SERVICE AGREEMENT FOR THE PROVISION
GENERAL OPERATION SERVICES FOR Exhibit VIII – LOGISTICS,
PETRONAS CARIGALI IRAQ HOLDING B.V. INFRASTRUCTURE AND
(PCIHBV) GARRAF OPERATIONS RESOURCES ASSESSMENT
This exhibit provides basic logistics information to assist CONTRACTOR in planning, managing
and executing transportation of materials and project cargo inside Iraq. This exhibit serves as
general guidelines only. The information contains herewith may not be accurate or valid anymore
over the time due to dynamic situation in Iraq, including but not limited to the current political and
security situation, procedures and policies by South Oil Company (SOC) and other related Local
Authorities in Iraq.
CONTRACTOR may use the information contain in this document for planning purposes,
however CONTRACTOR is fully responsible to conduct reassessment to validate the information
at its own expenses and risk, prior to the finalization and execution of the plan. PCIHBV shall not
be held liable on any discrepancy, invalid or obsolete information found in this document, if any.
Based on PCIHBV’s assessment, there are 2 main sea ports recommended to be used as
entry point in Iraq for shipping of materials and project cargo by means of sea freight.
Umm Qasr port is one of the most important Iraqi port. Located in Basrah province
70km from Umm Qasr city and close to Safwan border, Kuwait. The port
operation divided into two division which are North Port and South Port.
Located 60 km from Basra city and 105 km from the north end of Gulf. Very
common for industrial and commercial shipment.

In summary, Umm Qasr port is recommended for containerized and bulk cargo. Other
general cargo can also be handled in Umm Qasr port with some limitations.
Khor Al Zubair port is more suitable and recommended for delivery of pipes, tubulars,
fuel, industrial and commercial cargo.
There are also other existing potential ports operating in Iraq such as Al Makkal, Abu
Fulus and Faw ports. However more studies required to be conducted to assess its
accessibility and feasibility for PCIHBV’s Operation.
Recommended maximum cargo size and weight allowable for smooth transportation in
Iraq by sea shipment:
For delivery by means of Air Freight, there are basically 3 main airports in Iraq suitable
and accessible to be used as entry points as follows.
In summary, Basra airport is the main airport to serve the final delivery located in
South of Iraq.
For PCIHBV’s Operations, priority must be given for Basra airport due to its
location as well as the local authorities’ requirements to facilitate for Tax & Duty
Exemptions procedure.
Recommended maximum cargo size and weight allowable for smooth transportation
by air shipment:
3.1.4 This border is suitable for delivery of material for both permanent
and temporary shipment, especially drilling rigs coming by land
transport from its neighboring countries such as China, Azerbaijan,
Uzbekistan and so on.
3.2.1 Safwan Border is the only inland border connecting Iraq and
Kuwait.
3.2.2 It is considered as the most developed inland border available in
Iraq with some facilities to facilitate the entry of material and
equipment especially in Oil & Gas sector.
3.2.3 It is efficient border, clearance is very fast and no congestion.
3.2.4 Most of the cargo that using Safwan border are not only coming
from Kuwait but also coming from other neighboring countries
such as Saudi Arabia, UAE, Oman and so on.
This section shows the routes available for delivery of material and project cargo from all
recommended entry points to Garraf Contract Area (GCA)
4.1 Based on PCIHBV’s assessment, there are total of 6 accessible routes for cargo
movement from various entry points to GCA.
4.1.1 Umm Qasr port – Garraf Contract Area via Nasiriya Old Road total
distance is around 340 km.

4.1.2 Umm Qasr port – Garraf Contract Area through highway total distance
is around 322 km.

4.1.3 Umm Qasr port – Garraf Contract Area through Al Maymouna total
distance is around 450 km.

4.1.4 Basra Airport – Garraf Contract Area through Highway total distance
is around 324 km.

Umm Qasr port to Garraf Contract Area through old Nasiriya 340 km.
Cargo movement over 5 meter height can be done by dismantling the
pedestrian bridge.
Recommended maximum cargo size and weight allowable for smooth inland
transportation to Garraf Contract Area (GCA):

Contractors are responsible to conduct their own survey to validate and ensure the cargo they are
intended to import to Iraq can be smoothly delivered to final site.
