CLEAN & GREEN HALDWANI NAGAR NIGAM HALDWANI Deficiencies in Existing SWM System

 Inadequate door to door collection system. Door to door collection is taking place
in some wards with the help of an NGO.
 No segregation : Presently waste is not segregated at source and instead waste
is being dumped in mixed form.
 Single Bin system (mixed waste collection) is being practiced to a large extent in
the city
 Community bins are placed on unsurfaced platforms. Some of them not in good
condition.
 Street sweepers are not provided with proper tools
 Manual collection and transportation is being practiced.
 Poor practice in markets waste dumped at open spaces on ground.
 Storage System and Collection system are not synchronized leading to
overflowing bins
 Poor handling of plastic bags.
 Lack of public awareness
CLEAN & GREEN HALDWANI NAGAR NIGAM HALDWANI Deficiencies in Existing SWM System

 Machineries and equipments are in poor condition

 Improper infrastructure is available at existing land fill site.
 Unscientific Dumping of Waste at dumping Site

Other
 Lack of technical staff and assistance.
 Lack of fund for implementation of plans.
 Growing population
 Lack of law enforcement.
 Low tax collection.
 Low Coverage of revenue collection

CLEAN & GREEN HALDWANI NAGAR NIGAM HALDWANI

 Collection
 Storage
 Transportation
 Process & Disposal
CLEAN & GREEN HALDWANI NAGAR NIGAM HALDWANI

Primary Collection of waste at Source

 Segregation of waste at source - 15 litre twin bins
 Commercial Area (Institutions/Restaurants)- 1100 litre twin bins
 Schools and other Institutions (govt. places and court) waste will be collected
from only one storage point where all the waste will be collected.
 For schools, 2 bins of 100 ltr each will be placed at this storage point.
 Waste from Other areas
 Bus stand Area and other common areas -1100 ltr bins at strategic
locations
 Most of the wards area of the city will be covered by Utility vehicles
 Waste will be transferred by compactor vehicle.
Transportation of Waste
CLEAN & GREEN HALDWANI NAGAR NIGAM HALDWANI

 Based on topography entire Haldwani-Cluster the waste transportation

system is divided into 2 parts :

(i) Door to Door Collection. Through Small hydraulic tipper vehicles in the
residential areas and through 1100 ltr bins with compacter vehicles in
market area.

(ii) Transfer of Waste to site – Compactor vehicle of 8 cum capacity

carrying waste directly to compost/landfill site.

PPP for O&M
CLEAN & GREEN HALDWANI NAGAR NIGAM HALDWANI

It is a Partnership between the Private & Public Sector

Private Party – O&M Operator
Public Party is ULB
Ownership of Assets remains with ULB
Day to day operations of assets is with the O&M Operator
ULB monitors the overall performance on a day to day basis
Payments/penalties are linked to performance
Key decision making is done jointly but final decision is of
ULBs
PPP has been emphasized by JnNURM, UIDSSMT,TFC
Transparency in partnership
CLEAN & GREEN HALDWANI NAGAR NIGAM HALDWANI

Activities proposed to be done by ULBs

•Door to Door Collection of Waste & Bulk Collection of Waste
•Transportation of Waste / Construction Debris
•Street Sweepings – Proposed to be continued by ULBs
•Drain Silt Cleaning - Proposed to be continued by ULBs

Components of Integrated MSWH proposed to be brought under

PPP in Haldwani-Clusters
•Construction and O&M of Compost Plant
•Constuction and O&M of Landfill Site
CLEAN & GREEN HALDWANI NAGAR NIGAM HALDWANI
Road Map for Operation & Implementation

• Law to prevent littering

• SPV formation for O&M of project.
• Identify Low Lying Areas for waste disposal
• Focus on Information Education Training (IEC): Due to lack of
awareness of MSW rules & importance of Segregation is low.
PPP advantages are not understood by community, employees
etc. & there is a mindset barrier to oppose PPP. Solution lies in
IEC and Training
• Social Issues of Rag pickers /Community
• Disposal of non usable assets for generating funds
• Methodology of execution with contractors
