INTRODUCTION
This Technical Proposal for A Detailed Survey, Soil Investigation, Detailed Design and Cost
Estimate Bridge has been prepared and submitted by Narayani Training and Engineering Pvt.Ltd.,
(hereinafter referred to as the “Firm” or the “Consultant”) in response to the Terms of Reference (TOR).
As directed by the Terms of Reference, the Technical and Financial Proposal for undertaking the study are
being submitted in two separate sealed envelopes further placed into a sealed single envelope.
OBJECTIVE
Objective of this job is to design a safe, reliable and cost effective bridge using the appropriate modern
technologies. The bridge is to be designed considering the availability of skilled manpower, construction
material, condition of accessibility and other prevailing working conditions.
SCOPE OF WORK
The consultant shall be responsible for accuracy, interpretation, analysis of all data received and for the
conclusion and recommendations in their report. The scope of work to be carried out by the consultant shall
include but may not be limited to the following:
Desk study:
A desk study should be carried out, collecting all data, maps and information relevant to bridge design and
reviewing for planning of further field survey and investigation works as well as detailed design.
It should include reviewing the available data, collecting, reviewing and analysis of field data to be used in the
study and conducting analysis to decide upon the technical feasibility of the bridge site(s). A cost comparison of
different types of bridge shall be made and discussed with the DTO/SNRTP before proceeding to bridge site for
soil investigation.
In this study the following points related to the river, its catchment area and all the considered bridge sites
should be studied in detail.
(i) Topography
(ii) Nature and structure of the surface soil
(iii) Nature and structure of local as well as regional geology
(iv) Other information as needed.

The most suitable site for the bridge based on the above characteristics of the site as well as the catchment
area shall be selected. The selected site should be clearly indicated in the map and all the characteristic
features of the chosen bridge site shall be given, in order to facilitate easy reference while designing the bridge.
Topographical Survey
The topographical survey of the area should cover a minimum distance of 500 m upstream, 200 m.
downstream and 200 m from the river banks on either sides of the river at the proposed bridge site. The
Topographic map should show the following:
(i) Contours at 1(one) m. intervals in hilly area and at 0.25 m in plain area.
(ii) Flood lines on either sides of the river in the entire area surveyed.
(iii) Lines with spot levels along which the bed slope of the river is taken
(vii) Traverse lines, benchmarks reference lines and/or points with respect to which the present
topomap is prepared.
(viii) The angle and direction of skew, if the bridge is proposed to be aligned skew.
(ix) The Names of the nearest identifiable villages/towns etc. in either ends of the bridge.
(x) Other information pertinent to design, construction and/or maintenance of the bridge.
Hydrological Study
For determination of all design data the consultant shall carry out a detailed hydrometrical survey and
Hydrological study of the river and bridge site, which shall include the following:
(viii) Existing bridge or other hydraulic structures across the river in the vicinity of the proposed
bridge site with their details as much as possible.
(ix) General slope of the river from the critical point (origin) of the river up to bridge site and
general slope of the catchment in both sides of the river.
(x) Cross sections covering 200m. Beyond flood lines of the river at proposed bridge site, at about
500m. u/s and about 250m d/s. wherein HFL, LWL,LBL, area of the cross section, wetted
perimeter and geological profile with silt factor of each strata (at proposed bridge site only)
shall be indicated. (Horizontal and vertical scale of the cross section shall be the same. )
(xi) Bed slope of the river which must start from 100m. Up of the U/S cross section and end at 100
m. down of the d/s. cross section.
(xii) Maximum discharge calculated by established formulas with different return periods.
(xiii) Maximum discharge during highest flood, at each cross section.(By cross section area &
slope method). The peak discharges as observed over a period of 100 years.
(xv) Shifting of the river in the past at proposed bridge site and in vicinity of it.
(xvi) Other information required for river control, design, construction and maintenance of the
bridge.
Seismological Study:
The consultants shall collect and refer to the available data regarding the seismic records of the area. Seismic
Forces: According to the Indian Standard Criteria for Earthquake Resistant Design of Structures, IRC: 6 may be
followed.
The consultant shall predict damages to the Environment and attempt to mitigate or minimize the damages by
choosing appropriate site, cross-section, type of structures etc. and suggest appropriate measures in the design
for protection of surrounding Environment. The Department of Road environmental policies, Environmental
Protection Act and Environmental Protections Rules should be followed.
Subsurface Exploration
After the selection of the proposed bridge site with alternatives and preparation of topographic maps, the
Consultant shall discuss the collected Hydrological data and the following points with concerned Project In-
charge of the DTO/SNRTP for final decision of the bridge site:-
The discussion will be done on the basis of the topographic maps, preliminary findings of the parameters (i to
viii) above, location of the bridge with respect to the complete road network of the district. After discussion and
finalizing of the bridge site/axis the consultant shall carry out subsurface exploration. Which shall include the
followings:
Test pits and auger-holes in the riverbed to a depth as mentioned in the BOQ for determining the mean particle
size of riverbed materials in each layer.
Bore Holes each to a depth as mentioned in the Bill of Quantities and as explained below preferably at the
possible locations of abutments and piers with conduction of SPT. The number of SPT as mentioned in the BOQ
with suitably distributed over the depth of the boreholes.
The depth of soil exploration from ground level must not exceed as mentioned below (unless otherwise
necessitated by the type of bridge, which need to be discussed after subsurface exploration):-
ii) In strata with Gravel and boulders 2.5 times of designed scour depth.
If the soil strata is found to be different from mentioned in the Bill of Quantities, the consultant should
immediately inform (report to the DTO/SNRTP) and the concerned Project Office, and keep them informed
about change of strata till the drilling work is finished for each Bore Holes.
Depth of soil exploration done must be certified by the project/Division office for each bore hole and samples of
soil (about ½ Kg) in each strata found in each bore holes should be submitted in plastic bags duly labeled to
the Project/Division office for the record.
Determination of engineering properties and geotechnical parameters of each layer of soil and their bearing
capacity with respect to proposed / probable types of foundation. Recommendation of the type and depth of
foundations.
Other Information
Availability of construction materials like, sand gravel boulders, timber, etc. with their engineering properties,
quantities and lead upto the bridge site. Quarry site of materials with their available quantities should be
shown on a sketch plan with reference to Bridge site.
Based upon the above mentioned studies and investigations the consultants shall make the best use of his
technical know-how and professional skill to arrive at and recommend the most cost effective design
parameters. In his recommendation the consultant shall discuss in detail at least three different options and
shall give full justification in support of the chosen one and recommended by him for further design. After
acceptance of the bridge type by DTO/SNRTP, the consultant shall proceed for further investigation and
analysis.
Miscellaneous
If not covered by aforesaid, the Consultants shall perform other studies, explorations, tests surveys,
calculations, etc. warranted to produce full and complete set of construction plans (drawings), specifications,
bills of quantities, requirement of materials and complete cost estimates for the bridge/s including related works
based upon which construction activities can be started to complete without further study and/or reference to
them. This must include the following maps and/or drawings with details indicated thereon
Based on the collected information and results of the discussions mentioned above the consultants shall design
the bridge following the standard codes of practice, norms and guidelines.
The consultants shall produce detailed quantity estimate of the bridge and its accessories. They shall collect
information on sources of materials and their lead distances and prepare rate schedules and cost estimates
based on the standard norms and prevailing district rates.
(i) Determination of bridge axis, linear waterway; span/length of the bridge; type superstructure,
substructure, and foundation; free-board; requirement of river training
(iii) Details of kerb; footpath; railings; drainage system; expansion joints; bearings ; river training
works and approach roads
The checklist
The detailed requirements of the design report are given in the checklist at the end of this TOR. Before
submitting the report the consultants should verify whether it complies with the checklist.
In accordance with DTO/SNRTP’s standard and procedures the consultant shall submit his reports as under:-
Field Report
This report will contain bridge site plan showing alignment of bridge foundations and locations of bore
holes, logs with description of samples taken at every change of strata. Preliminary field report shall be
submitted to DTO/SNRTP in two copies and should be discussed with DTO/SNRTP. This should contain Index
map as well as location map of the bridge with respect to complete road network of the district.
This report shall contain the preliminary design concepts and short descriptions relating to the proposed
structure and its major components, e.g. superstructure, pier, foundations river training/ bank protection
structures, approach road etc. It shall include location of proposed foundations and arrangement of the bridge

components along with comparison between the possible alternative types. This report shall be submitted in two
copies and the content shall be discussed with DTO/SNRTP before proceeding to the detail design of the
bridge.
This report shall in all respect be complete, containing all the required components of the design and be
presented in clear and easy to refer formats as per the general design guidance attached. The complete set of
the report shall consist of:
(v) Appendices
The Consultants shall present the design report in specified format and defend it to the DTO/SNRTP audience
prior to the submission of the final report. They shall review the issues raised during the presentation while
finalizing the report and make necessary amendments/corrections if needed. The date and venue of the
presentation shall be determined by mutual agreement between the Bridge Unit and the consultants. The cost of
such presentation shall be born by the consultants.
Final Report
Apart from the presentation, the DTO/SNRTP will verify the content of the report against the Terms of Reference
and the checklist. The DTO/SNRTP may also discuss upon the technical content of the report and may suggest
some changes if thought necessary. While preparing the Final Report the consultants shall consider the
comments/suggestions and make corrections or amendments if required. It does not, however, relieve the
consultants of their responsibility over the technical content of the design. The final report shall be submitted in
stipulated number of copies as indicated in the checklist.
Apart from the bound report the consultants shall submit soft copies (electronic copies) of the final report in CD-
ROMs as specified in the checklist.
METHODOLOGY
The consultant checks the following questionnaire whether they are fully aware of the nature and scope of
work. The methodology will be evaluated only based on the answer to the following questionnaire.

TOR is simple, clear and precisely written to describe the nature of work.
The evaluation criteria have been clearly spelt out. It has been pointed out
that the firm's experience of the personnel proposed only would count on
the selection.
The anomalies are seen in case of submission of copy of draft report for
volume III (Design Calculation) in TOR and BoQ.
In TOR, the environmental study of the bridge is also encouraged but there
is no number for environmental expert for selection of consultancy services.
3 Has any of the key personnel worked previously near the proposed site?
Describe in key words about the topography,geology,river banks and access to the
bridge site
4 Will you use any computer aided analysis/design tool for this job?
If yes, please describe the software and the analysis/design procedures; required
input and expected output.

MIKE 11: The program used implicit finite difference scheme to solve the 1
dimensional Saint Venants equations of river flow using dynamic wave
approximation.

Input Data: The configuration of bridge element centerline is drawn and the
selected type of bridge is modeled in finite element model according to bridge type.
For example, T-Beam bridge superstructure can be modeled with Beam and shell
model or Beam-Beam model or Beam and plate model. Similarly a truss
bridge is modeled with bar element model. The suspension birded cable is modeled
with cable element and stiffening girder is modeled with bar element for truss type.
The lane line is selected and vehicle class loading is loaded on lane line. The
influence line for maximum. Forces/ stresses/moments/axial forces is analyzed.
The software can analyses and design also. The design can be done according to
IS 456 or other code of practices such as Euro code, American code or Canadian
code etc. In Nepal, generally IRC code of Practices should be followed but in this
soft ware IRC is not incorporated so it will be best for analyzing the structure with
this software and design manually following IRC for maximum effects as needed .
Steps of data collection and analysis (not more than one page)

At start of the investigation it is essential to consider factors, such as the need for the bridge. The present
and future traffic that could be generated after the construction of the bridge, catchments and stream
characteristics, subsoil conditions, alternatives sites, aesthetics and cost.
The various steps of data collection and analysis can be described, in short as follows.
The study of existing documents concerning the bridge site and the area where a bridge is to be
constructed, relevant maps, the existing hydrological, climatological and geological data and other
information pertinent for the selection of the bridge site.
a. An index map drawn to a suitable scale usually 1:50,000 showing the location of the river
and the probable bridge location.
b. A contour survey plan of the river showing all topographical features for a sufficient
distance on either side to permit a clear indication of the features that will influence the
location and designs of the bridge and its approaches.
For selecting a suitable site for a bridge the investigating engineer will make a reconnaissance survey for
about one kilometer on the upstream side and one kilometer on the downstream side of the proposed
bridge site and will walk along the approach road for about one kilometer on either side of the bridge site to

decide on the type of structure best suited to the site. A number of probable alternatives sites will be
investigated and then decide on the site which is likely to serve the needs of the bridge at least cost.
a. Name of the stream, road and any identification mark allotted to the crossing and location
in kilometer to center of crossing.
b. Present and anticipated future volume and nature of traffic on the road at the bridge site.
c. Hydrologicaldata pertaining to the river, including the highest flood level, low water level,
size, shape, slope and nature of the catchments, intensity and frequency of rainfall in the
catchments and probability of large trees or lolling debris floating down the stream.
f. Availability of construction material such as stones for masonry and for concrete
aggregates, cement, steel and timber for formwork.
g. Availability of unskilled and skilled labor for different trades required for construction.
n. Landscape of the locality of the bridge site for selection of bridge type suitable for site
according to environment considering compactness, shape, size, texture and appropriateness.
Straight course in the upstream as well as in the down stream is preferable to avoid expensive
river training works.
Based on the topographical and cross-sectional survey of the area, a contour plan of the bridge site will be
prepared and cross-sections of the river at standard intervals will be obtained for use in hydraulic
calculations. The following drawings will be prepared after the completion of field works.
An index map drawn to a suitable scale showing the proposed location of the bridge, the alternatives
sites investigated and rejected, the existing communication, the general topography of the area, and
important towns in the vicinity.
A contour survey plan of the river showing all topographical features that will influence the location and
design of the bridge and its approaches. The contours will be drawn at 1.0m intervals in hilly area and at
0.5 m in plain area.
A site plan to a suitable scale (preferably 1:1000) showing the details of the selected site. The plan will
include the following details :
Approximate outline of the banks and channels at high water level and low water level.
the alignment of the existing approaches and the proposed crossing with its approaches
the name of the nearest inhabited identifiable locality at either of the crossing on the roads leading to
the site.
Location of the longitudinal section and cross-sections of road and river taken within the area of the
plan.
the location of trial pits and augur holes with their identification numbers.
Cross-sections of the river at the proposed bridge site and longitudinal section of the river showing the
site of the bridge with HFL, LWL and the bed levels along the approximate center line of the deep water
channel.
Catchments area for the river at the proposed bridge site will be prepared by tracing the line of the ridge of
the watershed from the topographical map and the included area will be computed. The length of the river,
length of the river up to the point nearest to the centroid of the catchments area, maximum elevation in the
catchments, and minimum elevation will be noted from the topographical maps obtained from the
Department of survey.
The maximum daily rainfalls at the relevant station will be collected for the period of record available and
frequency analysis will be carried out for various return periods.
Frequency Analysis : STATICA will be used for frequency analysis. Using this software, we can estimate
the quintiles (for example 24 hr maximum rainfall) for various return periods using different frequency
distributions (like, Normal, Weibull, and Exponential ets).
Procedures
1) Extract time series of 24 hr maximum annual rainfall from the observed values of rainfall.

Vl) If goodness of fit test is successful, estimate the maximum rainfall of 24hrs, for various return period
Output: 24 hr maximum rainfall for various return periods say, 2 yrs, 25 yrs, 50 yrs, 100 yrs.
We have the software. The hydrologist did his Master Thesis on frequency analysis for low flow of Nepal.
He did rainfall analysis to estimate 24 hr maximum rainfall for various return periods while working in Road
Network development project.
The analysis for the flood flow in the river will be done by using the following different approaches out of
which the suitable one will be selected.

Hydraulic calculation will be done using MIKE 11: The program used implicit finite difference scheme
to solve the 1 dimensional Saint Venants equations of river flow using dynamic wave approximation.
Output:
Sub-soil investigation will be carried out using auger holes. Grain-size analysis including hydrometer
analysis and other standard tests will be carried out in the laboratory, the results of which will be used to
estimate the scour around the bridge substructures.
Specifically, soil investigation of the proposed bridge site consists of the following activities:
Auger holes, as specified in the BOQ of the tender document will be made at the locations specified by the
Bridge Engineer. A competent Geo-technical Engineer will supervise these auger works.
b. Soil Sampling
Disturbed bulk samples as well as undisturbed thin walled tube samples will be retrieved from different soil
layers as well as at regular interval. Disturbed soil samples will be visually inspected, described and
packed in polythene bags with proper labels. Undisturbed samples will be obtained by pushing thin walled
sample tubes. Both the ends of the tube after extraction will be sealed with paraffin wax. They will be
labeled and stored in the sample box for transportation to the company’s laboratory at Kathmandu.
c. Laboratory Tests
Laboratory tests such as Grain-size analysis, Natural Moisture Content, Bulk and Dry densities, Atterberg
Limits, will be carried out on the soil samples obtained from the auger holes. These test values will be used
for preliminary assessment of safe allowable bearing capacity of foundation soil and expected total
settlement.
Using the flood levels computed using MIKE 11 and the grain-size distribution of the sediment deposit on
the river, the scour depth in the river at the bridge site will be computed considering the type of regime the
river is in the waterway that will be provided near the bridge. For the g ravel bed rivers the characteristics
size of sediment will be taken as D90, whereas for the sands silt bed rivers it will be D50,.
Based on the data collected during desk study and field investigation and survey the following analysis will
be carried out.
l ) Traffic study,0rigin and destination studies and establishment of traffic projection for a period of 20 to
30 years as agreed between the client and the consultant. A suitable annual growth rate for future will be
established using various traffic forecasting methods.
ll ) Activities related to the generation of traffic will be identified whereby generated and diverted traffic
for the future will also be assessed.
lll ) An identification of beneficiaries and an analysis of social and economic benefits expected from the
construction of bridge will be undertaken.
lV ) The resultant savings in overall transport cost will be analyzed considering the value added cost in
agriculture and shadow price in labor wages.
V) An assessment of the environment,economic and social input on the areas of influence resulting
from the proposed construction will be analyxed carefully.
Vl ) An economic considering a suitable discount factor evaluation and the net present values in both
financial and economic terms will be undertaken. The indidcators like interval rate of return and benefit cost
ratio will be calculated.
Vll ) A number of non-economic and indirect benefits related to the bridge will be investigated and
analyxed.
Vlll) Taking into account a number of changing variables will carry out a sensitivity analysis of the benefits
and costs.

A cost comparison of different suitable types of foundation as indicated by the soil strata and the
estimated scour depth as well as for possible different types of bridges will be made. Economic span is
calculated considering the cost of the superstructures and the cost of the substructures and foundation.
Then the type of the bridge is selected and analyzed.
Superstructure: After selection of type of the bridge, the dead loads are calculated and BM,SF or axial
forces are calculated for each member. Similarly the live load effects are also calculated with influence line.
The total effects are summarized for the design of elements following the IRC and relevant codes of
practices as required as follows.

IRC 89: Guide Lines for Construction of River Training and control Works for Road Bridges Computer
software of SAP 2000 will be used for design of structures for cost comparison and final selection will be
done according to cost effectiveness, suitable for site according to environment and landscaping.
Generally, a prototype of T-Beam Bridge is selected in most of the sites. A truss is selected if T-Beam
bridges are not suitable. Only a few plate girder bridges are selected in some places. Encourages will be
attempted as far as possible to design pre-stressed bridges or cable bridges or box girder bridges
according to site and proximity to site for regular inspection by higher authorities and experts as an
introduction to new bridges in Nepal also. The design concrete till now is upto M25 only. The higher grade

of concrete will be introduced for deign of concrete bridges to follow through practice of mix design of
concrete for quality control.
The company has experts in all the required fields as in-house staff, who can be made available for this
work. Since all of them are in-house, the scheduling depends only on the demand of the work and not on
the time availability of the experts.
l. ORGANIZATION OF FIELD WORK

The team will visit the proposed bridge site to form a general impression of the landscape and to decide on
the type of structure best suited to the site. The team will make a reconnaissance survey of alternative
bridge sites and collect preliminary data required for thorough examination of the alternative bridge sites.
On examination of the preliminary data collected for the selection of alternative bridge sites and in
consideration of merits and demerits of all the alternative sites, the bridge site, which satisfies most of the
requirements for an ideal bridge site, will be finally selected. Once this is done, the surveyors on the items
as will conduct detailed river survey for this selected site outlined below: site outlined below:
I) Topographical survey of the river showing all the topographical features both upstream and
downstream of the proposed site.
II) For the determination of the area of flow at HFL, cross-sections of the river, one along the
proposed site few more both at upstream and downstream at 50 meter intervals will be taken.

III) Longitudinal section of the stream showing the lowest bed level for a distance of 500 meters both
on upstream and downstream of the bridge site for the determination of the bed slope.
IV) Nature of bed materials for the determination of silt factor and sediment characteristics.
The Geo-technical Engineer will conduct a surveying the locality of the proposed bridge site regarding the
availability of materials required for the construction work.

The Geo-technical Engineer will be responsible for the general indication of the bearing pressure at the
required depth after analyzing all the auger samples brought from the bridge site
The structural Engineer will be responsible for the design of superstructures, substructures and foundation
types. Detailed drawings are made in AUTOCAD. Other engineers of the firm will do rate analysis. Detailed
cost estimate is calculated and project cost is finalized. Draft report is prepared and submitted for
necessary comments. Final report will be submitted after correction according to comments and submitted
to DTO/SNRTP.
The various tasks to be undertaken during the course of the proposed study and the duration that will be
needed to complete these tasks have been presented in Table-1. The estimated duration of the study

1. Desk Study
Manpower Schedule
To accomplish the study objective effectively, a team of experts comprising of Team Leader/structural
engineer, geotechnical engineer, Hydrologist and surveyor will be involved. Civil engineer, draft person and
CAD operators would assist the study in the office. The study would require 34 man week inputs of
experts. The details are presented in the table 2.
