Box 839966 San Antonio, Texas 78283 Re: Public Safety Committee January 22, 2019 Briefing Dear Councilwoman Sandoval: Bexar County has invested approximately $12 million for the recently opened Bexar County Justice Intake and Assessment Annex (JIA). The JIAA, a state of the art, open-booking facility, is designed to properly assess all individuals arrested and to divert non-violent arrestees and individuals with mental health issues to pretrial programs. The construction of the JIAA is another county investment in national and state Smart Justice Initiatives. Since, the facility opened we have seen an increase in the number of individuals released to the’ community on Personal Recognizance Bond, increase in individuals assessed by mental health clinicians and timely access to representation by the public defenders office. am strongly encouraged that City Council committee members have publicly directed city staff to work with Bexar County. Bexar County began working with city staff to relocate magistration to the county's JIAA in 2016. Bexar County has continued to work on possible solutions and proposals addressing the city’s concer. I am sharing the following information for the committee's consideration during your review: ‘© The cost to the City of San Antonio to process SAPD on site arrests would be $1.4 million annually, similar to the county's previous expense to magistrate at the Cit AAPC. Based on 42,250, or 65% of total arrestees, the cost to the city to process at the Page Two Re: Public Safety Committee January 22, 2019 Briefing Date: January 23, 2019 County facility is $40 per arrestee, well below the city staff estimate of $262.79 noted in the city agenda memo. This does not factor in savings to the city for no longer incurring ‘operational costs associated with providing detention services at APC, as well as reducing liability risks, © Bexar County will accept public inebriate cases at the JIAA at a cost to the city of {$270,000 per year; © The process for an officer to bring in an arrestee into JIAA will be exactly the same as their current process at AAPC. The weekend of January 19, 2019 records indicated law enforcement officers were released from holding their arrestees at JIAA within 30 minutes on average; © Bexar County has committed $132,000 to address previous SAPD requests for WiFi expansion and fencing; © Additional benefits and efficiencies (see enclosure). Bexar County staff eagerly awaits a response to the county’s proposal. County staff is also available to provide the Public Safety Committee with a tour of the JIAA to see first-hand this state of the art facility, including that includes processes to more readily identify individuals with ‘mental health and substance issues and place these persons into treatment and diversion programs that ultimately benefit to the community at large.
