and maintenance of ZELP Technology Products and Designing Software during the Somaliland
Voter registration Card Printing Project at NEC in Hargeisa Somaliland; implemented by
ZELP Technology With Somaliland National Electoral Commission (NEC), funded by Creative
International Inc.

TERMS OF REFERENCE OF CONSULTANCY

Responsibilities.
Supports the project planning, management, oversight, monitoring and evaluation
of the FCO programme in Somaliland. Collects and analyzes data related to FCO
programme implementation. Prepares programme implementation progress
reports and evaluates in relation to established programme recommendations and
plans of action. Provides monitoring and oversight of sector consultants. Reports
on the outcomes of analyses and proposes corrective actions.
Undertakes regular visits to FCO project sites, assesses local conditions and
resources, and monitors Community development inputs. Communicates with
counterpart authorities on central, regional and district level about the project
feasibility and effectiveness, including the flow of supply and non-supply
assistance.
Undertakes follow-up actions on programme implementation activities and
prepares reports. Drafts changes in the programme work plans, as required.
Attends technical cooperation meetings and insures coordination between the five
implementing Regional Ministries Agencies, prepares notes and undertakes follow-
up actions related to programme implementation
Assists in the preparation of the Development programme in Somaliland,
programme progress reports and recommendations by drafting relevant
documentation, ensuring adherence to established rules and regulations.
Evaluates and analyzes data, financial and supply reports to ensure that
expenditures are within allotments and data is consistent with the regulations.
Monitor implementation of PCDs, including monitor use of resources. Reports to
the supervisor Head of Community Development section in Hargeisa and Project
Coordinator Manager in Somaliland.

TERMS OF REFERENCE OF CONSULTANCY
v Installation and use of software and other communication equipment to maintain day to
day operations.
v Monitor the LAN and wireless connectivity and troubleshoot problems presented in a
timely manner.
v Carryout simple Troubleshoot/diagnose problems reported and react accordingly to
support users in the offices of NEC in All regions of Somaliland.
v Reinforce the IT policy to the end users.
v Ensure that IT Equipment’s procured conforms to VRC’s of NEC minimum standards.
v Prepare an inventory schedule of all IT equipment and software in use and in the store
v Install, configure, and maintain network services, equipment and devices.
v Ensure daily data backup happens in the Voting centers for everyone. Automatic data
backup should be configured for everyone including expat staff (such as International
expert consultancies) and all national staff.
v And also give detailed report on this every month to the manager of Voter registration
Department and ICT Department.
v Ensure every machine has got valid and updated Java and antivirus and give full reports at
end of every operation. And ensure every machine has got all necessary software e.g.
ADOP ACROBAT 9 pro, ADOPE reader, Win ZIP, WinRAR,Ensure maintenance for all
the machines is done at least 1 or 2 times at the end of every operation.
v Manage and control VRC internet. Who is doing what and the bandwidth is used in proper
way and utilized.
v Ensure there is backup internet in place to use if the main internet is down. Make sure to
solve internet problems on time if the problem is local and if it is outside make sure to
communicate with the ISP and give information back to the management on how long it
will take to solve.
v Ensure the network of the VRC is done in proper way and there is strong signal available
in every corner of the Centre. There should be visible wireless.
v Ensure there is at least two main network printers in every Centre compound and staffs
should be able to transmit data wirelessly.
v Ensure you have the updated IT inventory list and can advice anytime required. Involve
the disposing process and identify which item should be disposed and what reason
v Support and configure the BVR KITS and router to ensure proper utilizations of Centre
internet

· Card printing and checking it’s values,
· Quality assurance and Quality Control of VR Cards,
· Managing the staff of the each printer and follow up /helping for maintenance and
repair of Ribbons, laminations, and other fixable materials. During the VR cards

TERMS OF REFERENCE OF TRAINER

ü IMTTC always takes their technical lead from the Training Manager.
ü When deployed to the regions, they will report to the head of the Regional Operations
Team (One of the Commissioners) through the Regional Elections Officer
ü While in Hargeisa, they will perform the following assigned duties:
ü Receive training in Method of Instruction
ü Hardware configuration of Biometric Voter Registration Kits (BVRK)
ü Software and data entry aspects of the BVRK
ü Procedural aspects of management and administration of Biometric Voter Registration
Centers (BVRC)
ü Fulfill all aspects of all roles of members of the BVRC Committee Members in two field
tests and one public demonstration & test.
ü Support the VR and Training Management Team (TMT), in identifying Lessons Learned
during the field tests
ü Support the TMT in the updating/modification and translation of all VR Training
Manuals
ü Provide training and introductions to VR processes to: Political Party Agents
ü Domestic and International Observer Groups
ü Civil Society Organizations
ü When deployed to the six regions the IMTTC will: Conduct all training to be held in
designated Regional/Districts to classes of up to 30 members of BVRC.
ü Oversee the work of selected Core Team members delivering training to non-core team
staff.
ü Prepare and configure registration kits before deployments of registration staff.
ü Act as an emergency reserves for DEO and Core Team members of BVRC
ü Advising to Trouble shooting Teams how to solve IMTTC by phone and in person
technical problems of BVRK
ü Support the REO/DEO and ROT in the “Back-up” of data kits and save it to official USB
drive or CD.
ü Receive kits and the handover forms from the registration teams after the completion of
each region/district.
ü Clean down the data on the kits after the completion of the designated region and prepare
the kit configuration for the next region.
ü Work with the REO and DEO to support their conduct of “Lessons Learned” sessions
ü Work with the TMT to recommend updates to procedures and manuals.
ü Participate in all training related functions or events
ü Monitor NGOs when conducting awareness through the regions/districts
ü Report any issues or concerns related to awareness programs
