Policy on Legal Compliance and Public Engagement


(Approved January 12, 2019)
For over seven decades, the Fellowship Foundation, Inc. (d/b/a The International Foundation) (the
“Foundation”), together with its associates and associated ministries, has fostered a national and
international friendship and fellowship of people centered around the person and teachings of Jesus.
These teachings include such seminal commands as loving God with all our hearts, souls, and minds and
our neighbors as ourselves. Following Jesus, we seek to carry out this mission with humility, integrity,
and law-abiding servant leadership that prefers the needs and interests of others to our own.
It has always been the Foundation’s commitment to carry out its mission consistently with its public
charity status under Section 501(c)(3) of the Internal Revenue Code and with all other applicable laws of
the United States, including laws that place limits on public engagement and political activities.
Accordingly, we are reinforcing such commitment by this announcement of corporate policy, including,
for example, our National Prayer Breakfast Invitation Policy (attached) and this Policy on Legal
Compliance and Public Engagement:

• This Policy on Legal Compliance and Public Engagement (“Policy”) memorializes


and reinforces the longstanding commitment and practice of the Foundation to carry out
all activities in a manner that demonstrates transparency, integrity, and compliance with
all applicable laws and Foundation policies.
• This Policy goes beyond legal compliance and seeks to avoid even the appearance of
wrongdoing or the risk of bringing reproach on the Foundation for disreputable or self-
serving conduct.
• This Policy includes all public engagements, such as the National Prayer Breakfast and
state and local gatherings, and all communications and interactions with political and
other leaders, at all levels, by anyone representing the interests of the Foundation.
• This Policy requires the strict avoidance of any activities for personal political or
financial gain, and of any interactions for the purpose of personal political or financial
gain, with entities or persons that are prohibited, sanctionable, or registrable by
applicable sections of the Internal Revenue Code, the Lobbying Disclosure Act, the
Foreign Agents Registration Act, and any other such laws or regulations governing
political activity, foreign agents, or other public engagement.
• This Policy applies to all Foundation board members, officers, associates, consultants,
employees, and anyone else who may be viewed as a representative of the Foundation,
whether paid or volunteer.
• This Policy requires everyone with any responsibility for the work and reputation of the
Foundation to report any suspected noncompliance or concern to the Foundation’s
President, or its legal counsel George R. (Chip) Grange ( ), or, if
appropriate, to relevant authorities.
• Any questions regarding this Policy should be promptly addressed to the Foundation’s
President or legal counsel (above).

National Prayer Breakfast Invitation Policy

The purpose of this policy is to clearly delineate proper conduct and ethical standards for all involved in
the invitation process associated with the National Prayer Breakfast. The nomination process for
invitations is done to support the event in a manner that is consistent with the spiritual purpose of the
National Prayer Breakfast and must exclude consideration and opportunities for personal advantage or
gain. In that regard, all of those involved should avoid any conflict of interest, whether real or perceived,
making certain that they do not allow anyone including themselves to:

• Seek or accept for themselves or others any gifts, favors, entertainment, payments, or contracts
from any persons or business organizations that they currently do business with or seek to do
business with in exchange for an invitation to the National Prayer Breakfast;
• Offer or sell political influence which includes tickets to the National Prayer Breakfast including
access to political, business, community or religious leaders;
• Offer to broker access to the NPB and the opportunities to meet business leaders, politicians, faith
leaders, celebrities or others on behalf of clients and others specifically for the purposes of
providing networking opportunities as part of a package of services for personal gain;
• Act as a broker, finder, or go-between for the benefit of a third party who wants to use access to
the NPB as a benefit for their clients and business strictly for a profit motive.

If anyone has broken the spirit of the NPB nomination process, then the NPB team and NPB Core as well
as the Foundation president will be notified to decide the best way to deal with the situation. Based upon
the facts and circumstances involved, this may include separating that person from any future
involvement in recommending future guests for invitation to the National Prayer Breakfast, to help insure
the NPB is not used for personal gain.
