there will be increase in atmospheric


concentration of gases and particulate matter due to running of DG sets. Total 3 Nos. of
DG sets of total capacity 1500 KVA (3 x 500 KVA) will be provided as power back up
during power failure. This will cause emissions of PM, SO2, NO2 and CO. However, ultra
low sulfur diesel will be used. Adequate stack height for D.G. sets will be provided as per
the stipulated guidelines of Central Pollution Control Board (CPCB) to facilitate natural
dispersion of exhaust gases.

5.3 Will the proposal create shortage of parking space for vehicles? Furnish
details of the present level of transport infrastructure and measures for
improvement including the traffic management at the entry and exit to the
project site.

No. The project will not cause any shortage of parking space or any blockage of
transport. It will in fact mobilize the current traffic by reducing the intensities both at

prepared and proper adherence will be maintained with the same.

5.4 Provide details of the movement patterns with internal roads, bicycle
tracks, pedestrian pathways, footpaths etc, with areas under each category.

Bicycle tracks/pedestrian pathways/footpaths on either side of the road have been


proposed which are equipped with solar panels which will generate power to make the
flyover self-sustained. The surplus power shall be utilized for the betterment of area. It
will be supplied to the farmers of the Yamuna banks for betterment of farming
techniques.

5.5 Will there be significant increase in traffic noise & vibrations? Give details
of the sources and the measures for mitigation of the above.

The noise and vibration shall be caused by plying of vehicles in the road. The impacts
however will not be significant. The noise and vibration of the vehicles shall be
compensated by landscape development which will act as an absorbing media for the
same. The vibration caused do the plying of traffic shall be neutralized by providing
interlocking expansion joints at intervals.

5.6 What will be the impact of D.G. sets and other equipment on noise levels
and vibration in ambient air quality around the project site? Provide details.

During construction phase of the project, vehicular movement and operation of DG sets
will be the major sources of noise pollution. But both these activities- DG set and
vehicular movement will not have any significant impact on the environment. Since DG
sets will not be operational continuously and moreover it will be placed away from
workable area and will be enclosed within suitable enclosures. Hence, no or minimal
impact will be anticipated due to DG set and vehicular emission. It is envisaged that the
movement of the motor vehicles will be restricted to designated carriageways only.

SECTION-6: AESTHETICS

6.1 Will the construction in any way result in the obstruction of a view, scenic
amenity or landscapes? Are these considerations taken into account by the
proponents?

The construction of proposed project is well planned. Thus, no obstruction of view or


scenic beauty or landscape is anticipated. Furthermore, the construction will be planned

The project will strictly follow the concerned norms. All norms on Height, Setbacks, Fire
Safety Requirements, Structural Design and other parameters will be strictly adhered to.

6.4 Are there any anthropological or archaeological sites or artifacts nearby?


State if any other significant features in the vicinity of the site have been
considered?

No anthropological or archaeological sites or artifacts are found near the site area.

SECTION-7: SOCIO-ECONOMIC ASPECTS

7.1 Will the proposal result in any changes to the demographic structure of
local population? Provide the details.

The project is situated in a non-urbanized zone and hence, there will be no change in
demographic structure.

Construction phase: Since local laborers will be engaged during construction phase,
alteration to the existing demographic profile of the area is not anticipated.

Operation phase: The project does not consist of any residential or semi-residential
area. Thus no change in demographic structure is envisaged.

7.2 Give details of the existing social infrastructure around the project.

The project lies in a non-urbanized stretch. However all sorts of social infrastructure like
transportation facilities, water supply & sanitation facilities, communication facilities,
educational institutes, hospital, markets, banks, cultural amenities etc. exist at the
starting and ending point of the elevated road i.e. Sarai Kale Khan and Mayur Vihar
(Phase-I).

Construction phase: There are no religious sites or archeological monuments of


historical significance falling in the project stretch. Hence, no adverse impact in this
regard is anticipated. Rather, this project will provide jobs that relate to unskilled, semi
skilled as well as skilled labour category. Few supervisory positions will also open up,
for which local candidates will be considered based on merit.

Operation phase: Since it is an elevated road project , thus it will not cause any
disturbance to sacred sites or cultural values.

SECTION-8: BUILDING MATERIALS

8.1 May involve the use of building materials with high embodied energy. Are
the construction materials produced with energy efficient processes? (Give
details of energy conservation measures in the selection of building materials and
their energy efficiency)

For the purpose of paved path on the either sides of the road, sun dried pavers will be
used instead of baked pavers as they are manufactured through energy efficient
processes. The roads will also be equipped with solar panels to make the functioning of
the project, self sustained.

8.2 Transport and handling of materials during construction may results in


pollution, noise and public nuisance. What measures are taken to minimize the
impacts?

Mitigation Measures for Air Pollution during Construction Stage:

• Construction materials will be suitably covered with tarpaulin cover etc during
storage and transportation.
• Water sprinkling shall be done on haul roads/kuchha rasta during, where dust
generation is anticipated during construction phase.
• Raw material storage and handling yard will be enclosed from all sides.
• To minimize the occupational health hazard, proper personal protective gears i.e.
masks, ear plugs etc. shall be provided to the workers working in the dust prone
areas.

Mitigation Measures for Noise Pollution during Operational Stage:

Yes, construction waste/ debris; generated during construction will be utilized for other
projects of PWD. Construction waste/ debris will be used as fillers in base and sub-base
of the carriageway, footpaths pavements or pedestrian way, as needed.

8.4 Give detail of the methods of collection, segregation & disposal of the
garbage generated during the operation phases of the project.

The solid waste of the project during construction phase will be segregated into
biodegradable and non-biodegradable waste. Biodegradable waste and non
biodegradable waste will be collected in separate bins. Biodegradable waste shall be
disposed off as per MSW Rules 2000 & amendment 2008. The recyclable wastes will be
sent off to the government authorized recyclers. Proper guidelines for segregation,
collection and storage will be prepared as per Municipal Solid Wastes (Management and
Handling) Rules, 2000 and amended Rules, 2008.

SECTION-9: ENERGY CONSERVATION

9.1 Give details of the power requirements, source and supply, backup source
etc. What is the energy consumption assumed per square foot of built-up area?
How have you tried to minimize energy consumption?

is no closed area proposed in the entire stretch.

9.5 Does the layout of street & building maximize the potential for solar energy
devices? Have you considered the use of street lighting, emergency lighting and
solar hot water systems for use in the building complex? Substantiate with
details.

Layout of buildings has been done as per the sun path analysis so that the design cuts off
direct radiations of critical hours which are specific to the orientation. Solar energy will
be harnessed through solar street lights and reflectors to avoid accidents.

9.6 Is the shading effectively used to reduce cooling/heating lands? What


principles have been used to maximize the shading of walls on the East and the
West and the Roof? How much energy saving has been effected?

Green area and open areas will be so spaced that a reduction in temperature is
achieved. The energy saving measures will generate enough energy to facilitate street
lighting and usage of reflectors at night to avoid accidents.

9.7 Do the structures use energy-efficient space conditioning, lightening and


mechanical systems? Provide technical details. Provide details of the
transformers and motor efficiencies, lightening intensity and air conditioning
load assumption? Are you using CFC and HCFC free chillers? Provide
specifications.

Energy efficient solar powered street lights and reflectors shall be used. Measures
prescribed in Energy Conservation Building Code 2007 will be adopted to reduce the

INTRODUCTION
M/s Public Works Department, Delhi is the premier agency of Govt. of NCT of Delhi engaged
in planning, designing, construction and maintenance of Government assets in the field of built
environment and infrastructure development. Assets in built environment include Hospitals,
Schools, Colleges, Technical Institutes, Police Buildings, Prisons, Courts etc; assets in
infrastructure development include Roads, Bridges, Flyovers, Footpaths, Subways, Foot Over
Bridges etc. PWD Delhi also sustains and preserves these assets through a well developed
system of maintenance which includes amongst others specialized services like rehabilitation
works, roads signage and aesthetic treatments like interiors, monument lighting, landscaping
etc.It has its office at F-21, PWD, GNCTD, Sarai Kale Khan, Opp. Indraprastha Park, New Delhi-
110013. The PWD, Delhi has decided to develop an Elevated Road over the Barapullah Nalah
starting from Sarai Kale Khan to Mayur Vihar(Phase-I), New Delhi. The PWD has acquired
approvals from all authorities including DDA and DUAC vide F. No. 19(3)2013-DUAC and F.
No. F.1.(2)2013/ UTTIPEC/44th/D-237 respectively. The site is ideal for the proposed
project, as the current route connecting the two points comprises of very heavy traffic during
the peak hours. After the proposed project comes under operation, the distance between the
two points will be reduced by around 60%. The traffic volume on the existing stretch will also
be reduced considerably. Thus the proposed project will help commuters save fuel and time,
and consequently it will reduce carbon footprints.

SITE LOCATION AND SURROUNDINGS


The proposed project site is located at a stretch starting from Sarai Kale Khan to Mayur Vihar
(Phase-I), New Delhi. The Co-ordinate of the project site is 28°34'55.33"N, 77°15'34.48"E to
28°36'10.23"N, 77°17'20.46"E.

The nearest highway is NH-1 which is adjacent to the project site in West direction from project
site. The nearest railway station is Hazrat Nizamuddin Railway Station at a distance of
approximately 1 km towards NW of the proposed project site. The nearest airport is Indira
Gandhi International Airport situated at a distance of approximately 16 km towards SWW of the
project site.

PROJECT LAYOUT AND ENVIRONMENTAL CONTEXT

The total built-up area of the proposed project including existing area of UP Link road to be
modified for elevated road is 1,50,238 m2 (37.125Acres). The detailed Area Statement is
provided below in Table-1.

PROJECT COST
The total estimated cost of the project is Rs. 1260.63 Crores including all the development
costs.
WATER REQUIREMENT
The water requirement shall be met by bore-wells (ground water). Total water requirement
for the project will be approximately 75 KLD, out of which 20 KLD shall be used for domestic
purpose. The requirement for the greenbelt development and dust suppression shall be
fulfilled by recycled water generated from the water recycling tanks. The daily water
requirement calculation is given below in Table 3.

The sewage generated will be treated in proposed water recycling tanks. 15 KLD of recycled

SEPTIC TANKS

A septic tank is a key component of a septic system, a small-scale sewage treatment system
common in areas that lack connection to main sewage pipes provided by local governments or
private corporations. Other components, generally controlled by local governments, may
include pumps, alarms, sand filters, and clarified liquid effluent disposal methods such as
a septic drain field, ponds, natural stone fiber filter plants or peat moss beds.
The project proponent has proposed 6 numbers of septic tanks of total capacity 260 m3
(260000 litres).

One end of the first tank (anaerobic settling chamber) is connected to an


inlet wastewater pipe and the outlet end of the tank is connected to aeration chamber .The
relatively clear water passes to the clarification tank from which the clear effluent is disposed
to the septic drain field with the help of an effluent pump.

Generally these pipe connections are made with a T pipe, allowing liquid to enter and exit
without disturbing any crust on the surface. The design of the tank usually incorporates three
chambers; each equipped with a manhole cover, and separated by a dividing wall with
openings located about midway between the floor and roof of the tank.

The retention time (RT) of the septic tank is usually 1 to 3 days. A longer retention time is
chosen to minimize cleaning frequency (running costs). A shorter retention time is chosen to
minimise tank size and initial cost. Larger tanks allow the sewage more time to digest and thus
reduce the load on the drainage system. Smaller tanks (< 6m3) need longer retention times due
to increased turbulence (i.e. 2 or 3 days.)

Settlement Chamber

Wastewater enters the first chamber of the tank, allowing solids to settle and scum to float.
The time taken by the wastewater is about 3 hrs after which the comparatively clear water
(from the settling zone) enters to the aeration chamber. The retention time for this stage is
taken as 5 hours.

Aeration Chamber

The settled solids are aerobically digested, reducing the volume of solids. The liquid
component flows through the dividing wall into the third chamber i.e. clarification chamber
where further settlement takes place. The retention time for this stage is taken as 7 hours.

Clarification Chamber

The excess liquid, now in a relatively clear condition, passes to the final pump chamber. The
retention time for this stage is taken as 10 hours.

Final Pump chamber

The liquid from the clarification Chamber, then drains from the outlet into the septic drain
field, with the help of an effluent pump. The effluent pump shall transfer the excess liquid to
the water recycling tank for further aeration.

RAIN WATER HARVESTING

The storm water disposal system for the premises will be self-sufficient to avoid any
collection/stagnation and flooding of water. Storm water drainage plan of the project is
enclosed. The amount of storm water run-off depends upon many factors such as intensity and
duration of precipitation, characteristics of the tributary area and the time required for such
flow to reach the trunk drains. The trunk drains shall be located near the carriage way along
either side of the roads. Taking the advantage of road camber (slope), the rainfall run off from
roads shall flow towards the trunk drains provided at the side of the roads. Sprouts for
seepage of water from the trunk drains shall be provided at the bottom of the drains at regular
intervals. The location of the sprouts is being determined according to the slope of the cross-
section. Thus, the storm water generated during the monsoons shall automatically get directed
to the proposed trunk drains. The sprouts will allow the rainwater to fall freely in the Yamuna
basin and its banks, thus resulting in ground water recharge. The Yamuna bank will thus act
as the catchment basin of the rainwater.

1) Since the existing topography is considered congenial for surface disposal, a catchment
basin is not required. The rain-water will automatically direct to Yamuna bank thus,
leading to automatic ground water recharge.

2) Proposed storm water system consists of sprouts at regular intervals for transfer of
water to the below area.

POWER REQUIREMENT

The total power requirement for the project shall be 1500 KVA which will be supplied by
BSES. The power assurance for the same is already being granted by BSES (letter attached).
Details of D.G Sets: There is provision of 3 number of DG sets of total capacity of 1500 KVA
(3x500 KVA). The DG sets will be equipped with acoustic enclosure to minimize noise
generation and adequate stack height for proper dispersion.

SOLID WASTE GENERATION

Solid waste would be generated both during the construction phase only. The solid waste
expected to be generated during the construction phase will comprise of excavated materials,
used bags, bricks, concrete, MS rods, tiles, wood etc. The following steps are proposed to be
followed for the management of solid waste:

 The excavated material such as topsoil and stones will be stacked for reuse during later
stages of construction and greenbelt development.
 Excavated top soil will be stored in temporary constructed soil bank and will be reused
for landscaping in the proposed area.
 Remaining soil shall be utilized for refilling / road work / rising of site level at
locations/ selling to outside agency for construction of roads etc.

During the construction phase, the solid waste generated from the project is estimated to be
120 kg/day approximately.

Following arrangements will be made at the site in accordance to Municipal Solid Wastes
(Management and Handling) Rules, 2000 and amended Rules, 2008.

The Municipal Solid Waste Management will be done as per the guidelines of Municipal
Solid Waste (Management and Handling) Rules, 2000 and amended Rules, 2008. The
inert non-recyclable wastes will be disposed through government approved agency for
land filling. A solid waste management scheme is depicted in the above figure for the
construction of the elevated road project.

GREEN AREA

Total green area measures 17,650 m2 which will be area under tree plantation around the
project site. Evergreen, tall and ornamental trees and ornamental shrubs have been proposed
to be planted inside the premises. Arboriculture is also proposed along the centre of the
proposed project stretch.

Staff and Contractors: Staff must be made aware of the importance of waste segregation
and disposal, water and energy conservation. The awareness can be provided by periodic
Integrated Society meetings.
They would be informed of their duties.
Environmental Audits and Corrective Action Plans: To assess whether the implemented
EMP is adequate, periodic environmental audits will be conducted by the project
proponent’s Environmental division. These audits will be followed by Correction Action
Plan (CAP) to correct various issues identified during the audits.

ENVIRONMENT MANAGEMENT PLAN

The Environment Management Plan (EMP) would consist of all mitigation measures for
each component of the environment due to the activities increased during the construction
and operational phase of the project and these are discussed in later subsections.

Environmental Management Plan that incorporates all issues related to air, water,
land and noise.
 Planning: This includes identification of environmental impacts, legal requirements

environmental control facilities and documentation of measures to be taken.
 Measurement & Evaluation: This includes monitoring, counteractive actions and
record keeping.
It is suggested that as part of the EMP, a monitoring committee would be formed by Public
Works Department (Govt. of NCT of Delhi) comprising of the project manager /coordinator,
environmental group representative and project implementation team representative. The
committee’s role would be to ensure proper operation and management of the EMP
including the regulatory compliance.

EMP FOR AIR ENVIRONMENT DURING CONSTRUCTION PHASE:


To mitigate the impacts of PM10& PM2.5 during the construction phase of the project, the
following measures are recommended for implementation:
 A dust control plan
 Procedural changes to construction activities

Dust Control Plan


The most cost-effective dust suppressant is water because water is easily available on
construction site. Water can be applied using water trucks, handled sprayers and automatic
sprinkler systems. Furthermore, incoming loads could be covered to avoid loss of material
in transport, especially if material is transported off-site.

Procedural Changes to Construction Activities


Idle time reduction: Construction equipment is commonly left idle while the operators
are on break or waiting for the completion of another task. Emission from idle equipment
tends to be high, since catalytic converters cools down, thus reducing the efficiency of
hydrocarbon and carbon monoxide oxidation. Existing idle control technologies comprises
of power saving mode, which automatically off the engine at preset time and reduces
emissions, without intervention from the operators.
Improved Maintenance: Significant emission reductions can be achieved through regular
equipment maintenance. Site Engineers will be asked to provide maintenance records for
their fleet as part of the contract bid, and at regular intervals throughout the life of the
contract. Incentive provisions will be established to encourage contractors to comply with
regular maintenance requirements.
Reduction of On-Site Construction Time: Rapid on-site construction would reduce the
duration of traffic interference and therefore, will reduce emissions from traffic delay.

To mitigate the impacts of pollutants from vehicular traffic during the operational phase of
the elevated road, following measures are recommended for implementation:

Vehicle Emission Controls and Alternatives


Footpaths and Pedestrian ways: Adequate footpaths and pedestrian ways would be
provided at both the sides to encourage non-polluting methods of transportation.

Greenbelt Development
Increased vegetation in the form of greenbelt around the site is one of the preferred
methods to mitigate air and noise pollution. Plants serve as a sink for pollutants, act as a
barrier to break the wind speed as well as allow the dust and other particulates to settle on
the leaves. It also helps to reduce the noise level at large extent. Table given in green area
section indicates various species of the greenbelt that can be used to act as a barrier.

EMP FOR NOISE ENVIRONMENT DURING CONSTRUCTION PHASE:


To mitigate the impacts of noise from construction equipments during the construction
phase on the site, the following measures are recommended for implementation.
Time of Operation: Noisy construction equipments would not be allowed to use. The
equipments will be of good make and will be properly maintained.
Job Rotation and Hearing Protection: Workers employed in high noise areas will be
employed on shift basis. Hearing protection such as earplugs/muffs will be provided to
those working very close to the noise generating machinery.

To mitigate the impacts of noise from diesel generator set during operational phase, the
following measures are recommended:
 Greenbelt development
Greenbelt Development

EMP FOR ECOLOGICAL ENVIRONMENT DURING CONSTRUCTION PHASE:


Construction activity changes the natural environment. But the proposed elevated road
shall also create a built environment. The project requires the implementation of following
choices exclusively or in combination.
 Restriction of construction activities to defined project areas only.
 Restrictions on location of temporary labor tents and offices for project staff
near the project area to avoid human induced secondary additional impacts on
the flora and fauna species of the nearby areas.
 Cutting, uprooting, coppicing of trees or small trees if present in and around the
project site for cooking, burning or heating purposes by the labors will be
prohibited and suitable alternatives for this purpose will be made.
 Along with the construction work, a green belt would be developed with
suggested native plant species, as they will grow to a full-fledged covered at the
time of completion.

EMP FOR ECOLOGICAL ENVIRONMENT DURING OPERATION PHASE:


Improvement of the current ecology of the project site will entail the following measures:
 Plantation and Landscaping
 Green Belt Development
 Avenue Plantation

The section below summarizes the techniques to be applied to achieve the above
objectives:

Plantation and landscaping


Selection of the plant species would be done on the basis of their adaptability to the
existing geographical conditions and the vegetation composition of the forest type of the
region earlier found or currently observed.

Green Belt Development Plan


The plantation matrix adopted for the green belt development includes pit of 0.3 m × 0.3 m
size with a spacing of 2.6 m x 2.6 m. In addition, earth filling and manure may also be
required for the proper nutritional balance and nourishment of the saplings. It is also
recommended that the plantation has to be taken up randomly and the landscaping aspects
could be taken into consideration.

Multi-layered plantation comprising of medium height trees (7 m to 10 m) and shrubs (5 m


height) are for the green belt. In addition creepers will be planted along the road sides to
enhance its insulation capacity.

Selection of Plant Species for Green Belt Development


The selection of plant species for the development depends on various factors such as
climate, elevation and soil. The plants would exhibit the following desirable characteristics
in order to be selected for plantation
1. The species should be fast growing and providing optimum penetrability.
2. The species should be wind-firm and deep rooted.
3. The species should form a dense canopy.
4. As far as possible, the species should be indigenous and locally available.
5. Species tolerance to air pollutants like SO2 and NOx should be preferred.
6. The species should be permeable to help create air turbulence and mixing within
the belt
7. There should be no large gaps for the air to spill through
8. Trees with high foliage density, leaves with larger leaf area and hairy on both the
surfaces shall be preferred.
9. Ability to withstand conditions like inundation and drought.
10. Soil improving plants (Nitrogen fixing rapidly decomposable leaf litter).
11. Attractive appearance with good flowering and fruit bearing.
12. Bird and insect attracting tree species.
13. Sustainable green cover with minimal maintenance.

Avenue Plantation
1. Trees with colonial canopy with attractive flowering
2. Trees with branching at 7 feet and above

EMP FOR SOCIO-ECONOMIC ENVIRONMENT:


The social management plan has been designed to take proactive steps and adopt best
practices, which are sensitive to the socio-cultural setting of the region. The Social
Management Plan of the elevated road project focuses on the following components:
 Income Generation Opportunity during Construction Phase
The project would provide employment opportunity during construction phase.
There would also be a wide economic impact in terms of generating opportunities
for secondary occupation within and around the site. The main principles

considered for employment and income generation opportunities are out lined
below:
 Employment strategy will provide for preferential employment of local people
 Conditions of employment would address issues like minimum wages and
medical care for the workers. Engineers/supervisors would be required to abide
to employment priority towards locals and abide by the labor laws regarding
standards on employee terms and conditions.
 Improved Working Environment for Employees
The project would provide safe and improved working conditions for the workers
employed at the facility during construction and operation phase. With the
ambience and facilities provided, the elevated road will provide a new experience in
living and recreations. Following measures would be taken to improve the working
environment of the area:
 Less use of chemicals and biological agents with hazardous potential.
 Developing a proper interface between the work and the human resource
through a system of skill improvement.
 Measures to reduce the incidence of work related injuries, fatalities and diseases.
 Maintenance and beautifications of the road and the surrounding areas.

MINUTES OF THE 44th UTTIPEC GOVERNING BODY MEETING, HELD ON 22.8.13 at 4.00
P.M. UNDER THE CHAIRMANSHIP OF THE HON’BLE LT. GOVERNOR OF DELHI.

1. The 44th Governing Body meeting of the UTTIPEC was held on 22.8.13 at 4.00 P.M. at
Vikas Minar, under the Chairmanship of the Hon’ble L.G. of Delhi. The detailed agenda
items for discussion were circulated to members in advance containing brief report on
Working Group meetings and Minutes of 43rd Governing Body meeting held on 10.5.13.
The list of members and participants, who attended this meeting is enclosed (Annexure
‘X’). Vice Chairman, DDA welcomed Hon'ble L.G.- Chairman, UTTIPEC to the 44th
Governing Body meeting of UTTIPEC.

2. The Minutes of the 43rd Governing Body meeting circulated on 21.6.13 were confirmed
with modification after deliberation on the comments of the E-in-C, PWD that the
reduction of the r/w of the road was not decided in the last Governing Body meeting.
Accordingly, it was decided to modify the Para i) of ‘Observation’ under the item no 5(i) of
the minutes of the meeting dated 10.5.13 as under:-

‘’The Zonal Plan Road of 75 mt R/W may be maintained by providing green strips on both
sides of the proposed development within the R/W as per the conceptual plan presented in
the meeting and a comprehensive network plan and feasibility check for the entire corridor
to be made.’’

3. Brief report on projects/proposals discussed in Working Group Meeting/TOD Workshop


Meetings was placed before the Governing Body.

a) Management Action Group (MAG) of Transport -3 meetings were held under the
Chairmanship of Secretary-cum-Commissioner (Transport), GNCTD, on 17.5.2013,
22.5.2013 & 2.7.2013. The draft Transport Chapter was discussed. The approach and
rationale for the proposed modifications/additions were agreed. Further suggestions
given by the Advisory Group are being incorporated for discussion in the next Advisory
Group Meeting.
b) Working Group II-B (Retrofitting of existing Corridors) meeting was held under the
Chairmanship of Principal Secretary, PWD, on 18.07.2013. 5 projects/proposals
were discussed/reviewed by the Working Group. Out of which, 1 project/proposal has
been recommended for consideration/direction by the Governing Body [Presentation
Item No. 3(i)].
c) Working Group II-A- 2 meetings were held on 22.5.13 and 21.8.13 under the
Chairmanship of E.M., DDA. 6 projects/proposals were discussed/reviewed by the
Working Group. Out of which, 2 projects/proposals to be recommended for
consideration/direction by the Governing Body [Presentation Item No. 3 (ii) & (iii)].

4. Presentations:-

i) Re-development of Chandni Chowk Road from Netaji Subhash Marg to Fateh Puri
(Recommended by the Working Group) [(File No.F.6 (109) 09/UTTIPEC)].

Background:
Proposal for Re-development of Chandni Chowk Road from Netaji Subhash Marg to
Fateh Puri was approved in the 29th Governing Body meeting held on 4.3.2011 with some
observations. In the matter of W.P.(C) 4572 of 2007, Manushi Sangathan, Delhi VS Govt.
of Delhi & others, the Double Bench of Hon’ble High Court pronounced the judgement
on 24.5.2013 with the direction to convene a joint meeting of STF, UTTIPEC, PWD and
Delhi Traffic Police by Hon’ble L.G within 4 weeks. Accordingly, a joint meeting of UTTIPEC
& Special Task Force (STF) was held under the then Hon’ble L.G., Delhi on 14.06.2013.
The decision of the meeting is reproduced below:
a) “The Comprehensive Redevelopment of Chandni Chowk will be implemented in
Phases as presented by Secretary, PWD, GNCTD.
b) Alternative 1 for Phase 1 was approved for implementation with the following
conditions:
1. A 2.5 M Multi-Utility Zone (MUZ) to be provided as part of the 7.5M footpath on
either side as per the Street Design Guidelines
2. Designated Vending Zones to be provided on the northern side of the ROW within
the MUZ. The MUZ along the southern edge could be used for the provision of Bus
Q-shelter, lights, signage, NMV Parking etc. as per the UTTIPEC Street Design
Guidelines.
3. Final drawings for the above to be discussed with UTTIPEC before finalization.

The modified proposal of Chandni Chowk based on the above decision was presented
by PWD in WG-II-B meeting dated 18.7.13. Working Group recommended that phase I
plan to be modified as per the following observations and presented before the next
Governing Body meeting for consideration/ approval:-

• The phase-1 proposal to be implemented by the PWD with the provision for further
implementation of original proposal in future.
• Proposed Curve /Kink on the road, in front of Gauri Shankar Mandir needs to be
smoothened.
• Development of MUZ (2.5 m. wide) on both sides of the carriageway as decided in
L.G. meeting held on 14.6.2013 will be planned/designed in detail accommodating
vendors and all other street components as per the Street Design Guidelines.
• In front of Gurudwara ShishGanj (Bhai Mati Das Chowk), ‘Table Top’ is to be
provided and HMV will be restricted on H.C.Sen Marg & will not be allowed to
reach Fountain Chowk i.e. Bhai Mati Das Chowk.
• Plaza in front of Town Hall to be developed with ‘Table Top’ and U–turn will be
provided for traffic coming from Fatehpuri Masjid.
A Presentation was made to the Governing Body by PWD showing the Cross Section
of the i) existing road, ii) original approved proposal of UTTIPEC and iii) subsequent
modified plan prepared by PWD as a follow up to the High Court decision on the subject
and the decision taken by the then Hon’ble L.G.in a joint meeting of UTTIPEC and Special
Task Force held on 14.6.13.
Proposal:-

It was explained by the PWD that the modified proposal was made to allow
the present traffic to move on reduced dual carriageway of Chandni Chowk road
with mixed traffic condition having a wider pedestrian walk way on both sides of
the road with the provision of Multi utility zone for hawkers/vendors and other
amenities. The proposal will be implemented as Ph-I development to retain the
present motor vehicular and NMV access on Chandni Chowk with wider
Footpath for pedestrians and designated space for Vendors.
However, it was also clarified by PWD that the final proposal earlier approved
by the UTTIPEC will be implemented after testing the success of the Ph-I
scheme.
Observation
i) Chandni Chowk Road should preferably be made fully Pedestrianized with NMV
(Cycle, Cycle Rickshaw etc) movement facilities to provide Last Mile Connectivity
for Public Transport (Metro,Bus,Rlys) users as well as private vehicle users from
various proposed parking sites.
ii) Details of actual no. of parked vehicles on Chandni Chowk road alongwith
details of cars parked by the shopkeepers and customers are required to assess
long and short term parking requirement in the area with respect to the provision
of parking facilities proposed as part of the project.
iii) The issue of NMV movement on Chandni Chowk road has been resolved by
allowing them on the revised Ph–I proposal. However, continuation of MV
movement along Chandni Chowk may not provide the desired safe environment
for pedestrians like a fully Pedestrianised street apart from difficulty in enforcing
parking on the road,
iv) The Traffic Management plan with time based restricted entry/exit for private
vehicles to provide emergency /service vehicle access to be also worked out as
part of the project.
v) The comprehensive plan earlier worked out needs to address all issues raised by
various stakeholders and incorporate in the proposal for a long term solution for a
better quality of pedestrian environment for such a historically important street of
the city.
vi) The opinion of the traders/commercial establishments/Local residence should be
incorporated by addressing major issues of accessibility and parking.
vii) All overhead electrical/telephone lines proposed to be provided under the ground
are to be taken up on priority basis as per the proposed plan.
Decision
As the proposal for taking up the Re-development work of Chandni Chowk in
phases was already approved during the Joint meeting of UTTIPEC and STF under
the Chairmanship of the then L.G. on 14.6.13, the Hon’ble L.G. desired to discuss the
proposal in detail in a meeting to be held separately before approval of the final
drawing for execution.
Action- PWD

ii) Construction of ROBs on UER-II – DDA [(File No. F.6 (118)2009/UTTIPEC)].


i) ROB across Delhi-Rohtak Railway Line & Rohtak-Road
ii) ROB across Delhi-Karnal Railway Line.

A) Background
A presentation on the status of Urban Extension Roads (UER) to be taken up by DDA
was made in the 30th Governing Body Meeting 15.4.11 Decisions taken by the Governing
Body are reproduced below:-
i. “All Urban Extension Roads (UER) are to be developed with the proposed Cross
Section of 51 mt. at Mid Section and 545 mt. at intersection.
ii. UER to be taken up as a TOD project with multi/mixed-use high density
development within the influence zone of the entire Multi Modal/MRTS corridor
with enhanced Public Transport Connectivity ensuring reduction of Carbon
Footprints.
iii. This project to be taken up expeditiously without waiting for Master Plan Review.
iv. The Working Group/TOD Task Force should involve various
National/International experts with experience of work in the best practices of the
world for their participation on knowledge sharing basis.”

It was also decided that the Consultant to be engaged by Chief Engineer (Projects),
DDA based on the comprehensive Terms of Reference (TOR).TOR has already been
prepared and sent to Chief Engineer (Projects), DDA for engagement of Consultant.
Meanwhile, the proposals for construction of ROB across Delhi- Karnal Railway Line
and ROB/ Flyover across Delhi- Rohtak Railway Line and NH-10 along UER-II alignment
were submitted by Project Manager (MPR), DDA. These two proposals were discussed in
the Core Group meetings of UTTIPEC and also in the Working Group II-A meeting on
21.8.13.
Proposal

i) ROB across Delhi-Rohtak Railway Line & Rohtak-Road


M/s RITES Ltd., Consultant of DDA, presented the proposal with 2 major options:-
a) ROB on Railway line and
b) Extended ROB on Railway line and Rohtak road
ii) ROB across Delhi-Karnal Railway Line.
M/s DIMTS, Consultant of DDA, presented the proposal with 2 major options i.e.:-
a) ROB on Railway line
b) Extended ROB on Railway line and two proposed sub-arterial roads of Narela
project adjacent to Freight Complex.

Working Group recommended the proposals for consideration of the Governing Body
with following observations:-

i) The second option for both cases i.e. extended ROB on Railway line and the
road/roads cases are better options.
ii) Alignment of these ROB/Flyover along the proposed Urban Extension Road to be
carefully demarcated to incorporate the same in the comprehensive proposal of the
UER-II to be prepared by the Consultants being engaged by DDA.
iii) The intersection design under the proposed ROB /Flyover on Rohtak Road to be
taken up on priority by a Core Group of UTTIPEC for finalization.
iv) The engagement of Consultants for the comprehensive proposal of UER-II to be
also finalized at the earliest.
The presentation on above two proposals were made to the Governing Body by the
Consultants of DDA M/S RITES Ltd and M/S DIMTS Ltd respectively.
Decision
As recommended by the Working Group, both the proposals were approved in
principle by the Governing Body.
Action- DDA

iii) Detailed Feasibility Study and Geometric Design for Extension of Barapullah
Elevated Road Across River Yamuna from Sarai Kale Khan to Mayur Vihar (Ph-III)
Stage-I – PWD [(File No.F.5 (40)2012/UTTIPEC].

Background

The above proposal was earlier discussed in the 40th WG-II-B meeting held on
8.11.2012 and Working Group requested PWD to modify the proposal as per the
observations of the Working Group. Accordingly, PWD has submitted the proposal and
same was discussed in the Core Group meetings held on 13.12.2012 & 1.3.2013 and also
in the Working Group meeting on 21.8.13.

Proposal

i) The extension of Barapullah Ph-III link up to Noida Road will ease the congestion
at Nizamuddin bridge as well as the Noida DND flyway and provide additional
connectivity between the Eastern part of Delhi with Central & Southern part of the
Delhi.
ii) Three alternate alignments on eastern side of the River has been proposed by the
PWD’s consultant.
iii) Out of the 3 alternatives, alternate -1 i.e. connecting to 30mtr.r/w Master Plan road
(24 mt r/w on site) on the Marginal Bund /Noida road is recommended by the
PWD’s consultant.

Working Group recommended Alternate –I proposal for consideration of the Governing


Body with following observations:-

i) The new Link is connecting South Eastern to South Western part of the Delhi.
Volume of traffic on the both sides and the carrying capacity of the proposed link
and the existing network holding capacity needs to be further detailed out with
respect to existing development as well as future development in the Delhi.
ii) Traffic handling capacity of the existing network with respect to proposed link
needs to be further analyzed and suitable modification / suggestions for
improvement of overall connectivity and circulation of the entire East Delhi area is
to be worked out.
iii) Consultant to prepare an Integrated Plan for the Mayur Vihar Ph-I junction
showing the Public Transport, pedestrian, NMT facilities based on movement
pattern of all modes of traffic.
iv) The detailed design of the junction based on Multi-Modal Integration (MMI) plan for
the Intense Zone area around two metro stations based on approved MMI
Checklist of UTTIPEC to be prepared and submitted as part of Stage–II
submission.
v) Considering traffic movement additional flyover along the existing flyover for
smooth movement of traffic from Noida to NH-24 is required.
vi) The proposed two loops for entry and exit from Mayur Vihar were proposed to be
‘dropped’ considering, that signal free entry of traffic from 3 directions to Mayur
Vihar Road (24 mt. R/W) would congest the entry point/junction as the capacity of
road is very low. However, after detailed discussion, Chairman decided to
recommend the proposal along with both the loops for approval.
vii) However, the right turning traffic towards Noida from the proposed link and traffic
from NH-24 to the proposed link could be considered as per the proposal subject to
the consideration of feasibility and traffic merging/diverging/weaving aspects.
viii) Considering that the proposed link will have major public transit/bus routes in future
connecting East Delhi to South /Central Delhi, appropriate provisions for bus stops
along with easy interchanging facilities at surface road levels for the bus
commuters on both sides of the proposed link roads (i.e. Ring Road / Noida Road)
are to be provided.

A presentation was made to the Governing Body by PWD with the following specific
proposals:-

Ring Road Side:-


i) Extension of 3 lane C/W of existing elevated road above the Ring Road and
further to connect the Noida road across the river at Mayur Vihar Junction.
ii) The elevated corridor will be on pillars. No embankment will be constructed on
the river bed other than construction of a bridge the on the river.
iii) Entry to this part of road from Sarai Kale Khan side of Ring Road has been
provided. Similarly left side exit has been provided at Ring Road for traffic
coming from Mayur Vihar side.

Noida Road Side:-

One parallel flyover proposed along the existing one way flyover to facilitate Noida traffic
along with two loops for right turning traffic to and from Mayur Vihar and one loop for right
turning traffic to Noida for the proposed corridor, along with left turning facility at grade from
Barapullah Road to U.P. link Road and vice-versa.

Observations:-

i) The proposal will provide a direct link between East and South/Central Delhi and
ensure North-South signal free movement on Noida Road.
ii) However, two loops for entry to /exit from Mayur Vihar would congest the entry/exit
road to/from Mayur Vihar as 4 lane divided C/W (24 mtr. R/W) will not be able to take
to load due to continuous flow of traffic from all directions. Therefore, surface level
turning traffic movements with 3 Phase signals along with pedestrian/NMV cross
movenent would be preferable. Chief Engineer, PWD clarified that these two loops
will help in faster clearance of traffic at the junction. The loop for right turning traffic
from Mayur Vihar will facilitate faster clearance of traffic from narrow road on Mayur
Vihar side. E.M., DDA and Addl. Commissioner - Traffic were also of the view that
both the loops need to be constructed for smooth movement of traffic.
iii) The Phase III Metro Station at this location would generate huge volume of
pedestrian and NMV traffic further reducing the road capacity for motor vehicles
which will include buses also.
iv) Consultant to prepare a comprehensive Multi Modal Integration Plan for the surface
level area around the two Metro stations to facilitate Pedestrian, Cycle, Cycle
rickshaw movement along with parking for all last mile connectivity modes.
v) Detail design for the approved conceptual proposal as per the Stage-II submission
Format to be submitted for approval of the Governing Body.
vi) All statutory clearances to be obtained before working out detail design of the
proposal

Decision

After due deliberation, the conceptual proposal, including one loop for right turning
traffic from Mayur Vihar towards Akshardham was approved by the Governing Body.
It was proposed to upload the proposal on UTTIPEC website under community feedback
for comments on 2nd loop for right turning traffic to Mayur Vihar from Noida. If the same
was favoured by the responses from people, it may also be taken up for construction.

i) In terms of general arrangements including design aspects, the proposal was found

SUMMARY RECORD OF DISCUSSIONS OF 84th MEETING OF YAMUNA STANDING COMMITTEE
HELD ON 15.05.2014 IN NEW DELHI.
The 84th meeting of Yamuna Standing Committee (YSC) was held in the Committee Room No.307
(S), Sewa Bhawan, R.K.Puram, New Delhi on 15th May 2014 under the Chairmanship of the Member (RM),
CWC & Chairman, YSC. The list of participants is given at Annex-!.
After a brief introduction, the Chairman, YSC welcomed all the members present and requested the
Member-Secretary to take up the agenda items.
Item No.84.1.0. Confirmation of Summary Record of Discussions of 83rd meeting of Yamuna
Standing Committee.
The summary record of discussions of 83rd meeting of Yamuna Standing Committee (YSC) held on
I :U.09.2013 were circulated vide CWC letter No. 16/1/YC/2012/FM-I/533-549 dated 04.10.2013. No
comments have been received from any member of the Committee. The Committee, therefore, noted the
j ~ ~.:J.mmary Record of discussions of 83rd meeting, as confirmed.

Item no. 84.2.1 Granting clearance to DTC for development of a bus parking complex at IP
Ash Pond opposite Millennium Park.
The proposal of DTC for development of a bus parking complex at IP Ash pond, opposite
Millennium Park on the Right bank of river Yamuna between Nizamuddin Rail Bridge and Road Bridge was
,~ further discussed in the meeting. The representative from DTC did not attend the meeting. It was learnt
from the media report that Hon'ble High Court, Delhi has given direction to DTC and DDA to relocate the
BUS depot at some other alternative place. The committee felt that this item may be dropped for further
consideration.

Item No.84.2.2 Proposed construction I extension of Receiving Sub Station (RSS) 1 (ESS)
at Kashmiri Gate for line -6 extension under Phase -Ill of Deihi MRTS Projects.

The representative from Delhi Metro Rail Corporation Ltd. (DMRC) presented three options of
layouts of the proposed Sub-Station. In all the three options of layout, the boundary wall was proposed very
c lose to Aood embankment of I&FC Department, NCT of Delhi.The representative of I&FC, NCT of Delhi,
apprised the committee that 18 meters of space between boundar)' wall of campus and embankment is
desirable for placing flood fighting equipment and material for use during flood. After hearing both the sides,
Chairman of the committee directed DMRC to replan the sub station in such a way that the requirement of
I&FC is fulfilled to the extent possible and got it vetted by CEA. Keeping in view the urgency of the work of
DMRC, it was decided to resolve the issue by a sub committee headed by Chief Engineer (FMO), CWC
involving representative from DMRC, I &FC NCT of Delhi, Embankment Directorate of CWC as soon as DMRC

~m No. 84.2.3 Extension of Barapullah Elevated Road (Phase-III) across river Yamuna from
Sarai Kale Khan to Mayur Vihar-New Corridor between Nizamuddin Bridge and
DND Flyway.

The representative from the PWD, Govt. of Delhi informed that the report of the hydraulic model study
carried out by CWPRS, Pune has been completed. He presented the outcome of the study. These indicate
maximum affiux of 15 em and slight change in orientation of piers to ensure streamline flow under the
bridge with least afflux and no attack on the river banks.The other members of the committee were agreed
to the proposal. The committee cleared the proposal from Aood angle subject to compliance to suggestions
of the CWPRS regarding modifications in the orientation of piers as mentioned in its report.

Item No. 84.2.4 Construction of retaining wall on the right bank of River Yamuna between
Boat Club and Qudesia Ghat to protect heavy inhabitation area of Tibetan
Market
The representative of I&FC Department, NCT of Delhi made a presentation on the proposal for
construction of 1100 m of RCC retaining wall on the right bank of River Yamuna between Boat Club and

Qt:J' · >ia Ghat to protect heavy inhabitation area of Tibetan Market. The representative of UP informed the
'-
cqmmittee, that an expert committee set up by Ministry of Environment and Forest under the direction of
NatiOiial Green Tribunal (NGT) has categorically recommended that no such river/flood control structure in
the proposed reach should be allowed. After detailed discussions, it was decided that the effect of afflux due
to the proposed wall in the upstream reaches may be studied and proposal may be resubmitted for the
consideration in the next meeting of YSC.

Item No. 84.2.5 Fresh N.O.C./Ciearance of YSC regarding Project i.e. Construction of Permanent
Headquarter of 103 Bn of RAF at Wazirabad

The YSC in its 68th meeting held on 16.03.2005 has accorded NOC for the construction of the

As per direction of DDA given to RAF vide letter dated 16.01.2014, the Commandant of 103 Bn RAF
requested YSC to issue fresh NOC for the above proposal .During the meeting, a presentation was made by
- t. ,e representative of RAF highlighting the need for construction of permanent structures for RAF personnel
and other developmental activities already taken place in the vicinity of the area with a request to issue fresh
NOC. After discussions at length, it was decided that DDA may be asked to furnish the copies of the latest
Master Plan 2021 indicating the classification of various zones and activities permitted in each of these
zones. It may also be clarified by DDA whether this proposal for construction of permanent Headquarter of
103 Battalion RAF is allowed as per latest Master Plan of DDA.

Item No. 84.2.6 Delhi Police Building Programme -Construction of semi permanent Barrack
for CPO's accommodation in area-l and Police Trainees in area-II at Wazirabad,
Delhi.
The representative of Delhi Police made a presentation on construction of semi permanent
Barrack for CPO's accommodation in area-l and Police Trainees in area-II at Wazirabad, Delhi wherein he
highlighted the need for construction as per this proposal .He also stated that he was advised by DDA to get
clearance of YSC in the light of Master Plan of Delhi 2021 coming into effect in 2007. The committee
-ObsArved that the proposed location is between two embankments surrounded by densely populated village
Sonia Vihar. However, the land between these two embankments has been earmarked as Zone "0" by DDA
in its Master Plan for Delhi 2021.
After detailed discussion, it was decided that following documents would be made available by Delhi
Police to Member Secretary, YSC:
1. A copy of letter from DDA allotting said land to Delhi Police.
2. A copy of letter from MHA, Government of India wherein it has been desired to get clearance/NOC
from YSC.
After getting these documents, the proposal would be considered in the next meeting of YSC.

Item No. 84.2.7 "No Objection Certificate" for crossing river Yamuna in District G. B Nagar
by Railway's Western Dedicated Freight Corridor Railway Line.
Dy. Chief Project Manager, DFCCIL, made ~ presentation on the salient design features of the
proposed bridge across Yamuna on Dadri-Mumbai Dedicated Freight Corridor Railway Line approximately at
a distance of 16 km d/s of existing Kalindi Kunj Barrage. It was informed that as per the Hydraulic studies
report of M/s RITES & IRI, Roorkee, the proposed piers are likely to create an afflux of 0.3 m at bridge site
and which will subside within 2 km upstream reaches of the bridge. As per the proposal, total water ways
provided is 529.65 m. The other members of the committee agreed to the proposal. The committee cleared
the proposal from flood angle subject to other mandatory clearances by statutory authorities like National
Board for Wildlife etc.
The meeting ended with a vote of thanks to the Chair.

cost thereof from the permit holder by way of adjustment against the security deposit/made
by the permission holder of failing that, by recovery as arrears of .land revenue an take
suitable action as per DPTA, 1994.

I am directed to convey the Administrative Approval & Expenditure
Sanction of Hon' ble Lt. Governer Delhi for an amount of Rs 1260.63 crore (One
Thousand two hundred si xty crore and sixty three lac) for Construction of Elevated
Corridor ove r Barapullah Nallah starting from Sara! Kale Khan to Mayur Vihar,New
Delh i (phase Ill ) including flyover and clover leaves at Mayur Vihar.

Th is sanction is subject to following conditions :

a) Engineer incharge, PWD will follow all codal formalities as per provision of
GFR and CPWD works manual while awarding the work.
b) Engineer incharge, PWD will regularly monitor the progress of work and
submit the monthly progress report to PWD Secretariat
c) Engineer incharge, PWD will ensure the provision of Budget in the respective
Annual Plans as per phasing of work.
d) That no further escalation In cost will be allowed.
e) That the work will be completed within 36 months after issue of this
sanction.
f) Engineer lncharge, PWD would comply the decision taken in the meeting
held on 25 .11 .2014 by Hon"ble LG,Delhi on the subject( copy enclosed).
g) The departmental charges and contingencies shall be ;;~s per prevailing rates
by Finance Departme~ GNCTD .
h) A completion report/ Certificate vvill be furnished to this department
Immediately after the work Is completed but with in the stipulated period .
The date of start of work may also be Intimated .

29.7.2015 on the subject above, I am directed to inform that Delhi Traffic Po lice has
no objection for divers ion of traffi c at Mayur Vihar intersection in connection with
construction of Elevated Road over Bararpullah Nallah starting from Sarai Kale Kh an
to Mayur Vihar, New Delhi from traffic point of view on the following terms and
conditions :-
>:- First of all service road portion of the road should be having width of 11 Meter
and made good for vehicles track.
> At U-turn UP Link Road , prior to Naida More Akshardham way, 4 Marsh als
round the clock with florescent jackets/light bars shall compulsorily be deputed
and in advance their name and telephone numbers be supplied to tackl e traffic
movement.
,.. Similarly same strength of Marshals shall be deployed round th e clock at U ·
Turn under Mayur Vihar Distt. Centre Flyover with same condition .
> 3 Marshals shall compulsorily be deployed at Mayur Vihar Ph-1 , Metro Station
side and ease out traffic/rickshaws rounding up, round the clock with th eir
name and telephone numbers.
> In place of FOB as intimated to dismantle , traffic pedestrian light be installed fo r
safe pedestrian movement.
> Efforts be made and matter be taken up with UP Irrigation authorities to fi ll the
land for making proper track of ve hicular movement having at least 11 Meter
vvidth .

In addition to the above following general terms and cond itions should
also followed:-
All necessary diversion warning , information and mandatory boa ·cs S"a' ~
installed at appropriate places for the guidance of general public a d ; ar ous
road users regarding traffic circulation/diversion etc.
Iron stands should be installed near the pits/sites of construction to keep away
the misshapening.
Adequate barricading with warning electric beacon lights should a.so be made
at the construction site.
Prior intimation to area field traffic officers should also be given before
commencement of work .
No malba/material etc. should be kept on the main road while carrying out civic
WOIKS . .
While executing the works there should not be any traffic blockage .
All safety measures should be adopted to ensure safety of all road use rs .
In case of any break down etc. one big and one small crane shall be provided
to remove the vehicle at the stretch with their name and contact numbers with
crane number etc.
The work should be done within the stipulated period.
Any other direction given by the area traffic Inspector should also be followed.
If during the work any damage caused to the cables of traffic signals/blinkers
than the cost of repair/replacement shall be borne by your department.

The NOC has been granted on the basis of the prevailing ground condition s. In
case, there is any change in ground conditions, which is likely to lead to any
traffic related problems , traffic police reserve the right to review the grant of
NOC at any stage .

Note: - Non-compliance of the above mentioned conditions may entail termination of


the NOC. Permission from other concerned departments/agencies may also
be obtained at your end . ·
