Researcher: Good afternoon sir, we are a research group from the Department of
Accounting Education in UM Tagum College. Our course requires us to
submit a proposed development plan to address existing issues of a
community. We met with the barangay secretary to inquire about
existing issues here in Barangay Mankilam and had him ranked the
issues in order of priority. First on the list is the solid waste management
problem in Purok Galingan. We also performed a survey on Purok
Galingan to get the side of the community and the results are the same,
the top problem is the solid waste management. The problem on proper
waste disposal exists. The barangay secretary also said there are
dengue cases reported in the community, we went to the City Health
Office and they confirmed there are dengue cases in Purok Galingan.
Galingan: Yes, there is really a waste management problem and dengue cases in
Galingan. There are mosquito larvae present when we took a sample of
water from the wells in the area. What are your plans?
Researcher: Our proposal is to revive the Material Recovery Facility in the purok in
order to give the community a place to deliver their wastes. With regards
to dengue cases, we would like to propose a plan to orient the
community on the connection of poor waste disposal and mosquito-
borne diseases through a seminar.
Galingan: That would be a great help in our community, we also need to transfer
the location of the new MRF to a new land allotted because the land
where the old MRF was is an object of court litigation. The land is being
claimed by a private citizen despite us having the land title.
Researcher: Okay sir.
Galingan: The waste management problem is also because of the growing
population. People from different areas squat on an area in Galingan,
and without a Material Recovery Facility, it would be difficult for them to
manage their wastes out on a limited space they have there. That
doesn’t mean they do not follow proper segregation, but they cannot
segregate waste properly because there’s no facility there where they
can segregate their wastes.
Researcher: The barangay secretary mentioned that Purok Galingan have been
visited by the inspecting team of City Environment and Natural
Resources Office, is it true?
Galingan: Yes. The area have been visited by the CENRO because of it’s pollution
problem.
Researcher: Okay. Regarding the dengue case sir, we would like to propose a
seminar and we would like your help organizing it.
Galingan: Okay, but first we need to do the paperwork and process it.
Researcher: Okay sir. We will update you on the progress of our development plan.
