PRELIMINARY ESTIMATE

INTRODUCTION
• The Preliminary Cost Estimate is developed
based on the best available information –
LAr can get a preliminary estimate at the
concept stage of your construction project,
during the initial design phase. The purpose
is to provide you with an introductory cost
of your project.

• Preliminary estimate also will give you


insight into the cost of your project before
detailed plans are drawn up – discussion
between client and consultant
DEFINITION AND IMPORTANCE OF PRELIMINARY ESTIMATES

• Define as an activity in particular landscape


work to make possible offer to execute task
based on stipulated sum – how much figure
of ‘Number’ that we can offer based on the
total sum given by the client, let say 500k of
sum, how much figure that we can estimate

• Technique to forecast the possible cost


incurred for a landscape project, prepared
at the early stage of the project – it like a
prediction/assumption
DEFINITION AND IMPORTANCE OF PRELIMINARY ESTIMATES

• Is a part of the cost planning process that is


controlling of the project cost at the design
stage before any drawings are embark upon
– usually client and all consultant were sit
together and discuss the allocation for each
party
USE OF THE PRELIMINARY ESTIMATE METHOD

• To ascertain the actual cost forecaster of a


landscape project – the estimate cost need
to accurate enough or to get closed with the
allocation
• Assist the client in knowing to what extent
he need to be financially committed to a
particular project – LAr need to assist client
what is actually the real landscape situation
based on his assumption/experience form
his previous project
USE OF THE PRELIMINARY ESTIMATE METHOD

• Estimated is also function as a design guide


whether the project is appropriate from the
allocation made earlier – based on the
preliminary landscape plan an experienced
LAr can predict either the project is suite
within the budget or otherwise

• If the estimate is higher that the client


budget for that particular project, the
following could be carried out:-

sum, the following could be done:-

Accept the estimate – LAr and client agreed


with the estimate and design proposed

To modify the design or the specification to


increase the estimate appropriate to the
provision set aside – LAr need to revise the
landscape drawings according to achieved
the budget as maximum as he can**total cost of
project will affect the professional fees for LAr

PROPOSAL THROUGH THE

O S C
ONE STOP CENTRE
WHAT IS ONE STOP ENTRE - OCS

 The OSC is the centre where all the drawings prepared by


the consultant i.e. Architect, Land. Architect, Engineer etc.
that fulfil the requirements, need to submit concurrently

 The main goal and objective was to improve on the


process and procedure in considering development
applications, a vital aspect in the government’s efforts to
improve the public delivery system – LAr need to submit all landscape drawing
as to get approval from the local authority
THE FUNCTIONS
i. To receive development proposals (32 types of applications)

ii. Distribute complete development proposals to the


departments for processing and to technical
departments/agencies for comments;

iii. Monitor copies of the feedback from technical departments/


agencies;

iv. Monitor the submission of endorsement papers from


processing departments within the time frame given;

v. Receive comments from internal technical departments of


CHKL and from external departments/agencies;

vi. Coordinate all comments and endorsement from processing


departments to prepare the agenda for the Technical
Committee One Stop Centre (JKTPS) and the One Stop Centre
Committee (JKPS);

vii. Manage the meetings of the KJTPS and the JKPS;

viii. Make reports on the status of development applications to


the JKPS;

ix. Distribute the decision of the JKPS meeting to all technical


processing and evaluation departments;

x. Monitor the issuance of the decisions by JKTPS and JKPS by


the processing departments within 3 days of the minutes of
meetings.
CONDITIONS FOR APPLICATION

Persons who can submit applications:

 Registered ARCHITECT Under the architect’s act


1967 (act 117)

 Registered as a Professional ENGINEER under the


Engineers’ registration act 1967 (act 138)

 Building PLAN DRAUGHTSMAN who is registered


under the Architect’s Act 1967 (Act 117). – but has
specific limitation
CONDITIONS FOR APPLICATION

The submitting person:

 A REGISTERED TOWN PLANNER registered under


subsection 15 Town Planners’ Act 1995 (Act 538)

 An engineer who is registered as a PROFESSIONAL


ENGINEER under the Engineers’ Registration Act
1967 (Act 138)

 A LANDSCAPE ARCHITECT registered under the


Institute of Landscape Architects Malaysia -ILAM
APPLICATIONS THAT CAN BE SUBMITTED TO THE OSC
Land Matters - application for approval on land matters
concerning sub-division, change of conditions and surrender
and re-alienation, involves the approval from the Land and
Mines Department Federal Territories

Planning permission - Contour plan, Cross section plan


showing hill cutting (for sites on hill slopes), and land cut & fill,
A tree plan showing all existing trees, Telecommunication
layout plan, A building sketch plan, Parking layout plan and
accessibility for the Disabled & Storm water Management Plan
based on the Manual on Environmentally Friendly Drainage
(MSMA), Guidelines by the Ministry of Housing and Local
Government and the Drainage and Irrigation Department.
