LOGISTICS, INFRASTRUCTURE AND RESOURCES ASSESSMENT

This exhibit provides basic logistics information to assist CONTRACTOR in planning, managing
and executing transportation of materials and project cargo inside Iraq. This exhibit serves as
general guidelines only. The information contains herewith may not be accurate or valid anymore
over the time due to dynamic situation in Iraq, including but not limited to the current political and
security situation, procedures and policies by South Oil Company (SOC) and other related Local
Authorities in Iraq.

CONTRACTOR may use the information contain in this document for planning purposes,
however CONTRACTOR is fully responsible to conduct reassessment to validate the information
at its own expenses and risk, prior to the finalization and execution of the plan. PCIHBV shall not
be held liable on any discrepancy, invalid or obsolete information found in this document, if any.

1.0 Iraqi Sea Ports

Based on PCIHBV’s assessment, there are 2 main sea ports recommended to be used as
entry point in Iraq for shipping of materials and project cargo by means of sea freight.

1.1 Umm Qasr Port

Umm Qasr port is one of the most important Iraqi port. Located in Basrah province
70km from Umm Qasr city and close to Safwan border, Kuwait. The port
operation divided into two division which are North Port and South Port.

1.1.1 Port Capacity


• Load Bearing capacity 4 metric tons.
• Container ships services up to 3500 TEUS and 11 meter drafts
maximum.
• 26 warehouse (>3.7million) tons capacity per year.
• 3 open yards capacity (300,000) tons.
• 44 cranes with capacity :
• 3 - 100 tons
• 4 gantry crane (>40 tons)
• North port have 2 jetty cranes ( > 250 tons)

1.1.2 Port Limitation


• Maximum draft about 11.2 meter.
• Berth's depth limitation around 10.5 meter.
• Gantry crane capacity with spreader is 40 tons. (Without spreader
the capacity is 100 tons).
• Maximum cargo weight 250 tons, length 36 meter, width 5 meter
and height 5.5 meter.

1.2 Khor Al Zubair

Located 60 km from Basra city and 105 km from the north end of Gulf. Very
common for industrial and commercial shipment.

1.2.1 Port Capacity


• Load bearing capacity 3 metric tons
• Khor Al Zubair consists of 12 berths
• Bulk capacity 55,000 TEUs

1.2.2 Port limitation


• No Gantry crane
• Maximum draft about 8 meter.
• Berth's depth limitation around 4 -7 meter.
• Maximum cargo weight 100 tons, length 12 meter, width 5 meter
and height 5 meter.

In summary, Umm Qasr port is recommended for containerized and bulk cargo. Other
general cargo can also be handled in Umm Qasr port with some limitations.

Khor Al Zubair port is more suitable and recommended for delivery of pipes, tubulars,
fuel, industrial and commercial cargo.

There are also other existing potential ports operating in Iraq such as Al Makkal, Abu
Fulus and Faw ports. However more studies required to be conducted to assess its
accessibility and feasibility for PCIHBV’s Operation.

Recommended maximum cargo size and weight allowable for smooth transportation in
Iraq by sea shipment:

Length : 36.0 meter


Width : 5.0 meter
Height : 4.5 meter
Weight : 250 metric ton

2.0 Iraqi Airports

For delivery by means of Air Freight, there are basically 3 main airports in Iraq suitable
and accessible to be used as entry points as follows.

2.1 Basra Airport

2.1.1 Basra International Airport, located at south of Basra city.

2.1.2 Second largest airport in Iraq.


2.1.3 Has the capability to accept landing of Antonov 124 (AN-124) for
heavy-lift and oversized cargo.
2.1.4 Maximum cargo size and weight: 12 meter length, 4 meter width, 3
meter height with weight of 35 tons.

2.2 Baghdad Airport

2.2.1 Baghdad International airport is located at the west of Baghdad City


in Abu Ghraib about 16 km from the downtown of Baghdad.
2.2.2 Biggest airport in Iraq.
2.2.3 Has the capability to accept landing of Antonov 124 (AN-124) for
heavy-lift and oversized cargo.
2.2.4 Maximum cargo size and weight: 12 meter length, 4 meter width, 3
meter height with weight of 35 tons

2.3 Erbil Airport

2.3.1 Erbil International Airport serves the Kurdistan region of northern


Iraq.
2.3.2 Has the capability to accept landing of Antonov 124 (AN-124) for
heavy-lift and oversized cargo.
2.3.3 Maximum cargo size and weight: 12 meter length, 4 meter width, 3
meter height with weight of 35 tons

In summary, Basra airport is the main airport to serve the final delivery located in
South of Iraq.

For PCIHBV’s Operations, priority must be given for Basra airport due to its
location as well as the local authorities’ requirements to facilitate for Tax & Duty
Exemptions procedure.

Recommended maximum cargo size and weight allowable for smooth transportation
by air shipment:

Length : 12.0 meter


Width : 4.0 meter
Height : 3.0 meter
Weight : 35 metric ton

3.0 Iraqi Inland Border

3.1 Shalamcheh Border

3.1.1 Shalamcheh Border is one of the inland border connecting between


Iraq and Iran.
3.1.2 The border is moderate in terms of its development, however it can
be categorized as one of the most efficient inland border in Iraq.
3.1.3 Sometimes congestion happens, trucks has to line up and expect
delays in clearance.

3.1.4 This border is suitable for delivery of material for both permanent
and temporary shipment, especially drilling rigs coming by land
transport from its neighboring countries such as China, Azerbaijan,
Uzbekistan and so on.

3.2 Safwan Border

3.2.1 Safwan Border is the only inland border connecting Iraq and
Kuwait.
3.2.2 It is considered as the most developed inland border available in
Iraq with some facilities to facilitate the entry of material and
equipment especially in Oil & Gas sector.
3.2.3 It is efficient border, clearance is very fast and no congestion.
3.2.4 Most of the cargo that using Safwan border are not only coming
from Kuwait but also coming from other neighboring countries
such as Saudi Arabia, UAE, Oman and so on.

4.0 Inland Route Assessment

This section shows the routes available for delivery of material and project cargo from all
recommended entry points to Garraf Contract Area (GCA)

4.1 Based on PCIHBV’s assessment, there are total of 6 accessible routes for cargo
movement from various entry points to GCA.

4.1.1 Umm Qasr port – Garraf Contract Area via Nasiriya Old Road total
distance is around 340 km.

is around 322 km.

4.2.2 Average time 6 to 10 hours by truck.
4.2.3 Weight: maximum 60 tons.
4.2.4 Length: maximum 13 meter.
4.2.5 Width: 2.5 - 3.5 meter.
4.2.6 Height: 5 meter (with truck).

4.3 Roads conditions for oversize cargo.

Umm Qasr port to Garraf Contract Area through old Nasiriya 340 km.
Cargo movement over 5 meter height can be done by dismantling the
pedestrian bridge.

4.3.1 Roads Option for over size cargo from port.

• Option A : Sea Port - Highway – Nasiriya – GCA


• Option B : Sea Port - Old Nasiriya Road - GCA.
• Option C : Sea Port –Basra Road – Al Madaeah – Souk Al
Shyookh – Sayed Dakheel –Nasiriya – GCA.
• Option D : Sea Port - Highway – Old Nasiriya Road – Al
Nasser intersection – Al Zaton Bridge – GCA.
* This option is to avoid enter to center of Nasiriya and
Al Firat bridge.
