1.0 SCOPE AND OBJECTIVES

1.1 Scope

The Waste Management Plan provides guidance relating to all activities


undertaken by Ezdihar Al-Garraf Company which are likely to result in
waste arising. All wastes and unwanted materials arising from the works
shall be disposed of in accordance with the waste management
procedure.

The plan covers

 Segregation and storage of waste;


 Disposal of waste to Registered Carriers;
 Waste documentation;
 Checking and monitoring of final waste disposal arrangements;
 Arrangements for the storage and disposal of Special Wastes.

Pesticides are not covered by this plan - disposal of waste pesticides will
be the responsibility of the relevant specialist contractor.

1.2 Purpose

The objective of the Waste Management Plan is to define Waste


Management procedures to ensure that waste is stored and disposed of in
accordance with legal requirements.

However, it is also the intention of Ezdihar Al-Garraf Company to


prevent, or if not possible, to minimize the generation of waste, and
where this is not practical, to recycle or re-use wastes where cost effective
schemes exist.

2.0 DEFINITIONS OF WASTE

2.1 Waste

The legal definition of waste is

“Any substance or object which the producer discards or intends or is


required to discard”.

The official definition of waste also covers substances or objects which fall
out of the commercial cycle or out of the chain of utility. In particular,
most items which are sold or taken off-site for recycling are wastes as
they require treatment before they can be re-sold or re-used.

In practical terms, all materials required to be removed by Ezdihar Al-


Garraf Company approved contractor for disposal, reuse or recycling are
legally classified as waste. They can be divided into the categories
detailed below. They may be further segregated on site to allow for
differing disposal options and to take advantage of recycling
opportunities.

2.2 Controlled Waste

Controlled waste is waste arising from commercial or industrial


operations and is governed by the legislation covering the storage,
treatment and disposal of wastes. All the waste produced by Ezdihar Al-
Garraf Company is Controlled Waste.

2.3 Special Waste

Special wastes are those wastes which are considered so difficult or


dangerous to keep that special provision needs to be made for their
management and disposal.

2.4 General Waste

General waste is the non legal term given to controlled waste which is not
classified as special waste.

3.0 LEGAL FRAMEWORK

There are a large number of Regulations covering waste management


The key legal requirements are briefly summarized below.

3.1 Duty of Care

The Duty of Care Regulations 1991 state that anyone in possession of any
waste must:

(i) Prevent illegal disposal, treatment or storage of


waste.

(ii) Prevent the escape of wastes.

(iii) Ensure transfer to an authorized person.

(iv) Provide an accurate written description of the


waste on Controlled Waste Transfer Notes (which control the
transfer of waste between parties) so others handling the waste
can manage it properly

(v) All those subject to the Duty of Care should be able


to confirm conformance by others handling the waste in the chain
to the requirements of the Duty of Care. Confirmation should be
to an extent which is reasonable in circumstances. All breaches of
the Duty should be reported to the EA (Waste Regulation Section).

3.2 Special Waste

The Special Waste require that the Environment Agency is notified of the
disposal of Special Wastes at least 3 working days in advance of disposal.
A system of consignment notes, which replace the need for a Controlled
Waste Transfer Note, must be used to document the disposal of Special
Wastes. The other provisions of the Duty of Care Regulations still apply.

4.0 WASTE MANAGEMENT PROCEDURE

4.1 Identification of Potential Wastes

Appendix 3.0 contains a list of wastes that Ezdihar Al-Garraf Company


are usually generated by construction activities together with intended
method of disposal (subject to the existence of cost-effective recycling
schemes where this is proposed).

4.3 Exemption Registration

Ezdihar Al-Garraf Company will ensure that the requirement for a Waste
Management Licence for any activity involving the sorting, processing,
treatment or storage of waste is checked with the Environment Agency
and all necessary exemptions registered.

4.4 Storage at the Construction Site Base

Wherever possible Waste produced in the operational sites during


construction operations will be collected and returned to the site yard
prior to removal by a registered waste management contractor.

If not possible skips and containers will be used to store waste at


appropriate locations on the construction site.

Ezdihar Al-Garraf Company will ensure that waste is stored securely so


as to prevent the generation of litter, water and groundwater pollution,
theft and vandalism. The waste storage area will be sited, so far as
practical, to avoid damage by site traffic.

Skips or containers provided by the waste management contractor will be


used to segregate the waste as appropriate to its disposal requirements.
This is expected to be as follow

 General Waste
 Scrap Metal
 Special Waste

Provision for further segregation will be made if there are efficient


alternative methods of re-cycling or disposal.

Covered skips or containers will be used where necessary to prevent


waste escaping and skips and containers shall be labeled adequately to
enable correct segregation.

4.5 Registered Carrier

Ezdihar Al-Garraf Company will ensure that all haulers employed for
waste collection and transport are registered carriers. Copies of their
Certificates of Registration will be obtained and maintained at the
Company Offices.

4.6 Recycling

Ezdihar Al-Garraf Company will investigate the opportunities for the


recycling of materials and implement any which prove practical and cost-
effective.

4.7 Disposal Sites

Waste generated will be disposed of via a registered waste carrier to


either:

(i) Licensed landfill site


(ii) Licensed treatment or storage plant
(iii) Licensed incineration plant
(iv) Site exempt from the need for a license

Ezdihar Al-Garraf Company will check with the Environmental Agency


that all disposal sites to be used are licensed to receive the type and

quantity of waste to be disposed of. Copies of Site Licenses will be


obtained from the Environment Agency and records maintained at the
Company Offices.

Certain disposal sites have identification numbers assigned. These


numbers are disposal authorization numbers which must appear on
official documents, e.g. drivers consignment note, route sheet.

Unless a carrier is able to produce official documents quoting the relevant


number he may not be permitted to use the facility.

Ezdihar Al-Garraf Company will ensure that the appropriate


representatives of haulage companies are made fully aware of
requirements.

4.8 Waste Documentation

A Controlled Waste Dispatch Note (CWDN) shall be completed for all


wastes, except Special Wastes, disposed off-site.
EIS will ensure that an adequate description of the waste to be transferred
is included on the CWDN.

A copy of the CWTN will be retained by Ezdihar Al-Garraf approves


waste contractor.
Ezdihar Al-Garraf Company will maintain a register of all CWDN and Special
Waste Consignment Notes, this will be handed to the Client on completion of
construction to ensure that the documents are held for at least 2 years as required
under the Duty of Care. A Waste Control Spreadsheet will be used as a record of
all waste transfer.

4.9 Monitoring and Auditing

Ezdihar Al-Garraf Company will undertake period checks to confirm that


waste is being disposed off to the sites listed on the CWDN and Special
Waste Consignment Notes.

4.10 Special Waste

A list of typical Special Wastes that can be produced on fabrication works


and pipeline projects is given below. Italic text denotes items for which
assessment of the actual materials used / encountered will be undertaken
to establish if they are Special Wastes:

 Waste Fuel
 Waste Oil
 Waste Lubricants
 Waste Solvents
 Used spill kits/absorbents
 Contaminated land
 Shot blast
 Weld coating materials
 Welding Rods
 Batteries
 Fluorescent tubes
 Brushes
 Medicines

Used tins of the above substances are also Special Wastes.

In cases of doubtful identification, waste materials shall be treated as


Special Waste until proved otherwise - samples of un-categorized waste
will be taken for analysis to determine disposal methods.

Special Waste shall be kept separate from any other waste, adequately
labeled and covered where necessary to prevent escape.
The pre-notification procedure required by the Special Waste Regulations shall be
followed when Special Waste is disposed off-site and the consignment note correctly
completed and handed to the waste carrier. All other requirements of the Duty of Care
shall also be implemented as legally required.

4.11 Explosives

If the use of explosives is required, a licensed approved contractor shall


be employed who will be required to fully comply with the relevant
legislation concerning the use, transport, handling and storage of
explosives. The disposal of failed or leaking explosives will be carried
out by a specialist in accordance with recommended codes of practice,
and where possible, such explosives will be returned to the supplier.

APPENDIX 1.0

DEFINITION OF SPECIAL WASTES

The Special Waste Regulations define ‘special waste’ as controlled waste:


The following are the list of waste considered to be special:

 explosive,
 oxidising,
 highly flammable,
 flammable,
 irritant,
 harmful,
 toxic,
 carcinogenic,
 corrosive,
 infectious,
 teratogenic,
 mutagenic,
 substances which release toxic or very toxic gases on contact with water,
air or acid,
 substances which may yield another substance after disposal e.g.
leachate which possesses any of the characteristics listed above,
 ecotoxic.

 Comprises liquid substances having a flash point below 21°C or any


substance with irritant, harmful, toxic, very toxic, carcinogenic or corrosive
properties, in concentrations over the thresholds listed for those properties
in Part III of Schedule 2 of the Regulations;
