CHAPTER 1

THE PROBLEM AND ITS BACKGROOUND

INTRODUCTION

CCTV Camera or Close Circuit Cameras are video cameras used for the purposed of
observing an area. They are often connected to a recording device, IP network, and/or
watched by a security personnel/law enforcement officer. Video Surveillance Systems consist
of cameras placed in areas where they can monitor activity as it takes place. This cameras
may include features like pan, tilt, and zoom; may be placed in outdoor or indoor locations;
and may include infrared recording options. Most cameras are used with recording systems,
either VCRs or digital recorders. Using a digital recorder is the preferred option for easy
storage, easy recall, and easy viewing over different monitors. The first Video Surveillance
System was installed by Siemens AG at Test Stand VII in Peenemunde, Germany in 1942, for
observing the launch of V-2 rockets. The noted German engineer Walter Bruch was
responsible for the design and installation of the system. Outside government special facilities,
Video Surveillance was developed initially as a means of increasing security in banks.
Experiments in the UK during the 1970s and 1980s led to several larger trial programs
later that decade. Monitoring is the regular observation and recording of activities taking place
in a project or programmed. It is a process of routinely gathering information on all aspects of
the project, supervising activities in progress to ensure they are on-course and on-schedule in
meeting the objectives and performance targets. To monitor is to check on how project
activities are progressing.
It is observation; — systematic and purposeful observation. Monitoring also involves
giving feedback about the progress of the project to the donors, implementers and
beneficiaries of the project. Reporting enables the gathered information to be used in making
decisions for improving project performance. To observer supervise, or keep under review; to
measure or test at intervals, especially for the purpose of regulation or control, or to check or
regulate the technical quality of something. On the other hand Surveillance is a process of
close monitoring of behavior. Ongoing close observation and collection of data or evidence, for
a specified purpose or confined to a narrow sector. In comparison, environmental scanning is
broad and includes all associated external factors.
STATEMENT OF THE PROBLEMS

This study aimed to determine the Effectiveness of CCTV in community area of


Pandacan as crime prevention and suppression: Towards a guide.
During the academic year 2019-2020
It sought farther to answer the following questions.
1. How may the respondents be described as to;
1.1. age,
1.2. gender,
1.3. highest education attainment of respondents,
1.4. residence
2. How effective is CCTV in solving crime and suppression in the community?
3. What are the factors that contribute to the effectiveness of the CCTV in crime
prevention and suppression?
4. What are the problems are encountered in the use of CCTV in solving crime and how
are these address?
5. How many finding be utilize in crafting a guide to entrance effectiveness of CCTV in
crime prevention?
ASSUMPTION

1. That there are varied description of respondent as to

2. That CCTV contributes a lot to serve the public and private sectors in utilizing CCTV in
solving crime and there are resolves.

3. That the finding maybe utilized in crafting a guide to further enhanced the use of CCTV
in both public and private areas to help solve heinous crime

SCOPE AND DELIMINATION OF THE STUDY

This study delimited to Effectiveness of CCTV in community area of Pandacan


as crime prevention and suppression: Towards a guide.
SIGNIFICANCE OF THE STUDY

This study is deemed significant to the following:

Student for them to make use of the present study in undertaking their endeavor as future
police.

Teachers for them to determine the concepts they are going to teach to their students.

Parents for them to assist to their children in undertaking criminology students.

Administrator for them to include criminology future seminar to improve student or


teacher.

Future Researcher for them to make use as reference of research form.

Curriculum for them to include all research title in curriculum for future criminology
student.
DEFINITION OF TERMS

CCTV-Short for Closed Circuit Television. Usually a security system using cameras to record
footage over a closed circuit network of cables. Crime – an action or omission that constitutes
an offense that may be prosecuted by the state and is punishable by law. Effectiveness – the
degree to which something is successful in producing a desired result. The higher the frame
rate, the more smooth the movie will appear. Guide – direct or have an influence on the
course of action Law Enforcement Officer - is any public-sector employee or agent whose
duties involve the enforcement of laws. Suppression – the act of preventing something from
being expressed or known. Video Surveillance - is the monitoring of the behavior, activities, or
other changing information, usually of people and often in a surreptitious manner. It most
usually refers to observation of individuals or groups by government organizations.
