Tampa Yacht Manufacturing helps governments, security forces and defence
organisations across the world combat the growing asymmetrical small-craft threat
posed by terrorist groups attempting to penetrate natural borders.

T
he world’s littoral areas have become porous entry
and exit points for criminals, smugglers, pirates and
terrorists. Every nation with a coastline or a river/
lake border is struggling to secure these areas.
The use of small craft by terrorist organisations and
domestic terrorist cells is a worldwide threat, as was
demonstrated by the bombing of the USS Cole in 2000.
Rogue states such as Iran and North Korea continue to
build vast fleets of small high-speed craft and export these
threats to other hotspots in the world. Piracy is on the rise:
in 2011, a record number of piratical boardings were made
in the Gulf of Aden.
And in November 2008, the attack on Mumbai, India,
brought this danger to the forefront. Nations realised that
in order to combat this asymmetrical small-craft threat, a
similar small-craft defence is required. The current thinking

Intelligent solutions
to blended threats
Embassy personnel and Western business executives are under increased threat of kidnapping
by terrorist organisations and affiliated criminal organisations. 5 Stones intelligence CEO
David Tinsley describes how heightened protective intelligence strategies can help ensure that
government officials and corporate leaders remain one step ahead of these new blended threats.

E
xecutives, and political and diplomatic staff from
the US and UK have long been viewed as prime
kidnapping targets by terrorist networks. However,
intelligence indicators reflect that terrorist networks, as well as
subfranchises and splinter groups of criminal and/or terrorist
organisations view kidnapped Westerners as prime chattel.
Kidnapping is a rational crime carried out by irrational
people. The threat it poses has grown exponentially through
what 5 Stones intelligence (5Si) refers to as the ‘blended
threat’, a logical result of terrorist networks, criminal
organisations and global money launderers enjoying the
benefits of collaboration and cross-communication.
For example, 5Si research and reporting indicates that

The new era of cybersecurity

With cyber-infrastructures worldwide almost constantly under attack, cybersecurity has
become a topic that almost every company has to take into consideration. Michael Stokes,
managing director of Sypris, gives his opinion on the new era of cybersecurity.

As a cybersecurity expert who has worked with

many companies and governments globally over
the years, how do you define the state of affairs
in cybersecurity?
Michael Stokes: The issues organisations face are similar
regardless of geography. The specific types of attacks may
differ, but, generally, everyone agrees on the problems. However,
the paths to the solutions are not as defined. I am seeing the
increase of security operations centres (SOCs) and corporate
security policies, but overarching strategies geared to address
the complete cybersecurity issues are still being crafted.

What do you think is the main issue facing those

Seamless integration
of C4 systems
Following the company’s collaboration with the US Department of Homeland Security
Science and Technology Directorate, Kary Eldred of Altadona talks to Defence & Security
Systems International about integrating disparate systems into a single, efficient interface.

Can you tell us a little bit about Altadona?

Kary Eldred: Altadona was born out of the need for
next-generation integration in the world of C4 (command,
control, communications and computers). Most organisations
are finding that the more security and defence technology they
put in place, the more complex and less efficient things are to
manage. This becomes even more problematic when it comes
to handling SOPs (standard operating procedures) in a crisis.
In this case, there’s a lot more complexity to be coordinated
with an increasing number of hardware and electronics
systems, most of which don’t work together easily, if at all.

struggle with burden and, when you consider
that a typical soldier in a 35-man platoon

some 12kg in power alone, it is easy to
see why reducing the weight on the

Ministry of Defence (MoD).
The burden of essential power
sources was addressed in 2010
when commanders in Afghanistan
appealed to the MoD to lighten
the load that soldiers carried on a
day-to-day basis. Following the
approval of an Urgent Operational
Requirement in 2010, the soldier
portable charger (SPC) – which
takes energy from used batteries
and transfers it into a soldier’s
spares – was developed, along
with weight-saving batteries
and solar panels.
Since then, the development
of equipment in the British
Army has been nothing short
of groundbreaking. In July last
year, the Individual Capability
Group (ICG), which procures

Furthermore, the MIMID reduces the need to probe for mines
in an emergency or rescue situation by providing individuals
with a reliable means of quickly selecting a safe path through the
mined area. It is a valuable asset to de-mining and humanitarian
operations for both specialists and occasional operators.
As a result of these capabilities and its ability to detect mines

The MIMID was developed to meet the specific operational
requirements of the US Army’s humanitarian de-mining team

divers in underwater operations.
The lightweight, one-piece, foldable design makes it suitable

The German Navy’s F125 frigate could be sent to sea in early 2017, and won’t return to its

outline some company history?
Ulrike Schulte-Rahde: L-3 ELAC Nautik has a long history
in underwater acoustics. In 1908, some scientists from Kiel,
Germany started to research sound propagation. The company
Electroacustik (ELAC) was founded in 1926 and used these
research results for the development of the first units ready for
serial production.
When the German National People’s Army was founded
in 1956, a demand for special products and systems for
underwater communication arose. Only ELAC was able to
develop and produce these systems, leading to a constant
extension of the product range.
Since 1998, L-3 ELAC Nautik has been a subsidiary of L-3
