The change in frequency is not because of any real change in physical properties, but because
of the astronomical object’s motion. The change in observed frequency is known as Doppler’s
effect.
The relation between the frequencies and speed of the astronomical object is given by,

Recession velocity is positive when astronomical object is moving away from Earth; negative
velocity when astronomical object is approaching the Earth.

So, from above equation when astronomical object is moving towards the earth frequency of
perceive radiation decreases. When astronomical object is moving towards the earth frequency
of perceive radiation increases.
