Private Security Companies in the Khyber Pakhtunkhwa

Private Security Companies are granted NOC by the Home & T.A Department. The private
security companies rendering security services in the Khyber Pakhtunkhwa are regulated under “Khyber
Pakhtunkhwa Private Security Companies Ordinance 2002” as well as Rules framed thereunder.

Whoever desires to have NOC of the Provincial Government for business of private security
company is required to fulfill the following conditions:-

(i) Application to Home Secretary for NOC to operate in the Khyber Pakhtunkhwa;
(ii) Incorporation Certificate from Security Exchange Commission of Pakistan;
(iii) Memorandum & Articles of Association;
(iv) Form 29 duly verified by the Security Exchange Commission of Pakistan;
(v) Bio-date of Directors of the company;
(vi) CNICs and photographs of the Directors;
(vii) NTN Certificate of the company;
(viii) Antecedent verification report of the Director(s);
(ix) Undertaking on Stamp Paper regarding restrictions mentioned in the Rules;
(x) Bank Account statement of the company;
(xi) Proposed office address in the Khyber Pakhtunkhwa.

The application and above documents are scrutinized in the Home & T.A Department, and if
found correct, the case is processed for approval of the licensing authority to grant NOC. After approval
by the licensing officer, NOC, after depositing of the following prescribed fee in provincial receipt head
on challan in the State Bank of Pakistan Peshawar, is issued in favour of the company :

After expiry of one year, the NOC granted to a private security company is renewable after
payment of prescribed annual renewal fee of Rs.50,000/- on challan in the State Bank of Pakistan in
addition to fulfilling the following conditions :

(i) Provision of list of guards with parentage, addresses, CNICs Nos. and photographs.
(ii) Police verification of the guards.
(iii) List of clients showing deployment of guards with them.
(iv) Detail of weapons and licenses.
(v) Group Insurance of the security guards.
(vi) Registration of security guards with Employees Old Age Benefit Institution.
(vii) Establishment of Kot properly fenced and safe.
(viii) Office accommodation at least two rooms.
(ix) Wearing prescribed uniform by the security guards.
(x) Maintenance of security guards personnel files.
(xi) Medical fitness certificates of the security guards.
(xii) Pay package of the guards at least Rs.10000/- per month.
(xiii) Training of civilian guards from recognized training institute.
(xiv) Provision of challan of payment of renewal fee of Rs.50,000/-.

Presently 90 private security companies are rendering security services in the province
of the Khyber Pakhtunkhwa.
