BACKGROUND

NFJPIA-R3 Council aims to promote academic excellence by adopting measures to foster


educational advancement in the field of Accountancy as stated in the Section 2, Article IV of the 2018
Constitution and By-Laws of the National Federation of Junior Philippine Institute of Accountants
– Region 3. The Academic Events in the 22nd Regional Mid-Year Convention (RMYC), which exist
to complement the academic curriculum, is open to all local chapters across the region and are
designed to motivate students as they acquire higher level of knowledge in the field of accounting.
Moreover, this event will help the organization in its search for outstanding academic performers,
who shall represent the Region on National Conventions in which NFJPIA-R3 is an active
contestant.

OBJECTIVES

ALL BOARD SUBJECTS CUP, TAX HACKS: THE TAX SURVIVAL TOURNAMENT,
TALE OF THE LEGENDS: THE SANSIGHAYON ACADEMIC CUPS AND ACAD WAR:
THE GRAND CLASH OF THE WITS

1. To promote academic excellence to all members by expanding their knowledge and


understanding of the accountancy profession through academic competitions.
2. To help the contestants discover their strengths and be aware of their weaknesses in different
board-related subjects through academic competition with the ultimate aim of maximizing the
former and overcoming the latter.
3. To allow the contestants to learn new techniques in answering questions in the shortest possible
time as well as handling time pressure which will serve as preparation for the actual CPA board
examination.
4. To allow the contestants to assess their current academic standing as compared with the other
JPIAns in the region.

CASE STUDY COMPETITIONS

1. To allow the contestants apply and develop what they have learned in their
Taxation/Management Advisory Services (MAS) subjects as well as gain knowledge and
expertise in proper presentation of tax or advisory reports.
2. To promote awareness to all members how to prepare an actual tax/advisory case presentation.
3. To boost the self-confidence of the contestants as they defend their assumptions, analysis and
recommendations to the panel of judges regarding a particular Taxation / MAS topic.

GLOBAL CERTIFICATION AWARENESS PROGRAM – ROUND 2

Certified Accounting Technician (CAT) Challenge

1. Promote awareness of the global certifications available to students after graduation, other than
the local CPA title.

2. Expand the students’ knowledge base in accounting through exposure to real-world challenges
related to their field in a global perspective.
3. Give the students a feel of how to take internationally-recognized certifications, which is a
departure from the familiar accounting problems encountered in schools.
4. Open opportunities for BSA and non-BSA students find their best suit among specific fields
under the accounting profession.

QUALIFICATIONS

1. The Regional Academic Events in the 22nd RMYC is open to all bona fide members of the
NFJPIA-R3 FY 2018 - 2019, registered members of their Local Chapter’s R3ACT Troupe (except
for CAT Challenge) and registered delegates of the 22nd RMYC.
2. For the All Board Subjects Cup – Final Round, the contestants should attend the APEX: The
Primer 2018 for the elimination round of the All Board Subjects. Failure to attend the APEX: The
Primer shall make the contestant ineligible for the All Board Subjects Cup – Final Round.
3. Participants, including winners, of a particular Academic Event in prior years can still participate
in the same competition.

COVERAGE AND ELIGIBILITY

1. The 22nd RMYC shall be composed of the following competitions:

2. Each Local Chapter can only send maximum of three (3) contestants for Tale of the Legends:
The Sansighayon Academics Cups.
3. For the Tax and Advisory Case Study Competitions, each Local Chapter can only send one team
with three (3) members.
4. For the Acad War: The Grand Clash of the Wits, each Local Chapter can send five (5)
contestants.

5. For the Tax Hacks: The Tax Survival Tournament, each Local Chapter can only send one (1)
team with four (4) members.
6. For the CAT Challenge, each local chapter may send a maximum of three (3) contestants.
7. Each contestant shall only be allowed to join a maximum of three (3) academic events in the
22nd RMYC.
8. Qualifiers for the All Board Subjects Cup during the assembly eliminations shall be allowed to
join a maximum of three (3) academic events in the 22nd RMYC including the ABS Cup –
Final Round.
9. The table below shows the topics covered for the All Boards Subjects Cup, Tale of the Legends:
The Sansighayon Academics Cup, Acad War: The Grand Clash of Wits, Tax Hacks: The Tax
Survival Tournament, CAT Challenge, Tax Case Study Competition and Advisory Case Study

REQUIREMENTS

1. Each Local Chapter must submit the following requirements (in softcopy only).
 Master list of all academic event contestants.
 Scanned copy of the Endorsement Letter of all contestants of the Academic Events. (Signed
by the Local Chapter President, Local Chapter Adviser and Dean/Program Chairperson).
2. The following guidelines must be observed in sending the requirements:

 The compressed file of the requirements then shall be sent via email to
nfjpia1819.r3rvpacademics@gmail.com on or before August 31, 2018 (Friday) with the
subject of the email as EMAILING: Local Chapter_RMYC_ACADEMIC
LEAGUE_2018.

 In case the Local Chapter failed to submit the complete requirements on the deadline set by
the Council, there shall be a 5-point deduction from the overall score on Academic Events in
the 22nd RMYC.

3. Change of contestants for any of the Academic Events shall be allowed provided that it shall be
communicated to the Regional Vice President for Academics at least ONE (1) WEEK before the
said event (Any reasons shall not be accepted for substitution of contestants if not
communicated to the Regional Vice President for Academics at least ONE WEEK before the said
event) and must comply with the following requirements:
 Duly accomplished Substitution Form (Please see Substitution Form.xlsx)
 Scanned copy of Endorsement Letter in accordance with Requirement 1.

Failure to comply with the requirements above would invalidate the substitution of contestants.

4. Each Local Chapter must select and appoint a representative (e.g., VP Academics) who shall act
as Liaison Officer. The Liaison Officer shall perform the following functions:
 Shall act as the main contact of the Regional Vice President for Academics in the Local
Chapter.
 The bona fide person allowed raising concerns, clarifications, complaints and questions to
the Academics Committee.
 The Liaison Officer may not be substituted by any Local Chapter officer or member.

CONTEST RULES AND MECHANICS

GENERAL GUIDELINES

1. Contestants are advised to be at the designated place at least 30 minutes before the time
schedule.
2. Contestants must be properly registered and sign the attendance sheet before proceeding to the
competition proper. Certificates of participation shall also be distributed upon registration.
3. Contestants must strictly wear corporate attire (no maong pants, no rubber shoes). Contestants
who do not comply with the prescribed attire shall NOT BE ALLOWED to join the competition.
4. Late contestants shall be ALLOWED to join the competition. However, he/she shall no longer
be allowed to answer the questions he/she have missed.
5. A judge or board of judges shall be a Certified Public Accountant for the purpose of giving an
intelligent and independent decision.
6. The judge or the board of judges shall have the sole and exclusive authority to clear or answer
any protest/clarification raised by the contestants. The decision of the judge or board of judges
is final and irrevocable.
7. Any contestant who shall be caught cheating shall be automatically disqualified in the
competition.
8. Contestants shall only be allowed to manipulate their calculators after the quiz master says
“GO”. Warning shall be given for the 1st offense. The 2nd offense shall mean disqualification from
the particular question while the 3rd offense entails disqualification from the competition.
9. After reading the contest rules and mechanics, contestants are given the chance to raise
questions/clarifications.
10. Before proceeding to the next question, the contestants shall be given an allotted time of 10
seconds to raise a protest/clarification, to request for new marker, ink pen or scratch paper, to
change their calculator if it encounters a technical problem, or to raise any other concerns. After
the allotted time has elapsed, the quizmaster shall read the next question, thus, protest,
clarification, or any concerns shall no longer be entertained. The decision of the judge or board
of judges regarding any concern/s shall be final and irrevocable.
11. In case of protests or questions, all contestants should raise their boards to prevent changing of
answers.
12. Only the protests/clarifications of the contestants and Liaison Officers shall be entertained.
13. Silence from the audience is requested during the event proper. Coaching from the audience
shall be strictly prohibited. The quizmaster, the Academic Committee, or the Regional Vice
President for Academics reserves the right to do the necessary action to maintain the integrity
and orderliness of the event.
14. Questions or clarifications with respect to the IRR shall be addressed before the commencement
of the event. Otherwise, it shall no longer be entertained.
15. The Regional Council shall have the exclusive power to interpret the provisions of the IRR and
shall be vested with the power to give sanctions to any contestant who shall violate any provisions
in this IRR.
16. In case there are any concerns or protests which are not covered in this IRR, the Regional Council
shall have the absolute power and sole authority to decide and interpret this implementing rules

and regulations of the RMYC Regional Academic League, upon consultation with the Regional
Adviser, on matters which he deems necessary to preserve and protect the integrity of the event.
Should there be any ambiguity encountered by any party, such should be addressed on a timely
basis. The decision of the Regional Council shall be final and irrevocable.

ALL BOARD SUBJECTS CUP

Semi-Final Round

1. The Semi-Final Round shall be comprised of three rounds namely: Easy, Average and Difficult
Rounds. In case of tie after the Difficult Round, clincher questions shall be given to the
contestants until the deadlock is broken. Time allotment, number of items and corresponding
points are as follows:

2. The quizmaster shall read each question ONCE. The Regional Vice President for Academics may
extend time prescribed depending on the complexity of the question.
3. Contestants shall be provided with a copy of the question for every item. The contestants must
not flip the copy of the question until the quizmaster says “FLIP”. After the quizmaster said
“FLIP”, the contestant may start reading and answering the question provided. Any contestant
who violates the said provision shall be given a warning for the 1st offense. On the 2nd offense, the
contestant shall be given sanction of accumulating only 50% of his/her total score garnered in
all rounds. Violation of this provision for the 3rd time shall mean disqualification of the
contestant from the competition.
4. The contestants should answer each question within the time allotted. The contestants should
write their answers clearly and legibly on the provided answer sheets. When the bell rings
signaling the lapse of time allotted, all contestants should stop answering and must immediately
raise their answer sheet which corresponds to their answer. Contestants who violate this
provision shall not be given any point even if he/she got the correct answer.
5. The contestants who were able to get the correct answer must continue raising their answer
boards up until the quizmaster has called your answer board’s number, meaning, your
corresponding point has been recorded.
6. Erasure, in any form (which may include but is not limited to tampering in any form of
alteration/s), is strictly prohibited. Hence, contestants are reminded to ensure their answers
before writing it to the provided answer boards. Violation of this IRR shall deem the contestant’s
answer null/void.
7. In case there are questions voided by the judge or board of judges, the Regional Vice President
for Academics shall replace the voided questions from the clincher questions.

8. The TOP FIVE contestants with the highest accumulated scores shall advance to the FINAL
ROUND.
9. In case of tie, clincher questions shall be given until the deadlock is broken. The 1 st contestant
who answered the question correctly shall advance to the FINAL ROUND.

Final Round

1. The FINAL ROUND shall be called, the ACCOUNTING JEOPARDY.


2. This shall be a buzzer-type round and shall test the speed and strategy of the contestant to answer
the questions using a buzzer.
3. The TOP FIVE contestants from the ELIMINATION ROUND shall advance to the FINAL
ROUND. All points of the contestants from the ELIMINATION ROUND shall revert to zero.
This round shall test the contestants’ strategy in answering the board subject questions within
the time allotted and managing both his/her score and his opponents.
4. The ACCOUNTING JEOPARDY BOARD features six (6) categories (i.e., the six CPA board
exam subjects), each of which contains five (5) questions, which are ostensibly valued by
difficulty. Question values ranged from 10 points to 50 points.
5. The contestant who garnered the highest points in the ELIMINATION ROUND shall have the
privilege of selecting the first question value on the Accounting Jeopardy Board under his/her
preferred category. (Example: Financial Accounting and Reporting, 20 points). The question
shall be revealed and shall be read by the quizmaster. However, in case of a tie, Local Chapter
names in alphabetical order would be the basis on who would pick a question value first.
6. The quizmaster shall read the chosen question only ONCE. All contestants can answer the
question even if the question was picked by other contestants.
7. Contestants may answer the question at any moment even if the quizmaster is still on the course
of reading the question, provided that before pressing the buzzer, the answer must already be
reduced to writing and the right term or digits are legibly written on the answer board. Otherwise,
the answer shall be deemed as null and void. Using abbreviations are strictly prohibited unless
specifically allowed by a particular question.
8. The first contestant who pressed the buzzer shall get the chance to answer the question. If the
first contestant answered the question incorrectly, only one contestant has the chance to steal.
The other contestant who shall steal can only start pressing the buzzer after the quizmaster
declared the answer of the 1st contestant as incorrect. But if the contestant who got a chance to
steal still answered the question incorrectly, the quizmaster shall proceed to the next question.
9. The time allotment for each question value shall be as follows:

10. If the first contestant answered the question correctly, he/she shall be entitled with the
corresponding question value. If the contestant answered incorrectly, he/she shall be given a
deduction of half of the question value. This rule also applies when the contestant who made
a steal answered the question incorrectly.
11. However, if no contestants pressed their buzzers within the time allotted after the quizmaster
has finished reading the question, the quizmaster shall proceed immediately to the next question.
12. The contestant who answered the question correctly shall be the one to select the next question
value in the Accounting Jeopardy Board. In the case that no contestants pressed their buzzers or
no contestant answered the question correctly, the last contestant who was entitled to select from
the Accounting Jeopardy Board shall be the one to select the next question value.
13. If a contestant has answered questions correctly three (3) times consecutively, he would be
able to unlock a BONUS QUESTION. If the contestant who have unlocked the BONUS
QUESTION answered correctly, additional 10 points shall be awarded. Incorrect answer for the
bonus question shall not have deductions from the accumulated points.
10. The FINAL ROUND of the quiz bee ends when 30 questions have been exhausted.

Determination of Winners

1. In the FINAL ROUND, contestants are highly encouraged to answer at least two questions

b. The Local Chapter shall only get participation point in the determination of the overall
ranking in Most Awarded Local Chapter in Academics regardless of the contestant’s
rank in the FINAL ROUND.

2. Contestants shall be ranked based on total accumulated points on the FINAL ROUND.
3. The contestant with the highest accumulated points shall be declared as the 1st place, the second
highest as the 2nd place, the third highest as the 3rd place, the fourth highest is the 4th place and
the fifth highest is the 5th place respectively.
4. In case there is a tie after exhausting all the previous provisions, clincher questions shall be given
until the deadlock is broken. The first contestant to correctly answer the question shall win the
ranking in dispute.

TALE OF THE LEGENDS: THE SANSIGHAYON ACADEMIC CUPS

Elimination Round

1. The ELIMINATION ROUND shall be comprised of three rounds namely: Easy, Average and
Difficult Rounds. In case of tie after the Difficult Round, clincher questions shall be given to the
contestants until the deadlock is broken. Time allotment, number of items and corresponding
points are as follows:

2. The quizmaster shall read each question ONCE. The Regional Vice President for Academics may
extend time prescribed depending on the complexity of the question.
3. Contestants shall be provided with a copy of the question for every item. The contestants must
not flip the copy of the question until the quizmaster says “FLIP”. After the quizmaster said
“FLIP”, the contestant may start reading and answering the question provided. Any contestant
who violates the said provision shall be given a warning for the 1st offense. On the 2nd offense, the
contestant shall be given sanction of accumulating only 50% of his/her total score garnered in
all rounds. Violation of this provision for the 3rd time shall mean disqualification of the
contestant from the competition.
4. The contestants should answer each question within the time allotted. The contestants should
write their answers clearly and legibly on the provided answer board. When the bell rings
signaling the lapse of time allotted, all contestants should stop answering and must immediately
raise their answer board which corresponds to their answer. Contestants who violate this
provision shall not be given any point even if he/she got the correct answer.
5. The contestants who were able to get the correct answer must continue raising their answer
boards up until the quizmaster has called your answer board’s number, meaning, your
corresponding point has been recorded.
6. Erasure, in any form (which may include but is not limited to tampering in any form of
alteration/s), is strictly prohibited. Hence, participants are reminded to ensure their answers
before writing it to the provided answer boards. Violation of this IRR shall deem the contestant’s
answer null/void.
7. In case there are questions voided by the judge or board of judges, the Regional Vice President
for Academics shall replace the voided questions from the clincher questions.
8. The TOP FIVE contestants with the highest accumulated scores shall advance to the FINAL
ROUND.
9. In case of tie, clincher questions shall be given until the deadlock is broken. The 1 st contestant
who answered the question correctly shall advance to the FINAL ROUND.

Final Round

1. The FINAL ROUND shall be called, the LEGENDS MAYHEM ACCOUNTING


TOURNAMENT (LMAT).
2. This shall be a buzzer-type round and shall test the speed and strategy of the contestant to answer
the questions using a buzzer.
3. The TOP FIVE contestants from the ELIMINATION ROUND shall advance to the FINAL
ROUND. All points of the contestants from the ELIMINATION ROUND shall revert to zero.

4. The FINAL ROUND shall be patterned with the modified Mobile Legends (ML) game map
which shall contain 40 turrets to destroy.
5. Each contestant shall choose their mobile legends hero as their character in the map.
6. The tournament shall begin by displaying the ML game map with five (5) game pieces located
in their respected bases. The characters shall be the following heroes:

7. The questions are shuffled. The quizmaster shall read the chosen question only ONCE. The
quizmaster shall announce first the difficulty of the question (i.e., Easy, Average and Difficult)

8. Contestants may answer the question at any moment even if the quizmaster is still on the course
of reading the question, provided that before pressing the buzzer, the answer must already be
reduced to writing and the right term or digits are legibly written on the answer board provided.
Otherwise, the answer shall be deemed as null and void. Using abbreviations shall be strictly
prohibited unless specifically allowed by a particular question.
9. The first contestant who pressed the buzzer shall get the chance to answer the question. If the
first contestant got the correct answer, the contestant’s hero shall move turret/s depending on
the difficulty of the question.
10. If the contestant who first pressed the buzzer answered the question incorrectly he/she shall lose
a turn in answering the next question.
11. Only one contestant has the chance to steal. The other contestant who shall steal can only start
pressing the buzzer after the quizmaster declared the answer of the first contestant as incorrect.
12. If the stealer got the correct answer, the contestant’s hero shall move turret/s depending on the
difficulty of the question. On the other hand, if the stealers incorrectly answered the question, no
sanctions shall be applied.
13. However, if no contestants pressed their buzzers within the time allotted after the quizmaster
has finished reading the question, the quizmaster shall proceed immediately to the next question.
14. The number of items, time allotment and the corresponding turret/s movement or each
question’s level of difficulty shall be as follows:

15. The goal of the game is to be the first player to reach the final turret on the map by moving the
contestant’s hero across the map. The final turret contains the Legendary Trophy.
16. The contestant’s hero can move across the game map by answering questions correctly to acquire
turret/s movement.
17. The game ends when a contestant’s hero reached the Legendary Trophy turret. The
contestants shall be ranked in accordance of their proximity of the contestant’s hero to the
Legendary Trophy. In case of a tie in turret placement, clincher questions shall be given until the
deadlock is broken. The 1st contestant who answered the question correctly shall win the ranking
in dispute.
18. Random skills shall be available throughout the competition. The contestant who correctly
answered the question with an attached skill, he/she has the option to immediately use the skill
the moment he/she has obtained the skill. However, if the contestant will opt not to use the skill
obtained, the skill will be forfeited. The following are the skills that will be randomly scattered in
the questions:

Skill Power
a. Super Skill (SS) Stuns an opponent’s hero.
b. Valor Skill (VS) Gives the contestant an additional two points if he/she
answered the next question correctly.

19. A special ability shall be given to the contestant who shall answer correctly three (3)
consecutive questions. The contestant shall be given the opportunity to choose one ability that
he/she may use in the competition. The special abilities are the following:

a. Maniac Ability Gives the contestant the power to select two (2) opponents’
heroes who shall move one turret backward and stunning the
two (2) opponents’ hero in answering the next question.
b. Savage Ability Gives the contestant’s hero to move one turret forward and shall
obtain a heal ability that he/she may use if his/her hero got
stunned.

20. The contestant who acquired the Savage Ability has the option to use it immediately or store it
for later use. The contestant may use the ability upon notifying the quizmaster (i.e., by raising
his/her hand). He/she can cast only one ability at a time. On the other hand, the Maniac Ability
should be used immediately once acquired. If the acquirer opted not to use it, the ability shall be
forfeited.
21. In case there are questions voided by the judge or board of judges, the Regional Vice President
for Academics shall replace the voided questions from the clincher questions.
22. The FINAL ROUND shall end once a hero reaches the Legendary Trophy or all the 30
questions have been exhausted (whichever comes first).

Determination of Winners

1. In the FINAL ROUND, contestants are highly encouraged to answer at least two questions
(i.e., whether the contestant’s answer is correct or incorrect). Failure to comply with this
provision shall result in the following:
a. The contestant shall NOT be a priority in final ranking in the tournament.
b. The Local Chapter shall only get participation point in the determination of the overall
ranking in Most Awarded Local Chapter in Academics regardless of the contestant’s
rank in the FINAL ROUND.

2. The first contestant who reaches the Legendary Trophy shall be enthroned as the
Accounting Legend and declared as the 1st place, while the second contestant in proximity
with the final location shall be declared as 2nd place, the third contestant in proximity with the
final location shall be declared as 3rd place, the fourth contestant in proximity with the final
location shall be declared as 4th place and the fifth contestant in proximity with the final location
shall be declared as 5th place. In case no contestant reached the Legendary Trophy, their
raking shall be based on their proximity with the Legendary Trophy.
3. In case of tie, clincher questions shall be given until the deadlock is broken. The first contestant
to correctly answer the question shall win the ranking in dispute. Unused abilities shall be
forfeited and shall not be allowed to be used in the clincher round.

TAX HACKS: THE TAX SURVIVAL TOURNAMENT

Specific Guidelines

1. In the Tax Hacks, each Local Chapter may send up to four (4) participants for the said
competition.
2. During the Elimination Round, the topics covered shall include theories and practical
applications of the Philippine Taxation including Income Taxation, Business and Transfer
Taxation, and Taxation Special Topics.

Elimination Round

1. The ELIMINATION ROUND shall be comprised of three survival rounds namely: a) Income
Tax Survival Round, b) Business and Transfer Tax Survival Round and the c) Special Topics in
Philippine Taxation Survival Round. Time allotment, number of items per survival round and

2. The Semi-Final Round shall cover all aspects in Philippine Taxation.
3. The top 12 qualifiers from the Elimination Round shall be randomly divided in to three (3)
groups with four (4) members each group.
4. Each group shall answer 10 “supply the answer” questions with the level of difficulty of
average and difficult only.

1. The FINAL ROUND shall be called the ULTIMATE SURVIVAL ROUND.

the questions using a buzzer.
3. All points of the contestants from the ELIMINATION ROUND shall revert to zero.
4. The FINAL ROUND shall be themed with the modified Rules of Survival (ROS)
environment.
5. Each contestant shall choose their ROS Screen Name as their character in the environment.
6. The questions are shuffled. The quizmaster shall read the chosen question only ONCE. The

During the Final Round, one chance of steal for each question shall be given to the other
contestants, otherwise, if still incorrectly answered, the quiz master shall move on to the next

9. For purposes of this round, computation of score in determining the results shall be on a right
minus wrong basis. Each question shall have corresponding points depending on the difficulty
of each question. If the contestant answered it correctly, points shall be awarded to him/her.
However, if the contestant incorrectly answered a question, points shall be deducted to his/her
total accumulated points. Time allotment, number of items, corresponding points and deduction
points are as follows:

Determination of Winners

1. In the FINAL ROUND, contestants are highly encouraged to answer at least two questions
(i.e., whether the contestant’s answer is correct or incorrect). Failure to comply with this
provision shall result in the following:
a. The contestant shall NOT be a priority in final ranking in the tournament.
b. The Local Chapter shall only get participation point in the determination of the overall
ranking in Most Awarded Local Chapter in Academics regardless of the contestant’s
rank in the FINAL ROUND.

2. The first contestant who reached a score of 100 (or more) shall be declared as the champion. The
2nd to 5th placers shall be determined based on the accumulated points. The contestant with the

next highest accumulated points shall be declared as the 2 nd place, the third highest as the 3rd

3. In case no contestant reached at least 100 points after the 30 questions have been exhausted, the
winners shall be determined based on the accumulated points. The contestant with the highest
accumulated points shall be declared as 1st place, the second highest as the 2nd place, the third
highest as the 3rd place, the fourth highest as the 4th place and the fifth highest as the 5th place
respectively.
4. In case there is a tie after exhausting all the previous provisions, clincher questions shall be given
until the deadlock is broken. The first contestant to correctly answer the question shall win the
ranking in dispute.
5. The following minor awards shall be vested for this competition:

Philippine Income Tax Shall be awarded to the contestant/s with the highest
Survivor/s score in the Philippine Income Tax Survival Round.
Philippine Business and Transfer Shall be awarded to the contestant/s with the highest
Tax Survivor/s score in the Philippine Business and Transfer Tax Round
Philippine Special Laws in Shall be awarded to the contestant/s with the highest
Taxation Survivor/s score in the Philippine Special Laws in Taxation Round
The 3rd Ultimate Surviving Tax Shall be awarded to the group with the 3rd highest score in
Survivors (Group) the Semi-Final Round.
The 2nd Ultimate Surviving Tax Shall be awarded to the group with the 2nd highest score in
Survivors (Group) the Semi-Final Round.
The Ultimate Philippine Shall be awarded to the group with the highest score in the
Taxation Survivors (Group) Semi-Final Round.

ACAD WAR: THE GRAND CLASH OF THE WITS

Specific Guidelines

1. In the ACAD WAR, each Local Chapter may send a maximum of 10 participants.
2. The competition shall cover all of the CPA board examination subjects.
3. ACAD WAR shall have a theme adopting “The Avengers”.

Elimination Round

1. All the contestants shall be grouped into five brackets namely:


a. Allies of Captain America
b. Allies of Iron Man
c. Allies of Thor
d. Allies of Hulk
e. Allies of Hawkeye

2. Allies of each hero shall form the Pyramid of Thanos which shall serve as the game play of each

4. Five (5) battle fields shall be created in the Heroes’ Arena for every Avenger’s allied group.
5. The allies of each hero shall pick their assigned number in the Heroes’ Arena.
6. In each battle field, two (2) ,or in cases three (3) contestants of each ally bracket shall be facing
each other for a head to head competition at the base of the Pyramid of Thanos.
12. One set of three questions with different levels of difficulty (i.e., Easy, Average and Difficult) shall
be asked to all the contestants sitting in the battle field. Time allotment, number of items and
corresponding points are as follows:

9. The series of the game shall continue until only one of the heroes shall be left on the top of their
respective “Pyramid of Thanos.”

Final Round

1. This shall be a buzzer-type round and shall test the speed and strategy of the contestant to answer
the questions using a buzzer.
2. The TOP ALLY of each hero bracket from the ELIMINATION ROUND shall advance to the
FINAL ROUND. All points of the contestants from the ELIMINATION ROUND shall revert
to zero.
3. The FINAL ROUND is like a board game patterned from Snake and Ladders but with different
features. The board shall consist of 200 squares (i.e., 100 negative squares and 100 positive
squares), the 100th positive square contains The Grand Victor Hero Trophy that the ally
should aim to reach.
4. The tournament shall begin by displaying the AVENGER BOARD with five (5) game pieces
located in the square labeled with “START”. The game pieces shall be their ally heroes:

shall be entitled with Thanos Steps. The contestant shall be given certain Thanos Steps
depending on the difficulty of question he/she answered.
9. Only one contestant has the chance to steal. The other contestant who shall steal can only start
pressing the buzzer after the quizmaster declared the answer of the first contestant as incorrect.
10. If the stealer got the correct answer, he/she shall acquire Avenger Steps. The stealer shall be
given certain Avenger Steps depending on the difficulty of question he/she answered. But if the
contestant who got a chance to steal still answered the question incorrectly, the stealer shall be
given certain Thanos Steps depending on the difficulty of question he/she answered. Then the
quizmaster shall proceed to the next question.
11. However, if no contestants pressed their buzzers within the time allotted after the quizmaster
has finished reading the question, the quizmaster shall proceed immediately to the next question.
12. The number of items, time allotment, corresponding Avenger Steps and corresponding Thanos
Steps for each question’s level of difficulty shall be as follows:

13. The goal of the game is to be the first contestant to reach the 100th positive square by moving
across the board game. The 100th positive square contains The Grand Victor Hero Trophy.
14. The contestants can move across the game board by answering questions correctly to acquire
Avenger Steps. Just follow the numbers on the board to see how the game pieces shall move

forward or backward. For example, if you answered an average question which entitled you to 6
Avenger Steps and you were on square number 11, then your game piece shall move to square
number 17. Furthermore, if for example, you answered an average question incorrectly which
entitled you to 3 Thanos Steps and you were on square number 11, then your game piece shall
move to square number 8.
15. In, the usual game of Snakes and Ladders where the player shall land exactly on the last square
to win the game shall not apply in this board game. Thus, contestants are not required to land
exactly on the last square The Grand Victor Hero Trophy to win. For example, if you are on
square 99 and got 4 Avenger Steps by answering an easy question correctly, your game piece
shall move to the 100th square and shall not “bounce” back to 99, 98, 97 (two, three, then four
moves) just like in the usual game of Snakes and Ladders.
16. The questions are not categorized by level of difficulty which means that the questions are

17. An item with super powers (i.e., Hammer of Valor or Slashing Sword) shall be given to the
contestant who shall answer correctly three (3) consecutive questions. The contestant shall
be given the opportunity to choose one item that he/she may use in the competition. The items
with super powers are as follows:

Hammer of Valor Good The most powerful item. This item shall give the
contestant an additional three (3) Avenger Steps.

Example: If you answered an average question correctly


and used the Hammer of Valor, a total of nine (9)
Avenger Steps shall be given to the contestants.
Slashing Sword Evil The most evil item. If this item shall be used to an
opponent, the opponent shall move three (3) Thanos
Steps.

Example: If your opponent is in square number 6, and


you cast a Slashing Sword item against an opponent,
the opponent she shall move to square number 3.

18. Each contestant can acquire the item which he/she deemed to be of help only when he/she
answered three consecutive questions correctly. The contestant may use the item upon notifying
the quizmaster (i.e., by raising his/her hand) that he/she shall use the item. He/she can use one
(1) good item and one (1) evil item at a time. Contestants shall not allowed to use an evil item
against contestants who are still in the square labeled with “START”.
19. Contestants shall to the quizmaster that he/she wants to use the item in order to take effect.
20. In case there are questions voided by the judge or board of judges, the Regional Vice President
for Academics shall replace the voided questions from the clincher questions.
21. A live tally showing the names of the contestants, the item/s that each contestant has/have,
together with an updated photo of the Avenger Board showing the latest place of the
contestant’s game piece shall be displayed before proceeding to the next question.

22. In case there are questions voided by the judge or board of judges, the Regional Vice President
for Academics shall replace the voided questions from the clincher questions.
23. The FINAL ROUND shall end once winners have been declared or all the 30 questions have
been exhausted (whichever comes first).

Determination of Winners

1. In the FINAL ROUND, contestants are highly encouraged to answer at least two questions
(i.e., whether the contestant’s answer is correct or incorrect). Failure to comply with this
provision shall result in the following:
a. The contestant shall NOT be a priority in final ranking in the tournament.
b. The Local Chapter shall only get participation point in the determination of the overall
ranking in Most Awarded Local Chapter in Academics regardless of the contestant’s
rank in the FINAL ROUND.
2. The first contestant who reaches the The Grand Victor Hero Trophy shall be enthroned as
THE ULTIMATE AVENGER (1st place), while the second contestant who reaches the final
location shall be declared as 2nd place, then the third contestant who reaches the final location
shall be the 3rd place, the 4th contestant who reaches the final location shall be the 4th place and
the fifth contestant who reaches the final location shall be the 5th place respectively. In case no
contestant reached the The Grand Victor Hero Trophy, their raking shall be based on the
distance of their game piece from The Grand Victor Hero Trophy, thus, the closer to The
Grand Victor Hero Trophy, the higher the rank would be.
3. In case of tie (i.e., the contestants are in the same square other than the 100th square), clincher
questions shall be given until the deadlock is broken. The first contestant to correctly answer the
question shall win the ranking in dispute. No spells shall be allowed to be used.
4. Contestants who were able to comply with the requirement to answer at least two questions shall
be a priority in the final ranking. It means that even if the game piece of the non-compliant
contestant is closer to The Grand Victor Hero Trophy as compared with the compliant
contestants, the non-compliant contestant shall not be a priority in the final ranking. The ranking
of non-compliant contestants shall be based on the distance of their game piece from The
Grand Victor Hero Trophy, thus, the closer to The Grand Victor Hero Trophy, the
higher the rank would be.

CERTIFIED ACCOUNTING TECHNICIAN (CAT) CHALLENGE

Specific Guidelines

1. The CAT CHALLENGE shall be consists of three levels: CB Level, RCA Level and CAT
Level. Each level shall focus on the following topics:

3. The guidelines for the Academic Quiz Bees are also applicable in the CAT Challenge.

General Guidelines

1. The quizmaster should read each question ONCE.


2. Each contestant shall be provided hard copies of all the questions. The contestants must not
flip the copy of the question until the quizmaster says “FLIP”. After the quizmaster announces
the question number, the contestants may start reading the question provided. Any contestant
who violates the said provision shall be given a warning for the 1st offense. On the 2nd offense,
the contestant shall be given sanction of accumulating only 50% of his/her total score garnered
in all rounds. Violation of this provision for the 3rd time shall mean disqualification of the
contestant from the competition.
3. The contestants should answer each question within the time allotted. When the bell rings
signaling the lapse of time allotted, all contestants should stop answering and must
immediately raise the board which corresponds to their answer. Contestants who violate this
provision shall not be given any point even if he/she got the correct answer.
4. The contestants who were able to get the correct answer must continue raising their boards up
until the quizmaster has called your board number, meaning, your corresponding point has
been recorded.
5. In case there are questions voided by the judge or board of judges, the Regional Vice President
for Academics shall replace the voided questions from the clincher questions.
6. In case there is a tie after exhausting all the previous provisions, clincher questions shall be
given until the deadlock is broken. The first contestant to correctly answer the question shall
win the ranking in dispute.

Determination of Winners

1. The contestant with the highest accumulated points shall be declared as 1 st place, the second
highest as the 2nd place, the third highest as the 3rd place, the fourth highest as the 4th place and
the fifth highest as the 5th place respectively.

2. The following minor awards shall be vested for this competition:

Future Certified Bookkeeper Shall be awarded to the contestant/s with the highest
Award score in the Certified Bookkeeper Level.
Future Registered Cost Shall be awarded to the contestant/s with the highest
Accountant Award score in the Registered Cost Accountant Level.
Future Certified Accounting Shall be awarded to the contestant/s with the highest
Technician Award score in the Certified Accounting Technician Level.

CASE STUDY COMPETITIONS

General Guidelines

1. Each Local Chapter may only send one (1) team composed of three (3) members.
2. Contestants must strictly wear corporate attire (no maong pants, no rubber shoes). Contestants
who do not comply with the prescribed attire shall NOT BE ALLOWED to join the competition.
3. Contestants are highly discouraged from wearing any clothing material, accessory or color coding
that would identify them as contestants from a particular Local Chapter.
4. Contestants are required to bring at least one laptop per team for the written report and
presentation. Other materials are not allowed to be used during the case study except for
calculators, dictionary and one reference material for each team.
5. Members of the team can come from any year level but it is preferable if the team members have
already taken Taxation and Management Advisory Services subjects.
6. Panel of Judges shall be comprised of three Certified Public Accountants who have at least three
meaningful years of experience in TAX ADVISORY AND MANAGEMENT ADVISORY for
the purpose of giving an intelligent and independent opinions and insights.
7. Contestants shall be prohibited to put any marks on their written reports that would indicate the
Institution in which they are affiliated (i.e., refrain from including any identifiable information
in headers and footers or in the PowerPoint presentation) and are highly discouraged from
placing any identifying marks of their Local Chapter in any part of the presentation.
8. During the conduct of the event, spectators must refrain from clapping or making unnecessary
noises so as not to disrupt the contestants.
9. The competition shall be divided into two rounds, namely the Preliminary Round or the Written
Report Round and the Final Round or the Oral Defense Round.

Preliminary Round (Written Report)

1. During this round, the contestants shall submit their written reports regarding the case (Tax Case
or Advisory Case).
2. The Written Report shall contain the following major sections:
 Title Page
 Background of the Case (Abstract)

Note: Contestants may include additional parts to the written report in order to add
substance to the case study, provided that the major parts are present.

3. The format of the Written Report is as follows:


 All reports must be written in Georgia font, use 12 font size and with 1.5 spacing.
 Margins must be 1-inch in all sides of the document.
 The report shall not be longer than 10 pages and must not have an appendix. All supporting
computations must be part of the written report.

4. The following criteria shall be used in evaluating each Written Report:

Proper identification of the entity’s main problems or sub problems is the extent in
which the team:
 Effectively uses all available information to come up with the entity’s problems against
identified criteria
 Successfully classified the problems if it is a main problem or sub problem and prioritizing
the problems based on its criticality
 Provides clear identification of root causes of the problems that the entity is encountering

Adequacy and appropriateness of assumptions and analysis is the extent in which


the team:
 Successfully identified adequate and appropriate assumptions that would eventually be the
basis in forming analysis and recommendations
 Effectively identifying the impact of the problems to the entity
 Logical presentation of supporting computations

Reasonableness, relevance and feasibility of the recommendations are the extent


to which the team:
 Effectively corresponds and addresses the root cause of the problems identified

 Considers the cost, benefit and feasibility of the recommendations when taken separately

 Follows the recommended guidelines for written reports
 Effectively writes an easily comprehensible report (including abstract)
 Has no or very few grammatical errors

5. The Written Report should be put in a flash drive and shall be submitted to the Officer-In-
Charge.
6. The Written Reports shall be given to the Panel of Judges. The Panel of Judges shall evaluate the
Written Reports and should select the TOP FIVE teams on the same day.
7. The TOP FIVE teams with the highest points shall advance to the FINAL ROUND.

Final Round (Oral Defense)

1. Only the TOP FIVE teams during the Preliminary Round shall advance to the Oral Defense
Round. If the competition is a one-day event, each team shall be given TWO hours to prepare a
PowerPoint presentation and rehearse their oral presentation. If the competition is a two-day
event, each team shall be given the whole night to prepare for their presentation.
2. Each team shall be given 15 minutes for the presentation and another 15 minutes shall be allotted
for the question and answer portion.
3. English shall be the medium of presentation.
4. The following criteria shall be used to evaluate the oral presentation:

 Clearly and concisely answers the questions being asked
 Effectively speaks as one team (Coherent ideas)

POINTING SYSTEM TO DETERMINE THE OVERALL CHAMPION IN THE 22 ND RMYC

1. The Academic Events shall be 50% of the total score while Non Academic Events shall be 50% of
the total score to determine the overall champion in the 22nd RMYC.
2. The maximum score that a Local Chapter could obtain in Academic and Non Academic events
shall be the basis of Local Chapter scores.
3. The top three highest total score on both Academics and Non Academic events shall be declared
as the Overall Champion in the 22nd RMYC, 2nd Overall Champion in the 22nd RMYC and 3rd
Overall Champion in the 22nd RMYC respectively.

ENFORCEMENT OF THE IMPLEMENTING RULES AND REGULATIONS

1. It shall be the primary duty of the Regional Vice President for Academics to effectively enforce
the provisions of this Implementing Rules and Regulations. The Council also has the sole right
to interpret the contents of this Implementing Rules and Regulations and their decision shall be
binding and irrevocable.
2. The Regional Adviser or his duly designated representative shall act as legal adviser to the
Regional Vice President for Academics and the Council and shall render legal assistance as may
be necessary in carrying out the provisions of this Implementing Rules and Regulations.

AMENDMENTS OR REVISIONS

1. The Council shall be vested with the exclusive power to revise and amend the Implementing
Rules and Regulations.
2. Any amendments to or revisions to this Implementing Rules and Regulations may be proposed
by any member of any local chapter upon a written request of such member, stating the reasons
thereto.
3. Any request for amendments and revisions as well as proposed amendments must initially be
reviewed by the Regional Vice President for Academics then to be forwarded to the Regional

Executive Officers for discussion, editing and final approval and to be noted by the Regional
Adviser.
4. The Regional Executive Officers shall have the right to debunk any proposed revisions and
amendments, submitted to them by the Regional Vice President for Academics, which are
deemed unnecessary. The final decision on any inclusions and exclusions to this Implementing
Rules and Regulations must be determined by a majority vote of all Regional Executive Officers
in which the Regional Vice President for Academics is included.
5. Amendments to particular provisions in this Implementing Rules and Regulations shall be
allowed provided that such amendments will be communicated to stakeholders at least two
weeks before it could take effect.

SEPARABILITY CLAUSE

If any clause, provision, paragraph or part of this Implementing Rules and Regulations shall be
declared unconstitutional or invalid, such judgment shall not affect, invalidate, or impair any other
part hereof, but shall be merely confined to the clause, provision, paragraph or part directly involved
in the controversy in which such judgment has been rendered.

REPEALING CLAUSE

Any rule and regulation or resolution or part/s thereof inconsistent with the provisions of this
Implementing Rules and Regulations are hereby repealed or modified accordingly.

EFFECTIVITY

This Implementing Rules and Regulations shall take effect immediately after its presentation and
approval from the Assembly. Promulgated in Angeles City, Pampanga this 30th day of June, 2018.
