THE MOVIE
WILLINGtown USA is an underdog story about young people chasing the American Dream in a town
that is not well. Wilmington Delaware is suffering from the disease of out of control teenage
violence. In this film, we will be introduced to a former gang member. Now a paralyzed gunshot
victim, we’ll learn about him as he comes to terms with decisions he’s made in life. As we entertain
and inform our viewers, they’ll learn about our lead talent’s family, friends and the everyday struggles
of living in “Murder Town USA” (google it). We’ll educate our audience about issues such as gun
violence, joblessness, being handicapped and other problems the at risk youth of Wilmington
Delaware face. Our lead talent will be looking for answers. He’ll interview friends, fellow residents;
anti-violence counselors and every government official in power he can to help us all understand why
his hometown is how it is. With WILLINGtown USA, we will generate national & international buzz by
telling the little known truths about the undisputed #1 most deadly place in the United States of
America for a young person to grow up in, Wilmington Delaware.

In much the same way famed documentary director Michael Moore appears in his own movies as the
person asking questions, our lead talent in his wheelchair will be the person interviewing the heads of
the local FBI, ATF, Wilmington Mayor, City Police Chief, U.S. Senator, Historical Society, 76ers, and
other VIPs expected to appear. Our talent will learn from the people he meets as the audience goes
along for the ride. As the movie progresses, we’ll peal back the walls of our talent’s personal life. As
each scene follows the next, a new revelation about our lead talent’s past story is revealed. We’ll
also see with our own eyes what a typical day is for him now. How does a paralyzed person get out
of bed, shower and get dressed? And so on....

THE STORY

Why is our movie called WILLINGtown USA?


When people think of all-American towns, they frequently point to mid-America and almost never
point to a town populated predominately by people of color. Wilmington is largest, oldest and most
historic town in Delaware. When you look at an American flag with 50 stars on it, Delaware is star #1.
It was the first state to ratify the U.S. Constitution in 1787. That’s why Delaware is called The First
State. Wilmington Delaware predates the birth of this country by nearly half a century and is just as
All-American as any other town. Its people, their dreams for a better tomorrow, and daily lives are
just as important as those from any other city. With WILLINGtown USA, we seek to remind everyone
of that. Help us help a willing, but ill town.

Our movie is called WILLINGtown USA because Willington was the original name of Wilmington. Its
name was changed in 1739 by the King of England. He renamed it after one of his favorites, Spencer
Compton, Earl of Wilmington. Our movie is also called WILLINGtown USA because it will be a real,
optimistic story about the positive potential of its’ young people, while also noting that the town needs
help. The capital text of the word “WILLING” makes it jump right out at you. Yes, they can do it! The
red text is a reminder that despite that optimism, truth is, the setting for our movie is a very “ill town”.
Together the text forms the name of our movie & the town in patriotic red, white & blue colors that
highlight the fact that our documentary really is an All-American underdog story.

THE TOWN
Wilmington DE has a teenage murder rate that is nearly double any other city in the country, including
Chicago Illinois, a place featured nearly every week on the national news. When they list the top 20
deadliest cities in America, Wilmington Delaware doesn’t make the list. Not because it isn’t deadly. It
doesn’t make the list because it isn’t a city, Wilmington is a town. To qualify as a city, you must have
a population of more than 100,000 people. Wilmington has only 75,000 people so it goes under the
radar. In the U.S.A., most troubled cities have teen violence rates of between 2 and 2 ½ per 100.
That is, on average about 1 in every 40 teens are involved in violent crime. In Wilmington DE, the
rate is 4.2 per 100. That means that about 1 in every 24 teens are involved in violent crime. Why?
Why does Wilmington Delaware have a teen violence rate double any other place in America?

ON SCREEN TALENT

Rayquan Briscoe is a (former) Wilmington DE


gang member and lead character in the film. He was
an adjudicated student of director Shaun Phillips in
2014. Shot in the back at 18, Rayquan is now
paralyzed from the waist down. His father was shot
and killed four years ago and his 14 year old younger
brother Raymire is in prison for manslaughter. The
Briscoe name is the most well-known name in
Wilmington DE crime. Shaquille Briscoe was
sentenced to 59 years and John Briscoe was sentenced to 2 life terms plus 35 years, to be served
consecutively, for crimes committed as leader of the notorious Touch Money Gang.

By chance, Rayquan Briscoe’s life journey has led him to be right in the middle of everything wrong
with Wilmington. He has been a participant, a victim and an eye witness to gun violence on multiple
occasions and must deal with the damage it caused on a daily basis. In 2017, Rayquan did an
interview with USA Today. Two years later, that interview leads to a chance relationship with a very
successful, retired businessman who is looking to make a film. Rayquan is introduced to 54 year old
Mr. Hopkins. He offers Rayquan a chance to change his life. This is an opportunity that Rayquan
has done little thus far in his life to earn or deserve.

Mr. Hopkins is a self-made millionaire businessman who cares


deeply about the challenges facing today’s at risk youth. He is a
unique guy. While never getting so much as a parking ticket in his
entire adult life, Mr. Hopkins was frequently on the wrong side of
the law as a kid. These days he spends his spare time mentoring
young people, always encouraging them to always strive to be the
best version of themselves they can be. He is looking to make a
movie to find answers to problems. Mr. Hopkins is ready to take his
commitment to assist our at risk youth to a national level.

ON SCREEN TALENT
Rayquan will be the main lead character asking questions to participants throughout the film. He will
have director Shaun Phillips and others as supporting mentors in some scenes. Bernard Hopkins will
be in featured in two key scenes, one in the beginning of the movie and one at the end. The film
opens with Mr. Hopkins driving to Wilmington DE. Entering town, we see shots of daily life and crime
scenes edited to a Hip Hop music soundtrack. Cutaways to Rayquan, at home waiting for Mr.
Hopkins to arrive for their first meeting ever. They go for a ride. Mr. Hopkins makes Rayquan an
offer. If Rayquan agrees to dedicate a year of his life to helping make this documentary film, and
promises to stay on the right side of the law, he will pay Rayquan a salary and help him learn a job
skill. Mr. Hopkins will use his business connections to open up doors for Rayquan to interview every
VIP in town to get answers. He appears on screen again at the end of the film for another car ride
with Rayquan. They discuss some of the lessons learned in the film. They are dressed for success
and on their way to a special event, perhaps to a boxing title fight where Mr. Hopkins is revealed.

BEHIND THE CAMERAS

Shaun Phillips is a video & film veteran of over 20 years. He has directed a dozen music videos
and is a two time videographer at the Rock & Roll Hall of Fame inductions. As a field producer he
created content for Andrea Bocelli Live in Central Park, TVBS-Tiawan during “Linsanity” and most of
the major TV news networks. He helped launch the careers of pin up model Coco and celebrity
fashion stylist Indashio and is experienced working positions on major motion pictures that have
grossed a combined $1 billion worldwide. As a film maker, he wrote, directed, edited & produced the
award winning documentary "The Beatles at their Best" and co-produced the short "Apartment 309"
starring Shannon Foster, Taylor Bright & Ice-T, an audience favorite on the festival circuit.

In 2014, Shaun Phillips relocated to Delaware to teach adjudicated students at the Ferris
School. Students in his video production class made PSA videos for area charitable organizations,
such as the American Cancer Society of Delaware, the Delaware Coalition Against Domestic
Violence and the Delaware Council on Gambling Problems. Shaun also donated his spare time after
school coaching adjudicated youth competing against other high school students in the statewide
Delaware Teen Idol competition. Three of his students finished in the top 5, with one winning the
2014 Delaware Teen Idol Grand Prize. He brings a great deal of passion and experience in all of the
different areas required to make this movie. His background and fact that he has been a Wilmington
area resident for the past 5 years make him uniquely qualified to direct.

BEHIND THE CAMERAS

Candice Vernon, "CS Underscore", or "Boss Lady" as she is sometimes affectionately called, will
be keeping an eye on things as our consulting producer. The expectation is she will also agree to
work with Shaun Phillips as director. Candice is a graduate of Temple University and a writer /
director / producer on the roster of commercial directors for the Russo Brothers production company.
She has a decade of experience managing projects for top agencies and corporations. In just the
past year she produced content featuring A-list political talent such as former U.S. President Barack
Obama & wife Michelle Obama, and entertainers Stevie Wonder, Paul McCartney & Bruce
Springsteen. Candice knows how to manage a production on time and not over budget.

Her short film "Make America Great?" was a hit in 2017 and played film festivals all over the
world. However, it is her expertise in managing a film / video production budget that will prove to be
an invaluable asset on this project as we move forward. Having her involved as consulting producer
will help ensure we take maximum care when spending funds for our film. Candice is a respected
expert in the industry. She will know what we will need and what it should cost every step of the
way. She will also prove to be a valuable source of information in the post-production phase of our
project. Our film personnel are likely to be male dominated, both in front of the camera and behind
the scenes. Candice Vernon will provide a welcome female presence and perspective to insure that
our project is both competently run and gender inclusive. Her involvement in a powerful position will
help make sure our message does not get lost or misconstrued when promoting our movie.

THE SOUNDTRACK

Joseph "Caesar" Frei is owner of RASEAC, a full-service audio and video production studio
located in Philadelphia. He’s recorded hits songs for artists such as Swizz Beatz, Cassidy, Yun Wun,
DMX, Lil' Flip & David Banner. Caesar donated music used in class projects by students at Ferris,
and PSA for the Philadelphia Fire Department. He is an expert in non-linear digital editing & special
fx and well versed in photography & live sound recording. RASEAC will be a major asset in helping
us manage music contributions from Wilmington area artists, in completing the soundtrack and
recording audio on field shoots. After filming has wrapped, Caesar will help editdown the hours of
footage we will undoubtedly have, working toward completing a final version of our movie. He’ll be
doing a lot the “grunt work”.

DJ Jazzy Jeff, a Delaware resident for nearly three decades,


will supervise our final master recordings to insure that music
used in our movie will be of the highest quality. We will be
utilizing contributions from Wilmington area artists, with tracks
recorded at local studios to save money and insure a local music
presence in our movie. Jeff’s involvement will come at the end
of production. His fame as partner with Will Smith as Hip Hop
stars “DJ Jazzy Jeff & The Fresh Prince and as a DJ touring the
world will also help with that much needed promotional “buzz”.

THE SOUNDTRACK

Our film will have a Hip Hop dominated soundtrack featuring local artists such as Alicia Goku, Speed
Dollaz and Kai Fizzle and be recorded at local studios such as Jamland & Delaware State College.

We will also look to tie in promotion of our


movie to music related happenings in
Delaware such as the annual Firefly Music
Festival that takes place over 3 days in Dover
every summer.

BERNARD HOPKINS

They say that Bernard Hopkins life story is kind


of thing Hollywood films are made of. As a
troubled teenager from Philadelphia, he was
frequently in trouble with the law. He was found
guilty of nine felonies and sentenced to serve
time at Graterford Prison for adults at age 17.
Upon release, the Prison warden told him, “see
you soon when you are back in here”. Hopkins
famously told the warden, “I ain’t never comin’
back here!” Bernard vowed never to run afoul of
the law for the rest of his life, and didn’t. While
incarcerated he had learned to box. Upon
release from prison, he set his goal on
becoming a world champion. He made his own
decisions, managed his own career and went on
to become both undisputed middle weight &

Nicknamed "The Executioner" and later "The Alien", Hopkins was known among observers for his
ability to continue competing successfully at an advanced age. He became the oldest world
championship boxer in history, at the age of 46, breaking George Foreman's record set in 1994. His
victory over Oscar De La Hoya for the WBO title in 2004 made him the first ever to simultaneously
hold world titles by all four major boxing sanctioning bodies. He is considered by historians to be one
of the greatest boxing champions of the modern era.

Bernard Hopkins has relationships with corporate


executives and A-List talent on a worldwide level. He’s a
self-made millionaire businessman with a reputation as a
promotional giant in the entertainment industry. Bernard is
a partner in Golden Boy Promotions with Oscar De La
Hoya, a man he once defeated in the ring. Hopkins was
born in Philadelphia, but now resides in Delaware. His
lifelong dedication to the issues facing at risk youth make
him uniquely positioned to lead this project as owner, lead
promoter and a supporting on screen talent.

As a young person once given up on, Bernard now


frequently donates his time speaking to at risk youth. He
regularly visits schools serving troubled teens in the
greater Philadelphia metropolitan area offering words of
wisdom and encouragement. Hopkins reminds these
young people that he believes in their potential to change
their lives for the better, so they should too. Be the best
version of yourself that you can be. Bernard has real
credibility on the issues that WILLINGtown USA seeks to
shine light on and his team has the proven business and
promotional expertize to insure our film is a success!

HOW DO WE PAY FOR IT?
The goal is to make WILLINGtown on a conservative budget in the low 6 figures. We want an
artistically and financially successful first entry into the movie entertainment market place. Our film will
be produced here in Delaware utilizing area film crews. We’ll rent top of line equipment on days we
shoot VIP interviews to insure maximum quality and audience acceptance. We will use our own
equipment for the majority of the other footage. This will allow us to shoot as many days as we want
without the high cost of employing crew members for months at a time. We will then own this
equipment after the filming wraps and it would be available thereafter for use in promotion and other
areas. Local music artists will provide the soundtrack and will contribute their own 1-2 minute music
video type footage for use in scene transitions. There will be a variety of video looks and audio
sounds throughout the movie. What we see and hear, and how do we see and hear it, will depend on
the subject matter, location and situation being presented at the time.

It’s been my experience that the audience will accept medium and low budget video footage in a
movie as long as the sound quality is excellent. VIP interviews and location setting shots will be done
with A-list crews and equipment. Some video footage will be low budget, locally produced shots.
This will work in our movie, as long as the overall sound quality is good throughout. Sound is the
area we must not compromise on. On site interviews with VIPs in government offices, people on the
street, inside cars with GoPro cameras, at recordings studios with local artists, etc.., must all have
professionally recorded sound that can always be clearly understood with no crackle, no echo, no
room noise or other unwanted sounds. People won’t care if some video is lesser quality as long as
the sound is always consistently on point throughout our film.

Planning and operating on, or under budget, will be paramount. Understanding what is important and
working within our financial constraints will be key to a successful project. We will likely be filming
something weekly, but not daily, over the course of 8-12 months. Every shoot has surprises and
unexpected developments. The long filming schedule will give us plenty of opportunity to evaluate
production progress as we go along. We will have time to make adjustments. Knowing what is
needed and what things should cost is an area that Candice Vernon’s expertize will be of great help.

SO, HOW DO WE PAY FOR IT?
I propose that Bernard Hopkins claim ownership of the film WILLINGtown USA.
It is now HIS movie. So, really, the question is, “how does Bernard Hopkins pay for it”?

The moment that Bernard Hopkins decides that the low six figure cost is personally guaranteed by
him, the film is now happening. Once that happens, we will move forward on two separate plans.
One plan for shooting the movie on a $200,000 budget and a second plan to make sure that
$200,000 isn’t coming out of Bernard Hopkins pocket.

The guarantee that the movie is happening, and the behind the scenes knowledge that Bernard
Hopkins is personally involved in making it, will move mountains. I have already met with many VIPs
such as Wilmington Mayor Michael Purzycki, 76ers GM Elton Brand and officials with Delaware Youth
& Family Services. Everyone has similar feelings about the movie idea. They don’t want to waste
time unless they are sure it’s really going to happen. If it is, they are afraid to get in if they think it
might be a bad look, such as “Murder Town USA”. However, everyone is happy to be in if they think
it may be a positive look for themselves and the town. If our movie has some optimism or positivity
about it, they all want to be in to make sure their viewpoints are properly represented.

I propose that Bernard Hopkins run a bit of a behind the scenes, celebrity & corporate “Go Fund Me”.
We can Identify and encourage participation from area celebrities and corporations to add to
promotion and defer cost. For example, I first discussed this movie idea
with 76ers GM Elton Brand a year ago when he was GM of the Delaware
87ers. Elton is a film buff. He once used $10 million of his own money to
finance a feature film directed by Oscar winner Werner Herzog starring
Christian Bale. Last year Elton’s film JINN played to great reviews at
SXSW & other top film festivals. A year ago, he loved the idea and had
even raised the first $15,000. He was looking for more before bowing out
and becoming the new Sixers GM. If he knew Bernard Hopkins was now
owner, how hard would it be to get Elton back in for that original $15k?
Bernard is down to $185,000. Another $15k more and your personal

SO, HOW DO WE PAY FOR IT?

A year ago, I spoke to 94WIP Programing director Spike Eskin about the
movie. He also liked the idea. He told me that 94WIP would invite
Rayquan Briscoe to the station to promote the film and a Go Fund Me
website for it on air. I have to believe that having Bernard Hopkins on
board would not lessen Spike Eskin’s enthusiasm to help. That means
94WIP Sports Radio is another route to consider when looking how to
spread the financial exposure around. People hearing about your movie
on the radio without it costing anything to promote it is a good thing. In
fact, the whole point is having the station urge listeners to give you money
to make the movie.

I recommend hitting up everyone behind the scenes to get involved for a small share of ownership.
You could even create a Limited Liability Corporation (LLC) specifically for the film. Then sell shares
or percentage of the film. For example, we will spend $200k, but the overall film is valued at $400k.
After all, promotion expertize isn’t free. This isn’t just anyone making a film. It is Bernard Hopkins
making a film. There is certain to be a great deal of added promotional value there. Anyone that
participates in funding is not just getting a percentage of ownership, they are also certain to get much
positive publicity in the media when the film is released. They also get professional credibility for
being part of the team that helped make it. One percent or 20 percent. Part owner is part owner.

Wendell Smallwood, running back for the 2018 Superbowl Champion Philadelphia Eagles and St.
Louis Cardnals first baseman Paul Goldschmidt are both from Wilmington DE. Can we get one of
these guys in for $10k? Let’s say Wendell kicks in $25k & Goldschmidt doesn’t. Now you’re at $145k

SO, HOW DO WE PAY FOR IT?

WBA stars are still vastly underpaid when compared to their male
counterparts. But I gotta believe we can get MVP Elena Delle Donne or
one of her sponsors in for at least $5k. Now you are down to $140k.

Hey, The Delaware Blue Coats just spent $30M on a new Wilmington Fieldhouse. They would love
for you to mention that in your movie. Put them down for another $5k. Your team could reach out to
Stephen Marley, Aubrey Plaza or Valerie Bertinelli. Even if you strike out on all three and get no
money here, you and your film would be on their radar when it comes times for promotion.

What about Meek Mill? Like you, he’s from Philly and the
issues being raised in your film are near and dear to his
heart. Our movie will absolutely look at the Delaware Law
and how the state uses PFAs issued in civil hearings to
make it easier to get young people arrested and convicted
for non-criminal acts. He’d be great for the soundtrack too!

SO, HOW DO WE PAY FOR IT?

What if you spoke to Philly native Kevin Hart?


He would take your call, right? Let’s add
Kevin. He’s by far the highest paid actor /
comedian in the world. After all, his movies are
grossing $100s of millions and he’s selling out
football stadiums doing stand-up comedy.
Let’s say Kevin is in for an enthusiastic $50k.
Now your own personal exposure is only $85k. You don’t need only celebrities to get behind this
movie. I haven’t even mentioned a single corporate or non-celebrity investor. Anyone who likes the
movie idea and wants to be a part of what we are doing should be able to get in.

I realize that this is just all talk, but once you decide that the movie is a go, you have a year to create
a buzz and raise money. It doesn’t have to happen in a week. There are so many paths to consider.
But ultimately, the ideal scenario would be you use your celebrity status to attract other investors. In
the end, you maintain a majority ownership, and everyone else is paying for it. Even if you do end up
contributing your money, you own it. We haven’t discussed any of the possibilities of how we can
license and market the finished movie to not only recoup the cost to make it, but also to turn a profit.

In addition to behind the scenes fundraising, the


celebrity status of Bernard Hopkins will help to
promote the movie just as it does when promoting a
boxing match. How hard would it be to get the ears of
Philly natives Questlove & Black Thought of The
Roots / Tonight Show to tale about it? I have worked
with both of them several times in NYC when I lived
there. Tariq (Black Thought) hosts his own show that
highlights cool places and things in the region.

WILLINGtown USA will prove to be a worthwhile business investment & lifelong document of you
personally for creating it, as it highlights the efforts you make in giving back to the community.
