I. GENERAL GUIDELINES FOR ALL CONTESTED EVENTS

1. All participants must be bona fide undergraduate students of the


University.
2. In case a contestant is enrolled in more than one Department, he/she
must represent only the Department where his/her course belongs.
3. All Supreme Student Council (SSC) Officers and Appointees, SSC
Advisers, and SSC Volunteers members shall be ineligible to play or
participate in all contested events.
4. Other officers/students not mentioned in the preceding guideline are
deemed allowed to participate with the exception that Governors and
the Supreme Student Government (SSG) President can participate in
TEAM EVENTS ONLY.
5. In case of conflict between the General Guidelines and that of the
Specific Guidelines, the Specific Guidelines shall always prevail except on
the participation of officers in the immediate preceding guideline where
the general rule shall prevail.
6. In case of any untoward incident, instigated, committed directly and
indirectly by any participant/contestant/player in their event/s, the
participant/contestant/player involved shall be subjected to disciplinary
actions by the University.
7. Off-campus practices on socio-cultural events (GROUP EVENTS) are not
allowed. Practice areas shall be provided and shall be supervised by the
organizing committee.
8. Indecent performances, practicing outside school premises (sited events)
and dressing in form that violates the University’s dress code in all events
are subject to DISQUALIFICATION.
9. Hiring of Trainers/Instructors is allowed provided that their profile should
be submitted to the Dean of Student Affairs for assessment (includes the
events that will need a trainer and shall limit the honorarium paid) and
approval. A form shall be provided by the organizing committee.

10. A committee shall be created for the sole purpose of deliberating


protests and checking of compliance to the rules and guidelines set forth
by the SSC and therefore shall be called as the GUIDELINES
MONITORING TEAM. All protests shall follow the proper steps and
procedures provided by the GMT. The nature of the GMT details from
that of the Student Disciplinary Committee.
11. Any violation/s of the Competition Guidelines shall be subjected to
relegation to the last place.
12. Announcement of winners for Literary and Socio-Cultural events will be
done right after the competition.
13. A document shall be provided by the organizing committee elaborating
the processes of protesting and resolving conflicts.

II. SCORING SYSTEM

Note: All contested events shall be given EQUAL WEIGHT. In case of a tie,
both shall be given the same number of POINTS.

III. GENERAL GUIDELINES FOR THE SOCIO-CULTURAL EVENTS

1. All performances must be live.


2. All music pieces should be in electronic copy and should be in MP3
format. The music pieces should be minus-one only for Singing Events.
The music file should be properly stored in one (1) flash drive only. Label
of the events is as follows: Team– Event (e.g. Junior High School –
Folkdance)
3. Music pieces should be submitted to the SSC Socio-Cultural Committee
Head on or before February 09, 2019. List of participants in all events
shall also be submitted to the Head on the same deadline. For ease and
uniformity purposes, the SSC shall provide a format.
4. Zero shall be given in a team in case of default. DEFAULT arises when
the participant/s do not appear once called to perform.
5. Movements with dangerous maneuver/stunts in the Socio-Cultural
events are NOT ALLOWED.
6. Every team will be given respective practice areas inside the University,
which will be done via drawing of lots.
7. The decision of the Board of Judges shall be final, irrevocable and
executory.
8. The use of pyrotechnics, water, vehicles, machineries and animals as
props is NOT ALLOWED.
9. Any violation of the Competition Guidelines shall be subjected to
relegation to the last place.

NOTE: All participants should be in the performance site one (1) hour before
the competition. All music pieces passed shall be considered as final entries.

V. SOCIO-CULTURAL EVENTS

A. SINGING EVENTS

LOUISIAN CHORALE
MECHANICS:
1. The group should be composed of fifteen (15) to twenty (20) singers, and
one (1) conductor.
2. The choral shall follow the SATB (Soprano, Alto, Tenor and Base)
format.
3. Each group shall be given 6- 8 minutes to assemble, perform and exit.
4. Each Group is required to perform two (2) choral pieces. A warm-up song
and a contest piece(The contest piece will be the one that will be judged)
 Warm- Up Song
5. The song chosen by the group should be a TRIBAL/ETHNIC song of any
tribe or indigenous group in the Philippines.
6. Can either be in its original form, revival, remix and mash-up.
7. Choreography is required as part of the total impact of the performance.
 CONTEST PIECE
8. The piece which will be sung in a cappella is an OPM song.
9. All songs must be sung from memory throughout the delivery. Only the
conductor can use Music Sheets.
10. Conductors/conductress shall be required to wear formal attire.
Members of the Chorale Group should wear decent attire appropriate for
the performance and chosen theme.
11. Can either be in its original form, revival, remix.

TOTAL PERFORMER
MECHANICS:
1. There must be 5 representatives per team: a solo performer which is
called as the total performer open to both male and female and 4 back-
up dancers.
2. The performers must showcase prowess in singing and dancing.
3. The choice of song and music is upon the performer’s discretion for as
long as it is not explicit/ vulgar.
4. Costumes must not be revealing and must observe proper dress code of
the university.
5. The performance should be upbeat and lively to set an enthusiastic
mood for the audience.
6. Overall performance should be 5-7 minutes inclusive of preparations,
entrances, and exits.

ACOUSTIC PLAYOFFS
MECHANICS:
1. The team should be composed of five (5-7) participants.
2. The team shall cover a song of their choice in acoustic genre.
3. ONLY acoustic instruments are ALLOWED to be used in this event.
4. Mashing-up of songs is ALLOWED.
5. Participants shall provide their own acoustic instruments.
6. Overall performance should not exceed to seven (7) minutes.
7. Departmental shirt will be the basic attire of the participants. They may
add a little bit of aesthetics to their costumes.

USL GIRL/BOYBAND GROUP


MECHANICS:
1. The team has the discretion to form a girlband or a boyband, BUT
CANNOT BE MIXED.
2. Each team shall have three (3) - five (5) members as performers.

3. Each team will choose one group locally or internationally that they want
to imitate.
4. Music in minus one format must be submitted to the SSC Socio-cultural
Coordinators.
5. Remixing is allowed and the performance shall be 6 minutes at most
including the entrance and exit.

1. There should be one singer per team open to both male and female.

songs is NOT ALLOWED.

define both male and female.
2. The singers may re-arrange the song and make their own rendition
of the piece but mashing-up of two or more songs is NOT
ALLOWED.
3. The song has to be OPM.

HIP-HOP
MECHANICS:

1. This is a dance competition.


2. Any kind of Hip Hop dance is allowed (crumping, break dance, locking,
pumping, c-walk, etc.) to be part of choreography.
3. Every team should have not less than 10 and not more than 15
participants open to both male and female.
4. Dangerous maneuvers (e.g. Tumbling, backflip, aerials, etc.) are strictly
NOT ALLOWED to be incorporated in the routine.
5. Each group will be given a maximum of seven (7) minutes to perform
including entrance and exit.
6. Mixing of music is allowed; hence, adding of effects is acceptable.
7. Props are limited only to hand props.

FOLKDANCE
MECHANICS:
1. Each team must have 10-12 participants.
2. A Maria Clara-folk dance should be performed

4. Mashing up of songs is NOT ALLOWED.
5. Teams are given a maximum of six (7) minutes to perform including
entrance and exit.
6. Backdrops are NOT ALLOWED.

DANCE SPORTS

LATIN AND STANDARD CATEGORY

MECHANICS:
1. There shall be TWO (2) female and TWO (2) male per contingent
(College/School/Department/Team) per category (Latin and Standard).
There shall be separate performers for the Latin and Standard.
2. The pair should register as one team.
3. The routine of the couples shall be open to any of the categories to be
performed. The couple may use step(s) with lifting or exhibition mood
as long as the safety of both performers shall be taken into
consideration. The international rule is suspended except for ranking.
4. The couples should perform the following for LATIN CATEGORY:
a. Jive - 60 bars
b. Rumba - 90 bars
c. Cha-cha-cha - 90 bars
d. Samba - 90 bars
e. Paso Doble -60 bars
5. The couple should perform the following for STANDARD CATEGORY:
a. Viennese Waltz - 60 bars
b. Tango - 90 bars
c. Foxtrot - 90 bars
d. Quick Step - 60 bars
e. Slow Waltz -90 bars

6. Music will be provided by the organizers and SHALL be played only


during the competition.
7. Rating of the performance per group shall be based on a ranking system.
8. Attire should fall under Juvenile Category (Juvenile means decent in
Dance sports parlance). Cycling short SHALL be worn by the Ladies for
Latin.
9. Attire should conform to the Dance sports rule for Standard.
10. Using of any adhesive materials (masking/scotch tape and the like) to
secure the shoes of the dancer is strictly NOT allowed.
11. Any violation of the Competition Guidelines shall be subjected to
relegation to the last place.

NOTE:
1. All participants shall be in the venue 1 (one) hour before the competition for
registration and the giving of number(s) to be pinned at the back of the
male performer.
2. The assigning of hits shall be the discretion of the organizer.

JUMPSTREET SHOWDOWN
MECHANICS:
1. Each contingent shall compose of 35- 40 students open for both male
and female.
2. Steps and dance patterns shall be the discretion of the contingent and
should be executed in place/stationary in the provided area for their
performance. The performance will be limited to line dancing formation
but shall be open to variation of movement.
3. The teams will perform an opening intro dance as a warm up dance
before the main showdown.
4. The basic attire for the participants shall be their DEPARTMENTAL
SHIRTS. Adorning accessories is allowed but the shirt should not be
covered and the use of lights as costume is not allowed.

5. Only hand held props with lights are allowed and are limited to only one
pair.
6. The Organizing Committee will provide the music for this event.
7. KKP must be observed during and after the event.

DANCE DUO
MECHANICS:
1. There will be one (1) pair for each team open to both male and
female.
2. The total time to be consumed by the performance should not
exceed three (3) minutes and thirty seconds, entrance and exit
should be included in the time limit.
3. Dangerous stunts are not allowed. Stunts that includes fire, sharp
objects, and others that may lead to minor or serious injuries of the
performers.
4. Remixed or mashed-up music is ALLOWED and all music must be
submitted to the Socio cultural coordinators.

MECHANICS:
1. Each team shall have one entry that is represented by 8-10
participants.
2. The team shall be required to dance a song that speaks the theme of
the foundation anniversary which must include a story-line
3. Remixing and mashing-up of music is ALLOWED.
4. The team shall be given 4-7 minutes for their performance including
their entrance and exit.
5. Props shall be allowed.

C. VISUAL EVENTS

THE COUTURE
MECHANICS:
1. This event showcases the ability of the department in creating costumes
out of indigenous materials.

2. The teams shall be given a pool of endemic/endangered birds where


they can choose one as their main inspiration in creating the costume.
3. Each department should have 1 female model as their representative.
4. The appearance of the costume shall be left on the decision of the teams
but is limited only to a CREATIVE MARIA CLARA gown that the model
can carry by herself and the head dress should not exceed a 1-foot radius
in size.
5. Hand props shall be allowed but is only limited to an abaniko.
6. Due to the limited space and KKP concerns in the University, the
costume is ALLOWED to be created outside the campus.
7. A video documenting the creation of the costume has to be submitted to
the SSC on or before February 13, 2019 and shall not exceed 2 minutes.
8. Each team should provide a background on how the costume was made
and what were the materials used. This would also include a background
of the bird used as inspiration of the costume. This is to be read during
the entourage.

D. SPECIAL CULTURAL EVENT

COOK-OFF SHOWDOWN
MECHANICS:
1. There must be three (3) participants in each department.

2. Complete cooking attire or Personal Protective Equipment should be


worn by the participants including apron and hair net.
3. Each team should come up with a native Filipino cuisine.
4. All of the ingredients are provided by the SSC in-charge which will serve
as a challenge for the said cook-off.
5. The participants will be provided a place where they can create their
masterpiece.
6. Participants must provide four (4) servings to be served to three (3)
judges and one (1) for the visual presentation.
7. Time allotment is fifteen (15) minutes for the preparation of ingredients
and one (1) hour and thirty (30) minutes for the cooking including the
plating of the dish.
8. The three participants shall plan/prepare together in the first 15 minutes.
One participant shall only cook for 20 minutes and tag the other
teammate to take over for the next 20 minutes and so on and so forth.
All of the three participants are to work together as one in the last thirty
(30) minutes.

FESTIVAL OF LIGHTS: Parade of Love


MECHANICS:
1. A range of ninety (90) to one hundred (100) students per
team/department are required to attend the parade.
2. Only 40 students who will serve as the front-liners of the parade are
required to have lighted hand-held heart props and they are to be

judged by a board of juries during the parade. The other remaining


students are still be holding a lighted hand-held props following the
stipulations agreed upon by the governors and presidents.
3. The use of speakers shall be allowed provided that it will be
coordinated with the SAO. The set of songs that will be played using
the speakers shall not in any way defame or harm the name of USL
and shall not include words that are vulgar and immoral in nature. If
ever violated, the officers shall be held liable.
4. The students are required to wear their team t-shirt/departmental
shirt.

II. GENERAL GUIDELINES FOR SPORTS EVENTS

1. Final list of all athletes and coaches, including the reserved and/or buffer
players for events and assistant coaches, shall be submitted to the SSC-
Sports Coordinator.
2. Buffer players for the events (Chess, Badminton & table Tennis) shall NOT
be allowed to play in a rotational method. Reserved players shall ONLY be
allowed to play whenever the actual players are injured before his game
starts.
3. Rules on Uniform: Every department is not mandated to use complete
uniform (upper & lower). Wearing of upper Uniform/ Jersey is required for
Basketball and Volleyball event only. Other Sport events are not
necessarily required to have an official uniform but must wear shirts

determining their Department. All Department/ School must follow their


Department/ School Color.
4. Players SHALL present their Identification cards to the Chief Umpire for
the major events and game-in-charge for minor events before the start of
their respective games.
5. Players must observe Courtesy, Discipline, and the Conduct of
Sportsmanship always toward their opponents, game officials and
organizers of the activity.
6. First, second and last call shall be announced 15, 10, 5 minutes respectively
before the game proper. Failure of the team to appear within the set time
shall mean declaration of Winner by default for the present team. In case
both teams failed to appear, the game shall be nullified. Zero point shall
be given for both teams. The SSC will take full responsibility for the
declaration of winner by default. The clock posted by the SSC (located at
the outdoor stage) shall be the basis for the official time.
7. The generally accepted rules of the games shall be applied as determined
by the respective umpire/s or game official/s in charge.
8. Any technical matter not mentioned in the Guidelines shall be decided by
the SSC Sports Committee and the overall chairman of the Umpires.
9. All players are required to take the Oath of Amateurism with integrity,
respect, and sincerity.
10. Umpires’ decisions are final and irrevocable.

A. GENERAL GROUND RULES

RULE 1. ELIGIBILITY OF ATHLETES


1. Any athlete representing his Department/ School in any event must be
officially enrolled in any undergraduate program.
2. List of athletes per sports discipline and division shall be submitted to
the SSC Sports Coordinator on or before January 26, 2018.

RULE 3. TOURNAMENT FORMAT


1. Teams will play Round Robin tournament.
2. Chess shall be decided by total team points after the round robin and the
Athletic events (Track and Field) shall composed one (1) round; Finals

a. The FIBA rules and regulations shall be applied. However, if there
are matters arising from the game not within the rules provided,
decision shall rest with the technical committee.
b. Only one (1) official coach and an assistant coach are allowed.
c. The coach must be an instructor of his/her represented
Department/ School.
d. There shall only be a maximum of 12 players to play in a certain
game

VOLLEYBALL
a. The FIBV rules and regulations shall be applied. However, if there
are matters arising from the game not within the rules provided,
decision shall rest with the technical committee.
b. Only one (1) official coach and an assistant coach are allowed.
c. The coach must be an instructor of his/her represented
Department/ School.

SP3
SEPAK TAKRAW
a. The ISTAF rules and regulations shall be applied. . However, if
there are matters arising from the game not within the rules
provided, decision shall rest with the technical committee.
b. Only one (1) official coach and an assistant coach are allowed.
c. The coach must be an instructor of his represented Department.
d. Each team shall be composed of two or three Regus.
e. In case of decision match, the best regu will play.

SP 4
BADMINTON
a. Rules of the games of the Badminton World Federation (BWF)
shall be applied in the tournament. However, if there are matters
arising from the game not within the rules provided, decision
shall rest with the technical committee.
b. All matches in the tournament shall use Corbillon cup system
with two-of-three basis as follows:
i. Two players to play two singles;
ii. Two players to play doubles;
iii. Players of the singles shall not be allowed to play in the

TABLE TENNIS
a. Rules of the games shall be applied in the tournament. However,
if there are matters arising from the game not within the rules
provided, decision shall rest with the technical committee.
b. An athlete must use a table tennis racket with a red face on one
side and a black/green face on the other side.
c. All matches in the tournament shall use Corbillon cup system
with two-of-three basis as follows:
i. Two players to play two singles;
ii. Two players to play doubles;
iii. Players of the singles shall not be allowed to play in
the doubles game, likewise, the players of the
doubles shall not be allowed to play in the singles
games.

SP 6
CHESS
a. FIDE rules shall be applied in the tournament. However, if there
are matters arising from the game not within the rules provided,
decision shall rest with the technical committee.
b. There shall be four (4) players in every match.
c. Single round robin tournament shall be followed:
d. Scoring shall be based on the scoring system in the Chess
Olympiad whereas: a winning team will be awarded 2 points, 1
point for draw and 0 point for a lost.
e. The team with the highest accumulated points after the round
robin tournament shall declared as a champion.
f. Should a tie occur, the FIDE prescriptions of breaking ties shall
apply.

DARTS COMPETITION
a. Each side starts with 301 points for women division and 501 for
the men.The method of scoring to subtract each score from the
remaining total.
b. Tournament games are usually started straight, but as an
alternative, can be played by starting with any double.
c. The first to reduce his score exactly to zero is the winner.
d. To finish, a double (or bullseye) which exactly reduces the zero
bust be thrown.
e. For the purposes of Rules C and D, ‘Bullseye’ counts as double 25.
f. If a greater score is thrown that is required to reduce the
remaining score exactly to zero, then none of the three darts
count for that throw and the score remains as it was before the
throw was taken.
g. Each game is called a ‘leg’. 3 legs make a match and the ultimate
player is the player who first wins 2 legs. This can be varied.

SP 8
GAMES OF THE GENERALS, WORD FACTORY, SCRABBLE

a. The GGF rules shall be adopted. However, if there are matters


arising from the game not within the rules provided, decision
shall rest with the technical committee.
b. Each player shall be given a five minutes to arrange his pieces
commencing from the time when both players are present.
c. A player is deemed to have a complete move upon his/her release
of his/her playing piece on an adjoining square on the board.
d. A player is required to move apiece he/she has touched. In cases
where the player touches several pieces, he must move the first
piece that he/she has touched provided it shall not constitute an
illegal move.
e. Exposure of one’s own piece/s either intentionally or
unintentionally causes the player to lose his next move.

f. Exposure of piece/s caused by nature (e.g. wind, falling objects,


etc.) shall mean automatic replay of a game.
g. As a general rule, the arbiter’s decision is final and carries a
heavier weight. Protests regarding an arbiter’s mistake must be
brought immediately to the attention of the tournament director
(SSC SPORTS COORDINATOR). Confirmations of the arbiter’s
mistake shall mean automatically replay of the game.

IRR 1.0 GENERAL GUIDELINE, COVERAGE & ELIGIBILITY

IRR 1.1. The 53rd Founding Anniversary Debate Cup 2018 is open to
all bona fide high school, senior high school, and college
students currently enrolled in University of Saint Louis.
IRR 1.2. The 53rd Founding Anniversary Debate Cup 2018 shall use the
Asian Parliamentary Format. For the rules and regulation of
this format, refer to the Asian Parliamentary Debate Format
manual provided.
IRR 1.3. It aims to enhance the public speaking, confidence,
camaraderie and critical thinking among participants and
broaden the minds of speakers and the audience.
IRR 1.4. All debaters must be in their complete school uniform during
the preliminaries. During the semi-final round and the
championship, debaters must be in their formal attire. Formal
attire shall be understood as no using of maong pants, rubber
shoes, slippers or casual wear. Failure to comply with the
prescribed dress code shall mean disqualification for the
supposed match.
IRR 1.5. English language shall be used as medium of the debate.
However, to make room for humor or for quoting familiar
terms not ideally sound expressing in English, Filipino or local
dialects may be used, but this should be kept at a minimum.
Likewise, use of vulgar words is strictly prohibited.
IRR 1.6. In case of any concern, clarification, or protest which is not
governed by this IRR, the Tournament Director has the
absolute power to decide on matters which deemed
necessary to preserve and protect the integrity of the event.
The tournament Director’s decision is final and non-
appealable.

IRR 2.0 QUALIFICATIONS

IRR 2.1. All debaters must be bona fide Louisian students currently
enrolled in the university as certified by the governors, and
must be duly registered in the Official List of Participants.
Changing of contestants and walk-in debaters are strictly
prohibited.
IRR 2.2. Each competing department is allowed to send only one (1)
debating team composed of six (6) speakers each team. Each
team shall have one (1) official coach.

IRR 3.0 REQUIREMENTS

IRR 3.1. Fill-up official list of participants and the same shall be
submitted to the Tournament Director by the Governors on
or before January 19, 2018. No extensions shall be allowed.

IRR 3.2. Each debater shall also submit a photocopy of their current
Identification Cards.

IRR 4.0. GENERAL RULES AND MECHANICS

IRR 4.1. SECTION 1- Tournament Management

I. GENERAL RULES
A. Debaters are not allowed to use props. Props shall be
understood to include visual aids.
B. During the debate proper, debaters are only allowed to bring
with them hardcopies (maximum of 10 pages, letter size) of their
research paper and cue cards. The use of electronic gadgets is
prohibited.
C. The debate team not showing at the venue until after the
preparation time (30 minutes) shall have an automatic
disqualification.

II. ORGANIZATION
A. The Tournament Director shall not be a debater, adjudicator,
coach, etc.(stand-alone)
III. ADJUDICATION
IV. Each round must be adjudicated by five adjudicators in all manners
and he/she must not be related or affiliated in any manner to the
team/s that will be judged.
V. ADJUDICATORS
A. Each adjudicator shall be given an adjudication packet which
includes:
1. Critique/Score sheet
2. Ballot sheet
3. Copy of the Implementing Rules and Regulations for 53rd
Founding Anniversary Debate Cup 2018

Critique/score and ballot sheets will be filled in by the


Tournament director before delivery to the adjudicators,
noting Round and Team Numbers including the names of
speakers for both sides.

B. Adjudication packets shall only be delivered by the


Tournament Director.
C. Official coaches shall not, in any circumstance, be one of the
adjudicators.

V. DEBATE TIMERS
A. Each debater shall have seven (7) minutes to make his/her
substantive speech. The timekeeper for the debate shall give
an audible signal (a ring of bell) at end of the first minute and
at the beginning of the sixth minute. During the time in

between these two signals, points of information (POI) may


be offered by the debaters of the other team. A double ring at
the end of the seventh minute shall be given, after which the
speaker should conclude his/her speech after 15 seconds. A
continuous ring shall be signaled after seven minutes and
fifteen seconds. Reply speeches are four (4) minutes long. No
points of information are allowed during reply speeches. At
the end of the third minute, the timekeeper shall ring the bell
once to let the reply speaker know he/she has only a minute
left for the reply speech. The timekeeper shall ring the bell
twice after the fourth minute. For every speaker, every 15-
second extension shall have a corresponding deduction on
their total score for the particular round.
B. At all times, the clock shall be available for viewing for the
debaters and the audience.
C. The clock shall be started when the speaker starts his/her
speech.
D. The clock should not, under any circumstances, be stopped
until the debater has finished, even if it exceeded the
allowable speech time.
E. Official coaches and adjudicators cannot be timekeepers of
the debate round.

VI. COACHING RESPONSIBILITIES : It is the responsibility of every


coach to:
A. Exercise mature judgment for guiding students in
preparation.
B. Teach by good example, good sportsmanship in both winning
and losing situations.
C. Refrain from any harassment of adjudicators.
D. Register legitimate complaints to the Tournament Director.

VII. PROTEST – Protests must be filed in writing, dated, signed, by


the participants and the official coach, and given to the
Tournament Director not later than the next debate round.

IRR 4.2. SECTION 2- Tournament Procedures

I. DEBATE RULES
A. The announcement of the match ups will be done at the
beginning of the 53rd Founding Anniversary Debate Cup
2018.
B. The 53rd Founding Anniversary Debate Cup 2018 adopts a
round robin until all teams are done with the matches and the
two team that garnered the highest scores shall be qualified
for the finals.
THE VETO
i. The teams would then rank the motions with 1 (favourite),
2, and 3(least favourite)
ii. The rankings of the opposing teams will be added, and the
motion that gets the lowest aggregate score will be debated.
In case of any other circumstance, refer to the Asian
Parliamentary Debate Format manual provided for the
applicable rules on the veto.
C. Preparation Time : Immediately after the announcement of
the motion to be debated, the timekeeper shall set the
clock for 30 minutes. Debaters are given 30 minutes to
prepare with their coaches only in the designated room for
preparation. Officers-in-charge shall facilitate the
preparation time
D. Debate Flow : The three speakers are allocated seven (7)
minutes to deliver their speeches in the following order:
1. Prime Minister
2. Leader of the opposition

The reply speeches are four-minute summary speeches,
which can be made by either the first or second speaker
of the house, except the third (Whip).
E. Point of Information : During the constructive speeches, Points of
Information (POI) may be raised by the opposing side after the
first minute up to the sixth minute. During reply speeches, no POI
may be raised. POIs may be refused or accepted by the speaker.
If accepted, the POI should be made clearly and succinctly, taking
a maximum of fifteen seconds.

IRR 4.3 SECTION 3- Criteria for Judging


The 54th Founding Anniversary Debate Cup 2018 is
assessed by an Adjudicator Panel composed of an odd
number according to the following criteria:

difficult round is raised.
3. Slate boards shall be provided.
4. The questions will be divided into three rounds, the easy, average, and
difficult round.
5. Each round is composed of 15 questions.

6. Questions from the easy round shall weigh one (1) point each while three
(3) points each for the average round and five (5) points each for the

the host/audience. Failure to do so will mean the answer is not
recognized, therefore will gain no point.
9. Questions will be based from the title of the quiz bee itself.
10. Only the team captain has the right to raise queries or protest but should
be done before the next question will be read. After the next question
was read, no protest will be entertained.
11. The scores from the easy, average, and difficult round will be added to
get the total score as the basis for the proclamation of the winning team.

b. Bible Trivia and Facts
c. CICM History and Trivia

QUIZBEE VARIETY
MECHANICS:
1. This event is set to be like a Filipino variety show.
2. On the day of the competition, 20 members from each team shall be
solicited in the audience.
3. There shall be a pre-registration prior the event which will get the
names of those willing to participate.
4. There shall be 3 segments to the show which will be revealed at the
day of the competition.
5. Each team shall start with a base point of 10 and 2 points are added
for each member of the team that will proceed in the next round.
6. The team with the highest garnered point shall be hailed as the
winner.
