2 INSPECTION TEAM COMPOSITION

Oromia water, Mineral and Energy Bureau have signed contract agreement with GTB
Engineering in JV with TAM Engineering plc And Emu General Importer Plc for the supply of
Electromechanical-Pumps, Generators, Lifting Equipment, Chlorination Equipment, pipe and
fittings for ShenoTown Water Supply and Sanitation Project.

As per the instruction of client to form a committee by letter ref. no…..

3 INTRODUCTION
Oromia Water, Mineral & Energy Bureau Entered an agreement With GTB Engineering in JV
with TAM Engineering plc. And Emu General Importer Plc for Construction of Civil Works,
supply and Installation of pipes, fittings and Elector mechanical Equipment at Jan /2016.
Accordingly, the Supply of Electromechanical-Pumps, Generators, Lifting Equipment,
Chlorination Equipment, pipe and fittings are delivered to site on 6th of October 2018.

3.1 Inspection General


Based on the request of the contractor supplier GTB Engineering in JV with TAM Engineering
plc and Emu General Importer Plc to conduct inspection of Electromechanical-Pumps,
Generators, Lifting Equipment, Chlorination Equipment, pipe and fittings which were
manufactured and supplied from respective origin countries and suppliers, the inspection was
conducted. Accordingly, the Contractor was requested to comply with the following
requirements:

 Submit a copy of the delivery orders for the items imported to the committee, and
 To be present during the inspection by a delegate representing the Supplier.
o Electromechanical-Pumps,
o Generators,
o Lifting Equipment and
o Chlorination

Based on the documents, the Goods were inspected on 01-06 November, 2018 by the members
of the inspection committee.

3.2 Information and Data Considered during Inspection


Prior to the start of the inspection discussions were held and joint understanding reached on how
to precede the inspection assignment. In regards to the detailed inspection procedure, the
Committee agreed on the following.

 The basic document for the inspection will be the signed delivery order, and goods
delivery note of the Supplier will be considered during the quantity assessment of the
pipes supply.
 The standard (ISO) indicated in the specification as well as the technical catalogue of the
Contractor.

4 METHODS OF INSPECTION
The methodology and procedures used for this inspection work were as follows:

o Observations of packing system and handling during unloading and staking;


o Delivery order document assessment for confirmation of the supplied items;
o Visual observations of the designation on the item as specified in the standard;
o Examination and measuring of geometric characteristics to collect variable data

Using the respective apparatus;

o Observation of the general requirements regarding appearance (both internal and


External surfaces)
o Visual quality inspection: Defect or Imperfection, check for damage, (if any)
o Examination of variable data of Electromechanical-Pumps, Generators, Lifting
Equipment, Chlorination Equipment with respect to standards & Specifications

c. for nominal rating of the pressure, the diameter and the length of pipe

e. the delivery quantity versus the contract agreement

5 PARAMETERS CHECKED DURING THE INSPECTION


During the inspection, to inspect for quality, it is mandatory to first decide what characteristics
shall be inspected, and then determine the standards that the product shall conforms to as
specified in the Contract Agreement.

In line with this, two types of data employed to measure the quality of Electromechanical-
Pumps, Generators, Lifting Equipment, Chlorination Equipment, pipe and fittings. These are
attribute data and variable data.

5.1 Attribute Data


The attribute data that can be observed physically on site are examined. The qualitative
information about the product can be inspected with regard to the following conditions of the
supplied items.

• The label of the product;


• Chamfering of the Spigot End
• Storages of items on site;
• Damage on the items
• Rust on the items due to weather condition etc.

5.2 Variable Data


The outer diameter is measured, the pressure class (PN) is observed on the DCI Pipes label and is
compared according to the standard table of ISO 2531/13S4772/EN545. Caliper is used to
measure the dimensions of the DCI Pipes during inspection and it is compared with the standard
tables.

6 CONCLUSION
The Supplier is expected to file the insurance case, and the Client is promptly advised to
hold 110% value of the Goods until the required to be replaced or recertified.

Furthermore, The Contractor at site level shall submit a JR copy to the Client
representative confirming the actual delivery to be attached to the payment voucher to
be submitted to Finance bureau and UNICEF.
