The Departmert of city Planing (0CP) is proposing a zoning text amendment that would regulate
excessive mechanical vos within residential buildings in high density residential districts citywide. The
application (N 190230 ZRY) will be reviewed and considered for certification bythe Cky Planning
‘Commission (PC) on January 28, 2018.
1n 2018, Mayorde Blasio requested that OCP examine dstrcts/areas ofthe city where excessive
‘mechanical vols could be used to rase residential tower heights purely for enhanced views and
Increased market vale. While OC had anticipated referal ofthe proposed zoning text amendment in
December 2018, conversations with City Council members resulted ina request for an expanded
‘geographic scone which required addtional analysis. DCP is now prepared to presentthe proposed
‘zoning text amendment for certifcation on January 28 as pat of a two-phased approach. The second
phase - addresing # broader geographic scope ~is also expected to go through the public review
process this yer.
‘The proposed zing text amendment seeks to address the issue within residential towers in high
density residertal istrict by limiting the amount of mechanical void space that canbe excladed from
