Purpose:
Work within the Actuarial Division of the Medical Services Administration (MSA) to assist staff
with functions and tasks related to the continuing development and operation of the Transitional
Medicaid Statistical Information System (TMSIS) report program with the Centers for Medicare
and Medicaid Services (CMS).
Prepare summary reports from TMSIS-processed data. Prepare analytical reports and
studies to verify results prior to submission.
Utilize the CHAMPS Data Warehouse and other relational database products to perform
investigative studies to identify errors or weakness in TMSIS-processed data.
Identify specific problems and sources of unusual variations in processed results between
report cycles. Assist MSA staff to determine if reprocessing TMSIS data extracts are
required.
Assist in the preparation of a CMS/Mathematica summary report on data trends and
variances between report cycles.
Help in the preparation of responses to questions from CMS/Mathematica as required.
Assist MSA staff in the development of relational database applications to analyze data
and to identify data quality issues as part of the TMSIS pre-submission process.
Investigate data mapping options and techniques for required reporting as part of the
expanded TMSIS reporting protocol.
Assist in preparing Source-To-Target (S2T) revisions as required from changes or additions
to TMSIS reporting requirements.
Organize and maintain archival system to retain and organize the reports, schedules, and
analyses from TMSIS development.
Assist MSA staff in working with the CHAMPS Data Warehouse contractor to process
TMSIS extracts, evaluate results and to maintain report schedules.
Assist in development of TMSIS rules-based Web product. Perform regular maintenance
and update functions as required.
Qualifications/Requirements:
Work Environment and Physical Requirements: Job may require moderate physical effort
including lifting materials and equipment of <50# and involves viewing a computer screen up to
75% of the time. Work will be conducted in a standard office environment. May require valid
vehicle operator’s license where needed to perform duties of the position.

Departmental Analyst will have direct contact with Actuarial division and Program Policy staff. In
addition Departmental Analyst will have interaction with MDHHS/MSA Information System
contractors. Departmental Analyst will be responsible for the delivery of clear and useful
analyses, recommendations, and reports. The quality of the work and the professionalism
exhibited by the Departmental Analyst is directly reflected in the reputation and perceived value
the Michigan Department of Health and Human Services.
