SPECIFICATION FOR STATIC (ELECTRONIC) THREE PHASE


ENERGY METERS - ACCURACY CLASS 0.2 AND 0.5

1.0 SCOPE

This Specification covers the general requirements of the design, manufacture and testing
of Static (Electronic) Three Phase Energy Meters of Accuracy Class 0.2 and 0.5.

2.0 SYSTEM PARAMETERS

3.0 SERVICE CONDITIONS

4.0 APPLICABLE STANDARDS

The equipment and components supplied shall be in accordance with the latest
editions/amendments of the Standards specified below.

a) IEC 687 (1990) - Alternating current static watt-hour


meters for Active Energy.

b) IEC 1358 (1996) - Acceptance inspection for direct


connected alternating current static
watt-hour meters for active energy
(classes 1 and 2)

c) IEC 211 (1966) - Maximum Demand Indicators

5.0 BASIC FEATURES

The Three Phase Static Energy Meters shall consist of an Integrating Static Kilowatt-hour
(kWh) Meter of Accuracy Class 0.2 / 0.5 and a Static Maximum Demand Indicator (MDI).

Specified accuracy should remain for full power factor range in all quadrants. The burden
of the meters shall not be more than 1VA. The meters shall be of the surface mounting
type and shall have bottom terminals.

a) The meters shall be of the programmable type suitable for recording active energy
consumption in kilowatt-hour (kWh) and the maximum demand (KVA).

b) The meters shall have Time-of-Day Metering facility

c) The meters shall record the cumulative consumption of kWh every thirty days
(monthly consumption), and the maximum of average KVA demand over a demand
integration period of fifteen (15) minutes. Facilities shall be provided to reset the
maximum demand indication. (generally every 30 days)

d) The meters shall have facilities to display the kWh consumption and the Maximum
Demand, to store a minimum of four months data and to display the necessary
data when required.

e) The meters shall be programmable via a hand held programming unit or function
keys with facilities for down loading of readings to a data logger/PC (IBM
Compatible).

f) The following information shall be fed to the meters:

i) Operational voltage 400V / 110V


ii) Voltage transformer ratio

1) for LV system (400V) 400 V (Direct connection)


2) for MV system(11 & 33KV) 11000V : 110V & 33000V : 110 V

iii) Secondary current 1Amp / 5Amp

iv) Current transformer ratio 100 : 1 / 5 Amp minimum


1600 : 1 / 5 Amp maximum

v) Frequency 50Hz

g) The meters shall display the stored cumulative consumption of kWh, maximum
demand and the maximum demand reset count when required ;

h) The meters shall preferably record accurately irrespective of the phase sequence
of supply.

i) The meter shall operate normally, even in the absence of neutral & when any two
voltage leads are connected.

5.1 General Requirements

5.1.1 Standard Reference Voltages and Frequency;

The meter shall be suitable for operation on;

a) 110 Volts, three phase, three wire (two element) system when used at
33KV & 11KV system.

b) 400 Volt, three phase, four Wire system when used at low voltage system.

5.1.2 Standard Rated Current and Maximum Current;

The Meters shall be suitable for operation on standard rated currents of 1 Amp and 5
Amps and the maximum current shall be 20% of the standard rating

5.2 Mechanical Requirements

The meter shall be designed and constructed in such a way as to avoid introducing any
danger in normal use and under normal working conditions, so as to ensure especially ;

a) Personal safety against electric shock.


b) Personal safety against effects of excessive temperature;
c) Safety against spread of fire
d) Protection against penetration of solid objects ,dust and water.

All parts which are subject to corrosion shall be suitably protected and any protective
coating shall not be liable to damage by normal handling.

5.2.1 Case and Window

The meter shall have an insulated case which shall be sealed in such a way that the
internal parts of the meter are not accessible to unauthorised persons.

Any non-permanent deformation of the case shall not affect the satisfactory performance
of the meter.

The window shall be of transparent material which cannot be removed undamaged without
breaking seals.

5.2.2 Terminal Block

The Insulating material of which the terminal block is made shall be capable of passing the
test stipulated in ISO 75 for a temperature of 135°C. and a pressure of 1.8 MPa.

The bore of the terminals shall be adequate enough to accommodate two numbers 2.5
mm² copper cables and each terminal shall have two screws for effectively clamping
cables.

5.2.3 Terminal Cover

The wiring terminals shall be protected by a sealable terminal cover and the terminal cover
shall be made of an insulating material.

The terminal covers shall be of extended type with easily breakable knock-outs. Provision
shall be made to seal the meter cover and terminal cover separately.

5.2.4 Resistance to Heat and Fire

The terminal block,the terminal cover and the meter case shall not ignite by thermic
overload of live parts in contact with them

5.2.5 Protection against penetration of dust and water

The Metering equipment shall be suitable for outdoor use and conform to the degree of
protection of IP51 as per IEC 529.

5.2.6 Display of measured values

The meters shall be provided with a clear Electronic Display under a viewing panel to
ensure that the meter retains its IP 65 ratings and the dimensions of figures shall not be
less than 4 mm (Height) and 4 mm (Width). Minimum number of digits shall be 6 including
a decimal.

The meters shall have non-volatile memory type electronic display. The non-volatile
memory shall have a minimum retention time of four months.

5.2.7 Output device

The Meters shall have a test output device accessible from the front and capable of being
monitored with a testing equipment. It shall provide an error message when the meter is
faulty. An operation indicator shall be provided and it shall be visible from the front.

5.2.8 Marking of Meter, Connection diagrams and Terminal Marking.

Every meter shall be provided with a Name - plate incorporating the information as per
IEC 687 and the meter terminals shall also be marked.

Every meter shall be indelibly marked with a diagram of connections and this diagram shall
also show the phase sequence for which the meter is intended.

5.3 Climatic Condition.

a) Temperature Range

The operating Temperature range of the Meters shall conform to the table 5 of IEC 1036
for outdoor meters.

b) Relative Humidity

The meters shall be suitable for outdoor operation in a humid tropical climatic condition
with the relative humidity as stipulated in clause 3.0 above.

5.4 Electrical Requirements

5.4.1 Power Consumption

The active and apparent power consumption in the current and voltage circuits of the
meters at a reference voltage, frequency, temperature and rated current shall not be more
than that stipulated in table 6 of IEC 687.

5.4.2 Influence of supply Voltage

a) Voltage Range

The normal operating voltage range of the meters shall be as stipulated in Table 7 of IEC
687 and the permissible error due to voltage variation shall conform to the table 11 of IEC
687.

b) Voltage dips and short interruptions

Voltage interruptions shall not produce a change in the readings as stipulated in Clause
4.4.2.2 of IEC 687. When the voltage is restored, the meters shall not have suffered
degradation of the metrological characteristics.

c) Influence of short- time over current

The meters shall be able to carry for 0.5 sec. a current equal to 20 times the rated current
without damage and the variation of error at rated current and unity PF shall not exceed
0.05%

5.4.3 Influence of self heating

The variation of error due to self-heating shall not exceed the value given in Table 8 of IEC
687.

5.4.4 Influence of heating

The temperature rise at any point of the external surface of the meters shall not exceed
25K with the ambient temperature at 40°C. Under normal operating condition the electrical
circuits and insulation shall not reach a temperature which might affect the operation of the
meters.

5.4.5 Insulation

The insulation of the meters shall withstand an impulse voltage of 6kV peak. and power
frequency withstand voltage as stipulated in table 13 of IEC 687.

5.5 Electromagnetic compatibility

a) Immunity to electromagnetic disturbance

The meters shall be designed in such a way that conducted or radiated electromagnetic
disturbance as well as electrostatic discharge do not damage or influence the meter.

b) Radio interference suppression

The meters shall not generate conducted or radiated noise which could interfere with other
equipment.

5.6 Accuracy Requirements

The meters shall be of accuracy Class 0.2 / 0.5 as specified and shall be suitable for
operation within the accuracy class limits specified in a tropical climate and service
conditions as given in Clause 3.0.

a) Limits of error due to variation of the current

The percentage errors shall not exceed the limits for the relevant accuracy class given in
tables 9 and 10 of IEC 687.

b) Limits of error due to other influence quantities

The additional percentage error due to the change of influence quantities shall not exceed
the limit for the reference accuracy class given in table 11 of IEC 687.

c) Limits of error due to ambient temperature variation

The limits of error shall not exceed the limits given in table 12 of IEC 687.

d) Starting and running with no-load

The meter shall be fully functional within 5 seconds after the voltage is applied to the meter
terminals.

When the voltage is applied with no current flowing in the current circuit, the test output of
the meter shall not produce more than one pulse.

The meter shall start and continue to register at 0.0001 In and unity power factor.

e) Meter Constant

Necessary number of pulses to ensure a measuring accuracy of at least 1/10 of the class
of the meter at the different test point shall be indicated in the offer .

6.0 QUALITY ASSURANCE

The manufacturer shall have obtained Quality assurance certification conforming to ISO
9001 for the manufacturer of Static Three phase Kilowatt-hour (kWh) Meters and
Maximum Demand Indicators (MDI). Bidders shall furnish documentary evidence to prove
this with the offer.

7.0 ADDITIONAL REQUIREMENTS

7.1 Manufacturing Experience.

a) The Manufacturer shall have at least 5 years of experience in the manufacture of


Static (Electronic) Three Phase Kilowatt-hour (kWh) Meters of Accuracy Class 0.2 /
0.5 to the IEC 687, and Maximum Demand Indicators(MDI). The manufacturer shall
furnish sufficient documentary evidence in the Bid to prove his manufacturing
experience.

b) The Meters shall be rugged construction, proven design and reliable so that the
Meter shall operate within the stipulated error limits for a period of 10 years.
c) The manufacturer shall have supplied static 3 phase energy meters to a minimum
of five Electricity Authorities/Utilities out of which at least 3 are from outside the
country of manufacture. The manufacture shall furnish list of Authorities/Utilities to
whom meters were supplied in the past five years indicating their names and
addresses clearly.

d) The purchaser reserves the right to communicate with Electricity supply


authorities/utilities to whom meters have been supplied with regard to the
performance of the meters.

8.0 INFORMATION TO BE SUPPLIED WITH THE OFFER

The following shall be furnished with the offer.

a) Catalogues describing the equipment and indicating the type and model number.
b) Literature describing the operational feature of the equipment.
c) Constructional features, materials used for components and relevant technical
literature.
d) Complete dimensional drawings.
e) Manufacturing Experience and Performance certificate as stipulated in clause 7.1
and 7.2 above.
f) The details of the information that will be indicated on the Name Plate of the Meter
as stipulated in Clause 5.2.8 above.
g) Completed Schedule of Particulars (ANNEXURE - A).
h) Quality assurance certification conforming to ISO 9001.
i) The following Type Test Certificates conforming to IEC 687 from a recognised
testing authority acceptable to the Purchaser shall be furnished;

j) The Type Test Certificates shall clearly indicate the following;

i) Name, Address and Country of the Testing Authority.

iii) Name of Equipment Type Tested


iv) Number of Pages of the Type Test Certificates.
v) Manufacturer's identity/ Catalogue Reference Number,etc.
vi) Basic parameters.
vii) The Standard to which the equipment Type Tested.
viii) Comments and Observations of the Testing Authority.

The Type Test shall be performed at a reference voltage of 110V / 415 V at a reference
frequency of 50 Hz.

The Type Test Certificates shall be submitted in complete form as furnished by the testing
Authority. Incomplete Type Test Certificates or parts of Certificates will not be considered.

Failure to furnish the above particulars in full, and sample Meters as stipulated in
clause 10.0 will result in the offer being rejected.

9.0 SAMPLE

One sample meter with manufacturer's seals shall be handed over to the Purchaser if and
when required. The sample of the successful Bidder will be retained and set-off from the
quantity to be supplied by him and the samples of the unsuccessful bidders will be
returned once the award is made.

10.0 INSPECTION AND TESTING

10.1 Inspection

The selected Bidder shall make necessary arrangements for inspection by an Engineer
appointed by the Purchaser and to carry out in his presence necessary sample /
acceptance tests on the Meters offered.

10.2 Acceptance / Sample Test

The following test as per IEC 687 and IEC 1358 shall be witnessed by the representative
of the Purchaser.

Extra copies of these Test Certificates shall also be supplied with the Metering Equipment.
Each consignment of equipment shall accompany one set of test results recorded in
tabular form to conform to the above.

If the test results are recorded in separate sheets all such sheets pertaining to each
consignment shall be bound together as one volume.

11.0 TECHNICAL LITERATURE AND DRAWINGS

Technical Literature in English language on the installation, calibration and maintenance


shall be supplied with each set of equipment and they shall be descriptive and self
explanatory, complete with necessary connection diagrams and drawings.
