HIRING GUIDELINES FOR ELEMENTARY AND JUNIOR HIGH SCHOOL TEACHER 1 POSITION
FOR SCHOOL YEAR 2017-2018

1. The Department of Education (DepEd), Division of Bohol announces the opening for application
and selection processes for Elementary and Junior High School Teacher I position for School Year
20L7-2018. The same guidelines, as provided for in DepEd Order No.7, Series 2015, are still imposed
as there are yet no latest issuances and modifications released by the Central Office, Utmost attention
is invited in the following guidelines, to wit;

a. All applicants shall register to the Department's online system at application.deped,gov.ph


where they must encode their Personal Data Sheet and select the Division they want to be
ranked. Once submitted, an application number will be issued which will be needed in the
submission of application requirements.

b, Submission of complete and pertinent application folders as prescribed in item # 5.2 of the
hiring guidelines (DepEd Order No. 7, Series 2015) shall be strictly followed. The following
are the schedules of the different recruitment phases;

those who will obtain 70 and above wiil be included in the nea

4. The Behavioral Event Interuiew (BEI), the teaching and skills demonstration will be done at the

5. The schedules on the conduct of the English Proficiency Test (EPT) and the dates for interview
and demonstrations by Congressional Districts will be disseminated in a separate Memorandum. There
will also be a separate Memorandum on the guidelines and mechanics of recruitment for Grades 11 and
12 (Senior High School).

6. Applicants from prior years shall submit a letter of intent and may opt either to submit
themselves anew to this year's Interview, Teaching and Skills Demonstration or use their previous
points in these items in the computation of their final rating,

7. To be guided thoroughly of the hiring guidelines, all concerned are encouraged to refer to the
attached DepEd Order No.7, Series 2015, dated March 27,20L5.

8. Expenses for the rental of venue, materials, meals, snacks and accommodation of the members
of the Division Selection Committee are chargeable to the Division MOOE, subject to the usual
accounting and auditing rules and regulations.

the primary objective of the K to 12 Basic L,ducation Program, which is to enhance
the overall quality of basic education in the country by hiring highly-competent
reachers. and to uphold the I)epartment's mandate under the Magna Carta for Public
School Teachers (RepublicAct 4670) to promote and improve public school teachers'
employment and career opportunities as well as to attract more people with proper
qualifications to the teaching profession.

HIRING GUIDELINES FOR I'EACHER I POSTTIONS EFFECTIVE SCHOOL YEAR

1.0 BACKGROUND AND RATIONALE

Thc Deparrment of Education (DepEd) recognizes that the success of any


etlucation systetx greatly relies on the competence of its teachers. Hence. one of the
primary issues the Department aims to address through its comprehensive
irrrpl"mertation of the K Lo 12 Basic Education Program is the need for highly
competent teachers in public eletnentary and secondary schools' The program plans to
achieve this objective through significantly improving professional standards that will
better ensure that the teachers hired are able to substantially contribute to the
developrnent of lifelong learners, Furtherrnorc. the hrring system is also set to provide
opportunities for the absorption of all qualified kindergarten volunteers and LGU-hired
teachers into the national plantilla.
Faithful to the merit and fitness principle of the Civil Sen'ice Doctrine of the
Constitution and DepEd's continuing thrust to enhance the quality of basic education,
thesc hiring guidelines are ltereby promulgated forTeacher I positions consistent with
the pertitrent provisions of existing laws, rules an<1 regulations effective School Year
201 5-2016.

2.0 SCOPE

These guidelines, which will apply to the filling-up of newly created and/or
natural vacancies for Teacher I positions in public elementary (includingkindergarten)
and secondary schools sl.rali cover the following areas/aspects:

3.0 DEFINITION OF TERN{S

3.1 Applicant refers to a person who holds a valid certificate of


registration,/professional liccnsc as a teacher frotr the Professional Regulation
Commission (PRC)seeking to be appointed to a Teacher I Position'
3.2 Bona fide resident refers to an applicant who [ras been residing for at least six
(6)rnonths at the barangay, rnunicipality. city or province in rvhich the school
being appliecl to for a teaching position is located, as evidenced by the Personal
Data Shcet (CSC Form 212. Revised 2005) and a Voter's Identification Card or

any proof of residcncy as deerned acceptable by the School Screening
Committee.
3.2.1 An applicant who has taught as an LGU-funded teacher, Kindergarten
Volunteer Teacher (KVT) or substitute teacher for at least one (1)schooi
year in the barangay, municipality. ciry or province where thc school
being applied to for a teaching position is located shall also be considered
as a bona fide resident, to be validated by a ccrtificate demployment"

J,? Qualified applicant refers to an applicant who has been screened and who,
therefore, lneets the evaluation and selection criteria used by the Schools
Division as provided for in the enclosed guidelines.
3.5 Registr.v- of Qualified Applicants (RgA) refers to the oflicial list of applicants
who obtained an overall score of seventy (70) points and above based on the
criteria set and as a result of the evaluation and selection processes.

4.O BASIC RULES ON HTRING AND DEPLOYMENT OF TEACHER POSITIONS

4.t Public school teachers requesting for transfer to another station are not
considered new applicants and are therefore not subject to these hiring
guidelines. DepEd Order No.22, s.2013, othenvise known as the "Re,-ised
Gtridelines oi the Translbr € Teachers Ji'ont One Station to Another" sha11 be
strictly observed.
4.2 Upon a teacher's appointment, assignnrent to a station, and acceptancc of the
position, he or she shall not be transferred to another school until after
rendering at least three (3)years of service in that school.
+.J Residents of the locality, LGU-fundcd teachers, substitute teachers, volunteer
teachers, and Philippine Business for Education (PBtrd) graduates under the
1000 Teachcrs Prograrn (l000TP) shall be subject to these hiring guidelines.
4.4 As provided in Section 26 (b) Paragraph 2 d RA 9293 entitled "An Act Amending
Certain Section.s oJ'Repubtic Ac't Numbered Sevent),-eight Hundred and Thirly-six
(RA 7836), Otherv,ise Known as the Philippine Tettchers Prqfessronalizcttton Act of
l994," teachers rvho lrave not practiced their profession for the past fivc (5)
years shall be requircd to take at least twelve (12)units in education courses,
consisting of at least six (6)units of content courses.

5.O APPLICATION PROCESS AND REQUIREMENTS

5.1 All applicants shall register to tha Departlnent's online system at


application.cleped.gov.ph, where they must encode their Personal Data Sheet
and select the division rvhere they rvant to be ranked. Once submitted. an
Applicant Number will be issued. Tn the submission of application
requirements, this Nurnber lxust be indicated.

a. Each division shall assign an e-mail address (either its official division
office's e-mail or its HR's c-mail) where the system will forward the
applications.
b Applicants who have already submitted requirements prior to the release of
these Guidelines rnust still register to the online system, after which they
shal1 subrnit their Applicant Number to the division office'

5.2 Ar1 applicant shallsubmit to the head of elementary or secondary school where
a teacher shortage or vacancy (regular and/or natural) exists, a written
application, with the Applicant Number indicated, supported by the fotlowing
documents:

a. CSC Forrn 212 (Revised2005)in two copieswith the latest 2x2 ID picture
b. Certified photocopy of PRC professional identification card or a PRC
certification showing the teacher's name, LET rating, and other information
recorded in the PRC Office
c. Ccrtified photocopy of ratings obtained in the Licensure Exarnination for
T e ach ers (LET)/Professional Board Examinati on for Teacl.rers
(PBET)
d. Certified copy of transcript of records
e. Copies of service records. perfortnance rating, and School Clearange for thOSe
with teaching experiencc. If unavailable, the applicant must submit a
justification citing the reason/s for unavailability'
f. Certificatcs of specialized training. if any
g. Certified copy of the Voter's ID andror any proof of residency as deemed
acceptable by the School Screening Committee

5.3 The applioant assumes full respor-rsibility and accountability on the validity and
authenticity of the documents submitted, as evidenccd by the Omnibus
certificatiol of autl.renticity (Item 5.2.i above). Any violation will automatically
disqualify the applicant from the selection process'

6.0 EVALUATION AND SELECTION COMMITTEES

6.1 The Schools Divisiorr Superintendent (SDS) shall issue a Metnorandutn

School Head with four (4)teachers as members. In the case of
primary. incomplete elementary and multi-grade (MG) schools'
the cor1lmittee shall be chaircd by the cluster school head with
four (4)teacl,ers fiom the cluster schools as nrembers'

School Head. The Department Head concemed and three (3)

including a copy cf this Order, must be posted as well'

8. I 0 The RQAs should be readY by the last week of April of every year so that
qualified aPPlicants maY be appointed by May 1. Thc RQA shall be valid for a

8.1 1 As a general rrrle, only applicants listed in the RQA are eligible for hiring and
appointment, with PrioritY givenr to bona fide residents of the barangay,
municipalitY, citY, or Province (in the order as aforestated) where the school

subject to the applicants' u'ritten Concurlence' If an applicant refuses to be
deployed to the other divisiol'r, no deployment shall be eff-ected. The evaluation

9.O APPOINT}'IENT OF QUALIFIED APPLICANTS

The Schools Division Sr'rperintendent (SDS) shall:

9.1 post the signe<l, complcte results (RQAs)in at least three (3)conspicuotts places
in the Division Office and on the website of the Division Office. The RQAs must
have the contents indicated in Section 8.4.
9.2 Providc the School District and every kindergarten, elementary, and sccondary
school rvrtl.r copies of the RQAs for posting in their areas of jurisdiction'
Regional Directors. LGLls, and Legislative District Representatives shall also be
provided with copies of the RQAs.
9.3 Advise newly-hired teachers ro report for their first day of work on May 15,
provicled that appointment papers are already in order'

rO.O MONITORING OF DIVISION COMPI,IANCE

Regional Directors shall regularly monitor and ensure strict coilrpliance rvith
the provisions of these hiring guidelines, as follows:
