Region 2 is now being threatened by the incoming Typhoon “Rosita” which is forecasted to
make landfall on October 30, 2019 in Isabela- Aurora area. The Cagayan Valley DRRM
Council is on RED Alert Status since October 26, 2018.

“Rosita”. Attached is the Quick Response Fund Utilization Report of OCDRO2 as of
October 28, 2019.

This is in connection to the request of the Province of Batanes for the establishment
of a Multi-Purpose Logistics Hub with OCD as the funding agency. BFAR Batanes
has a draft Usufruct Agreement for a piece of land for the construction of the said
Hub.

In line with this, may we request your signature on the draft agreement as a legal
basis for said project.

Signed copies shall be returned to the undersigned to be given to the interested

parties once notarized.
