Project Objective:

 To reduce IT cost in capital and operating expenses

management, and warehouse optimization

Critical Success Factor:

 The capable resources selected for this project gives full commitment to this project
tasks throughout this project success. The departments have responsibilities to follow
the project manager’s lead to ensure the success of the project.
 As the project being implemented for the ease of the GITS, so their IT infrastructure
need to support this new system which includes intelligence business capabilities,
inventory management, transportation management, order management, yard
management, labor management and warehouse management.
 Approval and sign off from higher department in this case GITS needed for ensuring
the project to be done smoothly. Justification of each tasks to higher department would
be sufficient for them to give approval.
 As the system provides sensitive data according to each department, so all the support
staff and users must have relevant Access Level (ACL) privileges.
 Since, the current system still in use to daily operations, so the GSCMP must be
replaced in phases to ensure the business continuity.
 The cutover (transition from the current system to new centralized system) must be in
parallel to prevent left out features from old system.
Approach:

 Perform requirement gathering to determine key features of the new supply chain
management system and obtain feedback from system users.
 Key resources such as necessary and capable staff support will be determined and
provided by various SME-Departments involved.
 Risk analysis will be carried out to determine and estimate the potential factors that
could affect the product of the project during the project period and after the project
completion.
 Development of the new system will adopt an iterative approach, involving feedbacks
from system users.
 Cost benefit analysis will assist the project team to determine if the planned project
would result in a profit or a loss to the business operation and determine the factors that
the team could adopt to improve the cost efficiency alongside quality assurance of the
project outcome.

6.1 Project Quality Management Overview
This Quality Management Plan describes a set of guidelines on managing the quality
of the Global Supply Chain Management Project (GSCMP) in its planning, execution and
monitoring phases. It describes the quality policies, procedures and standards to be used during
the GSCMP, as well as the roles and responsibilities of the personnel involved.

The Quality Management Plan is intended for the reference of the project manager of GSCMP
and his team, as well as the senior management of Healthy Living Pte. Ltd. (HL).

The aims in this quality management plan are to define quality planning activities, to define
quality assurance activities, and to define quality control activities.

6.2 Quality Planning


According to Association for Project Management (2017), quality management is a
discipline for ensuring that outputs, benefits, and the processes by which they are delivered,
meet the stakeholders’ requirements and are achieve its purposes and goals. The priority here
is to ensure that the project fulfils all the requirements with great level of expected quality. The
quality planning for this project is to ensure that the product meets to basic requirements, which
are customer satisfaction and quality standards. Hence, in order to meet these requirements, the
project team has to focus on the project’s deliverable, standards, and criteria. The standard of
process quality is to ensure activities follow all standards of Health Living Pte. Ltd. which can
lead to a successful delivery of the product.

The project team has used Ishikawa Fishbone, as seen below, as an analysis tools and technique
to identify the related various causes that can create potential problems.

6.3 Quality Assurance
The main two methods of quality assurance are benchmarking and quality audit. Benchmarking
is to produce standards and views about improving the quality of the project and it is done by
either for original ideas or comparing the project to other similar projects and standards set by
others like as ISO standards.

On the other hand, quality audit is to conduct inspections and review of planned and established
quality management practices that have been performed and identify its benefits for future
improvements in the current or future project, where these practices may be dropped or
adopted, following the situations aptly. For this project, benchmarking is used as the main
approach for quality assurance.

Successful project is a project that can produce an output or a product that meets the quality
standards and benchmarks. As the project that being done for GSCMP is a software project
thus, the project must follow the software quality assurance standards and approaches.

Earlier in the planning phase of the project included about the quality assurance (QA) plan that
includes the standards and the benchmarks of the project must meet. In this execution phase,
the quality assurance will be following and must make sure the quality standards are met with
a high quality during project.

As for the GSCMP project, the software quality criteria that meet is such as:

 Accuracy – the end product of the project must produce accurate result every time.
 Scalability – The end product must able to add bigger resources in the future
development.
 Reliability – The end product of the project should available 24/7 with minimal down
time.

To achieve this quality assurance for the project during this execution phase, it is recommended
to follow the particular activities to make sure the benchmarks and quality standards are met.
Few suggested activities would be like perform testing, perform code and database
optimization strategies, design that promote code reuse and fulfil all the requirements during
implementations.
6.4 Quality Control
The quality control check on the GSCMP project is based on the organization’s current system
functionality. Quality control is one of the major elements in quality management, it allows
project team to detect errors and fix problem within short period of time. One of the tools used
in Quality Control is the Pareto chart or Pareto diagram.

Some of the major reasons of why a Pareto Diagram is useful for Quality analysis are shown
below:

 Aids project team to focus towards the inputs that greatly affects the project.
 Organize in the aspect of importance of the inputs which greatly influences in a simple
and graphical format.
 Provides before and after snapshots for future reference if there are changes or updates
that takes place.

Pareto analysis below suggests that 80% of the problems and failures that occur because of
mismanagement in 20% of the areas.

7.1 Cutover Strategy

The project managers have already planned how was the transition plan will be going on for
building the new centralized Supply Chain Management System. A cutover strategy has been
discussed by the project team using brainstorming method.

To achieve the project success criteria, the cutover must not affect daily operations. Therefore,
a parallel cutover strategy is used for GSCMP. The data that is required to transfer from legacy
system will be separate into various parts, where the most critical data will be duplicated into
the new system first. The cutover process is complete when all data has been migrated from
the current system to the new system.

7.2 Transition Plan

Introduction :

GSCMP is a project for implementing a new supply chain management system from
decentralized to centralized across the South East Asia Region by Healthy Living Pte. Ltd. All
the functions have been stated in the project scope statement. First implementation is located
in Malaysia with the company’s Global IT Services (GITS) team.

Assumptions :

With using the same infrastructure provided, the team has to be careful on deciding which
hardware should be move and install first and so on as the project success criteria mentioned
not to affect the daily operations.

The work required for the GSCMP includes:

 Gathering hardware resources, including desktop PC, web server, network


infrastructure, database server and security server from existing infrastructure.

The transition plan and the system setup will start from 18/11/2017 as all the developments and
testing has been successfully run.
8.0 Lesson Learnt

Throughout completing the project management report, the team has encountered many
challenges whereby it would have been challenging to complete the report without guidance
and encouragement by the lecturer. It was challenging for the group to implement real world
project management requirements which involved much research and documentations to be
done. Besides, the team lacked of group discussions which made it even more challenging to
complete the entire report. However, based on templates and references, the group was able to
figure out solutions in completing the assignment. The objectives of the report were achieved
whereby the members are aware of project management processes that involved project charter,
human resource, procurement, risk and communication management. The importance of team
work is appreciated and the report is successfully completed.
