EXECUTIVE ORDER NO. ATF-17-2018

“AN ORDER IMPLEMENTING THE “4 O’CLOCK STOP, LOOK AND LISTEN”


HABIT IN THE IMPLEMENTATION OF THE AKSYON BARANGAY KONTRA
DENGUE (ABKD) OR OPLAN YABO INLUDING THE 4S AGAINST DENGUE IN
THE BARANGAY GUBATAN, MACO, COMPOSTELA VALLEY PROVINCE”

WHEREAS, It is declared responsibility of the State to adopt an integrated and


comprehensive approach to health development which shall endeavor to make essential
goods, health, and other social services available to all the people at affordable cost;

WHEREAS, The Department of Health (DOH) is the agency of the government mandated to
provide national policy direction and develop national plans, technical standards, and
guidelines on health and provide special or tertiary health care services and technical
assistance to other health providers especially to Local Government Units (LGUs);

WHEREAS, During the rainy season, dengue cases increase due to the increase in breeding
sites of the mosquito-borne disease;

WHEREAS, Dengue Fever is a painful, debilitating and incurable mosquito-borne disease


that is one of the leading causes of serious illness and death, especially among children;

WHEREAS, To intensify the fight against dengue outbreak, the DOH urged the public to
practice the “4 O’ Clock Stop, Look and Listen” Habit, Creating an Oplan Yabo and
Implementing the 4S also known as the Search and Destroy, Self Protection Measures, Seek
Early Consultation, and Say NO to Indiscriminate Fogging, implementation of the ABKD to
prevent and/or control the spread of dengue in the Barangay;

NOW THEREFORE, I ARNIEL TORMIS FERNANDEZ, Punong Barangay of


Barangay GUBATAN, by virtue of the powers vested in me by law do hereby order:

Section 1 . The One Minute Continuous Ringing of Barangay Megaphone along with
Bells of Churches, Schools, institutions and other concerned agencies. The

aforementioned BELLS and SIRENS should ring every 4 O’clock in the afternoon to
signal the start of the synchronized clearing of mosquito breeding sites;

Section 2. Definition of Terms

STOP – means the public is advised to stop what they are doing every 4
o’ clock in the afternoon;
LOOK – means the public is encouraged to Search and Destroy Mosquito
Breeding Sites such as gutters, flower pots/vases, discarded
used tires, buckets, bottles, drums, or any such container that
may hold or collect stagnant water;
LISTEN – means to be informed of the Municipal Health Services Office’s
updates or announcements regarding dengue.
S1 – SEARCH AND DESTROY
Throw away, turn over, empty or store under roof any container that
may accumulate water. Always place a tight lid on containers used for
water storage (buckets, drums). Check that there are no mosquito
larvae or pupae (kiti-kiti) in stored water (empty the container, wash
walls with a brush to remove eggs, rinse, and cover). Maintain running
water in fountains, artificial lakes or estuaries. Place fish in ornamental
fountains that are always filled with water.

S2 – SELF-PROTECTION MEASURES
Use screens on doors and windows. Use insecticides such as
Permethrin (pesticides and repellent) and Allethrin (candies and
lanterns. Wear long sleeves T-shirts, long pants, socks, and closed
shoes to avoid mosquito bites at dusk and dawn especially. Use
repellents containing DEET (N, N-diethy-m-toluamide) or Picaridin on
your clothing and exposed skin. Follow the manufacture instructions.
S3 – SEEK EARLY CONSULTATION
If you or a family member has fever of 2 days duration and rashes on
the skin, consult your physician or visit the nearest health center. If it
is dengue, serious complications of the disease can develop. If the
complications are recognized early, and a doctor is consulted, it may
save the patient’s life.
S4 – SAY NO TO INDISCRIMINATE FOGGING
Fogging operations fall because these merely drive away mosquitoes
to other areas. Yes to fogging only outbreaks.

Section 3. Community Participation. Dengue Prevention is a community effort,


hence, the participation of all public sectors is highly enjoined. The community must
be involved in a simultaneous clean-up operation to eliminate all possible mosquito
breeding sites every 4 PM. The Purok should be warned and be on alert for the
further spread of the disease. The “Oplan Yabo” a municipal-wide clean-up drive –
should be conducted regularly.

Section 4 . Repeal. All Issuances, orders, rules and regulations or parts thereof
inconsistent with this Executive Order are hereby repealed, amended or modified
accordingly.

Section 3. Effectivity. This order shall take effect immediately.

Done this 7th day of December 2018 in Barangay Gubatan Maco, Compostela Valley
Province, Philippines.
