'VELCOME TO THE REID COMIVIUNITY RESIDENTIAL FACILITY
"The Reid Facility"

THE PHILOSOPHY OF THE REID FACILITY

The philosophy ofthe Reid Facility is that each offender (resident) is responsible for his own behavior. We
, i believe each resident should have the opportunity to take responsibility in helping set up his own program
plan and be held accountable for carrying it out. We assist residents to move from a very closed and
restricted system back into the community. We provide freedom, within limits, and provide support systems
to aid each resident's transition to the community.

Each resident is expected to have realistic achievable goals, which they will pursue while at the Reid Facility.
These goals will focus on a successful adjustment to living in the community. Goals will be formulated upon
a resident's arrival and will include, but not be limited to, securing employment, family adjustment, savings
plan, and establishing a suitable residence/release plan.

o The main emphasis for each resident at the Reid Facility will be in finding and maintaining full-time gainful
employment. At times, other needs may be more important, and each resident and his Case Manager will
develop a program based on individual needs. Once a resident has ,obtained full-time gainful employment,
time away from the facility may be authorized to spend with family and friends. Allotted time away from the
facility will be determined by the resident's classification and the Parole Officer approval.

n All Reid Facility staffmembers are here to assist each resident. Upon arrival, resident will be assigned a Case
Manager, but is encouraged to talk with any staff member they feel can be of assistance. The job placement
personnel will assist residents with employment placement, will discuss with residents their skills and plans,
and will refer residents to appointments and interviews with potential employers. Each resident's Case
Manager has the direct responsibility of assisting him in day-to-day activities, and to lead, guide; and direct him
in a smooth and successful reintegration into the community.

Each resident's Case Manager will work closely with him in establishing short-term and long-term goals, in

lJ budget planning, and in resolution of any problem that may arise during his residency. Additionally, there will
be periodic Town Hall meetings, as well as building meetings, for management to address facility concerns and
for management to hear the concerns of r e s i d e n t s . '

o The Case Manager will assist each resident in establishing a suitable release addresslhome plan. Each resident
will submit his release addresslhome to his Parole or Probation Officer for. review and approvaL

Each resident will be required to attend periodic meetings with his assigned case manager,. and to. attend
classes/groups designated as conditions ofParoJe or determined appropriate while formulating his goals. The
Reid Facility will provide programs on the facility property such as Adult Basic Education (ABE); OED testing
preparation classes; HIV/AIDS awareness, counseling, testing and referral; AAINA; sex offender counseling;
sex offender therapy groups, etc., through the use of qualified and skilled resources and volunteers within the
community.

As appropriate, residents will be referred into the community ,for additional resources, such as:
• Department of Assistive and Rehabilitative Services, to assist residents with special needs and/or
history of substance abuse in obtaining tools for employment, vocational training, etc.
• First Presbyterian Church, to assist residents with financial assistance in obtaining a Texas ID or
Driver's License.
• Harris CountY. Hospital District, to assist residents in obtaining a gold card for medical, dental,

Department of Criminal Justice, Parole Division and a Parole Officer. Failure to follow the rules and

regulations of the Reid Facility will result in disciplinary action as outlined in the prohibited acts.

PROGRAM COMPONENTS

As part of the Texas Department of Criminal Justice - Parole Division. the Reid Facility provides five program
components. .

General Population Non-Sex Offender Component

Placement in this program component is for the purpose of making a transition from the institutional setting to
the community. or as a resource while under supervision. Residents will be granted time in the community
based on resident's classification and Parole Officer approval.

Placement in this program component is more restrictive than the General Population Non-Sex Offender

in the community on a limited basis through their Parole officer only. Mandatory Sex Offender Registration
will be accomplished.

Special Needs Sex Offender or SISP Component

Placement in this program component is more restrictive than the Special Needs Non-Sex Offender Component.
Placement in this program component is for the purpose of making a transition from the institutional setting to
the community, or as a resource while under supervision. Residents will be granted time in the community on a
limited basis through their Parole officer only. Mandatory Sex Offender Registration will be accomplished.

Therapeutic Community Component

Placement in this program component is for the purpose of substance abuse treatment. Guidelines for this

RESIDENT LEVEL SYSTEM

The overall objective of the Reid Facility is to prepare the resident for a successful reintegration into the
c;ommunity. Privileges are earned through the accomplishment of the objectives. All mov'ement from the

Level I - Initial intake

Upon arrival at the Reid Facility, residents will begin their progression toward successful release to the
community by completing an intake, During intake, Reid staffwill: a) obtain from the new resident, his
parole/mandatory certificate and make a copy for his case file; b) take two (2) photos of resident and make a
facility photo ID badges; c) inventory resident's property; d) issue bed and bath linens to resident;
e) assign resident to a building/dorm! bed; f) complete the medical and medication screening form; g)
complete the psychological screening form; h) complete the intake form; i) assign resident to an orientation
class and direct resident to ,attend that assignment; and j) assign resident to a work project.

Community sign-out is restricted to emergency medical and dental. No visitation until resident has been at
the facility for (7) seven calendar days.

Level 2 - Work Project Orientation

TDCJ Administrative Directive (PD/AD) 5.2.13 authorizes the Reid Facility to assign residents to work
projects as follows: "A contract facility can utilize a resident to perform facility service, general
maintenance, repair or construction on Reid Facility property without monetary compensation during the
period of residency. These work projects may include Food Service, Maintenance, lawn/care maintenance,
common areas of all buildings, common areas on all the grounds, etc." This work project orientation will
begin with resident's completion of 24-clock hours of facility work de~ail. Resident's work assignment will
continue throughout his residency and any day he is not in programming or signed off the property,he is to
report to the Supervisor for duty on his assigned work project crew. Resident may start on his work project
orientation upon completion of the intake paperwork and he must complete the 24-clock hours priot to being
allowed to sign off the property;

Community sign-out is restricted to emergency medical and dental. No visitation until resident has been at
the facility for (7) seven calendar days.

o Level 3 Information Orientation Class (revised 5-2-05)

Within 24 hours of arrival, resident will attend an orientation class. Resident will receive an explanation of

[J the orientation checklist and each orientation form. Resident will be required to sign and date the orientation
fonn, acknowledging his receipt of the information, his understanding of the information and his agreement
to comply with all information contained therein. In addition, each resident will be given a copy of the
Resident Program Handbook and will be required to sign an acknciwledgement of receipt and agreement to

r' comply with all contents in this handbook. Resident will be assigned a Case Manager within 72 business

ilu Level 4 - Document Gathering

The following must be completed, to access resources and programming: a) resident will meet \-vith his
assigned Case Manager to complete an individualized needs assessment and employment plan; b) resident
will meet with his Parole Officer for parole' guidelines while a resident ofthe Reid Facility; c) resident will
meet with the facility physician -ror a medical screening exam; d) resident will be referred into the
-- 1 community to obtain his social security card, Texas rD, and if resident is a sex offender, resident wi11 be·

l Level 5 - Job Search (Revised 4-7-05)
Upon obtaining all documents necessary for employment, resident will be requir.ed to register with the facility
job placement assistance agency, attend ajob placement orientation, and attend a job readiness seminar.
Resident will then be eligible to job search. Resident must complete at least five (5) job search appointments
or interviews, per week until full-time gainfully employed. The only exception to this are those residents
who have received an exemption or reduction to the number of required job searches from the Parole
Division Regional Director or Designee.

Level 6 - Employed
Upon obtaining full-time gainful employment resident has greater access to the community to work. Resident
will be required to pay a 25% assessment of his gross earnings each payday as well as deposit 33.3 % into a
savings account maintained by the facility. Residents will be granted time in the community based on
resident's classification and Parole Officer approval. Visits from family and significant others will be
conducted at the Reid Facility.

I Level 7 - Release Address/Home Plan
Resident is to obtain a viable release addressthome plan and submit it to his Parole Officer for approval.
[! Upon approval of his release addresslhome plan and with viable income through work or income from a
government check, resident is ready to be release to the community. Parole Office will orchestrate the

o approval of resident's release address/home plan and his release to the community.

Special Classification· Special Needs:

o A resident will be classified as special needs when the medical or mental health challenges or concerns he is
diagnosed with affect his ability to obtain and/or maintain gainful employment. Residents who are
unemployable but receive income from the government, ie: social security benefits, veterans benefits,

o disability benefits, etc. will be required to pay to the Texas Department of Justice, 25% of the gross of this
income, upon receipt each month. The resident will also be required to deposit 33.3% of the gross income
into a savings account maintained by the facility. .

U Residents classified as special needs will be referred to mental health and/or medical care facilities to
attend to those challenges and/or concerns.

Residents will be granted time in the community based on resident's classification and Parole Officer
approval. Visits from family and significant others will be conducted at the Reid Facility.

REID FACILITY RULES AND REGULATIONS

1. Transportation (rev. 11-17-06)

1) Residents are to be transported to and from the Reid Facility by:

2) Tokens will be provided to indigent residents for job search, medical appointments, or any other
program related appointments requiring public transportation. Upon receipt of first paycheck a
resident will no longer be considered indigent. .

3) Tokens will not be issued for passes, shopping, use of law library, church or any other extra curricular
activity. Residents who test positive, UAIBA, will not be eligible to receive tokens for 90 days from
the date of the positive test result.

4) All appointments, work schedules, and passes must be planned to meet these schedules. No other.
transportation will be provided. There are no rides to work on the Reid van.

II. Meals and Sen;ing Schedule (revised 4-3-06)

o 6) On normal working days, three meals are served: a full breakfast, a lunch consisting of soup and
sandwiches (or a plate if medically or religiously authorized) and a full dinner, Any resident with
authorization to be away from the facility will be provided a sack lunch.

o 7) Daily Dining Room Schedule (Exception: Holiday hours will be posted one week in advance)
There will be a weekly sanitation inspection of each resident living area to establish the sanitation

8) Regarding Sack Lunch Issue Times:


3:30 AM - 4:50 AM Any employed resident departing the facility prior to 5:00 AM, may obtain a
sack lunch by going to the rear window of the kitchen and presenting his approved activity sheet
r, showing he will not be on the property during the serving of the lunch meal.

while in the serving line, during their building serving time, by presenting his approved activity sheet

o If resident i~ issued a sack lunch, this is resident's only lunch. Even if resident completes his business
in the community and returns to the facility during the serving of lunch, resident will not be alJ owed to
bring th,at sack lunch back on the facility property and will not be fed off the serving line.

o 9) Late Trays. Any resident not on the property during his building evening meal serving time as listed
above will be required to have his name put on the late tray list in his building of residence. Residents
who return to the facility after 6:00 PM will be called by the security staff and will be issued a late tray.

o ] 0) Dining Room Rules:

Residents may enter the dining room only during posted meal times or when authorized by Reid
[J Facility staff;
2 Residents must enter the dining room through the front door only;
3 Smoking is not allowed in the dining room;

o 4 Sleeveless shirts, shorts, hats and other head gear are prohibited;
5 Socks must be worn with all shoes. Flip flops, thongs and sandals will not he allowed in the
dining room; , '
6· No containers are allowed to be brought into or taken out of the dining room;
. 7 Radios, CD· players, etc. must be turned offlheadphones off resident's head, while in the dining
room.

o III. Staff Expectations of all Residents

11) During Orientation, each new arrival will be given a Reid Community Residential Facility Resident

o Program Handbook and asked to sign for receipt of a personal copy of the handbook. Each resident is
responsible to read the handbook prior to his first appointment with his Case Manager. During
orientation and/or during the resident's first appointment with his Case Manager, he will have the

o opportunity to clarify any items be does not fully understand

12) Disrespect of Reid Facility staffwill not be tolerated and may be grounds for termination from the
program.

l 13) Physical violence or threat of violence towards staff and/or residents of the Reid Facility is strictly
prohibited, and may result in termination from the program and/or arrested.

] 14) Residents are nol allowed in the Administration Building or any staff office areas at any time, without
authorization of the Reid Facility staff or under supervision/escort. (See Resident Controlled Movement).

15) While in the community, residents of the Reid Facility are to behave in a manner that does not jeopardize
public safety or bring discredit upon the Reid Facility or the Texas Department of Criminal Justice.

16) Violation of any law while a resident of the Reid Facility will result in disciplinary action up to and
including transfer to a secure facility.

IV. Emplovrnent (revised 4-29-05)

17) Residents are required to obtain and maintain fuLl-time gainful employment throughout their residency.

o 18) Residents who are job searching are required to actively seek employment by completing a minimum of
five (5) job search appointments or interviews per week, unless otherwise noted, Monday through
Friday between the hours of 6:00 AM and 6:00 PM (or as approved). Residents will be required to
submit a "Job search Plan" form and a completed copy of their daily activity sheet to their Case

o ManagerlPO for approval as instructed. For SISP and SO residents, these must be submitted one week
in advance. Resident wilJ have the company contact person from each appointment or interview, sign in
the appropriate place on his "Job Search Plan" fonn. lfthe company contact person refuses to sign,
resident must obtain something with the company name and address printed on it as proof of his
D attendance at that location, Le.: business card, stationery, application, etc. Resident must turn in his "Job
Search Plan" fonn with accompanying signatures and/or documents, to his Case Manager prior to
additional job search activity approval.

19) Once a resident gains employment, the resident may not begin work until an "Employment Placement
Fonn" is completed and signed by the resident and his Case Manager/Supervisor telephonically verifies
all information on the form.
D 20) All residents must notify their employer of their parole/mandatory status, the nature of their instant
offense and their criminal history. During the employment verification telephone call, the Case
Manager/Supervisor will ensur:e resident notified employer of this and if he did not, will be required by
Ll mandate from the Texas Department of Criminal Justice to notify the employer at this time. It is best if
the resident has this conversation with the employer.

o 21) Residents are prohibited from "being absent from work unless they are ill or have scheduled days off.
Residents absent from work due to illness will remain at the Reid Facility for the duration of the day,
unless excused for a doctor's appointment.

22) Residents may not resign employment without priol' approval from his assigned Case Manager andlor
one of the Case Manager/Supervisor. Any changes in employment must have prior approval of his

o assigned Case Manager/Supervisor. Any layoff or termination must be reported to his Case
Manager/Supervisor immediately. Termination fTom employment due to employer's justifiable reasons
may result in disciplinary action.

23.) Free bonding may be available to residents requiring bonding. Resident may obtain free bonding
information from one of the Job Development Personnel. Additionally, prospective employers are
eligible to receive a tax credit for hiring ex-offenders. Resident may obtain tax credit information from
thelr Case Manager/JoB Developer. "

24) Residents will only be allowed to work at day labor/pool or temporary employment agencies WITH

l 25) When employment is terminated, the Reid Facility Programs Coordinator and the Parole Officer will
detennine the amount of time to be granted for the resident to secure new full-time employment.

26) No resident or group of residents is to be placed in a position of control or authority over otber residents
in the Reid Facility program. Therefore, this rule precludes any employment of one resident by another
resident.

27) All residents must report to a bipartisan work supervisor, a person who has no vested interest in them.
Therefore, this rule precludes any resident reporting directly to a relative or being self-employed.

v. Sign-out and Sign-in Procedures (revised 4~3-06)

28) Each resident's movement must be pre-approved on an activity sheet by his Case Manager and/or his
Parole Officer. No resident will be permitted to leave the Reid Facility at any time without a pre-
approved activity sheet. For all movements into the community, each resident must return to the
facility with a signature on his activity sheet for each pre-approved location and/or a fonn of prooffor

being at the pre-approved location, ie:
for banking and shopping - deposit/transaction/purchase receipt;
for medical appointments - whatever paperwork is provided for services rendered, including the
medical disposition;

n 3 for appointments with agencies: TRC, Project RJO, MHMRA - a business card, brochure with

29) Each resident will receive a Reid Facility Picture ID Badge upon his arrival to the Reid Facility 'and an
assignment to a building of residence. A resident who is pre-approved to sign off the property will
sign out on his sign-outlsign-in sheet in his assigned building and then go to the Front Gate area and
wait for his transportation.

30) Any resident who chooses to leave the Reid Facility without pre-approval from the Reid staff or
without following the sign-out procedure will be considered to have absconded and ill.!. arrest

31) Indiscriminate wandering in the community is prohibited. The Reid Facility staff must know each

resident's location at all times. It is a requirement of the Texas Department of Criminal Justice that the
Reid Facility staff be able to contact each resident who is in the community, whether at work or on an
activity pass, at all times. Periodic verifications will be made. If a resident can not be contacted at his
authorized sign-out location, he will be considered to have absconded and ill! arrest warrant will be
requested.

32) No resident is allowed in the Fiesta store on Mesa Road without a pre-approval sheet. All residents
n changing buses are to remain in the transit bus stop and ill not to wander around the Fiesta
I I parking lot.

33) Upon return to the Reid Facility from the community, each resident will do several things: a)
immediately go to the Front Gate where he will sign-in on the Front Gate Pat Down Log with his
name, TDCJ number, date and actual time of arrival back to the Reid Facility. This requirement is the
duty record of resident's actual return time, should a situation arise that is questionable regarding
resident's actual return time to the property; b) til en, surrender all packages, bags, parcels, briefcases,

VI. Resident Controlled Movement (revised 10-9-06)

43) Residents are to wear their Reid Facility Picture Identification Badge at all times when on the Reid

o Facility property. This ID Badge is to be worn above the waist on the left-hand collar or attached to
the left, upper, front of resident's shirt. It is not to be worn at the waist, on sleev'es, hat, etc.

44) Residents who lose their badge must obtain a replacement through Control Center in Building #l
immediately.

45) All residents must "rack up" for all counts and must remain at their assigned bed area until the Shift

o Supervisor has announced the count is clear. No one is to be in the shower during count. Any
resident who fails to follow this procedure subjects himself to appropriate disciplinary action for
interfering with the taking of count. Residents that are identified as S.O. andlor S.1.S.P. will be
required to check in with their building monitor every hour beginning at 6am and continuing until lO

46) The resident controlled movement system has been developed to limit the flow of residents in the

Before being allowed to enter Building #1 or Building #2, the resident must go to the Monitor
Control Station in his assigned building and state the staff member he wants to see and the reason
he wants to see that staff member, this includes resident's assigned date and time to see his Case

2 The building Monitor will call the staff member the resident wants to see and verify that the staff
member will see the resident and at what time;
3 The building Monitor will advise the resident of the time he will be authorized to see that
specified staffmember only.

47) When resident is advised by Reid staff that he is approved to release from the Reid Facility the
following procedures must be followed:
1 Resident is to take the linen assigned to him upon entry and wash, dry and fold that linen for turn
in to staff;
2 Resident is to pack his personal belongings for departure;
3 Resident is to clean his sleeping area thoroughly;
4 Resident is to pay any assessment that is due;

n 5 Resident is to go to the medication room and retrieve any medication he has there;
6 Resident is to make arrangements for transportation. The Reid Facility does not provide
transportation to release destination;
7 Resident is to advise his assigned building Monitor he has completed the previous activities and he
is ready for release;
8 Final release will be conducted in the Control Center located in Building 1. The Shift Supen1isor
will call for resident at the appropriate time.

o VII. Visitor Policv and Procedures (revised 4-29-05)

o 48) All residents are encouraged to have visitors. During orientation, each resident is to complete a
visitor's list. All potential visitors must be listed, even minors. The Case Manager, Parole Officer and
the Parole Officers Supen1isor must approve this list, before any person can visit a reside/tt afthe
Reid Facility. This includes visitors under the age of 16. The approved visitor's list must be in the
resident's case file and in the visitation book or visiting will not be allowed. No visitation is allowed
for the first (7) seven calendar days from arrival date.

n 49) Visitors must enter the Reid Facility through the Oates Road entrance of the Administration Building.
Adult visits the must present valid identification (not required if under the age of 16). Valid ID consists
of: Photo ID, Driver's License, Military ID, PassportlVisa, D.P~S. ID, and Resident Alien Card.

50) All visitors will be required to sign in providing their name, address and phone number, name of
resident to be visited, TDCJ # of resident to be visited, time in and time out. For visitors under the age
of 16, accompanying adult may sign them in.

51) Residents may have approved visitors only during the designated visitation dayslhours. Visiting is
aLlowed on Saturday, Sunday and major holidays, i.e.: New Year's Day, Martin Luther King Day,
Easter, Veterms Day,.Memorial Day, Fourth of July, Labor Day, Thanksgiving Day, and Christmas
11 Day between the hours of10:30 AM and 2:30 PM.

52) At anyone time, no mote than five (5) visitors are allowed to visit. The 5-visitors may be of any
combination equaling a total of 5. Should more than 5-visitors arrive who are on the visitation list for
the resident, these visitors must decide on which combination of 5 will visit first and share the time
allocated for visitation. The same person or persons, approved on the visitors list, will be allowed

55) Special visiting privileges will be afforded to persons who are attorneys, Parole officers, clergy, and
Social Service Representatives and anyone who came an exceptional distance. A call should be made
to the Assistant Facility Director of Programs or the Assistant Facility Director of Security in advance
of the visit to assure there is a meeting room available for the visit.

:J 56) Each resident is responsible for the behavior of his visitors. Resident and his visitors are to conduct
themselves in a manner that is in accordance with all rules, regulations and guidelines of the Reid
Facility and is not offensive to others.

57) Any visitor inappropriately dressed will be asked to leave the property and the visit will not be
allowed. Appropriate attire for visitors is as follows:

D 58) Visitor must be fully clothed, including shirt and shoes;

o 59) Radios and CD players are not permitted in the visitation room.

o 60) Visitors are not permitted to tour the facility. During visitation the resident and his visitors are to
remain in the designated visitation area.

61) Reid Facility staff must protect the anonymity and privacy of each resident of the Reid Facility.
Therefore, visitors may not bring still shot cameras, video taping devices or a movie camera onto the
property. Visitors may not take pictures, videos or movies of the Reid property. If the visitor is caught
doing so, the film will be confiscated and destroyed and the visitoi' bannad from the property,

62) It is a felony to bring weapons, explosives, narcotics, dangerous drugs or alcoholic beverages·int%nto
the Reid Facility property. These items are not to be left in a vehicle on the Reid Facility property.

63) The Reid Facility endeavors to be a drug-free environment. We reserve the right to inspect any article,
. purse, or bag, brought to the facility by a visitor. Any refusal wiIJ result in a potential visitor being
denied permission to enter the property or termination of a visit in progress and visitor escorted off the
property.

64) Any visitor believed to be under the influence of alcohol, drugs or narcotics will be asked to leave the·
pJ:operty, will be removed from the resident's ~isitor's list and will not be allowed to return.
[I 65) Any visitor found to be delivering contraband or drugs will be arrested and charges will be filed.

l 68) Physical contact between the resident and a visitor must not exceed an embrace and kiss upon arrival
and the same upon completion of the visit. The only display of affection (physical contact) allowed
between residents and visitors is they may hold hands, Visitors are to conduct themselves in a manner
that is not offensive to others,

69) There are vending machines in the visitation area for the use of resident and his visitors.

70)' At the conclusion of the visit, the Shift Supervisor will be notified. The resident will remain seated in
the visitation area while the visitation monitor escorts visitors out of the visitation area to their
vehicles. Once the visitor is off the property, the resident will be asked to remove all articles from his
pockets, turn all his pockets inside out and submit to a pat down. Upon completion of the search and
pat down the resident will be sent to his assigned building.

71) Staff of the Reid Facility reserve the right to refuse any visitor deemed inappropriate, Violation of any
visitation policy may be grounds for termination of the visit, denial of a visit andlor entrance to the
Reid Facility. Thi~ may also result in the removal of the individual from the resident's visitors list.

o VIII. Assessments/Savings (revised 5~25-05)

72) All residents of the Reid Facility who are employed, receive retirement, social security benefits or
[] other forms of income, will be required to pay a 25% assessment, pursuant to Title] 8:4082. This
policy is mandated by the Federal Legislature and enforced by the Texas Department of Criminal
Justice. (Exception: TC Probation cases), The assessment owed is 25% ofthe gross amount ofpay,
n rounded to the nearest dollar amount, I.e., when the 25% calculation comes to $150.49, the cents are
u dropped and the assessment is = $150.00; when the 25% calculation comes to $150.51 cents, .the cents
are dropped and the assessment is = $151.00. If there is a question on the amount due, the resident
should call his Case Manager/ Supervisor or the Administrative Assistant, stating his gross income.
The appropriate 25% assessment will be calculated for resident. All residents who are employed,
receive retirement, social security benefits or other forms of income, shall be assessed 33.3 % of his
gross income to be placed into a savings account established by the Reid Facility. '

o 73) Assessment and savings payments are due within 48 hours of the receipt of each paycheck and is to be
paid in the form of a money order, only. Cash and pel'sonal checks will not be accepted. The
resident is to staple his pay stub to his money order (a resident paying assessment/savings on social
[J security benefits is to staple his money order to his social security benefits letter or stub) and place
both in the assessment "drop box"'located in the east wall of the Administration BuiJding/Bui1ding 1.

/-1 74) Assessment/savings payments will not be accepted without a check stub that shows the gross amount

of pay and all the deductions taken out. Failure to submit both a money order and pay stub together,
within 48 hours of payday will result in shut down pending notification of resident's Parole Officer or
other disciplinary action up to and including transfer from the Reid Facility to a secure facility.

75) Each resident who is employed, receives retirement income, social security benefits or any other form
of income is required to place a percentage as determined by the Texas Department of Criminal
Justice of his gross income into a savings account at The Reid Facility, within 48 hours ofreceipt of each
paycheck. The percentage is rounded down the same as the assessment statement in rule # 73. Non-
payment and partial payment are subject to B disciplinary report and sanc.tions. If funds are owed
by an offender for past arrears or partial payment at the time of his exit from the facility, any and all

the resident or immediate family. TDCJ, upon review of the information submitted, will notify the Reid
Facility in writing of the results of the review and the resident's status relevant to payment of the
assessment. Resident must pay assessments until this written approval

IX. Drug and Alcohol Usage

77) The use or possession of alcoholic beverages, illegal drugs or paraphernalia at anytime is prohibited
and will result in removal from the program.

78) The use of inhalers and consumption of poppy seeds may cause a positive urinalysis test. Residents
are advised to not consume poppy seeds and to declare prescription inhaler to Reid Facility staff.

79) Residents of the Reid Facility will be tested as follows:


1 Upon arrival, each new resident will be required to submit to urinalysis (UA) drug testing and
breathalyzer (BA) alcohol testing.
o All residents are subject to random UAIBA testing while a resident of the Reid Facility.
o Any resident who is suspected of use will be required to submit to VA and/or BA testing.
80) Only personnel who have been trained in methods of collection,chain of custody, documentation and

o transportation of urine samples and the use of Alcohol Alert Meter will be authorized to do the testing.

81) Staff may request urine and/or a breath test from a resident any time they suspect the possible use of
any type of drugs or alcohol.

o 82) \Vhenever a resident fails to report to submit to a urine test or whenever a resident fails to produce an
adequate urine speCimen within two hours of the request, a disciplinary report will be written and

o disciplinary action taken, up to and including transfer to a secure facility. During the two hour period,
resident must remain in full view of Reid Facility staff and may consume a minimum amount of water.
The Reid Facilitl' has zero tolerance for the possession or use ofillegal drugs bl' residents.

o 83) Breathalyzers will be given to residents on a random basis. Any reading of .01 or greater will be a
basis for a re-test in 15 minutes. Resident will be required to remain in full view of Reid Facility staff
during this I5-minute time frame. Should subsequent testes) read .01 or greater a disciplinary report
will be written and resident will be shut down pending investigation and hearing of the disciplinary
report. Sanctions may include resident being transferred to a secure facility. The Reid Facility has
zero tolerance (or the possession or use ofalcohol b" residents,

84) Medications or pharmaceuticals that contain alcohol must be by prescription only and declared to the
Reid Facility staff. Breath fresheners, mouthwashes, toothpaste, etc., that contain alcohol are
prohibited. Non-Alcoholic Beer also contains alcohol and will result in a positive Breathalyzer.

85) All bars, clubs, or establishments, which do over 50% of their business through the sale and/or
consumption of alcoholic beverages, are off limits to residents.

X. Medical! Medication (revised 11/10/2003)

86) Each resident is responsible for his own individual medical, dental and mental health care needs. When
medical insurance coverage is not available and/or affordable, a resident may be referred to the Harris
County Hospital District to apply for a gold card to cover these services at little or rio charge.

If resident abuses this rule, the device will be confiscated and destroyed.

o 10 I)Alarm clocks must be electric, battery operated or wind up. Electric, electronic or battery operated
equipment or devices that are prohibited from the Reid Facility property, Le., clock radio, personal
'television, typewriter, personal computer, laptop computer, pager, cell phone, game boy, etc. This is

102)No resident is allowed to just stand around the compound Monday through Friday between the hours

assignment. All residents on the property will be either in bed - with signed staff approval, or on a
work detail, Le., in the kitchen, in maintenance or in their assigned building doing OJ, clean-up in
the common areas.

o J03)Residents of the Reid Facility are not allowed to apply for or receive food stamp allowances. It is a
felony offense (because it consists of acts of fraud and falsification of documents to a governmental
agency) for any resident of the Reid Facility to apply for andlor receive food stamps. In addition, any
resident who chooses to continue this practice stands the risk of parole violation and a new case. Any
resident of the Reid Facility suspected of this act of criminal activity will. be reported immediately.

state "flammable" in the labeling.

o XIV. Sanitation

117)TDCJ Administrative Directive PH/AD 5.2.13 mandates that each resident assigned at the Reid

o Facility must perfonn work assignments. A contract facility can utilize a resident to perfoI111 general
maintenance, repair or construction on Reid Facility property without monetary compensation during
the period of residency. These work assignments include Food Service, Maintenance, common areas

o of all buildings, common areas on all the grounds, etc. Each resident will be given a work assignment
at orientation. That work assignment is the pennanent work assignment while a resident of the Reid
Facility and must be completed on a daily basis during the orientation phase. Once orientation phase is
completed, each day the resident is on the property and not in class or in sick call; the resident is to
[] report to the Shift Supervisor to work in his permanent work detail.

118)Each resident is to make his bed immediately upon getting out of bed, 'but no later than 7:00 AM.

o (Exception is late night workers - see rule # 112). The bed making criteria is:
o Sheets and blanket/spread are to be tucked.in tightly all the way around, the corners are to be 45
degree folds as in hospital bed corner folds. At the top of the bed the top sheet and blanket are to
be folded back over the bed 12 inches. .
o Pillow is to be placed on top of the sheet and blanket 12-inch fold back over the bed. Variations
from the above may result in a disciplinary report and/or loss of privileges.

J19)AlJ residents of the Reid Facility are responsible for the common areas. Each resident is responsible
[j fot picking up/cleaning up after himself. Discard trash properly: food tray, eating utensils, and other
items no longer desired. Cigarette butts are to be disposed of in the proper receptacles, they are never
to be tossed on the ground. Each resident is to clean the sink and the mirror after brushing his teeth

149) The following procedures must be followed for a resident to use his personal vehicle.
1 Upon approval of the Assistant Facility Director of Security, a resident may operate a motor
l vehicle provided he shows proof of the fall owing:
a. Valid Texas Driver's License;
-, b. Vehicle insurance;
,I c. Vehicle licensing and registration.
, ! 2 If the vehicle to be used is the property of another person or company, the resident must have a
signed authorization for use of the vehicle, proof of insurance, vehicle licensing and registrari on.
3 The resident's Case Manager will verify all required information and maintain in the resident's file
copies of these documents, along with the license number and a description of the vehicle.
4 A list of resident license numbers and description of the vehicle will also be kept in the Control
Room.
5 Resident will relinquish vehicle keys to facility staff immediately upon return to facility.
6 Residents are prohibited from loaning vehicles to other residents, friends, staff or employees.
7 Residents assigned to the Sex Offender or Special Needs Program must receive treatment team

150) Residents must report any and all traffic violations to the Reid Facility Assistant Facility Director of
Security and Case Manager in writing on the day the violation occurs,

151 )Upon approval of driving privileges, resident will be allowed to park his personal vehicle in the
"designatedparking area", immediately adjacent to the Reid Facility Front Gate, Residents are not
permitted to park their personal vehicles off the property, i.e., on the shoulder of Oates Road, in the
parking lot area belonging to the Cafe located on the corner of Beaumont Highway and Oates Road.

o XVIII. One'- Way and/or Two ~ 'Nay Communication Devices

152) Residents are not pennitted to own or operate any type of one~way or two-way communication

o device.

153) One-way or two-way communication devices are not allowed on the Reid Facility property. Failure
will
to abide by this rule result in the device being confiscated, device being destroyed and a
disciplinary report being written. Sanctions may include Joss of passes, reduction in program phase,
retarding of release date and/or removal from the Reid FaciIityprogram.

155) A twelve (12) hour pass is to be taken between the hours of 8:00 AM and 8:00 PM, on Saturday,

156) Passes over twelve (12) hours may be taken during the time frame of 6PM Friday and 8 PM Sunday,
for the approved number of hours of the pass.

157) Special Needs residents who are unemployable may qualify for twelve (12) hour and twenty-four (24)
hour passes provided the resident is: .

158) All pre-approvals for leisure time passes over six (6) hours must be submitted on a pass form and
require the signature of the resident, the assigned Case Manager/Supervisor, the resident's Parole
Officer and the Parole Supervisor.

159) To receive passes, resident must' be program compliant:


l c. Attendance of every assigned meeting must be current;
I d. Assessment payments and savings deposits must be current;
e. Taking all medication as prescribed;
f. Resident must not be on restriction or have any pending disciplinary reports.
1. Not all residents are eligible for passes. Instant offense, criminal history and Parole
Officer approval will determine pass eligibility.
ii. Procedure for submitting a pass request:
Pass request form must be completed with name of person resident is requesting to visit, the
person's residence address, person's residence telephone number and day time telephone number
Note: resident must provide the telephone number of the land line phone at the residence to be
visited, cell phone does not meet this requirement;
2 Resident must submit pass request to assigned Case Manager no later than 6 PM, on Monday,
two weeks prior to requested pass dates;
3 The Texas Department of Criminal Justice - Parole Division requires that pass information be
verified and the assigned Case Manger must make telephone contact with the person to be visited
to verify that the person to be visited gives pern1ission for resident to visit at their residence

address on the dates and for the times resident requests to be there (if resident is a sex offender, it
must also be verified that no one sevel1teen (17) years of age or younger will be present at the
address during thedate/time of the pass request);
4 Once assigned Case Manager has verified all the pass information; the pass will be forwarded to

D, 5 Once pass has been reviewed by the Case Manager and Case Manager Supervisor pass will be
submitted to resident's assigned Parole Officer for review. The Parole Officer will then forward
the pass to the Parole Supervisor for approval.

o 160) It is the responsibility of each resident to contact the Reid Facility staff at (713) 351-1561 upon his
initial arrival at his pass site location, periodically throughout the passtime - every (12) hours and at
the end of the pass, prior to leaving his pass site to return to the Reid Facility, to declare that he is
enroute back to the Reid Facility.

161) Residents on pass must remain at their pre-approved pass site location the entire time. Resident is
not allowed to leave the pass site to go to the store or anywhere else.

162) In the event of any emergency, resident is to call Reid Facility staff at (713) 351 -1561 and speak to

u the Shift Supervisor on duty. The Shift supervisor will call the "On -Call Manager" and relay
resident's emergency. Shift Supervisor will follow the direction given by the "On-Call Manager."

163) Throughout the duration of a pass, the Reid Facility staff will conduct random telephone verifications.
Resident must be able to be reached at all times. A busy signal will be considered a No Contact
Response.
RESIDENTS MAY RECEIVE OVERNIGHT PASSES WITH THE APPROVAL OF THE
PAROLE DIVISION REGIONAL DIRECTOR, OR DESI GNEE.

167) All residents entering through the Reid Facility Front Gate will be searched - pockets are to be

completely to do this search adequately.

168) All residents entering their assigned donn building are subject to be searched - pockets are to be
emptied and turned inside out, all personal belongings will be searched - bags are to be emptied out

] 69) Any resident found in an unauthorized area, in a building without authorization or loitering in the
compound suspiciously will be searched - pockets-are to be emptied and turned inside out, his
personal belongings will be searched - bags are to be emptied outcompJetely to do this search

170) Reid Facility staff has an obligation not to accept resident's correspondence when contraband is
suspected, or to receive unauthorized correspondence. Constructive correspondence is encouraged
between residents and their family, friends, andlor other associates. Residents may correspond with
any person and in any language with no limitation on number or volume of letters.

171) There are some circumstances when a resident may be required to open his mail in the presence of a
staff member. All packages will be opened and inspected for contraband by resident in the presence
of staff, when signing for mail.

'--- 172) Upon release from the Reid Facility each resident should go directly to the U.S. Postal Office
Downtown and file a change of address card, All mail received after the date of resident's release will
be automatically returned to sender.

173) Normal days and hours for the distribution of resident mail are Monday through Friday from 4 :30 PM
until 10:00 PM. Resident mail is distributed in each building area, Packages delivered to residents
are to be picked up from the Control. Center, in Building #1. Resident must provide Reid Facility
picture ID Badge to receive mail. Resident must sign, acknowledging receipt, of all mail distributed
to him.

111. The Reid Facility will accept mail from the PostOffice addressed to residents,
as their name appears on the facility roster only. Should resident's roster name be an
"alias" and mail will be coming under resident's legallbirth name, resident must
submit a written statement to his assi'gned Case Manager stating this and provide
proof of his legallbirth name,

174) Residents identified as indigent shall be provided stamps, envelopes, paper and pens for legal
correspondence. -

176) Possession of Contraband is a violation of the Reid Facility rules. Contraband is defined as any item

n" 3 Is an item that belongs to any other resident, stolen items.
4 Is changed from its original condition, if the change jeopardizes the Reid Facility's safety or

o security or the safety and security of both residents and staff.

177) Residents will be allowed to maintain in their possession a reasonable amount of personally owned

XXIV. Disciplinary Action (revised 4-29-05)

l86) This handbook lists the majority of the Reid Facility rules and regulations, This handbook also
contains the Prohibited Acts. If any of these rules and regulations are violated and/or prohibited acts
are committed, a disciplinary report will be written against the ,violator, Both an investigation of the
allegation and a disciplinary hearing will be conducted.

J 87) The disciplinary report process is as follows:

1 The DR is written against a resident alleging the resident committed a violation of a facility rule or
regulation. .
2 The DR must include the name of the resident, TDCJ # (number), time of the offense, date of the
offense, place of the offense, the alleged rule violation(s), and the signature of the reporting

Monitor or Staff Member.
The disciplinary report will be forwarded to the Shift Supenfisor to he checked for completeness
and accuracy.
4 The DR will be served to the resident within hventy-four (24) hours staff became aware of the
alleged offense,
S The Shift Super.visor or a designee will senfe the notice of charges to the resident. The staff
person accusing the client of any offense or violation or any staff member mentioned in the body

c of the DR will not be allowed to serve or investigate the alleged charges or violations.
6 The investigator will complete Part II of the DR. At this time, the investigator will read the
charges tothe resident and ask for the resident's statement concerning the incident. The

u investigator will talk to those persons with direct and relevant information and summarize their
statements, The incident will be thoroughly investigated and all steps and actions will be recorded
on the DR. All infonnation gathered from the investigation will be attached to the DR to assist the
Disciplinary Officer in making a decision.

[; 7 Residents who are charged with a major rule violation will be scheduled for a disciplinary
hearing as soon as possible, but no later than ten (10) days after the alleged violation is reported.
This time frame excludes weekends and holidays, Residents will be notified of the time and
location of the disciplinary hearing at least 24 hours in advance of the hearing unless the resident
signs a written waiver of appearance. A resident may waive their right to a hearing, provided the
waiver is documented and reviewed by the Facility Director or designee.
8 Residents charged with a violation of the facility rules and regulations, and referred to the
Disciplinary Officer have the following rights:
a. The right to have writte!) notification of the charge(s) alleged against you at least twenty-four
(24) hours prior to appearing before the Disciplinary Officer.
b. The right to staff counsel substitute, ifyou are illiterate, psychiatrically ill, intellectually or
mentafIy impaired, non-English speaking or understanding English is questionable, hearing
impaired or unable to understand the complexity of the issues of the charge(s) or in witnesses
requested are absent from the facility.
c. The right to call witnesses and present documentary evidence in the resident's behalf,
provided the safety and security of the facility is not jeopardized.
d. The right to submit written questions to be asked of witnesses by the Disciplinary Officer or

9 Postponement or contip.uance: of a disciplinary hearing may be granted for a reasonable period of

time. All disciplinary decisions will be based solely on infonnation obtained in the disciplinary
hearing process. This will include staffreports, statements of the resident, and evidence derived
from witnesses and documents.

A copy will be provided to the resident, the assigned Case Manager and Parole Officer. The
, disciplinary record and supporting documents will be maintained in the resident's case file. The

1l. The resident has the right to appeal the decision of this hearing with respect to the findings of
the Disciplinary Officer and/or the penalty imposed. Should the resident choose to appeal, he
must do so within fifteen (15) calendar days from the date of being notified of the decisi on, to the
Facility Director or designee. The appeal must be submitted on a Grievance Ponn (Attaclunent
C). The appeal will be decided within 30 days of its receipt, and a written notification of the

There are three (3) basic reasons for filing an appeal:
1. One or more procedural rights were violated.
2. There was insufficient evidence to make a guilty finding.
3. The sanctions imposed were too severe.

188) Restriction occurs when specific rules of the Reid Facility have been violated, Le.: positive VA;
Positive BA; failure to pay assessments; the Parole Supervisor mandates it, etc.

XXV. Resident Grievance Procedures (rev. 10-9-06)


[l 189) A resident of the Reid Facility has the right to grieve any decision, processl.procedure, or
environmental condition that may affect his life. Staff members are prohibited from discouraging intimidating,
n· harassing, or seeking retribution against residents who seek to exercise their right to file a complaint. Every effort
U should be made to resolve problems that arise through infonnal discussions between the resident and staff on the
specific issue(s).

o 190) The residents may have assistance in writing the complaint if unable to read and/or write. In addition,
upon request, resident will receive writing materials, postage and access to a telephone for the purpose of
filing a grievance. Listed below is the Reid Facility grievance procedure:
All residents will have access to grievance forms, in each building, without Reid staff assistance, with a
guarantee against reprisal by Reid staff members;
2 Resident will deposit the completed grievance form in the box designated for grievances. There is a box
located in each build\ng;
3 A designated staff person will collect the grievances on a daily basis and fonvard them without alteration,
interference, or delay to the Assistant Facility Dire9-tor of Programs, or hislher designee, for resolution.
4 . The Assistant Facility Director of Programs or designee will document receipt of the grievance by
indicating on the grievance fonn the date of receipt and the date the response to the grievance is due back
to the resident.
5 Receipt will be documented within twenty·four (24) working hours, (weekends and holidays excluded);

o The Assistant Facility Director of Programs or designee will log the grievance in the Grievance Report
Control Log and assign the grievance a log number. The grievance log will include a column to record the
disposition of the grievance upon completion. A resident is allowed to file 1 grievance every 7 days and
the grievance cannot contain more than one issue. [Exception to this rule is grievances pertaining to
[j disciplinary, specialty and emergency grievances]
4 The Assistant Facility Director of Programs, or designee, will review the grievance a,nd assign an

3 lfthe resident is not satisfied with the department head's response, a written appeal may be submitted to the
Assistant Facility Director of Programs within (3) three working days of resident's receipt of the response.
The appeal form is on the bottom of the grievance form;

4 The Assistant Facility Director of Programs will review the documentation contained in the grievance, the
department head response and meet with the resident for any additional information that might be offered.
The Assistant Facility Director of Programs will provide a written response to the resident within (15)
fifteen business days of receipt of the appeal request;
5 If the resident is not satisfied with the response of the Assistant Facility Director of Programs, the
grievance may be appealed, a second time, to the Facility Director within (3) three working days of receipt
of the first appeal response from the Assistant Facility Director of Programs;
6 The Facility Director will review the documentation contained in the grievance, the department head
response and the appeal response. Upon completion ofhislher review, the Facility Director will provide a
response to the resident within (15) fifteen business days of receipt of the appeal; .
7 lfthe resident is not satisfied with the response of the Facility Director, the resident may file a fonnal
grievance with the Texas Department of Criminal Justice - Regional Director-Parole Division. The
Assistant Facility Director of Programs will ensure that any and all assistance, forms and addresses are
provided to the resident to complete the grievance process.

LJ XXVI. Religious and Recreation Activities

191) To accommodate the religious practice of the residents at the Reid Facility, non-denominational
[J church services and studies are offered throughout the week, on the Reid Facility property. As these
services vary according to the volunteers assigned to the property at the time, a schedule may be obtained at
the mail window during mail call times.

192) The facility offers a variety of games that include but are not limited to: basketball, volley ball,
horseshoes, weight lifting, and board games. Supplies for these activities will be issued through Control

Prior to hurricane and/or flood:

1) Shift Supervisor will direct that all windows be boarded or taped to brace against impending winds and
forces.
1) Shift Supervisor will assure all electrical devices/equipment are unplugged; if necessary placed on risers.
3) Shift Supen/isor will direct that all furniture and personal belongings be placed in as high a location as
possible to salvage, .
4) Shift Supervisor will turn on battery operated radio or Television to receive emergency information and
instructions. He/She will insure telephones are not used except in emergency situations.

lJ During hurricane and/or flood:

1) Shift Supervisor will give a directive for all staff and residents to remain inside the building, to seek
protection from flying debris under a heavy desk or table, or brace themselves against a doorn-arne and to
stay clear ofwindow~;

o 2) Shift Supervisor will assign a staff person to be responsible for a specific building and the residents housed
in that building. Building head counts will be conducted as deemed appropriate to maintain
accountability;

4) Shift Supervisor will take precautions to safe guard staff and residents. Shift Supervisor will facilitate
check for injuries, and administer rescue breathing, CPR, or other first aid if necessary;

Each building that is identified as receiving water or as having rising water will be evacuated and
residents.moved to a building or area on higher ground;

If the Reid Facility is deemed unsafe, Shift Supen/isor will instruct all staff and residents to stand down at a
safe Jocation as close to the facility as possible while he/she coordinates with Texas Department of
Criminal Justice for transportation to evacuate the Reid Facility,

7) If evacuation of The Reid Facility becomes necessary, Shift Supervise will make notification calls of all
pertinent information to:
• The Reid Facility Director and/or hislher designee;
• Texas Department of Criminal Justice (SADO, Contract Monitor, etc.);
• City of Bouston Police Department;
• Harris Country Sheriff's Department;
• City of Houston Fire Department, or 91 J;

J'I • Call in appropriate off duty staff to maintain safety and security of residents.

After the hurricane or flood pass:

• Smell for gas, turn off main gas valve only if leaks are strongly suspected;
• Check electrical wiring; turn off power if there is significant damage;
• Check for spilled liquids, broken glass, and other objects that could present a safety hazard.

2) Shift Supervisor will prepare incident reports and distribute to proper channels before going off duty.

ILLNESS AND INJURY


1. LIFE-THREATENING EMERGENCIES (Examples include: heart attacks, lack of breathing,
shock, severe bleeding, unconsciousness, severe trauma, and injuries to the head).

\VHAT TO DO
1. Inspect the scene: The person needing assistance may be injured as a result of being in a dangerous area.
First, make sure the area is safe. Do not jeopardize your own safety to rescue others from a life-threatening
situation,

n 2, Do not leave the injured person: Have someone else summon a staff member and have someone call 9ll
immediately. All staff members are certified in First Aid and CPR,

3. When calling for medical help, be sure to:


[J a. State the nature of the emergency,' e.g., severe bleeding, unconsciousness, etc,
b. Identify the exact location of the emergency, including facility address and cross streets:

c.. Do not hang up until instructed to do so by the emergency dispatcher.
,I d. Send a person out front to direct emergency service p·ersonnel to the victim.

4. Reid Facility staff must evaluate the situation and assume responsibility at the scene.
II II. NON-LIFE THREATENING E1\1ERGENCIES
Immediately summon a Reid Facility staff member to assess the situation. All Reid Facility staff members· are
Ii certified in First Aid and CPR. They will determine whether it is necessary to call 911. The following are
li some general guidelines for first aid:

Burns: If skin reddens,or blisters develop; immerse burned area in cool water. Ifburn is deeper, apply dry,
sterile dressing and seek medical attention at once,

Wounds: Control bleeding. If severe, apply direct pressure on the wound. If bleeding still does not stop,
apply pressure to the supplying blood vessel ("pressure point"). Get medical help. Cleanse minor injuries
thoroughly with soap 'and apply dry, sterile dressing snugly.

Residents are responsible for their medical care, If resident is unable to pay for medical or dental care they
will be provided referral to the Harris County Hospital District to obtain a Gold Card for medical, dental and
mental health services at little or no charge.
