DEFINITION:

 Fire and gas mapping defines the potential risks and the precautions required for effective detection of fire

and gas releases and subsequent mitigation. The study supports in optimizing the F&G detector locations

in order to minimize accidents and enhance the safety of the concerned facility.

WHY IT’S REQUIRED:

 Effective placement of detectors for early detection of leaks.


 Optimum selection of detector with respect to fluid handled.
 Identification of all potential leak sources and provide detectors for maximum coverage

APPLICABLE STANDARDS & GUIDE LINE:

OISD:

 OISD-STD-144 – “Liquefied Petroleum Gas (LPG) Installations”.


Section 11, 11.12.3 & 12.5 State the following
 Portable Gas detectors - Min. 2. Should be in operating condition.
/ Explosimeter.
 The detectors especially the catalytic type should be located at least 0.3 m. Away from the potential
source of leakage.

 In case of infra-red detectors, the same shall be installed on the downwind side ensuring the path is
free from obstructions.

 Heat Detectors for detection of fire for automatic actuation of medium velocity water
Sprinkler system shall be provided.

 OISD-STD-244 – “Storage and handling of Petroleum Products at depots and terminals


including standalone crude oil storage facilities”.
Section 9.3 State the following
 Hydrocarbon detectors shall be installed near all potential leak source of class-A e.g. tank dykes, tank
manifolds, pump house manifold etc. Hydrocarbon detector of proper type shall be selected and also
shall be proof tested and shall be maintained in good condition.

 OISD-STD-116- “Fire Protection Facilities for Petroleum Refineries and Oil/Gas


Processing Plants”.
Section 14.1.2 State the following
 Following areas shall be provided with Smoke/ Flame / Heat detectors with alarm and/or
system to actuate relevant fire suppression system:
1) LPG spheres 2) LPG filling sheds 3) LPG pumps/compressors 4) LPG loading/unloading,
both in tank truck and tank wagon gantry.

PETROLEUM AND NATURAL GAS REGULATORY BOARD GUIDELINES:

 Risk assessment shall be carry out at least every year.


 Ultra Violet or Infra-Red or Other Flame detectors or Heat detectors or a combination of flame
and heat detectors shall be installed in wherever the potential leak sources are identified.
 Promote more rigorous and systematic management of natural gas pipeline integrity and
mitigate the risk.

Section 10.2. State the following


 xxix) Hydrocarbon (HC) detectors shall be installed near all potential leak sources of class ‘A’ and
‘B’ petroleum products e.g. tank dykes, tank IOC FIRE ACCIDENT INVESTIGATION REPORT
Confidential - 151 - manifolds, pump house manifolds, etc. Further, HC detectors of proper type
should be selected and should be proof tested and maintained in good condition.
