Economic, in which in most cases, legislatives tend to make promises the couldn’t keep.

 Most social issues are derived from current economic status, eg: lack of: financial
stability, job opportunities, expandability, low waged jobs, high commodities prices.

Economics

 Power Utilities
 Stabilization of the power utilities will require substantial amount of persuasion in both
DANECO & NEA, in which they will require a huge amount of loan to rehabilitate the entire
Grid of the City, most probably they couldn’t see the benefit of this particular loan, due
to the fact that Filipinos are rather pre-programmed to have no Loans in any particular
engagement. This kind of mindset will give huge setbacks upon the development of the
city, on multiple levels.
 Regardless of the whole corporate politics, the simplest approach for this endeavor is to
present a solid plan to DANECO-NEA in which they would agree with this undertaking.
 System development of DANECO-NEA, DANECO-NEA has been relatively low on
developing their system on all aspects eg: Administrative, Technical, Operational, Sales,
Human Resource & Ect. They need a hand to further optimized their system regardless
of their current predicament. with this in mind, they should hire consultants & developers
to enhance their systems, by doing this steps in a span of few years they will be able to
benefit the enhancement that they will have.
 It would be wise for the company to induce such endeavor so the consumers will have
more faith upon them, cause it’s needless to say that the consumers are already thinking
that It’s best to turn over the distribution of power towards DLPC, hence DLPC couldn’t
take upon the steps for the franchise & facility procurement of DANECO-NEA, due to the
fact that DANECO still have a huge amount of loan upon their hands. It would be much
wiser to enhance the current facilities of DANECO. Thus people will think that in doing so,
DANECO is just hugging financial goals on the distribution.
 If the LGU will help upon the development of DANECO, the masses will think that the LGU
is giving attention towards the power issue, this will create a good impact towards the
candidacy & the party.

 Water Supply
 Current water supply is divided over City Water District & Barangay water supply. With
this predicament, the consumers are currently confused in which who will facilitate the
low supply of water in the city.
 Currently the IGACOS Water District has been formulating solutions upon the
rehabilitation of supply lines in the city, but they couldn’t perform their task efficiently
due to the fact that they lack the funds & facility to take the task at hand, furthermore it
would be much wiser if the whole island will be transferred to water district, the current
hurdles upon doing this plan is “consumers may think that the water district is just making
money over the current supply same as with DANECO”, hence, upon doing this, Water
District would be able to create/ procure water from bulk water sources upon their

demand, they could also disseminate the water supply more efficiently across the City,
this transition is basically happening every time a municipality has been upgraded to City.
 An ample amount of loan for the rehabilitation of water supply is needed, with this in
mind, Water District’s system could also be upgraded accordingly, with eg: Administrative,
Technical, Operational, Sales, Human Resource & Ect. By doing this so, Water District
could be able to perform its potential.

 Transportation
 The island current predicament/hurdles/issues over transportation has been rampant for
the past few years.
 Currently we have numerous types of transport (Habal-Habal, Barge, Bus, Lancha)

 Habal-Habal (Motor) current issues: Pricing, Organization, Vehicular Registration,


Driver road readiness, Vehicular road readiness. City Ordinance to enable Habal-
Habal as main Transport for Rural Areas.
 Prices of habal-habal should be regulated accordingly, hence there’s always a part
wherein the operator/driver may come to an agreement with its passenger for a
specific rate upon specific task. Eg: 8hrs tour around the island. With this in mind,
the TODA/Organization should be liable/responsible upon implementing such
steps unto governing its members.
 They should be required to be part of a TODA/ Organization so that they could
operate, due to the fact that they should be responsible upon their passengers,
there is no insurance structure for multiple passengers with motorcycle.
 Their vehicle should be registered on LTO, TODA & City, with this being said, it is
deemed imperative that this steps should be taken unto action because this will
signify that these drivers/operators are capable & responsible enough to carry
passengers within the city.
 Driver road readiness & Vehicular road readiness, this is one of the main issues
when it comes to public transportation, due to the fact that numerous number of
habal-habal don’t even know the basic “Right of Way” policy. Even the most
common courtesy of “MALIGO PUD ADLAW-ADLAW’ and Ect. Some Habal-Habal
doesn’t have proper lights attached to the vehicle in which it is very hazardous
towards other motorist.
 In regards of having a City Ordinance in which enables/ accredit habal-habal as
main means of transportation. This step should be worked with the following
agencies: LTO, LGU & CITO. Numerous guidelines can be taken unto accord that
should be followed accordingly with the habal-habal drivers/operators so that
they could operate more freely across the city. Thou we know that LTO has
national regulatory standards in regards with vehicular operations, the LGU could
ask them for assistance to retrofit the habal-habal to be able to operate with
more than 4 passengers on board the vehicle, this course of action required a

substantial amount of planning, execution & political play across all parties
involved.
 Barge current issues: Price Hike, Efficiency, Safety procedures, Operational Schedules,
Capacity.

 Rates on the barge/ferry was increased accordingly by MAEWESS Co. with this
in the scenario, people negatively reacted to the increased, due to the fact that
they were not able to conduct a consumer’s forum before the increase. This issue
was being pasted to the may0or’s office as negligence or lack of concern towards
the issue. Hence we already know that this industry is unregulated, regardless of
all the ruling, the general public feels that this increase should never had occur.
Cause they just think that the overhead expenses of the company are just the fuel
cost.
 Efficiency of the barge process are very likely being discuss across social media
sites, the people thinks that Samalenyos should be Prioritized accordingly. This
course of action can be taken into consideration & quick action if the LGU could
establish an accord with the MAEWESS Co. in which this would require for the
general public to have a City Based ID. In which they could show the barge/ferry
that they are local of the city.
 Safety procedures, safety procedures should always be taken unto full account by
the operators & it should be check accordingly with MARINA, along with a
representative of the LGU, so that the LGU will be aware of every single safety
procedures & consideration upon the operations of the barge/ferry.
 Operational schedules, a Variable operational schedule should be taken into
account specially when it comes to peak days, schedules for both MAEWESS &
DAVSAM should be adjusted accordingly.
 Serving Ca pacity of both DAVSAM & MAEWESS should be taken into account, for
example X.no of tourist per peak, maximum no. of light & medium vehicle that
can be transported per hour. These variables should be taken into full
consideration, a more efficient approach upon passenger handling should be
given accordingly to both Barge Operators. The LGU could give assistance upon
developing their system on Operational Efficiency, so that our main logistical
partners can be optimized accordingly.

 Bus current issues: (availability, schedule/ intervals, work ethics of bus personnel)

 Issues regarding the bus availability is being rumored around the streets in which
the masses would like to have a definite availability schedule upon the bus line.
On both Aircon & Non-aircon buses. This issues have been running around since
the Holiday Bus line days. Wherein we could have a recommendation to the
operator/ company of the bus upon further availability of the busses.
 Schedules & Intervals of the buses, currently since buses has been operating in
the city for quite a while, the masses would like to have more buses on peak days,

eg: Friday, Saturday & Sunday, with this in action more people & goods will be
transported towards each destination.
 Work Ethics among bus personnel (Driver & Conductor), it has been one of the
minor concerns of the masses that some of the bus drivers drive their respective
bus more than the prescribed speed limit (60Kph), some of the passengers are
terrified since there were numerous in which bus related accidents occurred
within the city. Furthermore, on the accounts of the conductors there were also
incidents in which they were slightly uncourteous towards their passengers thou
this is a slight matter, perhaps we should also place this into consideration.
 Lancha current issues: (Price Hike, Safety procedures, Operational Schedules,
Capacity.)
 Some of the lancha (not babak lancha) has initiated price hike upon their current
prices, this could also impact accordingly with the island, hence since this is also
an unregulated industry might as well we could have a dialogue upon their price
adjustments, just a simple forum in which they could enlighten both the LGU and
the masses regarding the adjustments.
 Same with the barge, the lacha’s have their own respective safety procedures &
inspections regularly, it’s best that a representative from the LGU may also be
there upon the prescribed inspection of each vessel.
 Operational Schedules for Kaputian & Talicud routes has not changed for the
lanchas, they are accustomed with their schedule so as the passengers of the
vessels.
 Capacity. There are times in which some of the lancha’s tend to be over
capacitated, the masses would like to have a bigger craft for the lancha’s specially
the talicud route, due to the fact that an increase of passengers are en route to
the vicinity, a vessel expansion/upgrade is recommended upon.

 Health Care: District Hospital, Barangay Health Centers & Quick Response Medical Team

 District Hospital, Barangay Health Centers & Quick Response Medical Team
 District Hospital, common issues with our district hospitals are: Lack of capable
staffs eg: Doctors, Nurses & Medtech. In which most hospital operations rely on
them, within this issue the major concern is not the general availability but the
hiring & firing of staffs, due to the fact that the hospitals were governed &
administered by the province, it is common that decision making delays occur
time to time in these facilities. Furthermore there are instances wherein barge
tends to have delays upon servicing the hospital ambulance for unknow reasons,
this should become a priority.
 Medical supplies for the hospitals, it’s common knowledge that the hospitals
mostly lack supplies or their supplies are quite expensive compare to the external
pharmacy within the vicinity, it is deemed ironic because it is a public hospital and
health care should be addressed accordingly with ample supply of medicine &
laboratory supplies.
 Solution for the issue, since the hospital is under the provincial government, it
can be litigated so that the operation & administration shall be handled by the
local government, it is deemed imperative that these steps should be taken into
account due to the fact that health care is a major prerequisite of a growing city.

 Barangay Health Centers.


 Governed by the barangay, same concerns with the District hospitals, they also
lack the necessary staffs to operate the facility, the also need budget for supplies
& adequate training for staffs.

 Quick Response Team


 We have our QRT for every scenario, hence they need to be updated with their
staff training, operational handling & communications gathering, it comes to
attention that they tend to be late upon responding due to the fact that the island
cellular coverage is not solid & stable. This issue will remain at large if the LGU
could not establish a request to the service provider to place additional strategic
cell sites across the island.
 Furthermore, our QRT vehicles need to be maintained accordingly, they also need
to be retrofitted again for the island rural areas. Implement additional strategical

base of operation per district due to the substantial demand of QRT, and they
should be available anytime specially on peak days eg: Friday, Saturday, Sunday
& Holiday seasons.

 Trainings & Education


 Generation of high quality graduates could inhibit advantages over Geo Political, Geo
Economics & High quality labor force across the region.
 K-12, Skilled based trainings, Universities & City College.

 K-12
 K-12 has been implemented to the whole nation hence the implementation of
the program is somewhat incomplete & incompetent due to the fact that this
system has been implemented for a short period of time. with this scenario, the
LGU is mostly bombarded with request from public schools for support &
assistance upon whatever program the will implement (Financial & Logistical Aid).
 Meanwhile since the LGU focused on supporting the sports program it inhibited
great impact over the players & the school, for the past years the sports program
assistance drastically generated high morale players & coaches in which the
school & city gathered numerous number of wins over other schools & city within
the region. Hence with this in perspective only few achievements were being
broadcasted around the island specially on social media, due to the fact that some
ADMINS of Samal Watch didn’t allow the posting of the said achievements.
 Additional 3rd party trainings for teachers/educators for the academe will give
boost on their performance upon handling students, cause when
teachers/educators were invited to a seminar a huge percentage of them cannot
apply the teachings of the seminar they’ve attended, a more holistic approach
may induce greater yield upon the teachers/educators teaching & handling
performances.
 Students evaluation, a cognitive approach of evaluation will give the students the
proper assessment over their skills, strengths & weaknesses. This approach has
been seldom used by DEPED for unknown reasons, hence this approach will
enable students to perform better on schools as well as in the community, with
this in mind a more precise path may be taken by the students in which they can
foresee their future in whatever industry they will attend to & could also
marginalized the available work force in the future.

 Skilled Based Training


 Although TESDA & other training centers are available, there’s a very huge room
for skill enhancement. Having a more robust SKILLED BASED TRAINING CENTERS
will give a huge amount of work force upon the island. Samal Island is a growing
city, hence the work force has been confused with what industry it should be
focused upon. Industry building needs a great deal of skilled based workers,
hence data from training centers were not forwarded accordingly towards the

other industry/ businesses eg: resorts, automotive repair shops, fabrication shops
etc. The data of the graduates should be collated accordingly to pinpoint the
available workforce the island produced & the available workforce for any
industry to be hired upon.

 Universities
 Same write up with Skilled based training.

 City College

 Since Samal Island started developing & implementing the City College, numerous
issues raised with the legislative body, rather with VMayor Amit, having a city
college gives the island the freedom to create programs that are more feasible
for the growing economy of the island.
 Feasible programs that could be implemented with the City College are related
with Aqua resource program, eg: Aquaculture Engineering, Aquaculture of Fishes,
Cultures of vertebrates, Invertebrate & Algae Culture, Aquaculture Farm
Management & etc. Only few universities offer this kind of courses, with this
program there should be an industry created solely for the development &
production of aquatic based products, eg: seaweed farms, fish pens & etc.
 Note: issues regarding the State College over the City College is quite simple.
With state college we need to adhere with every program implemented
within the state college curriculum, with this being said, it depicts the purpose
of enhancing the island growth. Due to the fact that IGACOS is surrounded by
water and should utilized whatever geographical features a government has.
