OIC ACTIVITY BRIEFING CHECKLIST version 2.0

Refer to Annex A for actions required prior to the commencement of the activity.

At the commencement of every activity, the OIC must outline the AAFC behaviour and safety policies
and expectations of the activity. The following checklist covers the minimum briefing requirements.

Introduction
 State the overall purpose for the activity and OIC’s intent.
 Introduce directing staff and key appointments.
AAFC Behaviour Policy
 Remind that AAFC Code of Conduct and ADFC Behaviour Policies apply to all attendees.
AAFC has a zero tolerance for inappropriate behaviour including abuse; harassment or
bullying; inappropriate relationship; comments regarding race, culture, gender, religion or
sexuality.
AAFC WHS Policy
 Reiterate that safety is critical – and is everyone’s responsibility. 
 Outline risks identified in the RAMP and the mitigating actions.
 Advise Emergency Response procedures and assembly areas. 
 Provide designated first aider’s contact details, and reiterate the importance of cadets declaring
existing conditions and medications.
 Identify allergy management procedures, including the need for cadets to discuss their allergies
with adult supervisors, and the location of EPIpens etc should the need arise.
 Explain prohibition on sharing or swapping food or use of another’s cutlery, crockery, utensils
or drink bottles (for allergy reasons). 
 Remind cadets to wash their hands before and after eating for personal hygiene and to ensure
any allergens are removed from their hands.
 Emphasise the importance of adequate fluid intake.
 Outline actions to be taken on becoming lost (if applicable).
 Identify hazards in area and issues related to the terrain (as applicable).
 Advise members will only participate in activities if they have appropriate clothing, equipment
and other risk mitigation devices such as sun protection.
Security (personal and physical)
 Remind members that anyone may stop an activity if they feel it to be unsafe and cadets may
not be forced to undertake an activity if they feel unsafe (use of i-Safe procedures).

 Advise that any member may approach the OIC Activity directly if they have concerns about
their safety or the behaviour of another person.
 Emphasise that no person is to enter the quarters of another person without their permission, or
an area housing the opposite gender unless accompanied by an appropriate member of directing
staff on duty and have announced their presence. 
 Reinforce ban on prohibited items – if appropriate advise an amnesty for cadets to surrender
dangerous or offensive items.
 Remind members of AAFC prohibited substances, alcohol and tobacco policy including
prohibition on cadets (irrespective of age) using prohibited substances, alcohol and tobacco
whilst attending AAFC activities. 
 Advise adult supervisors of smoking areas and permitted drinking protocols on activity (no
member is permitted to drink alcohol on a field activity). 
 Brief all members on security requirements related to ADF bases (if applicable), including the
correct movement around base, wearing of ID cards and ID removal on leaving the base.
 Advise members on the boundaries of the activity/detachment and state out of bounds areas.
 Brief all personnel on the photography rules applicable to the activity.
 Brief all personnel on the use of mobile phone rules applicable to the activity.
 Brief all personnel on the use of Defence and Private Vehicles applicable to the activity.
Operations and Logistics
 Outline dress, timings, programs, meals and parades as applicable.
 Provide contact mobile numbers in cases of emergency and location of duty personnel.
 Identify any other points specific to the activity/DET.
Allow Questions
 Ensure all personnel understand their roles and responsibilities of the activity.

OIC ACTIVITY CHECKLIST

Ensure that the following points are actioned by you either prior to or at the commencement
of the activity:

 The activity is listed as APPROVED in C1AM. 


 ALL attendees are recorded in C1, or verbal approval was gained from the
approving authority with follow-up written confirmation.
 ALL cadets on the activity have written consent on the TR66 Parental Consent
Form to be on this activity. (Note – verbal consent over the phone, however
recorded, does not cover a cadet for an activity.)
 All TR66 – Parental Consent forms have been perused to identify allergies,
conditions not recorded in CadetOne. 
 You have printed the Allergy/Medical Roll for the Activity from CadetOne and
notified the mess (or other entity providing meals) of the allergen requirements. 
 All adult supervisors (and senior cadets as appropriate) are briefed on applicable
allergy management issues.

All members with allergies have an Action Management Plan (AMP).


You have printed and read a copy of the RAMP for the activity.
You have briefed all members of the Activity IAW the OIC Briefing checklist.
Rostered duty member(s) have been briefed to be available to cadets in emergencies
at all times. The duty member(s) must not be under the influence of alcohol during
their rostered duties.

All staff have quick access to written directions to the nearest Doctor/Hospital.
You are monitoring the current and forecasted weather conditions and have adverse
(cold / hot / wet) weather plan(s) in place should conditions become unsafe,
including an evacuation or cancel activity plan.

Emergency Response plans are in place. Emergency Response practices have been
considered as part of the risk management and are planned if required.

You have tested communications equipment and confirmed its effectiveness before
members deploy to remove localities.

ANNEX A – ALLERGY MANAGEMENT CHECKLIST

ANNEX B – INCIDENT REPORTING

1. If any of the following situations occur, you are to notify the chain of command
(normally your OC) within the following timeframes. If the OC or suitable alternate contact
cannot be found you are authorised to contact DOPS-AAFC or DCDR-AAFC directly.

AAFC Incident Reporting

2. In the event of an accident or injury, or hazard to any member, the OIC Activity
/DETCDR must ensure that the AAFC WHS Incident Report is completed IAW the
instructions provided on the WHS Notification and Reporting Page of the AAFC WHS
Portal. Fatalities and serious injury must also be reported directly to COMCARE.

4. Sexual abuse and criminal offences must also be reported to civilian state/territory
police and/or child protection agencies in accordance with AAFC SI(PERS) 8-7 –
Mandatory Reporting.

5. Issues relating to inappropriate behaviour must be reported in accordance with AAFC


SI(PERS) 8-9 – Incident Reporting.
