Narrative: Background:
•April 2018: Criminal allegations were made against Sgt. Dan Hargraves, and WSP was assigned the criminal investigation about his
questionable conduct on the graveyard shift of March 30th, 2018. (WSP Case investigation 04-18-009186) The internal investigation
reference this matter is under LEA Complaints 18-10.
•May 23rd, 2018: WSP Detective Larry MCGill came down to Pullman PD to conduct witness interviews of the 4 patrol officers who worked
the same shift with Sgt. Hargraves on the night in question. Officer Scott Patrick was the PPD Guild representative for the officers.
Allegation:
WSP Detective McGill wrote the following in his criminal report against Sgt. Hargraves, “At 5:00 p.m., McGill contacted PPD office to
interview each of the officers working with Hargraves the night of the incident. The statements were compelled by PPD and a gag order was
also placed on them. Before the first officer entered, the Guild President, Scott Patrick, had entered the room and introduced himself. After
the introductions, Patrick told McGill, "You are not going to get anything out of these guys." McGill asked, "Why would you say that?"
Patrick replied, "Because they do not remember anything." McGill said to Patrick, "You do not even know what questions I am going to
ask." Patrick stated, "You're right, I don't know, but you're still not going to get anything." Patrick stated he would record the interviews and
provide a copy to McGill.”
Investigation:
Chief Jenkins requested Spokane PD investigate whether Officer Patrick participated in “witness tampering,” a crime defined under RCW
9A.72.120. Spokane Officer Lesser (135) was assigned the investigation and interviewed WSP Det. McGill on 11-14-18. Lesser and
Spokane Sgt. Keller drove to the PPD on 11-27-18 to interview the four officers that Patrick advised prior to their interview by WSP in May.
