1 About This Document

1.1 Scope
This document describes the WRFD-180203 HSDPA Rate Improvement in Asymmetric
Coverage feature, including its technical principles, related features, network impact and
engineering guidelines.
This document applies to the following NE types.

2 Overview

2.1 Background
Asymmetric coverage occurs when the following conditions are met:
l The uplink signal quality of the serving cell for a UE performing soft handovers is
poorer than that of a non-serving cell.
l The downlink pilot signal quality of the serving cell is better than that of neighboring
cells.
l The UE does not initiate a serving cell change procedure.
Such a scenario is usually identified in networks where the serving cell experiences strong
interference in the uplink or the serving cell has higher downlink pilot power than
neighboring cells. Figure 2-1 shows an asymmetric coverage scenario.

In asymmetric coverage scenarios, uplink traffic channels can benefit from combination gains
provided by soft handovers. The channels can then be correctly demodulated even when the
UE's transmit power is low. However, the uplink HS-DPCCH does not support soft
handovers, and therefore signals of imbalanced HSDPA users can be demodulated only on the
uplink of the serving cell. In this scenario, the HSDPA retransmission rate increases and the
average data rate of HSDPA users decreases. This occurs due to poor uplink coverage
performance of the serving cell, high bit error rate of the uplink HS-DPCCH and low
CQI/ACK/NACK reliability.

NOTE

The uplink power control algorithm is based on the uplink traffic channel quality. In asymmetric
coverage scenarios, this algorithm does not increase the transmit power of UEs because the uplink traffic
channels achieve the target retransmission rates through demodulation on non-serving links.

2.2 Introduction
After this feature is enabled, the NodeB monitors the reliability of uplink CQIs reported by
HSDPA UEs performing soft handovers. For users with unreliable CQIs, the NodeB adjusts
the target SIR of outer-loop power control in the uplink to increase the uplink transmit power
for these UEs. This adjustment improves uplink control channel reliability and HSDPA data
rates of these UEs. However, this adjustment also results in negative impacts. For details, see
5 Network Impact.

2.3 Benefits
This feature increases the downlink data rate of HSDPA users in soft handover areas when
this feature is activated under the conditions described in 6.1 When to Use WRFD-180203
HSDPA Rate Improvement in Asymmetric Coverage.
l For HSDPA users in the moderately imbalanced state, the downlink data rate increases
by 5% to 30% in soft handover areas.
l For HSDPA users in the severely imbalanced state, the downlink data rate increases by
30% to 60% in soft handover areas.
NOTE

l Moderately Imbalanced State: HSDPA users during soft handovers satisfy "SIRerror < -
SIRConvergeThd – 3" in the the uplink serving link and "SIRerror > -SIRConvergeThd" in at
least one uplink non-serving link.
l Severe Imbalanced State: HSDPA users during soft handovers satisfy "SIRerror < -
SIRConvergeThd – 6" in the the uplink serving link and "SIRerror > -SIRConvergeThd" in at
least one uplink non-serving link.
l The SIRConvergeThd(BSC6900,BSC6910) parameter is configurable and its default value is 3 dB.
l SIRerror = Measured SIR - Target SIR (SIR is short for signal-to-interference ratio, indicating the
uplink signal quality.)

3 Technical Description

3.1 Overview
As shown in Figure 3-1, this feature includes three functions: CQI reliability monitoring, CQI
reliability assurance management and CQI reliability assurance.

When the feature is activated, this function distinguishes users with unreliable CQIs out
of users performing soft handovers.

The NodeB periodically monitors CQI reliability of users performing soft handovers.
Within a monitoring period, if 20% of the total CQIs reported by a user are unreliable
CQIs, the NodeB considers the user unreliable and notifies the RNC of this user.
l CQI Reliability Assurance Management
This function determines whether to enable the CQI reliability assurance function for
users with unreliable CQIs.
The RNC enables the CQI reliability assurance function if both of the following
conditions apply:
– Transmit power is sufficient.
– The uplink load of any neighboring cell is less than or equal to
AsymRateEnhUlLoadTrigThld(BSC6900,BSC6910).
For users enabled with the CQI reliability assurance function, the RNC triggers the
procedure for disabling this function if either of the following conditions does not apply:
– Transmit power is sufficient.
– The uplink load of any neighboring cell is less than or equal to
AsymRateEnhUlLoadRelThld(BSC6900,BSC6910).
NOTE

1. User power insufficiency can be determined based on event 6A/6B. If a user reports event 6A,
the RNC considers that the user is in the power insufficiency state. If the user reports event 6B
later, the RNC considers that the user is not in the power insufficiency state any more.
2. For a detailed mechanism of reporting event 6A/6B, see 3GPP TS 25.331.
l CQI Reliability Assurance
This function adjusts the target SIR in real time based on channel quality to ensure that
the CQI reliability converges in the target range (5% to 20%).
When the RNC triggers the procedure of enabling the CQI reliability assurance function,
the RNC obtains the final target SIR by using the current target SIR plus 3 dB.
After the user is actually enabled with the CQI reliability assurance function, the NodeB
periodically monitors CQI reliability.
– If the total percentage of unreliable CQIs exceeds 20%, the NodeB informs the
RNC of adding 1 dB to the existing final target SIR.
– If the total percentage of unreliable CQIs is less than 5%, the NodeB informs the
RNC of subtracting 1 dB from the existing final target SIR.
Each time the RNC updates the target SIR, the RNC informs the outer loop power
control (OLPC) module of the latest target SIR. Then, the OLPC module uses the
received target SIR as the lower threshold for adjusting the target SIR.

3.2 Process
Figure 3-2 shows the process of implementing HSDPA Rate Improvement in Asymmetric
Coverage.

5 Network Impact

System Capacity
In a cell where the proportion of HSDPA users in asymmetric coverage to all users
performing soft handovers exceeds 10%, this feature uses power control to improve the
downlink throughput of HSDPA users in asymmetric coverage areas during soft handovers.
l For HSDPA users in the moderately imbalanced state, the downlink data rate increases
by 5% to 30% in soft handover areas.
l For HSDPA users in the severely imbalanced state, the downlink data rate increases by
30% to 60% in soft handover areas.
l If the preceding two user types co-exist, the downlink data rate increases by [5 x a + 30 x
(1 - a)] to [30 x a + 60 x (1 - a)]% for these HSDPA users in soft handover areas.
In the formulas, a indicates the proportion of the duration of moderately imbalanced state
for HSDPA UEs.

While multiple users continuously transmit data, activating the feature will improve downlink
cell throughput.

Network Performance
This feature has the following impacts on network performance:
l The uplink RTWP of neighboring cells is expected to increase by less than 1 dB. As a
result, the call drop rate of users at the edge of non-serving cells may increase and the
access success rate may decrease.
l The power control signaling transmission frequency and bandwidth congestion
probability over the Iub interface increase.
l This feature decreases the HSDPA retransmission rate and improves the downlink power
efficiency. Therefore, counters related to the downlink power congestion slightly
improve after this feature takes effect.

6 Engineering Guidelines

6.1 When to Use WRFD-180203 HSDPA Rate Improvement


in Asymmetric Coverage
This feature takes effect on HSDPA users. It is recommended when there are many HSDPA
users in a cell (more than 20 on average) and the proportion of HSDPA users in asymmetric
coverage to all users performing soft handovers exceeds 10% in the cell.

6.2 Required Information


Collect counters listed in the following table to determine the cells in which the HSDPA Rate

These two counters help calculate the average data rate of HSDPA users performing soft
handovers, in the unit of kbit/s. Observe feature gains by comparing this average rate before
and after feature activation.

6.3.3 Activation

6.3.3.1 Using MML Commands


Step 1 Run the RNC MML command SET UCORRMALGOSWITCH with
PC_FP_MULTI_RLS_IND_SWITCH under the Power Control Switch parameter selected
so that the RNC informs the NodeB of the current RLS number through the FP inband
signaling.
Step 2 (Optional) If there are SRB over HSDPA users, run the RNC MML command SET
UCORRMALGOSWITCH with
PC_FP_MULTI_RLS_IND_SEND_TIME_OPT_SWITCH under the Power Control
Switch parameter selected to turn on the RNC-level switch for optimizing the time at which
the FP control frame that carries the "Multiple RL Sets Indicator" is delivered.
Step 3 Run the RNC MML command ADD UCELLPCSWITCH or MOD UCELLPCSWITCH
with Asymmetric Coverage HSDPA Rate Increase SW set to ON to enable the cell-level
feature switch on the RNC side.
Step 4 Run the RNC MML command ADD UCELLLICENSE or MOD UCELLLICENSE with
ASYMMETRY_RATE_ENHANCE under the Function Switch2 parameter selected to
enable the cell-level license on the RNC side.

6.3.3.3 Using the CME


Based on the parameter configurations involved in 6.3.2 Data Preparation, perform the
following operations to activate this feature:

NOTE

When configuring the feature on the CME, perform a single configuration first, and then perform a batch
modification if required.
Configure the parameters of a single object before a batch modification. Perform a batch modification
before logging out of the parameter setting interface.

Step 1 Configure a single object (such as a cell) on the CME.


Set parameters listed in the table in "Data Preparation" section from top to bottom on the
CME. For instructions on how to perform the CME single configuration, see CME Single
Configuration Operation Guide.
Step 2 (Optional) Modify objects in batches on the CME. (CME batch modification center)

To modify objects in batches, click on the CME to start the batch modification wizard.
For instructions on how to perform a batch modification through the CME batch modification
center, press F1 while running the wizard to obtain online help.
To check whether a parameter supports batch modification, see the Remarks column in the
table in "Data Preparation" section.

The following formula is used to calculate the average data rate of HSDPA users performing
soft handovers, in the unit of kbit/s. Observe feature gains by comparing this average rate
before and after feature activation.

6.5 Parameter Optimization


After this feature takes effect, transmit power of users performing soft handovers will
increase, affecting the uplink RTWP of neighboring cells. In this scenario, reduce the values
of AsymRateEnhUlLoadTrigThld and AsymRateEnhUlLoadRelThld if any of the
following conditions is met:

l Call drop rates of the neighboring cells increase.


l Access success rates in the neighboring cells decrease due to uplink load insufficiency.
l Increase in uplink load of the neighboring cells exceeds the target threshold.

Reducing these parameter values lowers the probability that this feature takes effect when the
neighboring cells are heavily loaded, thereby relieving the impact of this feature on uplink
load of the neighboring cells.
