On behalf of the powerlifters of The Movement Minneapolis, known as Team Green around the state,
we are writing to you to express a demand for an immediate change to the USAPL Rules and Bylaws that
is consistent with your governing organization, the International Powerlifting Federation.
Since 2014 Team Green has become one of the biggest participants in powerlifting in the state of
Minnesota. We consistently make up large portions of the roster at any meet, especially in groups that
are traditionally underrepresented in powerlifting. At the upcoming Minnesota State meet, our
teammates are ten percent of the Women’s State roster.
The Movement Minneapolis, and Team Green, has consistently promoted powerlifting as a diverse and
inclusive sport that is for everybody and every body.
There can be no doubt that you are aware that Section 3.2 of the IPF Constitution adopts the 2015 IOC
Consensus of Sex Reassignment and Hyperandrogenism.
The IOC Consensus spells out clear and simple guidelines for the participation of transgender athletes:
“Those who transition from female to male are eligible to compete in the male category without
restriction.” and “Those who transition from male to female are eligible to compete in the female
category under the following conditions:”
The IOC consensus goes on to list four clear and specific parameters which must be met by female
transgender athletes.
Unfortunately, the USAPL has not adopted your governing body’s clear guidelines which has resulted in
transgender athletes being effectively banned from competition in USAPL.
Team Green hereby demands that you use your authority to immediately implement changes to the
USAPL Rules and Bylaws to adhere to the IOC and IPF guidelines for full participation of transgender
athletes.
We demand that these changes be made by Monday, February 11th, to ensure an open playing field
for all people.
Team Green’s level of participation in current and future USAPL-sanctioned events hinges on this
compliance with the IOC & IPF guidelines.
We are also aware that there is an impetus to discuss this matter, but you’re waiting until May. We can
not accept this delay for an already overdue injustice. Changes to the IPF constitution to adopt the IOC
consensus on sex reassignment were made in 2017. More than enough time has passed for those with a
willful desire to make necessary changes to prevent people from being excluded from the opportunity to
participate in sporting competition.
Given the timing of the present circumstances and transphobic legislation working its way through our
court system, that we should accept such a delay is untenable. Dr. Martin Luther King’s timeless words
“concerning time in relation to the struggle for freedom” are on our minds:
“Such an attitude stems from a tragic misconception of time, from the strangely irrational notion that
there is something in the very flow of time that will inevitably cure all ills. Actually, time itself is neutral;
it can be used either destructively or constructively. More and more I feel that the people of ill will have
used time much more effectively than have the people of good will.”
The course of action to resolve this matter is clear and obvious; it requires only that decisive and urgent
action is taken.
