THE DEPLOYMENT OF IPv6

Plan Approval and Objective

• Agreement of Council of Ministers.


On 29th April 2011 the Council of Ministers approved the Spanish National Plan to foster
the deployment of IPv6.

• Plan Objective.
The Plan aims to foster the adoption of IPv6 in Spain, responding to the tremendous
growth of Internet and, hence, promoting the development of the Information Society,
the deployment of new services and furthering technological innovation in Spain.

• The Plan is driven by the Ministry of Industry, Tourism and Trade, and in the aspects
regarding the integration of IPv6 in Public Administration, by the Ministry of Territorial
Policy and Public Administration.

Actions in the Plan

1. Pioneer IPv6 deployment in eGoverment services.


a) June 2011: adoption of IPv6 in the Online services belonging to the Ministry of Industry, Tourism
and Trade (www.mityc.es).
b) Under work IPv6 adoption in “060 eGovernment information portal” (www.060.es).

2. New Internet didactic portals on IPv6.


a) 29 April 2011: launching of the word-spreading portal www.ipv6.es, with explanatory and didactic
information regarding IPv6 and the development of the National Plan. Includes detailed
information on IPv6 adoption in the Ministry of Industry, Tourism and Trade.
b) Further information on IPv6 adoption in the Public Administrations can be found on the Electronic
Administration Portal (www.administracionelectronica.gob.es).

3. IPv6 training.
a) 20 free, one-day theoretical and hands-on workshops about IPv6, are being organized starting
June 2011 up to end of this year all around Spain.
b) Funding within the scope of the “Avanza 2 Plan” of IPv6 training of ICT engineers in SME.

4. Development of public-private cooperation.


Different means of public-private cooperation are being assessed in terms of IPv6 promotion and
training.

5. Provide funds for technical projects aimed at deploying IPv6.


In the context of “Avanza 2 Plan”, funds have been foreseen for technical projects aimed at adopting
IPv6 (calls in progress).

6. Complete support of IPv6 in the ccTLD “.es”.


a) Actions carried out with “.es” domain name Registrars:
a) Two IPv6 assessment workshops have been held in June 2011.
b) Setup of a pilot and specific consultancy on costs and issues regarding IPv6.
b) In May 2011 we have achieved:
a) Complete support of IPv6 in the management tool of “.es” domains.
b) Dual-stack DNS infrastructure for the “.es” domain.

7. Setup of the “Working Group for the deployment of IPv6”.
- Objective: coordination of actions regarding IPv6 deployment in Spain.
- Multistakeholder approach.
- First meeting held on June 3th 2011 under presidency of the Secretary of State for
Telecommunications and Information Society.

8. Deployment of IPv6 in the Public Administration.


a) Addressing Plan under development within the National Interoperability Scheme.
b) Dual Stack deployment in the Interadministrative IP Network (SARA), that interconnects
central government, regions and municipalities.
c) Training actions for e-Gov professionals.

9. IPv6 mandatory in public procurement.


Legal measures and profiles are being assessed in order to make IPv6 support mandatory in public
acquisitions of ICT equipment.

10. Follow up of European and international IPv6 initiatives.


a) The Ministry of Industry, Tourism and Trade, through the portals www.ipv6.es and
www.red.es, has taken part on the 8 June World IPv6 Day, and
b) in cooperation with the Ministry of Public Administration participates in the EU CIP Pilot,
Objective 4.3: “Piloting IPv6 upgrade for eGovernment services in Europe”
