Overview on the feature

• The RAN3433 HSUPA Activity Based Power


Control feature introduces the activity based
power control for Enhanced Dedicated Channel
(E-DCH) users. In this feature, the Uplink (UL)
UE
power control is optimized based on the E-DCH
activity of the users
UE

• With this feature, the SIR targets are adjusted


based on the UE EDCH activity in UL. This reduces UE

the control channel overhead and in turn reduces


the intra and inter cell interference resulting in UE
improved cell UL throughput
8-10% improvement in UL Cell
throughput

Functional description on the RAN3433

Considering the HSUPA traffic nature and increased usage of Time Division Scheduling the following optimizations are
introduced to reduce the control channel overhead and improve air interface capacity:

1) SIR target reduction aligning to the allocated bitrate - for DTX UEs
2) SIR ramp down/up - for DTX UEs
3) SIR ramp down/up for Time-Division-Scheduled UEs

1) SIR target reduction aligning to the allocated bitrate - for DTX UEs
The SIR target reduction is performed corresponding to the downgraded bit rate of the UE, immediately followed by
the Discontinuous Transmission (DTX) downgrades. This reduction maintains the SIR at the optimum level before the
next burst starts, followed by the OLPC actions. This optimization is applicable for all 2ms one/all HARQ UEs.

2) SIR ramp down/up - for DTX UEs


The SIR target is ramped down when the UE becomes inactive and ramped back up to the original target when the UE
transmission starts again. This optimization is applicable for all 2ms one/all HARQ and 10ms TTI UEs. Monitor the UE
transmission pattern continuously to control this functionality dynamically.

The SIR target is ramped down after UE transmission in activated HARQ and ramped up to original target a few slots before the

HARQ
• SIR target is to be ramped down after transmission is completed in active HARQ. Then SIR target is to be ramped up
again back to the original target at 4 slots before the active HARQ
• RAKE may take 1-2 slots for the SIR target ramp up back to the original target at 4 slots before the active HARQ
• SIR target is to be reduced to the max 3 dB from the original target - this helps in stability of power control and
better channel estimations

Configuration of HSUPA Avtivity Based Power Control

Procedure notification:
• The RAN3433 HSUPA Activity Based Power Control feature is an optional feature (ASW) and it is controlled by the BTS
license key ‘HSUPA-Activity-Based- Power-Control LK’
• Feature requires BTS license ‘HSUPA-Activity-Based-Power-Control’ (Feature Code: 0000039721)

Steps to activation:
The RAN3433 HSUPA-Activity-Based-Power-Control feature is enabled in the cell when the following conditions are true:

• The RAN1470: HSUPA 2ms TTI feature is activated


• The BTS license key ‘HSUPA-Activity-Based-Power-Control LK' is installed in the BTS and the state of the license key
is ‘On’ (1)

Counter name Description
Sum of E-DCH users in each TTI, whose SIR target has been changed in the TTI due to
optimization made by HSUPA Activity Based Power Control functionality. The calculation is done
SUM_HSUPA_USR_OPTIMIZED_SIR only for the serving cell.
(M5005C72) Trigger event: This counter is updated for every user in each TTI, whose SIR target is optimized
#HSPA in WBTS due to HSUPA Activity Based Power Control functionality.

Use case: Gives activity of the RAN3433 optimization algorithm.


The number of samples TTIs taken for the counter M5005C72
