I believe there is probable cause to charge the defendant with these charges because:
On 12/25/2018 I was contacted by dispatch to respond to 478 West 500 South #22 on an animal complaint. I
responded to the residence and met with Brian and Amy Ludlow, who reside there. Brian stated something was
wrong with their puppy and another one was missing. Brian stated his daughter and her boyfriend, Jordan
Westerlund are in the residence and were taking care of the puppies today. I made contact with Jordan inside
the residence and he showed me the puppy. The puppy was gasping for air and could not lift its head off the
ground. The puppy was obviously in serious need of medical attention. Amy Ludlow and a neighbor was able to
contact Dr. Jensen in Castle Dale and take to puppy there.
Jordan was extremely nervous and was not making any sense about what had happened to the puppy. I advised
Jordan of his rights per Miranda and he stated he understood. He stated he did not know what was wrong with
the puppy. He stated he took them out to go to the bathroom and the one slipped through the fence and ran off
and the other one he took inside. Jordan stated he did not know where the other puppy ran off too. After talking
with Jordan for awhile he admitted several times to hitting the puppies and maybe hitting them a little too hard.
He stated the one puppy did not run off but stated it had died in its kennel and he panicked and took the
deceased puppy in a garbage bag down the road and discarded it off in the bushes. Jordan took me to the
deceased puppy.
I received a call from Amy, who was at the vet with the other puppy and she stated the Doctor had told her the
puppy has suffered severe trauma to the head, but was not certain how. Amy stated the Doctor administered
some drugs to the puppy to try and get the swelling in the brain to go down. Amy stated they are keeping the
puppy and they are unsure if the puppy will make it or not. Amy stated the puppy had broken blood vessels in
its eyes, which was consistent with brain trauma. The deceased puppy had the same broken blood vessels in its
right eye as well.
Jordan changed his story several times and was not consistent with any of the story he was telling. Jordan
admitted that he hit the puppies several times and it may have been too hard. Jordan also stated he became
very angry after they would pee and poop on him. Several neighbors filled out statements saying they
witnessed Jordan hitting "beating" the puppies. I am charging Jordan with two Class A Misdemeanor Animal
Cruelty.
